1.0 Introduction

1.1 Purpose The purposes of this paper are to: 1. Convey the differences in methodology and scope between the travel

demand models (TDM) produced by the Connecticut Department of Transportation (CTDOT) and Amtrak.

2. Compare the ridership results of the two TDMs 3. Estimate parking needs at each rail station from the TDMs.

1.2 Overview

There are two recent TDMs that were developed for this corridor. The first, completed in 2008, was produced by the CTDOT as part of a commuter rail study. The second was completed in 2010 by Amtrak using the proposed C1 high-speed rail (HSR) schedule. The ridership results from these TDMs were compared to decide if further travel demand modeling is necessary to complete this phase of planning for the NHHS corridor. It was determined that no further modeling is necessary at this time. The TDM ridership results were then used to estimate parking needs at each rail station.

2.0 Comparing CTDOT and Amtrak Ridership Estimates

2.1 CTDOT Ridership Model The CTDOT TDM was created in 2008 using CTDOT’s statewide model that includes all existing and committed projects, including the Hartford-New Britain Busway and the I-91/I-95 interchange improvements. This TDM was developed as part of the Commuter Service Study. The TDM did not include the ridership that would be generated with express bus service between Windsor Locks and Bradley International Airport. Previous research from the Commuter Service Study Task 5A determined that this would increase daily ridership by 380. The TDM did not include the ridership that would be generated by linking the NHHS corridor to intercity travel. Previous research from the Commuter Service Study Task 5A determined that intercity travel will add 80 daily riders. The ridership data resulting from this TDM was presented in the format of AM home-based work trips and midday trips (Appendix A).

2.2 Amtrak Ridership Model The forecasting model to establish ridership and revenue forecasts for the New Haven to Springfield C1 service plan is based on the Amtrak travel demand model. This model is a multimodal passenger travel demand forecasting model and considers intercity passenger travel by passenger vehicles, air, intercity bus as well as premium (Acela) and regular (regional) rail modes. It is used to understand existing and to predict future intercity passenger travel within the Northeast United States. The study area includes the Northeast Corridor spine (Washington, D.C. – New York – Boston) and the corridors branching from the spine serving Virginia, Harrisburg, Albany, and Springfield. The ridership data resulting from this TDM was presented in the format of yearly southbound station pairs (Appendix B).

2.1 Fundamental Differences There are significant differences between the CTDOT TDM and the Amtrak TDM, described in Table 2-1.

2030 Southbound boardings by station pair

Due to these differences, it was desirable to translate the results to comparable metrics and determine if some combination of these ridership results are adequate for moving forward with subsequent estimations. To do this, C1 ridership was estimated by interpolating between CTDOT’s 2030 start-up and full build scenarios, and Amtrak ridership was reduced from yearly to daily boardings.

2.2 Estimating CTDOT 2030 C1 Daily Ridership

The CTDOT ridership projections were estimated for three commuter rail scenarios: 2015 start-up with 32 trains per day, 2030 start-up with 32 trains per day, and 2030 full-build with 70 trains per day. Now that the corridor is

going to be improved for HSR, a new scenario has been developed (2030 C1) with 51 trains per day, and is the basis for Amtrak’s ridership projections. The number of trains for the 2030 C1 scenario lies between the number of trains for the 2030 start-up and full build scenarios. As such, ridership estimates for 2030 C1 (Table 2-2) were estimated by interpolating between 2030 start-up and 2030 full-build.

2.3 Estimating Amtrak 2030 C1 Daily Ridership

Amtrak’s ridership output was for the entire year of 2030, while CTDOT’s ridership output was for a weekday. For comparison purposes, daily ridership was estimated for Amtrak’s yearly ridership results (Table 2-3). A key assumption in this estimation was that weekend-day ridership is 25% of weekday ridership. Therefore, a full week is equivalent to 5.5 weekdays, and there are 52 weeks in a year.

3.0 Estimating Rail Station Parking Needs

3.1 CTDOT Modal Split

To determine the parking needs, it was necessary to categorize station arrivals for rail boardings by mode. Table 3-1 shows the arrival modal split for CTDOT 2030 C1 boardings. The modal split of arriving passengers varied by time of day (home-based work or midday).

3.2 Estimated Parking Needs Based on CTDOT Model

Tables 3-2 and 3-3 show the estimated parking needs based on the CTDOT and Amtrak models, respectively. The number of automobile arrivals was determined in the modal split analysis. It was assumed that 90% of those arrivals would require parking spots, while the other 10% would require Kiss-n-Ride spots. The Kiss-n-Ride spots were assumed to handle 3 automobiles per day.

3.3 Estimated Parking Needs Based on Amtrak Model The Amtrak ridership data was aggregated at the daily level and did not include modal split information. To determine the number of automobile arrivals, it was assumed that the overall percentage of automobile arrivals estimated for CTDOT 2030 C1 is equal to the percentage of automobile arrivals for Amtrak 2030 C1.

4.0 Conclusions

Although total daily boardings predicted by the CTDOT and Amtrak models are similar, the distribution of these boardings among the stations differs considerably (Table 2-4). As a result, the estimated parking needs at each station also differs by model (Table 4-1).

These estimates of parking needs only consider the TDM ridership predictions, and do not include consideration of other community projects or factors that may increase or decrease parking needs near each station. In addition, they do not include any local policies that may exist related to encouraging or discouraging use of particular modes (e.g. complete streets, improved bicycle network).

5.0 Recommendations

5.1 Parking Estimates The two parking estimates are not equal at each station. Due to interpolation of the CTDOT model and disaggregation of the Amtrak model, these parking estimates may be less accurate than if they were derived from a new travel demand study that is tailored to the 2030 C1 proposed service. Therefore, these estimates could be applied in a variety of ways:

1. Use the larger estimate 2. Average of the two estimates 3. Use a weighted average (60% CTDOT, 40% Amtrak) of the two estimates,

recognizing that the CTDOT ridership data included modal split, and required less manipulation to produce parking estimates.

5.2 Revise the Travel Demand Model

If these options are deemed unsatisfactory, it is recommended that a new TDM be developed, based on the proposed service plan and intercity market area, for the purpose of more accurate ridership and parking need predictions.
