MINUTES OF PRE-BID MEETING HELD ON 15 JUL 15 - PROCUREMENT OF 35 NOS. 9.2M MOTOR BOAT WITH ONBOARDI B&D SPARES (TE DPR/085071 DATED 24 Jun 2015) 1. 2. At the outset, Chairman welcomed representatives of the firms IHQ-MoD(Navy) and briefly highlighted the following salient points of RFP and NCD/4010 , Issue- 2, Jun 2014:­

(a) Highlights of RFP

(i) Tender No. - DPR/085071 dated 24 Jun 15.

(ii) Time & Date of Tender opening - 1500 Hrs on 27 Aug 2015.

(iii) Validity of quotation - 06 months.

(iv)Delivery Schedule. First boat with OBS within 08 months of signing contract thereafter @ 08 boats every Six months and the total order to be completed within 34 months of signing contact. B&D spares to be delivered within 20 months of signing contract along with the third lot of supplies. Please note that Supply Order can be cancelled unilaterally by the Buyer in case items are not received within the delivery period. (v) Qualifying Criteria for Tenderers- Boat builder should have previous history of manufacturing and supply of Powered GRP boats to any of the reputed maritime Agencies. Details of such order copies, performance report from users and principal particulars (endurance', operating Sea state, stability, carrying capacity and speed etc) to be submitted along with the Technical Bid . Copy of valid certificate awarded by IRS/LRS/DNV/BV/ABS/RINAIGUNK for authorizing the boat building yard for manufacturing powered GRP boats, to be attached with technical bid. The builder should have a proven hull design. Alternately, the firm should submit undertaking to carry out complete model testing to prove the offered hull form.

(vi) Para-wise Compliance to RFP and NCO. The boat builder is required to submit Para-wise compliance to RFP and enclosed specifications along with the technical Bid.

(b) Highlights of Specifications for 9.2m Motor Boats

(i) Dimensions: Length (overall) - Not more than 9.5m Draught (Max) - 0.90 M

(ii) Speedl Endurance: 25 knots in fully equipped boat with 15 men and 100% Fuel and water.

(iii) Carrying Capacity: 20 men.

(iv) Life saving Capacity: 30 Men.

(v) Hull Design. Boat design offered is required to be a proven one (boats as per the offered design have been built and supplied in the past for the specified function) and conforming to this specification. The conformity of the design to the requirements of this specification should be submitted along with technical bids as a parawise compliance matrix supported by complete design documentation.

In case the offered design is a new one (not build and supplied in the past for the same function), on placement of order, the builder is to carry out detailed design calculations and model testing of the hull form offered La.w NCO 0102, Issue-2, for its conformity to the requirements of this specification and Class rules. The model testing should cover resistance, propulsion, powering and seakeeping parameters of the boat.

(f) One set of B&D spares comprising of 08 subsets (as per NCO) are to be dispatched alongwith the boats to respective consignees. Also, boats are to be delivered to Port Blair by sea.

4. Following clarifications were provided to queries raised by the firms during the meeting:­

(i) Earnest Money Deposit. The mode of EMD will be as per DPM-09, in the form of an Account Payee Demand Draft, Fixed Deposit Receipt, Banker's Cheque or Bank Guarantee from any of the public sector banks or a private sector bank authorized to conduct government business as per Form DPM­13. Also, vendors registered with NSICI DDPI DGQA for manufacturing GRPI FRP boats are exempted from paying EMD.

(ii) Max. Speed. The firm's rep has sought clarification on Max Speed of boat. It was clarified that the max speed of boat should not to be less than 25 Knots at standard Displacement (i.e. fully equipped boat with 15 men and 100% Fuel! Water) achievable @ 85% MCR of engine rating. However, speed trials will be carried out i.a.w. para 3.2.10 of Appendix 'F'.

(iii) Normal Carryingl Life Saving Capacity. The firm's rep has sought clarification on normal and emergency carrying capacity of the boat. It was clarified that the Boat should have a normal carrying capacity of 20 people and emergency carrying capacity of 30 people including crew.

(iv) Rubber Fender. The firm's rep has sought clarification on size of fender. It is clarified that the size of the '0' shaped rubber fender should be between 4-9 inches.

(v) Seating Arrangement The firm's rep has sought clarification on seating arrangement in cabin. It was clarified that adequate seating arrangement for 15 people which includes 12 passengers and 03 crew shall be provided in an air­conditioned space. Cabin may be merged with Wheel House, if required, as per design .

(vi) Water tight Sliding Windows. The firm's rep has sought clarification on water tight sliding window as it will not be watertight. It was clarified that though the sliding window will not be watertight, it should be so designed that when the window is closed , water spray should not come inside.

(vii) DGPS. The firm's rep has sought clarification on the portable Digital GPS Plotter. It was clarified that the DGPS shall be mounted on the dashboard and should be easily removable, if required. Also, the DGPS should be compatible with C-Map NT + chart cards or equivalent.

(viii) Diesel Generator. The firm's rep has sought clarification on make of Diesel Generator set. It was clarified that DG set of ONAN make can be provided.

(ix) Search Light. The firm's rep has sought clarification on wattage of Search light confirming that the requirement of 500 watts was too much. It was clarified that SOLAS approved search light can be provided

(x) Bowl Compass. The firm's rep has sought clarification on size of bowl Compass Magnetic 6" disc. It was clarified that the size of compass is to range from 4-6 inches.

(xi) OBSI B&O. The firm's rep has sought clarification on the approved list of OBS and 8&0 spares. It was clarified that all the participating firms need to submit OBS/ B&D as per the guidance format to IHQ/ DME for approval by 30 Jul 15 to enable standardizing the list for a" engine OEMs. The approved list will be forwarded to the firms by 15 Aug 15.

(xii) Inclusion of financial criteria for vendor evaluation - MIs Mahindra had requested inclusion of financial criteria in the RFP to enable vendor evaluation as the subject tender is for 35 boats - The tender is already published and inclusion of any additional criteria at th is stage is not feasible.

(xiii) Seating for Crew - MIs Mahindra had sought clarification W.r.t provisioning of chairs for crew - Operator chair (U"man Patrol seat XLM 700) needs to be provided for coxswain/ helmsman and rotatable cup shaped chair is to be given for crew (02 nos).

(xiv) Stability calculations - The firm's rep confirmed whether stability calculation needs to be done only for 15 personnel - It is clarified that stability calculations need to be done for 20 personnel in all conditions which is the normal carrying capacity of the boat upto operating state 4. Also, the boat needs to be stable and be able to carry 30 persons in case of emergency for which also stability c~lculations need to be done.

(xv) Use of Toughened Glass approved by class. It is clarified that the toughened glass to be used needs to be certified/ accepted by class .

(xvi) Electrical fittings. The firm's rep has sought clarification on electrical fittings . It was clarified that all electrical fittings are to be of IP 65 ratingl above and should work with 12V system.

(xvii) Anchor chain cable. The firm's rep sought clarification on 12 mm dia and 40 mtrs length of galvanized Mild Steel Anchor Chain Cable. It is clarified that the length of chain cable should be 4-5 mtrs of chain cable and the remaining length of cable can be of suitable strength of Polyester (braided rope).

5. There being no further points, the meeting was adjourned.
