NATIONAL LEVEL VOLUNTARY AGENCIES

The voluntary sector in India has played a major role in

rural development, through mobilizing communities and

catalyzing people’s initiatives for change, as well as

through direct implementation of interventions around

specific issues.

Two important organizations:-

A) CAPART

B) KVIC

CAPART

(COUNCIL FOR ADVANCEMENT OF PEOPLE’S

ACTION AND RURAL TECHNOLOGY)

CAPART Council for Advancement of People’s Action and Rural

Technology.

Came into existence in 1986, with merger of the Council for

Advancement of Rural Technology (CART) and People’s

Action for Development India (PADI).

Autonomous body under the Ministry of Agriculture, registered

as a society under the Societies Registration Act, 1860.

Aims at catalyzing and co-ordinating the emerging partnership

between voluntary organizations and the government for

sustainable development of rural areas.

ORGANIZATIONAL SETUP

Basically comprise of two administrative bodies…

A) General Body- which provides overall policy

guidance and direction to the organization, has 100

members.

B) Executive Committee- comprising 25 members from

the general body.

Marketing division- council aims to draw up the strategy

on marketing and creation of linkages between rural

producers and marketing outlets.

- President- Minister for Agriculture, GOI

- Vice President- Minister Of State for Rural Development.

- Members includes Secretary, Additional Secretary, Joint

Secretary and Financial Advisor of the department of Rural

Development.

- Secretaries from Department of Economic Affairs and

Agriculture.

- Ex-officio representatives of the government.

Executive Committee

- Comprise 25 members

- Chairman- Minister of Rural Development

- Vice Chairman- Secretary, Department of Rural Development.

- Members include additional secretary, joint secretary and

financial advisor, Dept. Of Rural Development.

OBJECTIVES

To encourage, promote and assist voluntary action in the implementation of projects for the enhancement of rural prosperity.

To act as the nodal point for the co-ordination of all efforts at generation and dissemination of technologies.

To act as catalyst for development of technologies appropriate for rural areas.

To act as a conduct for transfer of technologies.

To act as clearing house of information and data bank.

To disseminate knowledge on rural technologies.

To promote, aid , maintain and co-ordinate projects/ schemes aimed at all round development, creation of employment opportunities, promotion of self- reliance.

To conduct or sponsor training programmes, seminars and

workshops to promote interaction between govt. agencies and

voluntary agencies.

To prepare, print and publish papers, periodicals and books in

furtherance of the objects of the society.

ACTIVITIES

CAPART provides financial and technical assistance to a

number of schemes:-

1) Promotion of voluntary action in rural development.

2) Organization of beneficiaries- by training social

animators, organization of awareness camps, selection of

rural organizers.

3) Central Rural Sanitation Programme (CSRP).

A POSITIVE APPROACH

Consultive process :- there is a transparency in decision

making . National Standing Committee (NSC) have been

set up for each project division.

Decentralization :- Nine regional committee offices,

headed by the member convener and supported by a team

of experts are currently functioning in Ahmadabad,

Bhuvneshwar, Chandigarh, Guwahati, Hyderabad,

Jaipur, lucknow, Patna and Dharwad. They can sanction

project up to 20 lakh Indian rupees and exercise

complete autonomy in decision making.

Transparency :- NSC members plays as an interface

between CAPART and NGOz without any favoritism.

Since inception and upto March 2007

CAPART has sanctioed 24,466 projects

involving an amount of Rs. 909.34 crore

and has released Rs. 752.61 crore.

KVIC

( KHADI AND VILLAGE INDUSTRIES

KVIC

The Khadi and Village Industries Commission (KVIC) is

a statutory body established by an Act of Parliament (No.

61 of 1956, as amended by act no. 12 of 1987 and Act

No.10 of 2006. In April 1957, it took over the work of

former All India Khadi and Village Industries Board.

OBJECTIVES

The broad objectives that the KVIC has set before it

are...

a) The social objective of providing employment.

b) The economic objective of producing saleable articles.

c) The wider objective of creating self-reliance amongst

the poor and building up of a strong rural community

spirit.

FUNCTIONS

Planning, promotion, organisation and implementation of

programs for the development of Khadi and other village

industries.

To promote the sale and marketing of khadi and/or

products of village industries or handicrafts.

Responsibility of encouraging and promoting research

in the production techniques and equipment employed in

the Khadi and Village Industries sector.

Providing financial assistance to institutions and

individuals for development and operation of Khadi and

village industries .

The KVIC may take such steps as to ensure genuineness

of the products and to set standards of quality .
