The Jalousie Enclave will be the only planned & secured residential community built on Jalousie Bay, offering residents the extraordinary opportunity to live on a pris-tine World Heritage Site. Mr. Mahvi is committed to pre-serving the natural beauty surrounding the resort. Develop-ment plans include adhering to the United States Green Building Council’s highest Leadership in Energy and Environ-mental Design (LEED) standards. “It’s been a long hard road, and now we are faced with a global economic crises;” said Mahvi. “But we have persevered, and I am thrilled to announce today that we anticipate a soft opening in 2010, providing some 250 permanent and highly coveted jobs, despite the crisis.” “The Jalousie Enclave is the only planned, full residency community, offering residents the extraordinary opportunity to live on a World Heritage Site,” Mahvi continued. “As I am fully committed to preserving the natural beauty of our valley, our development plans include adhering to the Green Building Council’s highest Leadership in Energy and Environmental Design standards. “ Stephenson King, prime minister of St. Lucia: "When in the midst of all of this (financial crisis), investors like Pascal who came to St. Lucia more that fifteen years ago and saw the need and the vision and demonstrated that confidence through his action at Jalousie (Plantation) and having maintained that interest and can return now at this time amidst all that is taking place internationally and even the threats to our own local economy, to come today on this occasion and to break ground, it is a demonstration of the confidence that Pascal himself has in himself and his ability to do it and certainly the confidence in St. Lucia,"

Allen Chastanet, Minister of Tourism, while noting that the island is blessed with a natural competitive edge on the world stage, said all necessary measures should be taken to ensure that the island progresses in that regard.

“When a company like The M Group comes and is prepared to make this level of investment, we must all find a way to give them not some of our support, not most of our support but all of our support. The time has come for St. Lucia and St. Lucian's, in particular, to now step up to the plate,” the Minister of Tourism emphasized.

The Jalousie Enclave Announces Completed Master Plan

The master plan for the Jalousie Enclave is complete as of November 20, 2008. The detailed plan includes property layouts including lot sizes and surveyed markers.

The Jalousie Enclave receives DCA Approval

“M. Group submitted all its planning deliverables to the Development Control Authority (DCA) on November 21, 2008. The DCA Chairman, Mr. Clem Bobb informed Mr. Mahvi that the M Group commence work.

Based on this expectation, M. Group has selected NH International (Caribbean) Ltd. to start cutting the roads through Stage 1A and 2 and the latter has shipped its D6 and Roller to St. Lucia. M. Group expects to start cutting the roads through stage 1A and 2 during January 2009. As all the balance of the roads were cut in 1995, these simply need to be widened.

The Jalousie Enclave’s Sales Office Opens

The Jalousie Enclave official grand-opening of it’s Rodney Bay sales office is on December 10th . The new of-fice offers buyers a place to experience The Jalousie Enclave’s natural beauty and envision the future residen-tial community. Prior to the official opening of the office, sales have been strong with several lots under con-tract.

Transportation to The Jalousie Enclave from Castries by Boat

The Jalousie Enclave now has a 45 ft Sunseeker docked literally 500 feet away from its marketing office in Rodney Bay with two skippers on call to take interested buyers from Rodney Bay to Jalousie for inspection of the property. The trip takes no more than 40 min and it’s a beautiful and comfortable ride, even in moderate seas.

St. Lucia Helps Expedite Alien Landholder Permits

New laws in St. Lucia have made it easier for non-residents to purchase land in island. The government is work-ing closely with developers to expedite the process of obtaining the Alien Landholder licenses. The expedited process will become law on Jan 5, 2009. License applications take four to six weeks to process and are nor-mally done during the early part of the property purchasing process. Once the owner receives the license to buy land, construction must commence within two to three years. Application forms are given out by the Depart-ment of Lands and Survey for St. Lucia. For more information visit www.stlucia.org.

M. Group also contracted to drill three water wells down to its property’s aquifer in order to deliver the needed water for the project. Alternatives already budgeted for include extending the Fond St. Jacques six inch water pipe over the ridge and to the water department’s water tank on property, and / or installation of a reverse osmosis plant at the base of the Petit Piton and pumping the filtered water to the Resort’s tank

ASCS Association Begins Philanthropic Initiatives

The Jalousie Enclave is proud to support the efforts of the ACSC Association, an organization dedicated to participating in projects that better the lives of St. Lucian's by supporting their communities and/or creating job opportunities. The association announced a 20-year plan to redevelop the western villages of Anse-La-Raye, Canaries, Soufriere and Choiseul. Pascal Mahvi is committed to the ACSC mission and has agreed to donate 10 percent of the gross sales proceeds of The Jalousie Enclave land sales to the organization for the redevelopment of St. Lucia’s western coastal villages. In addition, he secured a commitment from developer Mr. Ralph Monplaisir to match this donation dollar for dollar. Together they plan to raise con-tributions in excess of $100 million for the ACSC endeavor.

Through The Jalousie Enclave and Pascal Mahvi’s efforts, ACSC initiated a partnership between the Cleve-land Clinic in Cleveland, Ohio and St. Jude Hospital of St. Lucia creating a cooperative program to bring doctors from the United States to the island. As the association continues to grow Mr. Mahvi hopes to adopt similar programs for St. Lucia.

Clubhouse Plans Unveiled The Jalousie Enclave plans to construct a $7 million, 15,000 square-foot Clubhouse. The stunning, signature facility will include a world-class fine dining restaurant as well as a private pool and two lakes. Each of the surrounding 22 villas, will be offered a membership to one of the planned seven new PGA Golf Clubs and Courses.
