Chief Inspector Michael John Mangahis of Region 11 Police Special Action Force, and Police Superin-tendent Quirubin Manalang led the group of the raiding authorities.

Th e raid came following the search warrant issued on July 25 by Executive Judge Marino Dela Cruz Jr. of the National Capital Region RTC Branch 22 in Manila for violation of Republic Act 8294.

Arrested were Mayor Joyce, Ronnie Pandamon, Hernan Miguel, Flor Arquil-lano, boroy Tilo and two members of Civil Secutity Unit (CSU) identifi ed as Ar-nel Dionesio and Victorino Venancio.

The suspects and the recovered fi rearms are now under the custody of the Davao del Sur Police Offi ce.

Last week, Davao del Sur Governor Douglas Ra. Cagas urged the police and

the military to dismantle private armed groups in the province.

Cagas believed that these groups were backed up by politicians in preparations for the coming elections in 2013.

DSPPO chief Superin-tendent Ronaldo Llanera and Army’s 39 Infantry Battalion (IB) commander Lt. Col. Norman Zuniega vowed to heed the call of Cagas to avert the prolifera-tion of loose fi rearms in the province.

In 2010 elections, the Commission on Elections (Comelec) placed Davao del Sur under its control following a bloody gunfi ght between the security forces of contending politicians.

Cagas is eyeing to bring this issue to Malacañang, as he cited the order of Presi-dent Aquino earlier to dis-band the private armed se-curity groups of politicians.

MALAYBALAY City––The 35-family Matigsalog folk who fled their terrorized barangay Dao in San Fer-nando, Bukidnon had re-turned home Wednesday aboard trucks provided by government.

The Lumads came down from the mountains five months ago and encamped since then in front of the capitol building for fear of their lives from armed groups terrorizing their village.

ZAMBOANGA City––An un-identified suspect lobbed a fragmentation grenade that exploded on the rooftop of a Catholic Church in the island province of Sulu, a military official disclosed Thursday.

There was no injury or casualty in the grenade throw-ing incident that took place early Wednesday evening, Lt. Col. Randolph Cabangbang,

MARAWI City––Two soldiers were gunned down inside the office of the Land Transportation Office (LTO) in Barangay Matampay here at around 10 in the morning on July 30.

The victims who were shot to death while attending to LTO clients were identified as Private First Class Mark Anthony L. Tancio and Private First Class Darwin S. Lorenzo, all residents of Cagayan de Oro.

Tancio and Lorenzo succumbed to multiple bullet wounds.

The two unidentified suspects who were armed with .9mm and .45 pistol immediately fled after taking the two m16 rifles of the victims.

Witnesses said the suspects fled riding on a dirty-white vehicle with no license plate number.

Senior Police Officer 1 Ali G. Rangiris, a police investigator, said that he is still trying to establish the motive behind the fatal shooting incident.

Rangiris said the bodies of the victims will be sub-jected to autopsy before their bodies will be sent home to their respective families.

GENERAL Santos City––Greenpeace Southeast Asia, along with two foreign fishing experts, visited this Tuna Capital of the Philippines to campaign for sustainable fishing practices.

Specifically, Greenpeace is advocating for the pole and line method of catching tuna to address its declining population in Philippine seas.

“We are running out of fish and time. For a country known for marine biodiversity, there are very few fish left to catch,” said Oceans Campaigner Vince Cinches of Greenpeace Southeast Asia.

Mr. Cinches cited the importation of fish from other Asian countries as a “clear sign that our seas have now collapsed and the local fishing industry, particularly the livelihoods of small scale fishermen, at risk.”

It is quite unfortunate that our OFWs are placed in a situation wheretheir circumstances force them to resort to donating blood for money.

Most of the unemployed

OFWs have left their pre-vious jobs due to abusive employers or because they are not being paid.

They are considered as illegal immigrants or TNT (tagongtago) andundocu-mented because their pass-ports and travel documents are lost orconfiscated by their previous employers.

Measures must be en-acted to ensure that our OFWs no longer resort toselling blood in order to earn but, more importantly, they areprotected when in a foreign country and have jobs readily available tothem here and abroad. guest editorial

The backstage artof dirty politics

LOCAL political parties are now realigning forces to form formidable tickets in preparation for the 2013 mid-term election next year. As usual, the local political front is free for all. This means, that while being aligned with national political parties (ad-ministration party or not) its bearing in the local front is insignificant. In other words, local political tickets are, actually, the driving force of national candidates. This is in contrast to the idea that national political parties dictate and create stronger political bets in the local front.

In some sense, aligning with national political parties creates an impression of a powerhouse ticket in the local political arena. However, such impression is superficial. The significant of aligning with national political par-ties boils down only with perceived privileges. Among these privileges are allowing local party ticket to hire and deploy watchers in polling places and getting copies of election returns.

Still, many believed that an alliance with the admin-istration’s political party in the national level creates an advantage. The usual notion is that the administration would provide election money for its local counterparts. This contention is farthest from the truth. The advan-tage really is that local political parties identified with the administration could ask deployment of the armed forces to serve their political interest.

In many instances, military and police commanders in areas perceived to be sympathetic to local oppositions are relieved of post before elections. Assigned military and police officers are under instruction to serve as protectors of administration’s political allies. Although this allegation is hard to prove, the perception is com-mon anywhere in the country. It is part of power play, so to speak.

As usual, those who enjoy the blessings of the power-that-be exercise the grandeur of bullying political op-positions in any form - in every corner. Traditionally, the filing of charges of imagined and recycled corruptions against those opposing the political status quo pollute graft courts. The motive is obvious because administra-tion candidates believed they could twist the arms of courts to decide in their favor. Definitely, those

So they were both re-sponsible to take their share of the blame for their mar-riage problems.

The husband had to admit that he’d been selfish and immature when he went

to the bar or pub after work instead of coming home to be with his wife and kids. And the wife had to admit she was always nagging and ruining the mood in their home so that her husband and kids didn’t enjoy being around her.

You see, it’s only when we admit our share of the blame for our marriage problems that we can begin to do change and improve it. Then we will stop trying to

change our wife or husband, and start working on the only person we can change: ourselves. That’s when our wife or husband might start wanting to change also.

But it’s not easy for us to see our own faults and weaknesses, let alone be strong enough to admit we have them. But until we take the responsibility for the problems and unhap-piness which we cause in our marriage, very little will change.

So why not be honest with yourself? Just ask Jesus Christ to forgive you today for your wrong attitudes and the way you treat your wife or husband? Then ask Him to give you the strength and willpower to start changing each and every day.

Third of four parts

FOR the last two days, we have been examining the history of banking in the Philippines. In this article, we will focus on the develop-ment of financial and legal reforms in the country.

The Bangko Sentral ng Pilipinas’ “The General Banking Law Annotated: Book 2” identified the year 1949 as “a turning point in the monetary history of the Philippines”

It marked the beginning of the country’s “post-inde-pendence monetary history” with the 1948 enactment of the Charter of the Central Bank of the Philippines-setting into motion the operation of the country’s monetary authority.

It would also be im-portant to note that the General Banking Act (GBA) became effective on the same day that the Central Bank started its operations

on January 3, 1949. For the first time, explicit rules and regulations governing bank organization and operations were laid down.

The GBA prescribed rules covering the establish-ment of domestic banks, the licensing of foreign banks, and the powers of banking institutions, branches and agencies of foreign banks.

Another major banking statute, the Rural Banks Act, was enacted in 1952. Two years later, the Agricultural and Industrial Bank merged with the Reconstruction and Rehabilitation Fund to form the Development Bank of the Philippines (DBP).

During this period, the Central Bank was actively engaged in the establish-ment of development banks. It also provided rural banks with 100% counterpart fi-nancing for equity and ac-cess to rediscounting facility at highly subsidized terms.

Another major piece of legislation enacted under the Philippine Republic was the Law on Secrecy of Bank Deposits, which dis-couraged private hoarding by encouraging the public to deposit their money in banking institutions.

By the 1960s, the abil-ity of banks to mobilize funds via deposit accounts

was constrained primarily by relatively low yields of these instruments. This was because of regulations imposed upon traditional deposit accounts, including the reserve requirement, ceilings on interest rates, and taxes.

In response to the grow-ing corporate demand for funds, a small number of non-bank financial institu-tions started trading short-term instruments of banks. The banks followed suit by issuing unregulated short-dated instruments such as repurchase agreements, certificates of assignment, certificates of participa-tion, and dealer promissory notes-collectively known as deposit substitutes.

It was during this time that the trust fund manage-ment services were first of-fered by commercial banks.

The Department of Science and Technology (DOST) finds this impor-tant for the local small and

THE Bank of the Philippine Islands (BPI) reported a net income of P9.4 billion for the fi rst half of the year, 52% higher than the P6.2 billion realized in the same period last year. Th is translated to a 21% Return on Equity and a 2.3% Return on Assets.

Net income for the sec-ond quarter was P3.6 billion, 8% higher than a year ago due to the 9.4% increase in net interest income but tem-pered by the higher tax line. Both non interest income and operating expenses were relatively flat against the same quarter last year.

For the fi rst semester, the signifi cant growth in profi ts was mainly driven by the 24% improvement in revenues. Net interest income rose by 9% while non-interest income surged by 51%.

and income taxes remained to be ahead of the previous year by P438 million and P159 million, respectively.

Loan growth from all segments was sustained as net loan portfolio reached P480 billion, 17% higher

than a year ago. Both the middle market and SME segments contributed a 19% growth while the top cor-porate segment went up by 15%. Consumer lending increased by 17%. Despite the double-digit growth

in portfolio, asset quality continued to improve with net 30-day NPL ratio at 1.4% from last year’s 1.8%. Reserve cove r was 140.7%

Total intermediated funds amounted to P1.46 trillion as the Bank’s total de-

posits stood at P734 billion with growth coming largely from low cost deposits. As-sets under management was P730 billion, a 15% growth from last year.

BPI’s market capital-ization was P265 billion at end of June and remains the largest among domestic banks. Its Basel 2 Capital Adequacy Ratio (CAR) was 14.5%.

Buenaventura, Senior Executive Vice Presi-dent and Chief Operating Offi cer of BPI commented, “We are happy to see that loan growth has remained resilient though slightly below the first quarter performance. We expect challenges going forward especially on our net inter-est margin with the recent cut in the BSP overnight borrowing rate. We will however try to seize oppor-tunities given the continued domestic economic growth, notwithstanding the impact of the Eurozone slowdown. At this point in time, we are on track with our target of delivering a sustainable 15% return on equity.”

The group said that even as Aquino has promised to resolve cases of extrajudi-cial executions and other violations of human rights, “genuine reform to ensure the protection of civil so-ciety members continues to be lacking.”

They noted that the Aquino administration continues to implement Ex-ecutive Order 546, which al-lows the use of paramilitary forces and private militias for its counterinsurgency program Oplan Bayanihan.

Kia ‘Quoris’ flagship sedan promises premium driving convenience, innovative safety technologies

SEOUL––Kia’s striking, rear-wheel drive, all-new flagship sedan will be called ‘Quoris’ when it goes on sale in overseas markets from the fourth quarter of 2012.

The new luxury model (known as ‘K9’ in the do-mestic market) went on sale in Korea in early May, and features a host of high-tech comfort and safety features, many of them never seen before on a Kia.

“Derived from the Eng-lish words ‘core’ and ‘qual-ity’, the name of our new flagship sedan hints at the attributes at the very heart of the vehicle,” commented Thomas Oh, Kia’s Executive Vice President & COO of the International Business Division. “The word ‘Quo-ris’ conveys solidity, luxury and high-technology, all resonating together as a chorus.

“Our decision to give this striking new sedan an unconventional name means it will stand out even further from the established crowd, driving Kia sales in what is a new segment of the global automotive market for Kia,” adds Mr. Oh.Innovative ‘active’ safety

“Quoris adopts a num-ber of intelligent safety technologies never before

seen on a Kia, in order to deliver maximum driver comfort and safety,” com-ments Chang-Ki Kang, Se-nior Vice President of Kia’s Namyang R&D Center.

“The Quoris can cruise at a desired speed, main-tain a pre-determined ‘safe’ distance from the vehicle in front, and even come to a complete stop if necessary. Quoris can also detect and warn the driver of approach-ing potential hazards using innovative audio, visual and haptic alerts.

“Our new flagship sedan possesses remarkable abili-ties to monitor and detect changing traffic conditions, and is constantly processing information, immediately deciding the right course of action and precisely ex-ecuting vehicle movement controls as necessary,” con-cludes Kang.

Advanced Smart Cruise Control (ASCC)

The Quoris employs Kia’s first radar-based Ad-vanced Smart Cruise Con-trol (ASCC). Located in the right side of the front bumper, the radar system constantly monitors the road ahead, up to a range of 174 meters.

With ASCC activated, the Quoris monitors traf-fic conditions and speed in order to maintain a pre-determined safe distance from the vehicle ahead. The driver can easily adjust this

distance by choosing from four options (52, 40, 32 or 25 meters at a speed of 90 km/h) using a button on the steering wheel.

The Quoris will also automatically come to a complete stop, if necessary. When the stop is less than three seconds and traffic ahead moves off, the Quoris automatically moves for-ward, resuming the journey. For a stop longer than three seconds, the driver has to manually restart the vehicle by pressing the accelerator or pushing the resume button.Advanced Vehicle Safety

Management (AVSM)The ASCC is linked

to the rest of the vehicle controls by the Quoris’ Advanced Vehicle Safety Management (AVSM).

Integrating the control of various vehicle monitor-ing systems, including the Electronic Stability Control (ESC), seatbelt mechanisms and multiple warning sys-tems, the AVSM can alert the driver, pre-pressurize the braking system and activate the Pre-Safe Belt (PSB) system, depending on the anticipated level of a collision risk.

Detecting a risk of a

collision, AVSM warns the driver in three stages via a loud audible alarm, a visual warning on both the Head Up Display (HUD) and TFT LCD cluster and a haptic signal on the seatbelt.

Stage 1. At a low level of collision risk, a visual warning appears on the LCD cluster and HUD.

Stage 2. At a higher level of collision risk, in addition to the visual warning, an audio warning signal is sent out and the haptic seatbelt is activated via an electric motor, sending strong vibra-tions through the driver’s seatbelt.

Stage 3. When a collision is imminent, the AVSM automatically applies the brakes to reduce the impact speed. The electric motor and pre-tensioners of the PSB system are also activated to retract the seatbelt and hold occupants closer to their seats, ensuring maxi-mum occupant protection and minimizing abrasions caused by contact with the airbags.Class-leading Blind Spot

Detection with Lane Change Assistance

The Blind Spot Detection (BSD) system for Quoris

features two radar scan-ners located in each of the outer corners of the rear bumper. Each is capable of detecting objects up to 70 meters away from the rear, and four meters from each side.

Activated at vehicle speeds above 30 kph, BSD gives the driver a warning when a vehicle comes into the blind spot zone – an area approximately four meters wide along each side of the Quoris and extending more than six meters from the rear bumper.

Compared with sonic-based BSD systems, Quo-ris’ radar-based BSD gives a longer detection range, which is also exploited by the Lane Change Assistance (LCA) system. LCA alerts the driver to vehicles ap-proaching from the rear at high speeds from up to 70 meters away.

If the system also consid-ers the speed of approach to be a potential hazard – specifically if it calculates that a collision would occur within 4.5 seconds if no avoiding action is taken – it will illuminate a warning triangle graphic in the left or right door mirror glass

and activate a warning signal on the HUD. If the driverdoes not react to this visual‘alert’, an audible warning is also sounded.

Both the BSD and LCAsystems can be deactivatedby the driver, if required.Lane Departure Warning

System While radars boast a

superior ability to detect objects at long distances, cameras are used in Quoris to recognize the shape of closer objects such as lanemarkings.

A forward-facing videocamera is at the heart of thenew sedan’s Lane DepartureWarning System (LDWS). It monitors the car’s positionin relation to lane markings and triggers a warning incase of unintended lane departures at speeds above 60 kph.

Around View Monitor system

Four cameras on each side of Quoris are used to create its class-leadingAround View Monitor(AVM) system, which pro-vides maximum convenienceand safety during parkingand low-speed maneuvering.

Unlike the majority of competitors’ AVM systems with a field-of-view of lessthan a 270-degrees, the Quo-ris’ system offers a true360-degree all-around view in eight different viewing modes, displayed on theAudio Video Navigation (AVN) monitor.

Continuously synthe-sizing images from fourcameras, the AVM provides a virtual ‘top’ view in motion, so the driver can easily have a full grasp of all his or hersurroundings, maximizingsafety for the car occupants as well as pedestrians. The AVM system automaticallydeactivates at speeds above20 km/h.
