MovingthePhiladelphiaPoliceDepartmentintothe21stCentury:ReviewingtheProgressfrom2008to2016MichaelA.NutterwassworninasMayorofPhiladelphiaonJanuary7,2008.OnthatsamedateMayorNuttersworeCharlesH.Ramsey inasPoliceCommissionerandsignedanExecutiveOrderdeclaringaCrimeEmergencyanddirectedCommissionerRamseytosubmitaplantoaddresscrimeinPhiladelphia.Thatplan,CrimeFightingStrategy,wassubmittedtoMayorNutteronJanuary30,2008.Theplanwasdeveloped with input from the Philadelphia Police Department’s command staff, rank and file andcommunitymembers. TheCommissioner, in his first thirty days in office, held townhallmeetings ineach of the six police divisions followed by department-wide meetings to discuss the strategy. Thisstrategy,anditsupdateonAugust31,2011,setthevision,mission,goals,objectives,andactionstepsthatguidedthePhiladelphiaPoliceDepartmentthroughthelasteightyears.
TheStrategyrecognizedthateffectivecrimefightingmustnotonlyrelyonmeetingthecoremissionofpolicing but also on employee development and safe and functional infrastructure. This work wasguidedbyfourprinciples:Prevention,Collaboration,SmartPolicing,andContinuousImprovement.ThegraphicbelowsummarizesthekeyelementsoftheStrategy.

Much progress has beenmadeandmuchmore is left todo.The intentofthisreportistocelebrateoursuccesses.
This short report documents some of thesignificant accomplishments achieved during thelasteightyears.Itfallsshortoftellingthestoryofhow officers, supervisors, command staff,community,andbusinesseshaveworkedtogetherto make Philadelphia a much safer city and thePPD a much better police department. Thesestories are told in the neighborhoods, in lockerrooms, and in conference rooms; stories thatseldomreachpublicmedia.
WhoAreWe?ThePhiladelphiaPoliceDepartment is leadbyPoliceCommissionerCharlesH.Ramseyandconsistsof
6,400swornand800civilianpersonnel. Weworkto provide service with integrity and honor tomore than 1.5million people. Forty-five percentof PPD’s 7,200 members are minority and 27percentare female. Weworkoutof55differentfacilities. Patrol is the largest and most visibleorganizational component of the department.There are 3,663 sworn and civilian membersworking in 21 police districts divided into sixdivisions. Patrol Operations, led by DeputyCommissionerKevinBethel,andInvestigationsandHomeland Security are under the command ofFirst Deputy Richard Ross, who leads FieldOperations. OrganizationalServices,StrategyandInnovation is directed by Deputy Commissioner
NolaJoycewithDeputyCommissionerChristineCoulterinchargeofOrganizationalServices.TheOfficeof Professional Responsibility commanded by Deputy Commissioner Denise Turpin, and the ForensicLaboratory,managedbyDirectorMichaelGarvey,reportdirectlytothePoliceCommissioner.Thisfairlystreamline organizational structure allows for direct accountability and improved coordination. TheFiscal Year 2016 Operating Budget is $643 Million and does not include major costs such as fleet,facilities,andtechnology.Ninety-sevenpercentofthisbudgetisdedicatedtoemployeecompensation.

MajorAccomplishments
EnhancedPoliceServicesCrimeinPhiladelphiadroppedtolevelsnotseenindecades.2015wasthethirdyearinarowthathomicideswerebelow300;thefirsttimesince1967,1968,1969.Therewere17,548fewerseriousviolentandpropertycrimesinPhiladelphiain2015thanin2007.Thisrepresents24percentfewerviolentcrimesanda20percentreductioninpropertycrimes.Thesedramaticreductionswereaccomplishedbydeliveringpoliceservices-preventingcrimeanddisorder,respondingtocallsforservice,investigatingcrimeandresolvingdisorder-inwaysthatarefairandimpartialandprotectconstitutionalrights.Thepeoplewhodelivertheseservicesmustbeacombinationofwarriorandguardian.Afewofthesignificantachievementsinenhancingpoliceservicesarelistedbelow.
CommunityandNeighborhood-BasedPolicingThe city of Philadelphia is geographically dividedinto 21 police districts, each led by a policecaptain. In2009, theDepartmentcreated two tofour smaller geographical subdivisions in eachpolicedistrict calledPoliceServicesAreas (PSAs),fora totalof65 throughout thecity.EachPSA isheadedbyapolicelieutenant,whoalongwithanaverage of three sergeants and thirty-nineofficers, are now responsible for patrolling thesame area, day in and day out, bringing greatercommunitycontact,familiarityandinvolvement.ThePoliceServiceAreaisthefoundationonwhichourneighborhoodpolicingstrategyisbased.
PSAIntegrity–OfficersstayintheirPSArespondingtocallsforservice,gettingtoknowthepeoplewholive,work,playandcommitcrimeinthePSA,andworkingoncrimeanddisorderproblemsinthePSA.
PSAProblemSolving–PSAteammembersaretrainedonproblemsolvingandareexpectedtousethismethodtodevelopthePSAPlansandworkwithpartnerstosolvecrimeanddisorderproblems.
PSACommunityMeetings–PSALieutenantshostmonthlyPSAmeetingsinvolvingthecommunityandotherstakeholders.

ThePSAteamspendsmoretimegettingtoknowtheareaandthepeoplewholiveandworkthere,itschroniccrimeanddisorder issues,andproblemsolvingwith thecommunitymembers. Footandbikepatrolshaveexpandedandcontributedtocrimereductionsandbuildingcommunitytrust.Geographicaccountability and continuity of assignment for the officers within each PSA are at the core of thisneighborhood policing model. The PSA structure aides the police department in becoming more
strategic about preventing crime. It drives how the departmentdelivers and organizes police response and is dynamic and flexibleenough to respond to short-term demands while institutionalizinglong-term strategies that promote sustainability. A good deal ofeffortwasfocusedonidentifyingevidenced-basedpolicingprograms,matching program elements to neighborhoods, implementingprogramelements,assessingandadjustingtheprogram.Themodelrecognizes that not one single strategy can be effective in allneighborhoods. This is the approach that brought success. See theAppendix for a further description of the strategy and a programimplementationtimeline.
Data Driven and Evidenced-Based Policing. PPD’s analyticalcapability has dramatically increased over the past eight years. Itwentfromsimplycountingcrimesandplottingdotsoncrimemapstohavingoneof themost robustpublic safetygeographic informationsystems in the country and training nearly forty people in crimeanalysis.Everypolicedistricthasanassignedanalystcoordinatoranddetective divisions aremoving to thismodel. The Real Time CrimeCenterandtheDelawareValleyIntelligenceCenterhousepeopleandtechnologythatpromoterapidanalysisandregionaldatasharing.
PPD used data and analysis to assign police officers to high crimeareas during high crime times. This data-driven resource allocationcontributed significantly to the reduction in crime not in only highcrimelocations,butalsoduringthehighcrimetimesanddays.Otherprogramsthat focusedonhigh-riskoffenders (likeGunStat,FocusedDeterrence, Youth Violence Reduction Partnership, and Cure theViolence) also contributed to crime reductions. These programscreated partnerships that concentrated services on high riskoffendersinhigh-riskareas.
ThepolicedepartmenthasnumerousresearchpartnershipswithlocalcollegesanduniversitiesandwasoneofthefirstpolicedepartmentsinthecountrytobecomepartoftheBureauofJusticeAssistance’sSMARTPolicingInitiativein2009.

PoliceandCommunityRelationshipsandTrustPPDhasworkedtoimprovetherelationshipwithour communities and increase the level of trust between the police and the community. PPDapproachedthiseffortthroughseveraldifferentavenues.Oneapproachwastoexaminearrestpoliciesand make adjustments to reduce the negative impact on individuals and communities. The newmarijuanaordinancepassedbyCityCouncilhassignificantlyreducedthenumberofindividualsarrestedfor thepossessionof small amountsofmarijuana.Another important change is howPPDofficers arehandling incidents in the schools. PPD, in collaboration with the Philadelphia School District, theDepartmentofHumanServices, PhiladelphiaDistrictAttorney’sOffice, Philadelphia FamilyCourt, andotherstakeholdersimplementedaPoliceSchoolDiversionProgram.Stakeholdersagreethatitisinthebest interest of students and community members that certainsummary and misdemeanor delinquent acts be handled by theschool system, in conjunction with supportive services, withoutthe filing of a delinquency complaintwith the Court. Police areable to make a positive impact on a youth’s life by connectingthemandtheirfamilieswithcommunity-basedservices.
AsecondwayinwhichthePPDworkstoimprovecommunicationsandbuildtrustisbyincreasingtheopportunitiesthatcommunityresidents have to work with their district police officers. Someexamples of this approach include district-based civilian policeacademies, community workshops in the police district, andrunning youth educational programs out of the police districts and expanding the Police Explorerprogram to every district. These police district level opportunitieswill allow district police officers toworkwithyouthandcommunitymembers in theirdistrict.Positive interactionswillnotonly increaseknowledgeabouteachotherbutalsorespectandtrust.
PPDrecognizesthatcommunitymemberswanttheirvoiceheardandtheirconcernsacknowledged.PPDalready has District Advisory Councils in every police District. PPD supports andworks with the newCommunityOversightBoardfortheImplementationofthePresidentialTaskForceandDepartmentofJustice Recommendations. PPD is committed to listening and adjusting, where possible, policies and
proceduresbasedoncommunityinput.
Public Accountability. Public accountability isanotherwaytoincreasepublictrust.PPDhascreatedan accountability page on Phillypolice.com thatcontains data and information about officer involvedshootings, reform efforts associated with the COPS’Collaborative Reform initiative and the 21st CenturyPolicing Task Force Recommendations, and access tothedepartment’spoliciesandprocedures.Inaddition,PPD has released Part I and Part II crime data from2008topresentundertheCity’sOpenDatasite.

The Executive Director of the Police AdvisoryCommission is receiving notification of officer involvedshootings, is briefed at the scene, receives a completeinvestigatory package, and participates as a votingmemberontheUseofForceReviewBoard.
MajorstrideswerealsomadeintheDetectiveBureau.Anewpolicywas implemented that governs thewitnessandsuspectinterviewsandinterrogations;technologyisbeinginstalledininterviewroomsthatwillvideorecordinterrogations; the double-blind, sequential witnessidentification procedure was implemented. PPD alsoparticipate in a national beta test of Sentinel Reviews
processto identifyand improveproceduresthat leadtothearrestandprosecutionofoffenders. Theprimaryintentoftheseeffortsistoensurethattheguiltypersonisbroughttojustice.
EmployeeDevelopment
Thequalityofpoliceservicesisafunctionofgoodpeoplewhoaregiventhebesttrainingandprovidedeffectivepoliciesandprocedurestodotheirjob.Apolicedepartmentisonlyasgoodasitsmembersandthisrequiresasupportsystemthatprovidesmemberswiththeknowledgeandskillsnecessarytoaccomplishthemissionofthedepartment.
Training Improving training forourmembers is apriority. PennState, since2009,has continuallydelivered twocourses toourmembers– thePoliceSupervisory In-ServiceTraining (POSIT)andPoliceExecutiveDevelopment(POLEX).Thesecoursesarefocusedatthesupervisoryandmanagerialranks.Inaddition,NorthwesternUniversityhasdeliveredtheirPoliceStaffandCommandclasstoourmembers.These classes have touched the majority of ourInspectors, Captains, Lieutenants, and Sergeants.More than 2,600 officers were given CrisisInterventionTrainingandallswornreceivedproblemsolving training. New recruits are learning what thephrase“constitutionalpolicing”meansbyattendingaspecial program developed in conjunction with theNational Constitutional Center and PPD. The Training Bureau continually reviews its recruit and in-service class offerings and is re-engineering their firearms and tactical defense courses and addingscenarioandreality-basedtraining,andtrainingon fairand impartialpolicing. Finally,weestablishedandfundedatuitionreimbursementprogram.
Seventy-onepercentofthedepartmentdirectiveshaveeitherUpdating Policies and Proceduresbeen updated or created over the past eight years. This was a major effort to modernize thedepartment’s operating procedures. These updates contributed to the Department achieving PLEACAccreditation.ThePPDisoneofthelargestpolicedepartmentsinthecountrytoreceiveaccreditationwhich acknowledges that the department is operating based on sound policies and best practices.

Current directives also reflect the policy recommendationsmade by the COPS Office Review Use ofDeadlyForce.
ImprovingQuality of Service TheOfficeofStandardsandAccountabilitiesconductsroutineauditsto help ensure that Terry Stops are done legally, crimes are classified properly, and procedures arefollowed. These audits help to identify and address issues before they becomemajor problems and
allow the department to continually improve itsoperations.
Infrastructure Our men and women must besupportedastheydeliverqualityserviceandworkwithotherstopreventcrime.Thissupportcomesfrom good supervision and thoughtfulmanagement. It also comes from providinghabitable work places, safe and effectiveequipment,andmoderntechnology.
Technology A good deal of progress has beenmade during the past eight years in technology.
In 2008, department members were still using pagers. By 2015, the department invested in smartphones, automated systems like Leads-Online, automated Terry Stop data, license plate readers,expandedCCTV,establishedadigitalevidence system, implementedagunshotdetection system,andtestedbodycameras.SomeoftheoldersystemshavebeenupgradedsuchasPIIN,Mugshots,LivescanandIAPro.TheRealTimeCrimeCenterandtheDelawareValleyIntelligenceCenterisoneplacewheremanyofthesenewdatasystemsarefusedbyanalyststoprovidestrategy,actionableintelligence,andregional data sharing. This progress can only be maintained and supported by upgrading basic ITinfrastructure such as fiber and wireless connections to facilities, replacement of equipment, andupgradingorreplacingmajorrecordmanagementsystems.SeetheAppendixforthetimelineshowingtheimplementationoftechnology.
ThePoliceDepartmentwiththesupportoftheDepartmentofPublicPropertyopenedFacilitiesseveralnewpolicefacilitiesduringthistimeperiod.TheseincludetheSpecialVictimsUnit,theSpecialOperationstoincludeSWAT,Bomb,andCanine,theDelawareValleyIntelligenceCenterandanewTrainingAcademy.AnewpoliceheadquartersisunderwayandthedepartmentisworkingwiththeDepartmentofPublicProperty,CityCouncilandotheragenciestocreateamasterfacilitiesplanthatwillhopefullyaddresstheissueofpolicedistrictfacilities.
OfficerSafetyandWellness Wehavemadeprogressinareasenhancingbehavioralhealthservices,increasingnumberandtypeoflethalandless-thanlethalweapons,replacingvehicles,andgettingonareasonablereplacementscheduleforballisticvests,tasers,vehicles,andsoonbody-worncameras.Weaddedseveralnewcommendationsthatrecognizethegoodworkourpeopledoandreflectthechangesinourpolicingstrategy.Thenewawardsinclude,theMedalofExcellence,MedalofTacticalDe-escalation,MedalofLifesaving,andtheProblemSolvingAward.

ConclusionItiseasytolosesiteoftheworkandprogresswhencurrentissuespressforattention.ThisshortreviewisintendedtoremindthehardworkingmembersofthePhiladelphiaPoliceDepartmentandthepeopletheyservewhatwasdoneoverthepasteightyears.Theireffortshavetransformedthedepartmentandpolicing in the city of Philadelphia. This type of work is never finished.
