The learning and knowledge Society has led to changes in theneeds of human beings, the means of addressing them andmeeting them. This has been made possible by new technolo-gies and electronics which have fine-tuned the industrial revo-lution that occurred almost two centuries ago. Virtual andphysical goods now exist side by side; distance is no longer ahindrance for the spontaneous of action. This new paradigmof the 21st Century has fast become the “digital Century”.

In this global context characterised by a shift towards “entiredigitalisation”, Cameroon embarked on major projects at theinstitutional, regulatory and infrastructure levels in view of at-taining digital emergence by 2035. The Head of State, His Ex-cellency Paul Biya, outlined the roadmap for this in his visionfor the pursuit of these projects, which are prerequisites for agenuine industrialisation of our country.

Despite substantial investments made till date, the level of useof Information and Communication Technologies (ICTs) bylocal populations and companies remains very limited. As anillustration, Internet access in households still stands at 12.3%in urban areas and 1.4% in rural areas*. Similarly, dissemina-tion, spreading, adoption and ownership of ICTs in Cameroonremain insufficient.

Based on the above, the President of the Republic, His Excel-

lency Paul Biya, inhis end-of-year ad-dress to the nation,on 31 December2015, strongly poin-ted out that “… wemust rapidly bridgeour digital develop-ment gap. This is agenuine growth dri-ver, as well as aniche for new jobs for our youth”. The notion of digital eco-nomy translates into new models for information sharing basedon ICTs, wealth creation and which have modified almost allmethods of production of goods and services in other sectorsof activity.

Digital economy is made up of three pillars. The first, describedas the core of digital economy, is based on the developmentof broadband electronic communication infrastructure as wellas the domain of computer science and electronics, while thesecond and third are respectively based on activities resultingfrom the development of ICTs and the transformation of exis-ting sectors of activity, as a result of the integration and use ofICTs.

PREAMBLE

Indeed, ICTs have a significant impact on growth and employ-ment on the one hand, through their inherent contribution tothe economy, the creation of direct and indirect jobs and thedissemination of job offers emanating from the real economyand through the corollary effects of their introduction in theproduction process of all sectors of economic activity, thus im-proving on their productivity, competitiveness and innovation,and, on the other hand, generates a substantial increase inGDP.

Here we have the roadmap that highlights the actions to becarried out and proposes appropriate measures for the deve-lopment of ICT uses and contents as well as the implementa-tion of related accompanying policies for the emergence of adigital economy in Cameroon.

Drafted in synergy with all stakeholders, the “Strategic Plan fora Digital Cameroon by 2020”, which falls along the lines ofthe implementation of the “Major Accomplishments Policy”championed by the Head of State, should contribute tremen-dously to achieve the objectives of growth and full scale em-ployment as envisioned by the Government over the next fiveyears, by promoting a more intensive use of ICTs in factors ofproduction, thus leading to a substantial increase in nationalproductivity levels.

The Plan thus developed is based on three main pillars whichare respectively related to supply, demand, regulation and go-vernance.

Throughout its implementation, slated to span across the nextfive years (2016-2020), Government will pay the greatest at-tention to the following priority areas:

- developing broadband infrastructure;

- raising the production and offer of digital contents;

- ensuring the digital transformation of government institutionsand companies;

- promoting digital culture by generalising the use of ICTs inthe society;

- enhancing trust in ICTs;

- developing a local digital industry and encourage researchand innovation;

- promoting human capital development and leadership inthe area of digital technology;

- improving governance and ensure institutional support.

All sectors of activity now have a frame of reference, which willhelp to have a clear picture and visibility regarding actions Go-vernment plans to undertake in the digital economy, and turnsuch frame of reference into one of the priority levers of Ca-meroon’s industrialisation and economic development.

INTRODUCTION

In his End-of-Year Address to the Nation, on 31 December2015, the Head of State reminded the central role digital eco-nomy plays in economic growth and job creation. The tele-communications and ICTs sector is vital to this digital economy,owing to its potential contribution in the fields of human andeconomic development.

Digital economy comprises of three dimensions. The first,which is described as the core of digital economy, is based onthe development of broadband electronic communication in-frastructure, but also on the development of the sectors of dataprocessing and electronics.

The second dimension deals with activities born as a result ofthe development of the digital economy. These activities aredescribed as the new economy, and only exist thanks to thecore of digital technology, that is, broadband infrastructureand the Internet.

The third dimension deals with transforming existing sectors ofactivity, by integrating the use of ICTs in the implementation ofthe activities of these sectors: administration, posts, tourism,trade…

Digital economy is today a driver of growth, productivity andcompetitiveness of companies and countries. Its cross-sectionalnature is such that it influences all sectors of the economy; it

also underlies recent innovative sectors while other sectors arenow totally dependent upon it.

In this regard, the MINSPOTEL sector strategy has as strategicobjective to “increase access to electronic communication ser-vices in terms of quantity, quality and affordability nationwide”.The challenge for Cameroon in the field of communicationand telecommunication infrastructure is to harness achieve-ments, develop broadband infrastructure in order to enablethe integration of our country in the global economy of know-ledge.

Faced with this challenge, the plan for a “Digital Cameroonby 2020“ focusses on defining strategic areas, priorities withgreat impact on the digital development of the territory, en-hancing the use of ICTs services, fighting against poverty bycreating jobs and increasing the national economic growthrate.

Implementing this Plan requires a certain number of cross-sec-tor actions such as improving on governance, enhancinghuman capital and digital confidence, taking into considera-tion environmental aspects and providing appropriate financialresources.

1. Inventory of Fixtures

The opening-up of Cameroon’s telecommunication market to com-petition is enshrined in Law No. 98/014 of 14 July 1998 governingtelecommunications in Cameroon. The enactment of this law im-plied the disengagement of the State from the productive sector oftelecommunications, by separating operation, supervision and re-gulation activities from each other. Given advancements in techno-logy, the regulatory framework also witnessed changes, with thepromulgation of a set of laws, thus repealing the above-mentionedlaw. Thus, under Law No. 2010/013 to govern electronic communica-tions in Cameroon and Law No. 2010/12 pertaining to cybersecu-rity and cybercrime in Cameroon, the Government service in chargeof Telecommunications, on the one hand, sees to the implementa-tion of the Telecommunications and Information and Communica-tion Technologies sector policy and, on the other hand, preparesand implements the electronic communications information systemspolicy. The Telecommunications Regulatory Board (TRB) ensures, on behalfof the State, the regulation, supervision and monitoring of the acti-vities of operators of the telecommunication and Information andCommunication Technologies sector; the Board also sees to the ob-servance of the principle of fair treatment of users in all electroniccommunication companies and collaborates with The NationalAgency for Information and Communication Tecnologies (NAICT)to regulate activities pertaining to electronic safety. On its part, NAICT has as primary mission to promote and monitorgovernment action in the area of information and communication

technologies; it ensures the regulation of electronic safety activities,in collaboration with the Telecommunications Regulatory Board(TRB). The operation of networks in order to provide telecommunicationservices is ensured by operators with public service concessions, In-ternet access providers and added-value services providers. The te-lecommunications services market comprises of three mobiletelephone operators, namely: MTN Cameroon, Orange Camerounand Viettel Cameroon and a fixed telecommunications operator,who also acts as the transport operator.

1.1. Evolution of some key indicators at the national level

a) Sectors Generating ICTs Services in Cameroon

This sector is at the core of the digital economy. The issue of deve-loping electronic communication infrastructure is central to theemergence of the digital economy. At this juncture, this entails dra-wing up an inventory of fixtures of these structural indicators of thedigital economy. These indicators are:

- The telecommunications and ICTs services market - telecommunication equipment - computer equipment - public access electronics - components/systems - game software publishers - computer services

• Indicators of the telecommunications and ICTs services market

Number of fixed phone subscribers, including CDMA

Number of mobile phone subscribers

The penetration rate of mobile telephony stood at about 80% in 2015*.However, if we consider that this indicator refers more to the number ofSIM cards sold out, and considering that 30% of subscribers have morethan one SIM card, then the real penetration rate would drop to about50%.

Number of Internet subscribers

Cameroon remains an importer of telecommunication equipment. Thesector strategy provides for the development of a telecommunications in-dustry. The project to set up a technological hub, for which additionalstudies shall be funded by AfDB, falls along these lines.

• Computer Equipment

Cameroon imports computer equipment

• Public access electronics

This sector of activity has yet to be developed in Cameroon.

• System components

Cameroon still remains an importer of services in this sector.

• Software publishers

A local market of software publishers is in existence.

• Computer services

Several locally-established companies or branches of foreign companiesprovide computer services in Cameroon. However, there is no data thatcan help to study the sector.

b) The new economy sector

This includes digital contents whose development is only linked with theemergence of digital technology. (Cf indicators of the digital market).

• Online trade

There are a number of Cameroonian websites that offer online marketingservices. To better appraise the current situation of this sector, the follo-wing indicators should be addressed:

- number of e-traders; - turnover of e-commerce - number of online transactions.

• Broadband Internet

The rate of broadband Internet use is a prerequisite to the development

of the digital economy. According to the ITU, the rate of access to broad-band Internet stood at 4% in Cameroon in 2015.

• Online media and contents

The market of digital products, such as online media, online cultural pro-ducts, video games markets, the communication market... is budding andis already very dynamic in Cameroon. Provisions at the institutional andregulatory levels should enable to better govern the sector.

c) The digital transformation sector

• Administration: e-gov

A survey conducted in 2013 helped to identify the level of ICT equipmentavailable in government services, as illustrated in the diagrams below:

Number of computers per 100 persons in the central services of PublicAdministrationsThe average rate of penetration in the central services of ministries andsome administrations and institutions stands at about 42%, representing42 computers per 100 persons. The Ministry of Women Promotion andthe Family is least equiped, with a computer penetration rate of 5.9%.With 133% and 125% equipment rates, respectively, MINEPDED and MI-NADER are the best equiped in terms of computers. MINPOSTEL remainslargely below average, with a penetration rate of only 23.8%.

The average bandwidth per Administration is 4 Mb/s, that is, around1.55Kbs per capita, largely below the level for broadband access, whichshould oscillate around 2MB/s per capita.

• Banks : eBanking

Level of adoption of ICTs by local financial institutions: access to ICTs inall banks.Ongoing activities such as mobile banking and mobile money shall per-mit to improve the banking culture in Cameroon which currently standsat around 12%.

• Health: e-health initiative

4 hospitals in Cameroon are interconnected to the telemedicine network. The development of applications such as the Cardiopad, GiftedMom is

going to allow to improve the access of populations to the health ser-vices.

• Education : e-éducation

- 28 out of 33 websites of State universities are connected to the Inter-net;

- 50 high schools are connected to the Internet;- number of digital libraries: There is currently no digital library worth thetoken.

• Culture and tourism

The platform for the digitalization of the tourist and cultural heritage iscurrently under deployment.

d) Cybersecurity

• Electronic certification market indicator

There is a certifying authority, namely NAICT and the number of secureapplications has moved up to 5 nowadays. Banks, branches of multinationals secure their data using PKI made avai-lable by their mother company (Ecobank, SCB, SGBC, Standard Charte-red, etc.).BEAC also has its own PKI. NAICT is under negotiations with APECCAM, to secure all applicationsused within the APECCAM banking network. The PKI of NAICT needs upgrading for mutual recognition at the interna-tional level. A project is underway with AfDB in this connection.

• CIRT

There is currently a CIRT that was put in place by NAICT. A project aimedat reinforcing this CIRT is underway.

Several international organisations have determined various indices ran-kings to present the level of digital development or some of its key com-ponents in countries, sub-regions, regions and at the global level. The most common of such indices include:

- The Network Readiness Index (NRI) developed by the World EconomicForum;

- The E-government Development Index (EGDI), developed each year

by the Department of Economic and Social Affairs of the United Na-tions Secretariat General;

- The Global Cybersecurity Index (GCI) from the ITU. These various indices reflect the absolute situation of global economies inthe various areas that make up digital economy. Cameroon’s situation is as follows:

a) “NRI” * Index

With a value of 3 on a scale of 1 to 7, Cameroon is ranked 126th globally,on 143 countries considered. The country is considered as a country of the

lower middle stratum. The poor ranking of Cameroon is mainly due to thepoor infrastructure development, whose value is 1.2, the poor individual useof Internet, with a value of 1.9 and finally, the non-affordable prices.

b) “E-Gov” Development Index *

This index, for which Cameroon has a value of 0.2782 on a scaleof 0 to 1 comprises of three pillars, namely infrastructure, humancapital and online services.

On these pillars, Cameroon has recorded the following values res-pectively: 0.0958 ; 0.5421 ; and 0.1968 on a scale of 0 to 1.

While the situation of human capital is acceptable, that of infra-structure and online services are far less enviable.

Cameroon ranks second in the Central Africa sub-region, behindGabon whose index value is 0.3294. In Africa, Tunisia ranks firstwith a value of 0.5390 and at the global level, the Republic ofKorea ranks first with 0.9462.

The EGDI is the average of three indices: Online Service Index (OSI), telecommunications infrastructure (Telecommunications Infrastructure Index : TII), Human capital index (Human Capacity Index :HCI)

c) Global Cybersecurity Index “GCI” *

Pertaining to this indicator, Cameroon ranks 5th in Africa and jointly occupies the15th position globally. This indicator shows that the current level of access to ICTs hasan acceptable security level.

The level of these indicators clearly shows that Cameroon still has a longway to go, in the development of telecommunication infrastructure. The

development of these infrastructure is a prior condition for the improve-ment of the other components of these indicators.

2. Diagnositic Analysis

The diagnostic analysis of the inventory of fixtures and the diagnos-tic analysis of the strategy paper for the development of telecom-munications amended in 2015 helped to identify the following mainproblems, which are hampering the development of the digital eco-nomy in Cameroon. These problems are classified into three cate-gories, namely those hampering services offer, those that preventthe boosting of demand and finally those relating to good gover-nance, regulation and training.

From the supply perspective

- Lack of a Master Plan for the development of broadband infra-structure;

- The poor development of broadband infrastructure;

- Insufficient infrastructure in terms of quality and quantity;

- Poor coverage of 3G and 4G networks;

- The monopolistic structure of the national and international band-width market and the non-regulation of market segments, resul-ting in high retail prices;

- Poor transformation of sectors of activity, due to a poor availabilityof ICT solutions;

- Absence of a local industry for the development of digitalcontents;

- Research and development not sufficiently regulated.

On the demand side

- Poor digital transformation of the society;

- Very poor rate of highspeed Internet access in households;

- Very poor rate of highspeed Internet access in companies;

- Poor culture of ICT usage;

- Retail prices still remain high;

- Poor dematerialisation of public services;

- Poor availability of online services.

From the good governance and training perspective

- The framework of confidence in digital economy not sufficientlyadapted.

At the level of human and economic development

The major challenge of Cameroon’s evolution towards a digitaleconomy is to create added-value in order to improve the stan-dard of living and the social well-being of Cameroonians.

The efficient use of Information and Communication technolo-gies, in all domains of economic and social life is a priority toguarantee sustainable economic development for Cameroon.

Telecommunications represent one of the most important sectorsof Cameroon’s economy, with a GDP contribution of About 5%,representing a turnover of over 538 billion CFA F in 2014 foroperators holding a concession for public services only*.

The cumulated volume of investments by concession-holding ope-rators is estimated at close to 1 387.17 billion CFAF between June1998 and December 2013. Since 2010, investments by conces-

sion operators stood at over 100 billion CFA F per annum, repre-senting close to 6% of the total volume of annual investments inCameroon. To this figure, we should add investments carried outby other service providers in the sector, not submitted to theconcession scheme.

As regards improving the productivity of companies

- the ability of companies to collect, produce and manage in-formation has become a vital driver of economic growth,productivity, competitiveness and innovation;

- the ICT penetration rate in companies and especially inSMEs, and their widespread and effective use, play a vitalrole regarding the development of a knowledge economyand the capacity of companies to generate greater added-

value and new sources of employment. However, in Came-roon, the economic fabric is mostly made up of SMEs, whichhave little access to this information society.

It is therefore urgent to:

- meet the requirements of the industry in terms of quality, costand deadlines for the provision of ICT services;

- develop new processes for the creation of jobs in the digitalecosystem, notably via appropriate training modules in alltraining dimensions (top-down, horizontal and online).

Regarding Access to Knowledge: The Main Challenge for theCitizen

- ICTs make communication easy and facilitate access to in-formation and knowledge. In addition to enabling easy ac-cess to information, they provide citizens with subsantialtime-savings notably through the availability of distance ser-vices

- In this context, after the advancements recorded in terms ofequiping citizens with mobile phones, the next stage willconsist in fast-tracking the process of generalising the use ofthe Internet in households and encouraging citizens to rapidlyadopt new technologies in their day-to-day lives.

Reseach, Development and Innovation

The challenge is to create even greater proximity between resear-chers in the academic and business worlds, to enable greaterfocus on concrete and innovative projects supported by indus-trialists and striking a more appropriate balance between funda-mental research and applied research geared towards marketingobjectives.

Regarding the Setting Up of a Local ICT Industry

Whether we are talking about contents or infrastructure, the de-velopment of a local ICT industry remains a major challenge forCameroon. Its implementation will constitute a major source ofgrowth and employment.

Challenges for government institutions: improving effectivenessand reducing costs

Implementing e-Government by means of a simplified and au-tomated processing of information, will enable the public sectorto make substantial gains in terms of efficiency and effectiveness.

The strategic plan for the development of the digital economyis anchored on the Cameroon Vision 2035, the GESP, the te-lecommunications and ICTs development strategy, validatedin 2005 and amended in 2015. The later aims to “turn Ca-meroon into a digital country”.

This strategic plan revolves around eight axes developedaround the three major dimensions of the digital economy,namely infrastructure, the new economy and the transforma-tion of the other sectors of activity through ICTs as well as as-pects relating to supply, demand and governance.

The development of services supply in the digital economy isdealt with under the following areas:

- Developing broadband infrastructure; - Raising the production and supply of digital contents - Developing a local digital industry and encouraging re-search and innovation.

Regarding actions envisaged to boost demand, they are out-lined in the following axes:

- Ensuring the digital transformation of government institu-tions and businesses;

A- Implementation Mechanism

The implementation of the strategic plan for the developmentof the digital economy requires the effective participation ofall stakeholders, namely MINPOSTEL, public administrations,the private sector, the Civil Society and development partners.Implementing organs are summarised:

1- Mechanism for monitoring and evaluating the Strategic Plan

1.1. Monitoring and Evaluation

Monitoring the implementation of the strategic plan for the de-velopment of the digital economy is of particular importance.Indeed, it will be carried out through a continuous process ofsystematic data collection, based on selected indicators to pro-vide managers and stakeholders, with information on progressmade, goals achieved and the utilisation of funds allocated.In addition, it will help to ensure that earmarked programmesand projects are effectively being carried out, to help improveon their efficiency and effectiveness, as the case may be. Fi-nally, monitoring will provide an opportunity to identifyconstraints to the implementation of programmes and actionsand provide appropriate remedies.

Evaluation shall consist in a systematic and objective appraisalof programmes identified in the priority action plan, whetherthese actions are still at the conceptual phase or already at theimplementation phase. In fact, its objective shall be to deter-mine the relevance and achievement of objectives, develop-ment effectiveness, efficiency, impact and sustainability.Consequently, evaluation will be centered both on the level ofprogress of the implementation of programmes and on an es-timate of outputs, effects and impacts. It will be both a short-

EVALUATION

term and a long-term endeavour. Four types of evaluation shallbe conducted, namely:

- ex-ante or à priori evaluation, carried out at the time ofconceiving the projects and programs and will deal with therelevance and coherence of projects in light of the ultimateobjectives and expected outcomes on the one hand, and ofthe development context enshrined in the Vision 2035 andthe GESP, on the other hand. It shall ensure the feasibility ofthe project and the existence of operational objectives thatcan give rise to monitoring;

- intermediary or mid-term evaluation: it shall be conductedduring implementation, at about midway of the project’s li-fecycle. At this level, focus will be on highlighting possiblediscrepancies between effective implementation and initialobjectives. The conclusions of such an assessment shouldlead to possible corrections, either as regards the manage-ment, or the very objectives of the project;

- concurrent or as-you-go evaluation: it shall be done throu-ghout project implementation and shall consist in the conti-nuous analysis of project progress, achievements and resultsobtained;

- ex-post or a posteriroi evaluation: it shall be conductedsome time after the end of the project and will give accountof the effects observed and the overall impact.

The M&E tools that will be used include:

• Project documents;

• Progress reports;

• surveys;

• logistics ...

In addition, monitoring the implementation of the strategyshould be based on the following normative monitoring andevaluation frameworks:

A clear logical framework for the digital industry: the objectivespursued defined activities/actions, expected achievements re-sults and expected impacts;

A clear separation of roles: it will help to avoid the overlappingof responsibilities, thus facilitating operations of control andextending the M&E practice (SE) to all levels ;

Qualified human resourses and in sufficient quantities as wellas appropriate financial resources allocated to M&E

A clear and common methodology: the monitoring and eva-luation of the strategic plan will be systematic and objective. Itwill be conducted in a logical and coherent manner, followingpredetermined criteria in order to be viable;

An effective implementation: The periodicity and relevance ofreports produced will be ensured;

Using conclusions and recommendations: this will determinethe relevance, timeliness and effectiveness of Monitoring andEvaluation.

EVALUATION

1.2. Mechanism for steering the monitoring and implementation of the Strategic Plan

At the political level: the various actors shall take decisions toimprove the implementation of the projects and programmesoutlined in the priority action plan of the strategic plan. Thesedecisions are proposed by the PPBS Committee of each go-vernment service. Moreover, they shall validate, at the begin-ning of each year, the guidelines, the terms of reference, theplan of work and the work schedule relating to the implemen-tation of the strategic plan, as defined by the PPBS Commit-tees.

At the strategic level: monitoring the implementation of, andevaluating the strategy shall be the responsibility of PPBS Com-mittees of the various administrations concerned.

At the operational level: monitoring the implementation of, andevaluating the strategy shall be the responsibility of the M&EUnits of the PPBS Committees.

Their role also consists in defining the guidelines, the terms ofreference, a work schedule and a calendar of activities to becarried out throughout the fiscal year, for the monitoring andevaluation of actions earmarked under the strategic plan. PPBSCommittees also ensure the facilitation and development ofthe necessary synergies for the efficient implementation of thestrategy, notably through arbitrations on issues tabled for theirexamination and by taking binding decisions via the standingtechnical secretariat.

Following the implementation of the adopted strategic plan,an estimation of the socio-economic impact of recommendedactions shall be envisaged through the MINPOSTEL-NIS part-nership, whose convention was signed on 14 January 2016and which help to measure ICT indicators and analyse discre-pancies.
