Geagte Mede Rooivleisprodusente

Ek wil vir elkeen van u vandag ‘n hartlike woord van verwelkoming rig na die Noord-Kaap RPO se Kongres en Konferensie. U sal met my saamstem dat die afgelope jaar baie moeilik was – vanaf produsente in rampdroogte gebiede, produsente wat skade gehad het weens veeverliese tot produsente in die gebiede wat getref was deur die verwoestende veldbrande. Bo en behalwe die rampe, kan ek vandag steeds met trots en sekerheid sê dat die rooivleisprodusente van die Noord-Kaap steeds sterk staan en dat ons verseker steeds ‘n produk van hoogstaande gehalte vir die verbruiker lewer.

Die afgelope jaar was gekenmerk deur baie aanslae teen die bedryf. Die debakel van die vleisskandaal in die handel het produsente laat vinger wys na die RPO as Organisasie en wou weet wat dié Organisasie gedoen het om die beeld van rooivleis positief uit te dra. Tweedens en dit is seker die mees kritiese vraag wat produsente van dié Organisasie wou weet, wat het die RPO gedoen aan die verbruikersprys van rooivleis en natuurlik die vrae rakende die invoere uit Namibië en Botswana.

Soos gewoonlik het die Noord-Kaap RPO gepoog om sprekers te kry om produsente te kan inlig oor die dinamika van die rooivleisindustrie in Suid-Afrika en natuurlik wat die rol is wat die RPO binne die ingewikkelde ratwerk speel. Hopelik sal ‘n hele klompie vrae hierdeur uit die weg geruim kan word. Ongelukkig moet ek ook doemprofeet speel deur u in te lig dat die aanslae teen ons bedryf net nog meer gaan raak. Kyk maar net wat tans in die wêreld ekonomie aan die gang is met die finansiële markte. Dit is dus belangrik dat elkeen van ons moet besef dat ons afhanklik is van goeie boerdery- en bestuurspraktyke om te verseker dat ons nog winsgewend sal kan produseer.

Ek wil ook van die geleentheid gebruik maak om elke rooivleisprodusent hartlik te bedank vir sy/haar vrywillige heffing. Ek kan u die versekering gee dat sonder die vrywillige heffing ons Organisasie nie op provinsiale vlak suksesvol sy werksaamhede kan doen nie. Die Noord-Kaap RPO is ook in die bevoorregte posisie om sy aanslag nasionale vir die afgelope jaar volkome te kon diens. Dit alleen verdien my en die Hoofbestuur se hartlike dank aan elke rooivleisprodusent wat die heffing betaal.

Ek wil u uitnooi om informeel deel te neem aan die besprekings. Ons het gepoog om kundiges vir u te bring na die geleentheid en dit is nou die geleentheid om die vrae wat u kwel, te vra.

Dear Fellow Red Meat Producers

I wish to welcome you all cordially to the Northern Cape RPO Congress and Conference. You will agree with me that the past year has been very difficult, with producers being subject to devastating drought and low livestock process. Despite these disasters, I can today proudly and with certainty say that red meat producers in the Northern Cape remain strong and are providing the consumer with a product of high quality. However, the impact of the drought will continue to be felt in our industry in the coming year.

The red meat industry is under attack on a daily basis. At this stage the election is on everyone’s lips. Allegations made by various groups have left me as producer wondering: Am I still in the right industry? As farmers/producers we must debate this statement and point out to each other the challenges and opportunities in the red meat industry. What can I do to continue producing sustainably on my farm? During the Congress we will be dealing with this matter in greater depth.

As usual, the Northern Cape RPO has tried to secure speakers who can inform producers on the dynamics of the red meat industry in South Africa and, of course, the role of the RPO within the complex red meat environment. Hopefully many questions will be answered. Our industry will increasingly come under attack. It is important therefore to recognise our dependence on good farming and management practices to ensure that we continue to produce on a profitable basis.

There has been an increase in demand for protein worldwide – this is good news for red meat producers because there is a market for our product. More important, however, is that we as primary red meat producers must always remember that the consumer is watching our every move. Our first priority is to produce a high-quality, healthy product. We must be alert to animal welfare and ensure that we maintain sound management practices - not only with regard to our animals but also our workers…we must create a positive image of our product among consumers.

The Northern Cape RPO will continue striving to strengthen the primary red meat producer’s case on every platform. Our goal is to make this organisation indispensable for every red meat producer. However, we cannot do it without your support. We therefore call on every delegate to convey the message that you hear during the Congress and Conference to your fellow-producers at grassroots level.

The Northern Cape RPO at provincial level and the RPO at national level offer us as red meat producers a platform where the producer’s interests can be protected. We therefore rely on your support. On this occasion, I also wish to thank every red meat producer who makes a contribution to this organisation for their support and positive attitude. Remember, this is your organisation, and it is our responsibility to maintain it. The Northern Cape RPO strives for the interests of the primary red meat producer.

I look forward to seeing you in Kimberley.

Die nominasie en verkiesing van ‘n Voorsitter vir die NKRPO sal geskied ooreenkomstig die bepalings van artikel 8.4.8.1 van die NKRPO Reglement, waarvan ‘n uittreksel hieronder verskyn.

Die NKRPO Kongres kies by volstrekte meerderheid van die aantal stemme uitgebring deur stemgeregtigdes aanwesig op die Kongres, ‘n Voorsitter uit die lede van die Kongres en hy beklee die amp tot na afloop van die Kongres wat volg op die een waarop hy verkies is; met dien verstande dat by sodanige verkiesing, al die stemgeregtigde lede teenwoordig op die NKRPO Kongres, by wyse van geslote nominasie- en stembriefie moet nomineer en stem en dat die volgende reëls geld :-

(a) daar moet minstens vyf(5) nominasies vir ‘n kandidaat wees waarvan minstens een(1) die handtekening van die genomineerde moet dra tot dien effekte dat hy beskikbaar is en ‘n verklaring van voorneme aanvaar, waarna al die genomineerdes op ‘n kandidaatlys geplaas word; met dien verstande dat ‘n genomineerde ook toestemming tot nominasie vooraf skriftelik kan gee indien hy nie die Kongres kan bywoon nie;

(b) indien meer as een persoon genomineer is, word daar gestem en indien ‘n kandidaat ‘n volstrekte meerderheid behaal, word hy as verkose verklaar;

(c) indien geen persoon ‘n volstrekte meerderheid behaal nie, word die vyf(5) persone met die hoogste aantal stemme op die kandidaatlys geplaas vir ‘n verdere stemming; met dien verstande dat :-

( i) indien die verskil in die aantal stemme tussen die persoon wat tweede gekom het en die persoon wat derde gekom het, groter is as die totale aantal stemme uitgebring op die derde persoon en al die verdere kandidate laer af, daar net twee(2) kandidate op die kandidaatlys geplaas word, of slegs drie indien ‘n soortgelyke toets slaag ten opsigte van die gaping tussen die derde en vierde persone, of slegs vier indien ‘n soortgelyke toets slaag ten opsigte van die gaping tussen die vierde en vyfde persoon; en

(ii) indien die maksimum van vyf(5) kandidate vir die tweede stemming beïnvloed word deur gelykoptellings, daar met die lot beslis word watter van die persone met gelykoptellings op die kandidaatlys geplaas word om die vyftal vol te maak vir die volgende stemming onderhewig aan die toets in (c)(i) hierbo genoem.

(d) indien by die tweede stemming geen kandidaat ‘n volstrekte meerderheid behaal om verkose verklaar te word nie, word die een met die minste stemme weggelaat, of word meer weggelaat, indien die toets in (c)(i) hierbo slaag wanneer toegepas op die gapings tussen die tweede en derde persone of tussen die derde en vierde persone en ‘n verdere stemming word gehou;

(e) daar word herhaaldelik soos hierbo gestem totdat ‘n kandidaat ‘n volstrekte meerderheid behaal waarop hy as verkose verklaar word of indien daar vir die laaste twee kandidate ‘n staking van stemme is, sal die lot beslis.

the nomination and election of the NCRPO chairperson shall take place in accordance with the provisions in clause 8.4.8.1 of the NCRPO Rules, an extract of which appears hereunder.

The NCRPO Congress shall, by means of an absolute majority of votes cast by voting members present at the Congress, elect a Chairperson from among the members at the Congress, and such Chairperson shall remain in office until after the Congress subsequent to the one at which he / she was elected; provided that, in such election, all the voting members present at the NCRPO Congress shall nominate and vote per closed ballot and that the following rules shall apply :-

(a) there shall be at least five (5) nominations per candidate, of which at least one (1) shall bear the signature of the nominee indicating that he / she is available and accepts a declaration of intent, after which all the nominees shall be placed on a list of candidates; provided that a nominee may also in advance consent to such nomination in writing if he / she is unable to attend the Congress;

(b) if more than one person is nominated, voting shall take place, and if a candidate receives an absolute majority of votes, he / she shall be declared elected;

(c) if no person receives an absolute majority of votes, the five (5) nominees with the highest number of votes shall be placed on the list of candidates for a further vote; provided that :-

(i) if the difference between the number of votes received by the person who comes second and the person who comes third is greater that the total number of votes cast in favour of the third person and all the persons lower down, only two (2) candidates shall be placed on the list, or only three if a similar test is passed in respect of the gap between the third and fourth persons, or only four if a similar test is passed in respect of the fourth and fifth person; and

(ii) if the maximum of five (5) candidates for the second vote is influenced by a tie, lots shall be drawn to decide which of the candidates should be placed on the list of candidates to make up the five candidates for the next vote, subject to the test mentioned in (c)(i) above.

(d) if, with the second vote, no candidate receives an absolute majority to be declared elected, the one with the least votes shall be omitted or, if the test mentioned in (c) (i) is passed when applied to the gaps between the second and third persons or between the third and fourth persons, and a further vote is taken, more candidates shall be omitted;

(e) voting shall take place repeatedly as mentioned above until one candidate receives an absolute majority and is declared elected, or, in the event of a tie between the last two candidates, lots shall be drawn to decide who shall be declared elected.
