PROCUREMENT OF CONSULTING SERVICES F'OR THE F'ORMULATIONOF COMPREHENSIVE AND SUSTAINABLE URBAN INFRASTRUCTTJRE

MASTER PLAI\S FOR METRO ILOILO AI{D METRO BACOLOD

The National Economic and Development Authority (NEDA) intends to apply the sum ofEIGHTY-SIX MILLION EIGHT HUNDRED NINETY.TWO THOUSAND PESOSONLY (?86,892,000.00), inclusive of all applicable govemrnent taxes and charges,professional fees, and other incidental and administrative costs, as the Approved Budgetfor the Contract (ABC), to payments under the Contract for the subject consulting services.Proposals received in excess of the ABC shall be automatically rejected at the opening ofthe Financial Proposals.

The NEDA now calls for the submission of EOI and eligibility requirements for theFormulation of Comprehewive and Sustainoble Urban Infrqstructure Masters Plans forMetro lloilo and Metro Bacolod. The contract shall be completed within twelve (12)months.

Eligibility submissions of interested Consultants must be duly received by the NEDA Bidsand Awards Committee for Consulting Services (NBAC-CS) on or before 9 October 2018,12:00 NN, at the following address:

Interested Consultants may obtain further information from NEDA and acquire a completeset of Bidding/Proposal Documents at the address given above from Mondays to Fridays,8:00 A.M. to 5:00 P.M., starting 24 Septenber 2018 upon payment of the applicable feefor the Bidding/Proposal Documents h the amount of ?50,000.00. The Bidding/ProposalDocuments may also be downloaded free of charge from the Philippine GovemmenlElectronic Procurement System (PhilGEPS) and NEDA websites, provided thatConsultants shall pay the applicable fee for the Bidding/Proposal Documents not later thanthe submission of their proposals.

A Pre-Proposal/Bid Conference will be held on 23 October2018, 11:40 AM at the OADG-NDO2 Conference Room, 4/F NEDA-sa-Pasig Building, #12 Saint Josemaria EscrivaDrive, Ortigas Center, Pasig City 1605, and will be open only to Consultants who have paid

Interested Consultants have the option to submit their kgal, Financial and Class "B"Eligibility Documents (1 original copy and 4 copies), as applicable, in advance (on orbefore 28 September 2018, 5:00 P.M.) for preliminary evaluation by the NBAC-CS intemrs of completeness/compliance. The NBAC-CS, however, shall only proceed with thepreliminary evaluation upon payment ofa participation fee ofPhP2,000.00. Note that saidamout shall cover the attendant administrative cost for the eligibility check andshortlisting process and shall be deducted from the cost of the Bidding/ProposalDocuments. The NBAC-CS, after its preliminary evaluation of advance submissions, shallinform the padicipating Consultants of any deficiency in their respective submissions atleast three (3) calendar days prior to the deadline for submission of Eligibility Documentsset in this Request for EOI.

The NBAC-CS shall draw up the short list of Consultants from those who have submittedEOI, including the Eligibility Documents, and have been determined as eligible inaccordance with the relevant provisions of Republic Act (RA) No. 91 84, or the GovemmentProcurement Reform Act (GPRA), and its Revised Implementing Rules and Regulations(IRR). The short list shall consist ofthree (3) to seven (7) prospective Consultants who willbe entitled to submit proposals. Should only one (l) or less than the required number applyfor eligibility and short listing pass the eligibility check, and/or pass the minimum scorerequired in the short listing, the BAC shall consider the sarte. The criteria and rating systemfor shortlisting are as follows:

The selection process will be conducted through through open competitive biddingprocedures using non-discretionary "pasJfail" criterion as specified in the IRR ofRA 9184.This procurement activity is open to all interested Consultants subject to the conditions foreligibility provided in said Revised IRR.

Proposals shall be evaluated using the Quality-Cost Based Evaluation/Selection(QCBE/QCBS) procedure at a weight ratio of 80oZ for the Technical Proposal and 20%

for the Financial Proposal, The criteria and rating system for the evaluation of proposalsshall be provided in the Instructions to ProponentVBidders. . z

NEDA reseryes the right to reject any and all proposals, including that of a single eligibleproponent, waive any minor deviation in the submitted documents which will not materiallyaffect the substance of the proposal, annul the procurement/bidding process, or not awardthe contract without thereby incurring any liability to the alfected participatingConsultanUs.
