EVENTS, INCIDENTS & OPERATIONS

Winter comes early with 400pc more containerships laid-up than last year

THERE are 400 per cent more containerships in the 500 TEU-plus range laid up at the end of July than there were at the end of the July last year, reports Alphaliner. Hardest hit are non-operating owners whose share of lay-ups is 79 per cent in TEU terms and 82 per cent in number of ships. Only one out of five of the lay-ups are carrier-controlled as more carriers download surplus tonnage on ship lessors. Panamax ships of less than 5,000 TEU ships suffer most.

At the end of the July this year, there were 216 units, aggregating 467,000 TEU against July 2011's end of July tally of 75 ships totalling 115,000 TEU, according to Alphaliner. The idle fleet has been gradually rising since the beginning of July, and shows a markedly different pattern from the past two years when the idle fleet only started to increase in August and September. Carriers are cutting back capacity much earlier due to the weak cargo demand especially in the euro zone areas, with the expected peak season cargo demand failing to materialise, said Alphaliner. Unlike recent years, no major new peak season strings have been announced so far on main headhauls. The only new string to be launched is the Evergreen/Hanjin Far East-Europe service that is to start in mid-August, mostly deploying newbuildings. Source : Schednet

Fire doused on offshore oil platform A fire was extinguished Tuesday evening aboard a platform working in the offshore oil industry off Newfoundland, although no one was injured and damages were limited. The fire broke out in a pump room aboard the SeaRose floating platform at the White Rose field after 5 p.m., about 350 kilometres east of St. John's.

Photo : Maarten de Wit ©

Husky Energy said the vessel's fire response teams put it out, and that "the incident was contained to the firewater pump room." The SeaRose is currently not in production. The vessel had recently returned to White Rose, the third oil field to go into production on the Grand Banks, following maintenance work in Northern Ireland.

Husky said the company is investigating how the fire started. It's the second fire in the last few months on the FPSO. In May, a small fire broke out in a generator. No one was injured in that incident, either. Source : CBC

The Tûranor PlanetSolar, also known under the project name PlanetSolar, is the largest solar-powered boat in the world The vessel was designed by LOMOcean Design, built by Knierim Yachtbau in Kiel, Germany, and launched on 31 March 2010. In May 2012 it became the first ever solar electric vehicle to circumnavigate the globe. The boat is covered in over 500 square meters of solar panels rated 93 kW, which in turn connect to one of the two electric motors in each hull. Although its hull is capable of hosting 200 persons, the shape of the boat means that it is be able to reach speeds of up to fourteen knots. The boat's hull has been model tested in wind tunnels and has been tank tested to determine the hydrodynamics and aerodynamics of the hull. This 31 meter long boat has been designed to be used as a luxury yacht after the record attempt is finished.

US compensates family of shot Indian fisherman

The United States has compensated the family of a dead Indian fisherman and given assistance to three survivors of a U.S. Navy ship's firing on their small boat near Dubai last month, the U.S. Embassy said Wednesday. The money will not influence the investigation into the July 16 shooting, embassy spokesman Lee McManis said in a statement.

Although the embassy did not disclose the payment amounts, Dubai media reported they would match payments from Tamil Nadu, the fishermen's home state in southern India. The Tamil Nadu government said last month that it would pay 500,000 rupees ($9,100) to the family of the fisherman who was killed. The injured were to receive 50,000 rupees ($910).

The details of the payment were worked out by the U.S. in consultation with the Tamil Nadu government, India's External Affairs Ministry spokesman Syed Akbaruddin said in New Delhi. Newspapers in Dubai reported that the wounded fishermen were not happy with the assistance. Pandu Sanathan told the Khaleej Times that he would like to see the Indian government push for payments similar to those offered families of two Indian fishermen shot dead by Italian marines who mistook them for pirates earlier this year. Italy has agreed to pay nearly $200,000 to each of the families in that shooting.

"A political leader has also raised this demand," said Sanathan, who still has pain from the shooting and is not sure when he will be able to walk again. "I hope they will look into it as we were shot at not because of our fault."

Another wounded fisherman, Muthu Kannan, said the amount will not cover his increasing medical bills or the money he needs until he can return to work.

"I am not sure when I can go back to work," he told The National newspaper. "My children have to study, and I am the only earning member of the family. I don't know how I will manage." The U.S. Navy said the fishermen's boat rapidly approached the refueling ship USNS Rappahannock near Dubai's Jebel Ali port and that the boat disregarded warnings before the Navy vessel's gunners opened fire. One of the Indian survivors has said they received no warning.

Tensions are high in the Gulf after Iran threatened to close the strategic Strait of Hormuz - the route for one-fifth of the world's oil - in retaliation for tighter sanctions over its nuclear program. The U.S. recently boosted its naval presence in the Gulf with additional minesweepers and other warships. The Pentagon said Monday it is sending another aircraft carrier to the Middle East several months early to ensure it has two carriers continuously in the region. Source : SeattleTimes

The E-SHIP 1 moored in Cherbourg

Photo : Jacques Carney ©

Page 10: MORE THEN 3000 HIGH RESOLUTION SHIPS PHOTOS AT THIS …realoffshore.com.au/news/223-10-08-2012a.pdf · 2012. 8. 12. · Number 223 *** COLLECTION OF MARITIME PRESS CLIPPINGS *** Friday

Bron : De Standaard

NAVY NEWS Two US Minehunters Join Taiwan Navy

Two refurbished US coastal minehunters were delivered to the Republic of China (Taiwan) Navy on 2 August as part of an overall arms deal valued at $6.4 billion. The two Osprey-class minehunters, the former USS ORIOLE (MHC-55) and USS FALCON (MHC-59), were decommissioned by the US Navy in 2007 and were approved for sale to Taiwan at a cost of approximately $105 million in 2010. Measuring 188 feet in length and weighing in at 893 tons loaded, the Osprey-class coastal minehunters are the second largest vessels of this class in operation. The USS ORIOLE entered service in 1995 and the USS FALCON began its career in 1997 as part of a twelve ship contingent built by Northrop Grumman Ship Systems (formerly Litton Avondale Industries) and Intermarine USA for the US Navy. The Osprey-class vessels proved their value in US service and are expected to give the ROC Navy a significant boost in mine-hunting operations.

Port side view of the US Navy (USN) Osprey Class minehunter, USS Oriole (MHC 55).

The two minehunters were delivered to the ROC Navy following a three year refit that included a comprehensive regimen of crew familiarization and operational training. The two ships will join Taiwan’s existing fleet of eight minesweepers/minehunters, some of which date back to the mid-1950s. The ROC Navy currently operates a fleet of amphibious landing ships, destroyers, submarines, frigates, and the aged minesweepers/minehunters. Although the 38,000-man force is relatively small, it is considered to be well-trained and capable.

Osprey-class minehunters were designed to locate, classify, and destroy naval mines in coastal waterways, harbors, and littoral areas. These ships are equipped with an array of mine-hunting devices including Raytheon AN/SQQ-32 sonar, AN/SLQ-48 Mine Neutralizing Vehicles (MNV), video sensors, remotely-controlled mine detonators, cable cutters, and two .50 caliber machineguns. The minehunters have a cruising speed of 10 knots and mission endurance of 15 days.

With these two ships, the ROC Navy will have a much improved warfighting capability and will be much better equipped to protect vital sea lanes, critical coastal areas, and maritime trade routes. The overall defense package negotiated with the United States, valued at $6.4 billion, also includes UH-60 Black Hawk helicopters, upgrades to Taiwan’s fleet of 146 F-16 fighters, and Patriot missiles. When announced in 2010, this agreement drew an angry response from Beijing that temporarily suspended US-Chinese military exchanges and diplomatic talks related to Pacific security issues.

Taipei has scheduled a formal commissioning ceremony for 10 August to officially induct the two minehunters into active service. Admiral Tung Hsiang-lung, Chief of the ROC Navy, is scheduled to preside over the ceremonies at the Zuoying Military Harbor in the southern port city of Kaohsiung. Source : defense-update

Indonesia orders 3 submarines from ROK Indonesian Defense Minister Purnomo Yusgiantoro said on Tuesday the defense ministry had officially ordered three new submarines from a South Korean dockyard under Transfer of Technology (TOT) scheme. "The contract had already been signed. There will be transition phase in the production process where Indonesia wants to build one in an Indonesian dockyard," the minister said in his office. Under the TOT scheme, one submarine will entirely be built in South Korea, one jointly produced by Indonesian and S. Korean engineers and another one built in Indonesia, the minister said. He said that the three submarines are expected to improve the operation of the country's navy fleet. India set to test first nuclear submarine Officials say they plan to have six nuclear subs in operation by 2018.

INDIA HAS ANNOUNCED its first home-built nuclear submarine is set for sea trials, as it detailed billion-dollar projects to arm its navy with warships, aircraft and modern weaponry. The indigenous 6,000-ton INS Arihant (Destroyer of Enemies) was unveiled in 2009 as part of a project to construct five such vessels which would be armed with nuclear-tipped missiles and torpedoes. “Arihant is steadily progressing towards operationalisation, and we hope to commence sea trials in the coming months,” Indian navy chief Admiral Nirmal Verma told reporters. “Our maritime and nuclear doctrine will then be aligned to ensure that our nuclear insurance comes from the sea,” Verma said.

Arihant is powered by an 85-megawatt nuclear reactor and can reach 44 kilometres an hour (24 knots), according to defence officials. It will carry a 95-member crew. The Indian navy inducted a Russian-leased nuclear submarine into service in April this year, joining China, France, the United States, Britain and Russia in the elite club of countries with nuclear-powered vessels. Verma said 43 warships were currently under construction at local shipyards while the first of six Franco-Spanish Scorpene submarines under contract would join the Indian navy in 2015 and the sixth by 2018. The admiral said the navy was also poised to induct eight Boeing long-range maritime reconnaissance P-8I aircraft next year. Source : The Journal

Russia to build new naval bases in the Arctic Russia is going to build bases for the Navy and Border Guard Service along the northern sea route which connects the Atlantic and Pacific oceans, says Security Council chief Nikolay Partushev. The location of the bases, in some of the most remote areas of the Arctic Sea, has already been drawn up, Patrushev told the council’s meeting in Krasnoyarsk, Siberia, on Monday. However, he says the work on getting them up and running is going slowly.

“It was suggested we set up a patrol group, organize sorties along the northern sea route and develop a respective legal base, however, a lot of that hasn’t been done yet,” Patrushev said, as cited by RIA-Novosti. The five Arctic powers – Russia, Norway, the United States, Canada and Denmark – have been at odds over how to divide up the region, which is believed to hold huge oil and gas reserves. The dispute has been heating up as rising temperatures make sea ice melt, and provide access to deposits, while record high oil prices make offshore drilling in the Arctic more economic.

Under the United Nations Convention on the Law of the Sea, an economic zone belonging to a state is limited to 200 nautical miles from the coastline. However, that zone can be extended if a state proves that the continental shelf is a geological extension of the country’s territory. Since 2007, Russia has conducted several expeditions with the goal to prove that an underwater mountain range is part of its own landmass. Moscow has planned to submit its claim to redraw the map of the Arctic by 2013. By 2020, Russia will deploy a combined-arms force – including military, border and coastal guard units – to protect its economic and political interests in the Arctic.

Earlier in July this year, after overseeing the start of construction of one of Russia's newest generation of submarines, President Vladimir Putin said: “The Navy is an instrument for defending our national economic interests, including in regions like the Arctic, which holds a rich concentration of bio-resources, as well as deposits of hydrocarbons and other natural resources.” Source : rt.com

Zhejiang shipbuilder sinks ship to minimize typhoon losses

Wanlon Shipbuiding, a shipbuilder in Taizhou, Zhejiang, has sunk a 60000dwt bulker currently under construction and due delivery in less than two months, in order to prevent it from causing more losses and danger when Typhoon Haikui arrives, SinoShipNews reports.

The shipyard has cut four large holes at the bottom of the ship and let two thirds of it sink under water, and it will clean the ship and fix the holes when the typhoon is over. “The vessel hasn’t been equipped with propulsion system yet, so it would be very dangerous when the largest typhoon comes, we have to sink it so it wouldn’t be blown away, we might lose more than RMB100 thousand by doing this but it is worth doing,” said He Shunhua, the President of Wanlon.

The China Meteorological Administration had issued a red alert for Typhoon Haikui this week, the highest so far this year, and said it was expected to bring heavy rains and strong winds for 48 hours. Early this morning, the storm reached Zhejiang Province. Source : PortNews

Maersk group strategy pays off, getting rates back on track, says CEO

DENMARK'S AP Moller-Maersk's five-year plan of focusing on four core strategic businesses is already paying off, according to group CEO, Nils Smedegaard Andersen. Since the strategy was launched the company has committed more than US$12 billion in investments in Maersk Oil and Gas, Maersk Drilling, Maersk Line and APM Terminals. Mr Andersen said in the company's employee magazine that Maersk Oil and APM Terminals are ahead of plans, and Maersk Drilling is progressing according to plans but pointed out that Maersk Line's container business is still disappointing. "The development in container freight rates and profitability for Maersk Line has disappointed us, but we have taken a step back, initiated a restructuring plan and are working to get freight rates back to sustainable levels," Mr Andersen said. But he said the outlook for the year ahead looks more promising. "Although we are not as well positioned as we hoped to be a year ago, the early signs are positive, and I am optimistic that Maersk Line will be in a much stronger position in a year's time," he said. APL Posts Narrow Liner Shipping Profit Parent NOL posts net loss, positive core EBIT

APL posted core earnings before interest and taxes of $7 million in the second quarter, the carrier’s first profitable quarter since the end of 2010, as parent NOL Group cited improved freight rates and cost cuts. Singapore-based NOL reported a group-wide second quarter core EBIT of $16 million, compared with a year-earlier loss of $43 million. One-time charges, largely for a restructuring that eliminated several hundred jobs, produced a net loss of $118 million, compared with a year-earlier net loss of $57 million.

“The one-time charges were difficult but necessary,” said CEO Ng Yat Chung. “We need a more efficient organization and a more modern, cost-competitive fleet to deal with the oversupply situation in the container shipping industry.” Without the $112 million in one-time charges, NOL’s second quarter net loss would have been $6 million. APL’s revenue rose 7 percent to $2 billion in the first quarter. The carrier’s volume rose 4 percent to 720,000 40-foot-equivalent units. Average revenue per FEU rose 3 percent to $2,615. The carrier cut empty-container repositioning costs by $19 million in the first half of 2012.

NOL said that through two quarters of 2012 it has achieved $225 million in expense reductions toward a full-year goal of $500 million. Improved fuel efficiency accounted for much of the cost savings, the company said. NOL said it cut fuel use 7 percent in the first half of this year, despite a 4 percent increase in cargo volume. APL Logistics, NOL’s supply chain management business, reported second quarter core EBIT of $9 million as revenue rose 15 percent to $361 million. NOL offered a cautious outlook for the rest of the year, saying its financial performance “will depend on freight rates, global economic position, overcapacity in container shipping and fuel prices.” Source : The Journal of Commerce

Kenya to build $21 million port security system

Kenya's main port of Mombasa, east and central Africa's main gateway will build a $21.4 million security system to safeguard the port from emerging threats of terrorism and pirates, managing director Gichiri Ndua said on Tuesday.

The project, jointly funded by the World Bank and Kenya, is intended to enhance security at the port by beefing up both land and sea surveillance, and improve screening of containers to check against counterfeit goods, drugs and other contraband. "We recognise security at the port as key to our business ... we needed a system that would put virtually every activity at the port under central watch, and make it completely impossible for anybody to contemplate mischief anywhere around there," Ndua told Reuters.

"The port has been accused ...of being an entrance for illegal drugs and weapons into the country. This new state-of-the-art security system will be sorting that out as well." The security project is being implemented by an Israeli company, Magal Security Systems, and is expected to be completed by March 2013, Ndua said. The port's container traffic grew 24 percent in the first half of 2012, helped by improved cargo handling and a stabilising global economy, its operator said last month.

The port will start handling higher volumes by the end of this year after the completion of a new 5 billion shilling ($59.31 million) berth. Source : The Star

Titan to sell almost 90% of the firm to Chinese oil trader

Guangdong Zhenrong Energy Co. Ltd has agreed to buy 89.95% of the company for HK$175 million, Ship & Bunker reports. Titan Petrochemicals Group Ltd. (Titan) [HKG:1192] said Chinese oil trader Guangdong Zhenrong Energy Co. Ltd (GDZR) has agreed to buy 89.95% of the company for HK$175 million (USD $22.6) through the subscription of 7 billion newly issued shares.

According to the press release, the proceeds of the deal, which was made on August 1, 2012, will be used to repay Titan's bondholders and provide working capital for the struggling firm.

In addition, and subject to liquidation proceedings of its StorageCo entity, GDZR will provide up to USD $40 million (HK$312 million) interim financing for the storage subsidiaries and provide up to USD $145 million (HK$1,131 million) to buy out Warburg Pincus' interest in Titan made through Saturn Storage Limited (SSL) in Titan subsidiary StorageCo, and Saturn Petrochemical Holdings Ltd. (SPHL) in Titan.

"This is an important step in providing a rapid resolution of the Company's current financial challenges to the benefit of all its investors, creditors, customers and employees," commented Titan Executive Director Patrick Wong Siu Hung.

"This Subscription Agreement with Guangdong Zhenrong Energy will create a stable platform from which Titan can ride-out the current turbulent market conditions and develop its business for the long-term and in the best interests of all our stakeholders," he added.

A spokesperson for Guangdong Zhenrong Energy said: "This Subscription Agreement demonstrates our commitment to making this significant investment in Titan Petrochemicals Group Limited, and represents an important first step in safeguarding the Company's future by enabling it to retain its key StorageCo assets.

"Our businesses are highly complementary and we are keen to establish a platform to ensure Titan achieves its full long-term potential." Warburg Pincus has invested more than $215 million in Titan and in July filed a petition in the Supreme Court of Bermuda to wind up the business saying it was "insolvent and should be liquidated." Titan said in July it received a proposal from GDZR for HK$150 million to HK$200 million (USD $19.0 million to USD $25.8 million) for "not less than" 51% of Titan. Source : PortNews

The rescues began on July 16 when she was called to help a wind surfer in distress in the Estuary in near gale conditions. The following Friday, GLANELY was on exercise when she was tasked by Swansea Coastguard to assist a small fishing boat which had broken down. The boat was towing the boat back to Appledore when crew members spotted two children cut off by the tide stuck on rocks near Westward Ho!

The quick thinking crew anchored the tow to help the children ascend the cliffs to safety while the broken down boat was collected and taken back to Appledore.
