ESVDCattheNICEFoundationAcademy2019,SplitAWORKSHOPATTHEACADEMYOFTHENETWORKFORINNOVATIONINCAREERGUIDANCEANDCOUNSELLINGINEUROPETheESVDCwillsupportandparticipate intheupcomingAcademy of the Network for Innovation in CareerGuidance and Counselling in Europe (NICE)“Innovative Approaches to Career Guidance andCounselling”,whichwillbeheldattheUniversityofSplit,Croatia,fromOctober9thto12th2019NICE Academies are structured learning and networking events for academics andpractitioners in the field of career guidance and counselling who want to expand theirhorizons, integrate new methods and approaches into their practice (career support,training of career practitioners and relevant research). ESVDCandtheECADOCSIXTHEUROPEANDOCTORALPROGRAMMEINCAREERGUIDANCEANDCOUNSELLINGSUMMERSCHOOLINMALTA2019The 6th ECADOC doctoral school on career guidancewill be held in Malta between the 9th and 14th June.Following up on previous successful editions of theSummer School, held in Padua (2014), Paris (2015),Lausanne (2016), Mannheim (2017), and Athens(2018), the Malta summer school will focus on thetheme Researching Career Guidance for Social Justice:Knowledge,Practice,andPower.The Summer School is organised by Professor RonaldG.Sultana(UniversityofMalta),ProfessorRieThomsen(AarhusUniversity,Denmark),andProfessorTristramHooley(DerbyUniversity,UK),whotogethereditedtwovolumesonsocialjusticeperspectivesincareerguidance,publishedbyRoutledge in 2018.* Several of the contributors to these two volumes will speak at theSummerSchool,whichhasattracted24doctoralcandidatesfromacrossEurope.ProfessorDavid Blustein (Boston College, USA) will also speak about his own engagements as aresearcher,andasanadvocateofsocialjustice.As with past editions of the ECADOC initiative, sessions include lectures by senioracademics, as well as discussion groups with early-stage researchers, who will presenttheirwork-in-progressduringCollectiveAcademicSupervision(CAS).IntheseCAScircles,PhD candidates will benefit from feedback from peers, as well as from experiencedresearchers.Theprogrammealso includesarangeofculturalandsocialactivities,withaviewtoconsolidatingthenetworkofcareerguidanceresearchers,thusensuringstrongerpersonalandprofessionalrelationsandnetworksinthefield.Akeyobjectiveoftheacademicprogrammeisthereconnectionwiththeearlycommitmentof career guidance to social justice and solidarity, as articulatedbyFrankParsons inhisworkinBostonattheturnofthe20thcentury.Thenasnow,theconcernwas,andshouldbe, not only with developingmore ‘scientific’ and ‘efficient’ ways of distributing humanresources inresponseto the ‘needs’of theeconomy. Itwas–andshouldalsobe–aboutcreating social ‘mutualism’ whereby individuals and groups – and especially vulnerableones–findsupportinthequestforintegrationinacommunitythroughwork.

The 6th ECADOC Summer School sets out toreconnect doctoral students pursuing careerguidanceresearchwiththisfoundingtraditioninour field.Whileconcernswithsocial justicehave never been totally eclipsed, theoverwhelming influence of vocationalpsychology has tended to shine the spotlighton the individual. Less influential have beencriticalapproacheswhosefocusisnotasmuchontheindividual’sabilitytoadaptto,andworkwithinthesystemand itssocialandeconomicarrangements,butrathertoquestionthese, tochallenge them, and to transform them. TheSummer School in Malta will therefore helpdoctoral candidates integrate insights fromcritical social science, critical psychology,anthropology, various brands of feminisms,

ForthcomingbookCAREERANDCAREERGUIDANCEINTHENORDICCOUNTRIESCareerguidanceissometimescharacterizedasa “globally travelling idea”. It exists in someform in most developed countries and manydevelopingcountries.However, littleattentionhas been given to how context shapes theconceptofcareerguidanceas it travelsacrosstheglobe.Inourbookweturnoursightstothenorth and focus on the Nordic countries. WeextendthediscussionthathasbeguninRonaldSultana’sbook(2017)entitledCareerGuidanceand Livelihood Planning Across theMediterranean, which provided a fascinatinginsight into the way in which geography andcultureshapesthepracticeofcareerguidance.Our approach in forthcoming book is to urge awareness on the interaction between the“globally traveling ideas”of goodcareerguidanceand contextual characteristics.Togainsuchawareness,itisimportanttospotandconsiderthewayinwhichdifferenttraditions,cultures,politicsandpracticeshaveframedthedevelopmentofcareerguidanceacrosstheregion. To present a thorough picture, we have had the honor to cooperate withdistinguishedauthorsfromallNordiccountries,includingtheself-governingregions.The24chaptersinthebookpresentavarietyoftextswrittenbyacademics,practitionersand policymakers. Thematically, it covers issues like the Nordicmodel for welfare andcareer,careerguidanceforrefugees inaNordiccontext,careerguidanceasarenasofco-construction in Nordic schools and cross-cultural Validation of Assessment InstrumentsusedinCareerCounsellingandGuidanceintheNordiccountries.We look forward to sharenews insightswith the careerguidance community in autumn2019.Editors

Guichard, thedirector of the UNESCO Chair in Lifelong Guidance andcounseling at the University of Wroclaw, Poland. Theresearchers involved in this Chair’s activities proposedanswers,whichformthechaptersofthisbook.Thesereflectionsemphasizetheneedtofocusonthestudyandimplementationofcertaincentralpsychologicalprocessesthatcanenable individualstofacethemainchallengesofour society. The contributions also propose new avenues of intervention for careercounseling and guidance. CONTEXTSMATTER…ONCAREERGUIDANCEELSEWHEREByRonaldG.Sultana,UniversityofMaltaContext matters. That is one of the most important lessons to take away from theinternationalreviewsofcareerguidance,launchedbytheOECDin2000,andextendedtoaEuropean and global scale by the European Commission directorates and agencies, theWorld Bank, and the ILO, among others. Despite the many commonalities that wereidentifiedbetweenandwithincountriesandregions, thespecificityof labourmarkets,ofcultures,ofdemographicandgeographicrealities,andofhistoriesmatteragreatdeal:itisthesespecificitiesthatgiveaparticularshapeanddirectiontothewaycareerguidanceisconceivedandpracticed,ifatall.Thisisaverygoodthing:theoreticalapproachesthataregroundedinempiricalresearch,whether qualitative and/or quantitative, are more likely to be rich and intellectuallystimulating, avoiding a universalizing discourse where particular approaches – oftendevelopedintheglobalNorth–blindustotherealitiesshapingothercontexts.Wearethusseeing a plethora of insights coming through from the global South, for instance,challengingnotionsthat,withtime,haveattainedataken-for-grantedqualityaboutthem.Fresh perspectives are coming through from the Asian sub-continent. Latin Americaauthors are mining the wealth of theoretical perspectives that we find in liberationpsychology, which has yet to make a significant dent in Europe and North America. InAfricawerecentlysawthelaunchoftheAfricanJournalofCareerDevelopment–afirstforthe continent, andan initiativewhichpromises to shakeupour field inmoreways thanone.Myowncomparativeworkhastriedtoengagewiththediversitythatcomesthroughthesedifferent contexts: while having carried policy analysis of career guidance in all the EUmember states, I have also benefited enormously, both intellectually and personally, bylooking at other contexts, including Arab states1 and small states.2 The former studyidentifiedseveralelements thataresimplyabsent frommuch thatpassesasmainstreamcareer guidance theories – such as the absolutely crucial part playedby informal labourmarkets in the career-related behaviour, aspirations, and decisions of many youths andadults. InternationalJournalforEducationalandVocationalGuidanceCALLFORPAPERSFORTHESPECIALISSUE“MIGRATION,EDUCATIONALANDCAREERGUIDANCE,ANDSOCIALINCLUSION”Internationalmigrationhasincreasedsubstantiallyduringthetwodecades, increasingbywith50%between2000and2017—andreaching258millionin2017.Mostmigrantstendtosettleinafewcountries,oftenneighbouringcountries—10countrieshosted51%oftheinternational migrants in 2017 (United Nations, 2018). Furthermore, migration isconcentrated by country of origin, where migrants from 10 countries with the largestdiasporapopulationmadeup36%ofall internationalmigrants in2017 (UnitedNations,2018). Migration flows are triggered by numerous factors, including natural disasters,globalwarming,socialunrestandwar,familyreunions,changingemploymentpatternsaswellasaglobalneedforskilledworkers(Faber&Schlegel,2017;Shan&Fejes,2015).Allmigrants face challenges in adapting to their new life circumstances in the new hostcountry. However, asylum seekers are often in a specifically precarious situation—oftenliving ina refugeeaccommodations (or theequivalent)hoping forapositiveresponse totheirapplicationforasylum(seee.g.Fejeset.al,2018;Eurofound,2016).However,nomatterthereasonsforleavingone’scountryofbirth,migrationischallengingintermsofinclusion,formigrantsaswellasforthenewhostcountry.Howcanmigrantsbesupportedinordertogainaccesstothelabourmarketandthe“host”societymorewidely?This question comprises a number of policy challenges and institutional innovations notonlyforgovernments,regionalorganizationsandmunicipalitiesbutalsoforsocialpartnersandinabroadersensecivilsociety.Migrants,andasylumseekersespeciallyso,arefacingseveralproblemsandshiftingconditionswithregardtoformalassessmentofidentityandcitizenship, livingconditions, therelationto localcommunity,socialnetworksandlabourmarket,welfareandifneededcaringinstitutions.Fromthepointofviewofindividualsandfamilies,themigrationjourneyisacomplexprocessoflifetransitionandentailseverydaylearninginanefforttoadapttonewconditions.Educationalandoccupationalbackground,recognitionofpriorlearningaswellaslanguageproficiencyarecrucialcomponentsfortheadaptation to the ‘host’ society and the labourmarket.As amediatorbetweenmigrants’previous experiences of education and work, educational and career guidance becomesessentialinsupportingmigrantsontheirpathtowardspotentialsocialinclusion.Inasocialjustice perspective, this mediating position triggers different questions, especially inconsideringculturaldiversityGiven such developments, the main theme of this special issue concerns the role ofeducationalandcareerguidanceinacontextofculturaldiversityandmorespecificallyinworking with migrants and refugees. More specific questions or themes that could beaddressedforthisissue(butnotexclusively)are:• What roledoes/can educational and career guidanceplay in supportingmigrants andrefugeesontheirpathtowardssocialinclusion?

• Whatare thechallenges thatneedtobe facedwhen itcomestoprovidingeducationalandvocationalguidanceservicesformigrantsandrefugees?

Knowledge about different projectswhich focus onworkingwithmigrant populations isoftendifficult to locate, thus thespecial issuementionedaboveprovidesavital forumtofurtherourunderstanding.Whatfollowsaretwoexamplesofrecentstudies–therewillbeothersandwewouldliketoencouragewiderdissemination:RefuNEET.Thisproject,ledbyOsloMetropolitanUniversitybeganinOctober2016aspartof a larger Erasmus + project entitled RefuSKills. It brought together partners fromNorway, Bulgaria, Austria, Germany, France, UK and Turkey. Both parts of the projectaimedtosupportthetransitionofyoungrefugeesintoworkortraining.RefuNEETfocusesonthedevelopmentofprocessesandprotocolsofcareerguidance,specificallyaimedattheneedsof thisgroupandbuildinguponand recognizing their strengthsandcompetences.This includesaprocessofRecognitionofPriorLearning (RPL)andalsoof thevalueandcompetences of peer careermentors. Theproject concluded inDecember2018. The keyoutcomewasthedevelopmentofanAppforyoungrefugeestoaccesscareersupportandskillsassessmentviatheirsmartphones.CMinAR (Counselling for Refugee and Migrant Integration into the Labour Market –Development of Courses for Higher Education and Public Employment Services). ThisErasmus+project ledbyHdBA(HochschulederBundesagenturfuerArbeitatMannheimUniversity) began in September 2016 and brought together partners from Germany,Lithuania, Turkey, Sweden, UK and Italy. Themain purpose of the project is to developprofessional training for career practitioners toworkwith asylum seekers, refugees andmigrantpopulationsofallages.Extensiveresearchintotheneedsofrefugeeclientsandtheskills neededbypractitionerswas conducted in all countries. Twoprogrammesof studywerewritten,oneforhighereducationstudentsandoneforpublicsectoremployees.Bothcourses are being piloted in all contributing countries and the full evaluation will beconcludedinsummer2019,afterwhichbothcourseswillalsobemadeavailablefreely.For colleagues interested in research into the exploration andexplanation of the causes of migration, an excellent andaccessiblebookcanberecommended:Unravelling Europe’s “Migration Crisis”.
