On Friday, September 11, 2020, the Valley County Board of Commissioners will hold a public hearing beginning at 8:30 am in the Courtroom at the Valley County Courthouse at 501 East Court Street, Glasgow, Montana. The Commissioners are holding the hearing to obtain public comments regarding an application for a Community Development Block Grant (CDBG) Public Facilities grant on behalf of the North Valley County Water and Sewer District’s (District) Phase 1 Water System Improvements Project.
The District has asked the Commissioners to sponsor an application for a $450,000 CDBG grant to fund, in part, a project that would upgrade the District’s water storage and distribution systems. At the public hearing, the proposed project will be explained, including the purpose and proposed area of the project, activities, budget, possible sources of funding and the impact of the project on user rates. The Commissioners want District residents to offer their comments on the proposed project. Comments may be given orally at the hearing or submitted in writing by Friday, September 11, 2020, at 8:30 am.

As the Board has no way of knowing what Guidelines may be in place at the time of the annual meeting nor what the then-current local situation will be regarding Covid-19, the Board has decided to cancel the 2020 annual meeting in order to best protect its members, its employees, and the community as a whole.

Sunday, Aug. 230034 – A male reporting peo-
ple in a backyard with a bright light set up and are flinging unknown objects at them with a catapult. The objects are heavy as they sink fast. At 0105, a deputy advised people were chucking water balloons at the caller in response to them shining their lights at the windows.
0844 – A male called in stat-ing that while he was helping his daughter move, two dogs came out of nowhere and attacked a cat. He says he chased the dogs away but the cat appears to be in bad shape. A deputy arrived and it was determined the cat was deceased. The deputy was able to place both dogs in his patrol vehicle. At 0932 the dogs were left with their owner.
1346 – The calling party is at her aunt’s house and when letting out the dogs she locked her keys and now the two-year-old neph-ew is in the car. She cannot get the nephew to understand to un-lock the door. She was provided contacts to a few locksmiths and an officer was notified. At 1353, an officer advised the individuals
were able to get into the vehicle and no further assistance was needed.
There were 23 motor vehicle stops, 12 accidental/prank 911 calls, seven reports of loose/dead livestock, three reports of barking/lost/loose dogs and two calls requesting an inspection on a vehicle.
Monday, Aug. 240121 – Interstate reported an
alarm. An officer arrived and found the front door ajar. He tried calling anyone he could think of to contact, however received no answer.
0831 – A deputy served a war-rant on a subject.
0916 – An officer advised he is out helping someone change a tire.
1002 – At approximately 1707 the day before, a town official received a call that a grain truck hit a fire hydrant and the hydrant was broken off. Information was passed along to a deputy who will investigate.
1006 – A female reported a dead deer in the ditch just off
of Highway 117. MDOT was contacted.
1203 – A male advised his wife just received a scam call on their phone. The person on the other end was a young male who said he was their grandson, however they don’t have any grandsons. No information was provided to the young male who called.
1321 – A deputy received a call from APS stating they were not able to get into contact with a couple for a while. The deputy advised he has to follow up on some casework with the couple so he will do a welfare check.
1343 – A male reported a fire three miles south of Tiger Butte Road on Galpin Road. Long Run and Fort Peck fire were paged.
1409 – A female called in a fire in Oswego. Lustre Fire, BIA, Nashua Fire were all contacted in addition to Roosevelt County for mutual aid.
1506 – A male reported some-one is burning tree stumps behind the County Road Department. The male stated there are fuel trucks nearby. Long Run fire was contacted who advised to send a deputy to ask the owners to put it out.
1513 – A reporting party stat-ed when her staff went to speak with a person at their address, they encountered nine dogs. One dog bit a male, didn’t break skin but scratched his hand while he was trying to keep the dog away from the other worker. The re-porting party has photos and isn’t concerned about the dog bite but would like someone to look into the fact there are nine dogs at the residence. An officer spoke with the main person at the property who stated they were trying to remedy the dog situation.
1702 – A female reported that someone hit her pickup at 1345. A witness gave her the plate number for the vehicle that hit it.
2050 – A male reported there was a dead deer laying on the road in Fort Peck by the air shafts or the face of the dam. He stated he moved it off the road to the left. A message for DOT was left.
Tuesday, Aug. 250200 – An officer is out with
a person laying by the Annex. Two females were attempted to be contacted to pick up the person however there was no answer.
0319 – A female was with a male and he grabbed the keys
from the ignition as they were driving. She stopped, he put her out of the truck and then he took the truck. He also has her pursue with her child’s documents in it. The male is headed to Wolf Point. RCSO was notified.
0734 – A male reported he wrecked his pickup in the area of Buggy Creek near the rest area. He advised he is fine and doesn’t need an ambulance. MHP and deputy were notified.
1313 – A reporting party called in to state a white semi trailer with an unloaded flatbed was traveling eastbound on High-way 2 around MM 535. The semi was traveling at approximately 85 mph. At 1319, a deputy ad-vised he found the vehicle doing the speed limit in town. The deputy followed him out of town and observed driving behavior however didn’t notice anything.
1409 – An agent reported about 10 minutes prior to this call he was pulling up to the Border Patrol office in Malta when a vehicle blew through town without even tapping their brakes. The agent guessed the speed to be about 90 to 95 miles per hour. He reported the vehicle is headed eastbound on Highway 2. MHP Dispatch, an officer and BLM were notified. At 1433, a deputy attempted to catch up to the vehicle.
1436 – A reporting party called in to report that it was reported to him by someone working on BNSF that they could smell natural gas in the area. The Fire Chief of Hinsdale was contacted who provided the number of someone who works at the natural gas plant. It was determined there was no gas leak but it was a vehicle that had a leak that was causing the smell.
1824 – A male asked if a burn permit west of Glasgow was is-sued. Dispatch advised there are no burn permits being issued. The male spoke with the owner of the fire and advised him of the rules for open burning.
1900 – A female said they re-ceived a report that there’s a deer in the middle of US Highway 2 between MM 576 and MM 577.
1932 – A male reported that there’s a newer pickup with Idaho plates parked on the edge of the property. The caller wants to know if there’s a deputy in the area.
2052 – A caller reported
there’s a dead deer in the middle of the highway about one mile west of Thompsons and Sons. A message for DOT was left.
2122 – A female reported there’s an injured deer in the middle of the west edge of Air-port Road, just up from Ezzies. A message was left for the County Road Department.
2358 – A male came to speak with a victim witness advocate today regarding a no contact letter. The advocate stated that the male would like a letter on a relative stating he know longer wants to be contacted. The advo-cate already spoke with a deputy about getting the no contact letter served but at this time they do not have the relative’s physical address.
Wednesday, Aug. 260441 – A female reported
an alarm going off somewhere, believing it’s coming from the direction of the school but isn’t sure. She stated the alarm has been going off for about 20 min-utes. Roosevelt County was no-tified, whose dispatch contacted a key holder of the school, who confirmed it is an alarm going off at the school. The key holder was able to see from the cameras that there is motion in the school but they aren’t sure who it is. RCSO and VCSO responded.
0940 – A female states there is a red car that is racing around St. Marie. She is willing to sign a complaint. At 1043, a deputy advised he spoke to multiple people and several have seen the car but no one has a real good description.
1640 – A female called in to report a big chunk of auto safety glass in the middle of the road. DOT was contacted.
1836 – A caller reported a newer mini van that’s sticking about halfway into Highway 24 North. There appears to be two occupants in the vehicle. It’s thought they may be having vehicle problems.
2355 – A reporting party called in and said a male, who stays with another male, is knocking on her door and windows. She wants him to stay away from her apartment. She is trying to sleep. At 0019, an officer advised he patrolled the area and was unable to locate the suspect.
Thursday, Aug. 270916 – A female called in stat-
ing her son called her and told her
he was hit by a train. He stated his truck is totaled and he is bleeding from the head. She didn’t have any other information but was en-route to get there to help him. At 0941, a female with BNSF stated a train did strike a vehicle. She also advised bystanders in a ve-hicle are trying to take the driver from the scene. It was determined the mother was transporting her son to the hospital.
1150 – A male reported a pickup that is driving at a high rate of speed up and down Air-port Road. He said the driver is burning out and smoking their tires as they go by. He stated the vehicle is coming by about every five minutes and has passed by about four times. He is willing to write out a statement if an officer needs it.
1204 – An anonymous female called stating there is a car with two dogs that has been parked there since 0750 this morning. She did say that the windows were cracked a little but felt it is too hot for them to be in this ve-hicle for so long. An officer called the owner with no answer. The officer also stated the windows are down substantially but it is hot out so he will come back and check on the dogs and try to call the number back to get a hold of the owner. At 1423, an officer made contact with the female and she didn’t get his earlier voice-mail. He made her aware of the complaint and she will take better care of the dogs.
2008 – The caller said he stepped outside and could smell smoke to the west. He wanted to know if something is burn-ing and he was advised no burn permits are being issued at this time. The caller is concerned that maybe a combine started a fire but he didn’t want to make someone go out to check. Long Run Fire Chief was contacted and she requested to hold off on doing anything unless dispatch gets more calls about it. At 2012, a female called wanting to know if there’s a fire in western Valley County as they can smell smoke. She stated the air appears to be smokey but they don’t see any flames. Phillips County SO was contacted and they haven’t re-ceived any reports of smoke. It was determined there was no fire anywhere near Valley County.

NOTICE OF PUBLIC HEARING ON THE CITY OF GLASGOW’S PRELIMINARY BUDGET
NOTICE IS HEREBY GIVEN that the City Council of the City of Glasgow, Montana, has completed its preliminary annual budget for the fiscal year 2020-2021.
A copy of the Preliminary Budget is on file in the office of the City Clerk-Treasurer, 319 Third Street South, Glasgow, Montana, where it may be examined at any time between the hours of 8:00 o’clock a.m. and 5:00 o’clock p.m., Monday through Friday. Questions regarding the budget and the action to be taken may be directed to the City Clerk-Treasurer in the Civic Center at 319 Third Street South, Glasgow, MT, telephone 406-228-2476.
The City Council will hold a public hearing on the Preliminary Budget at its regular meeting on the 21st day of September, 2020 at 5:30 o’clock p.m., in the Council Chambers in the Civic Center, 319 Third Street South, in Glasgow, Montana. The Council will answer questions regard-ing the budget from any taxpayer or resident of Glasgow and will hear statements in support of and objections to the adoption of the final budget.
