Continuing Saga of EvolvingFree Press and Media Freedom in Myanmar

At the invitation of the East-West Center (EWC)1, I

recently attended the International Media Confer-ence (IMC) which was held 10-12 March 2014 in Yangon,Myanmar. It was unimaginable for me to observe suchopenness right out in the open, in front of nearly 400 mediaprofessionals and journalists from around the globe. I kept

on thinkingsuch forum was not possible just three yearsago. The speed of change in the area of free press and me-dia in Myanmar has been quite dizzying.

U Ye Htut, the Deputy Minister of Information and Presi-dents Spokesperson, opened the Conference with elo-quence and candor. It was quite gratifying to see U YeHtut making himself available for unfettered questionsfrom both domestic and international journalists during theConference. He also provided the information on the statusof the state-owned media. State-owned media outlets aretransitioning from providing government propaganda toperforming public service function. Again, he recognizedthat they lack proper training and capacity to implementthis transitional strategy. U Ye Htut studiously sat throughmost of the sessions despite his hectic work schedule. He

appeared to be genuinely interested in learning more aboutthe profession of journalism and media from the perspec-tives of international participants and other speakers. Allspeakers, panelists, and participants at the Conferencerecognized and praised the tremendous progress Myanmargovernment has made in liberalizing the media and allow-ing freedom of expression in past three years. However, allof them agreed that many and tremendous challenges stillremain.

The challenges within the Myanmar media and journalismsector were reiterated by Myanmar journalists, publish-ers, and U Ye Htut throughout the conference. The chal-lenges include some continued restrictions imposed by thenew media laws, persistent lack of professionalism at thelevel of individual journalists and publishers, and severe

lack of educated readership and consumers. Recently, veMyanmar journalists were detained under the new medialaw, Ofcial Secrets Act, for reporting on an alleged secretchemical weapons facility. Although U Ye Htut appearedto be balanced, candid, and reasonable as he responded toquestions, the actual incident of detention casted shadowsover the authenticity and durability of the media reforms inthe mind of all the participants. This incident fueled furthermistrust between the government and the media in Myan-mar.

In addition to the restrictive laws, the intense competitionand market pressure amongst the newspapers and publish-ing houses for survival are also contributing to the sensa-tional and bias news reporting. Furthermore, the prolifera-tion of social media and anonymity nature of on-line blogs

are also breeding reckless reporting based on rumors andinaccurate information. All of these problems in mediasector can be seen manifested in the escalation of the sec-tarian violence in Myanmar at this moment. Sensationaland bias reporting impedes objective and quality discus-sion of social issues and political discourse in Myanmar.Therefore, Daw Aung San Suu Kyi stressed the importance

of professionalism and asense of responsibility forthe journalists and publish-ers during her remarks atthe pre-conference luncheonevent. U Ye Htut urgedassistance from the interna-tional community for capac-ity building of the mediasector and journalism pro-fession in Myanmar. Afterall, professional media and

journalism are few of theessential and fundamentalelements in building mod-ern democratic societies. IfMyanmar is to continue itsprogress and transform as atruly democratic society, itsurely needs liberalized me-dia sector with professionaland responsible journalists,publishers, and broadcast-ers.

Additionally, this IMC wasa timely event for Myanmarfor boosting its internationalimage. For most of over300 international confer-ence participants, this wastheir rst time in Myanmar.Many of them expressedtheir surprise. Some ex-claimed that Myanmar inreality has exceeded theirexpectations. They wereexpecting to nd a countrywith full of fearful peopleand crumbling cities basedon the recent news andreports. Instead they foundpeople with full hope, en-

ergy, and a sense of wel-coming hospitality. Theyfound Yangon to be a beau-tiful city with charm. Theyfound Burmese culture tobe refreshing and unique.Overall, they seemed tohave enjoyed their time inYangon and many of themshared the optimism for theMyanmars future. Again,this event demonstrated an-other step towards progressfor Myanmar.
