As the district prepares for a new year that will hopefully return to pre-pandemic operations, catch-ing students up academically will be a major focus for the 2021-22 school year.

The latter is the reason why the District has hired two additional Deans of Students this year. Chris Wilson has been serving as a Dean of Stu-dents since 2014, first at Davison Alternative Educa-tion and for the past four years at Davison Middle School and Hahn Intermediate. Hahn Intermediate Teacher Jesse Szatkowski has been hired to serve as Dean of Students at Hahn and Mike Williams, an 18-year educator coming from Beecher Community Schools, will become the Dean of Students at Davi-son High School.

“The Dean of Students will help support stu-dents academically and socially, emotionally,” explained Assistant Superintendent Matt Lobban. “By building strong positive relationships with students, being present in the halls and classrooms, and be-ing heavily involved in the Multi-Tiered Systems of Support, the Dean of Students will be able to help students navigate situations that arise in their lives that require additional guidance and support mov-ing forward. The Dean will be critical for supporting students with the ever-changing needs of students.”

The positions align with the District’s focus this year on Social Emotional Learning, or SEL.

(810) 591-0808 Section II The person who believes a valid basis for grievance exists shall discuss the grievance informally and on a verbal basis with the Civil Rights Coordinator, who shall in turn investigate the com-plaint and reply with an answer within five (5) business days. If the complainant feels the grievance is not satisfactorily resolved, they may initiate formal procedures according to the following steps. Step 1 A written statement of the grievance signed by the complainant shall be submitted to the Civil Rights Coordinator within five (5) business days of receipt of answers to the informal complaint. The Coordinator shall further investigate the matters of grievance and reply in writing to the complainant within five (5) business days. Step 2 A complainant wishing to appeal the written (or Step 1) decision of the local Civil Rights Coordinator may submit a signed state-ment of appeal to the Superintendent of Schools within five (5) business days after receipt of the Coordinator’s response. The Superintendent shall meet with all parties involved, formulate a conclusion, and respond in writing to the complainant within ten (10) business days. Step 3 If still unsatisfied, the complainant may appeal through a signed, written statement to the Board of Education within five (5) busi-ness days of receiving the Superintendent’s response in Step 2. In an attempt to resolve the grievance, the Board of Education shall meet with the concerned parties and their representative within forty (40) days of the receipt of such an appeal. The Davison Community Schools, in keeping with the State of Michigan Natural Resources and Environmen-tal Protection Act 451 of 1994 and Regulation 637, has adopted a plan of action for controlling insects, rodents and various other pests in and around our facilities.

The district’s plan of action for controlling pests in-corporates integrated pest management (IPM). IPM utilizes various means of pest control, including, but not limited to, habitat modification and sanitation, mechanical control, biological control and chemical control.

Use of chemicals to control or eliminate pests will be closely monitored and applied only as a last means of resort. Safety Data Sheets (SDS) for all pesticides used are available by calling Caitlin Bentoski in the district’s Busi-ness Offices at (810) 591-0803.

If you wish to be notified before a scheduled pest treatment, please submit your request in writing to Phil Thom, Executive Director of Operations, Davison Com-munity Schools, 1490 N. Oak Road, Davison, MI 48423.

All requests shall include a parent or guardian’s name, address, day and evening telephone numbers, email address (if available), name of student(s) and school(s).

There may be occasions where pesticides may be applied in an emergency situation without prior notification to parents or guardians. In this case, parents or guardians requesting notification will be notified immediately following the application.

Pest control notice

Asbestos compliance The Environmental Protection agency (EPA) Asbestos

Hazard Emergency Response Act (AHERA) requires that each year district workers and building occupants receive notification about asbestos activities such as response ac-tions and inspections. The purpose of this correspondence is to meet those requirements and familiarize you with the asbestos-related activities that have been conducted in Davison during the past year.

Management Plans - The existing Management Plans are located in the Main Office of each building and are available for review. A copy of each Management Plan is also located at the District’s Operations Office, 1490 N. Oak Road, Davison, Michigan.

Periodic Surveillance - The AHERA regulation requires surveillance of the condition of asbestos contain-ing materials every six months. This monitoring is being conducted as required by the asbestos standard and copies are located in the management plans.

Reinspection- The AHERA regulation requires a three-year reinspection of the condition of asbestos contain-ing materials in all school buildings. This monitoring is being conducted by State of Michigan accredited asbestos in-spectors and copies are located in the management plans.

All asbestos abatement records are located in the management plans and available for public review.

Family Educational Rights and Privacy Act guidelines

The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records. They are:

1. The right to inspect and review the student’s education records within 45 days of the day the Dis-trict receives a request for access. Parents or eligible students should submit to the school principal a written request that identifies the record(s) they wish to inspect. The principal will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.

2. The right to request the amendment of the student’s education records that the parent or eligible student believes is inaccurate or misleading. Parents or eligible students may ask Davison Community Schools to amend a record that they believe is inaccurate or mis-leading. They should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading. If the Dis-trict decides not to amend the record as requested by the parent or eligible student, the District will notify the parent or eligible student of the decision and advise the individual of his or her right to a hearing regarding the request for amendment. Additional information regarding the hearing procedure will be provided to the parent or eligible student when notified of the right to a hearing.

3. The right to consent to disclosures of person-ally indentifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent. One exception that permitis disclosure without consent is disclosure to school officials with legitimate educational interests. A school official is a person employed by the District as an administrator, supervisor, instructor or support staff member (including health or medical staff and law enforcement unit personnel, a person serving on the School Board; a person or company with whom the District has contracted to perform a special task (such as an attorney, auditor, medical consultant or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or as-sisting another school official performing his/her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his/her professional responsibility. Upon request, the District discloses education records without consent to officials of another school district in which a student seeks or intends to enroll.

Notice for Directory InformationThe Family Educational Rights and Privacy Act

requires that the Davison Community Schools, with certain exceptions, obtain your written consent prior to the disclosure of personally identifiable informa-tion from your child’s education records. However, the District may disclose appropriately designated “directory information” without written consent, unless you have advised the District to the contrary in accordance with District procedures. The primary purpose of directory information is to allow the District to include this type of information from your child’s education records in certain school publications. Examples include:

• a playbill, showing your student’s role in a drama production.

• the annual yearbook.• honor roll or other recognition lists.• graduation programs.• sports activity sheets, showing weight, height of

players.Directory information, which is information that

is generally not considered harmful or an invasion of privacy if released, can also be disclosed to outside organizations without a parent’s prior written consent. Outside organizations include, but are not limited to, companies that manufacture class rings or publish yearbooks. In addition, two federal laws require local educational agencies (LEAs) receiving assistance under the Elementary and Secondary Education Act of 1965 (ESEA) to provide military recruiters, upon request, with three directory information categories - names, address-es and telephone listings - unless parents have advised the LEA that they do not want their student’s information disclosed without prior written consent.

If you do not want the Davison Community Schools to disclose directory information from your child’s education records without your prior written con-sent, you must notify the District in writing. Please send a written request to the Communications Department at Davison Community Schools, 1490 N. Oak Road, Davison MI 48423.

The District has designated the following informa-tion as directory information: student’s name, address, telephone number, electronic mail address, picture, parent or guardian, date and place of birth, major field of study (i.e. technology preparation program, honors pro-gram, etc.), dates of attendance, grade level, participa-

tion in officially recognized activities and sports, weight and height of members of athletic teams, degrees, honors and awards received, and the most recent edu-cational agency or school attended by the student.

High school students and their parents/guardians may prevent disclosure of a student’s name, address and telephone number to military recruiting represen-tatives (who can only use that information to provide information to students concerning educational and career opportunities available in the U.S. Armed Forces or service academies) by submitting a signed written request to that effect to the school district. Again, please send those written requests to the Communications Department, 1490 N. Oak Road, Davison MI 48423.Transfer of student records

The transfer of student records in Michigan is governed by Revised School Code Section 1135 (MCL 380.1135) which requires that: Within 14 days after enrolling a transfer student, the school shall request in writing, directly from the student’s previous school, a copy of his or her school record. Any school that com-piles records for each student in the school and that is requested to forward a copy of a transferring student’s record to the new school shall comply within 30 days after receipt of the request unless the record has been tagged, pursuant to section 1134 (Section 1134 deals with records of missing students). In the view of the Michigan Department of Education, the “school record” referred to in section 1135 includes a student disciplin-ary record, including any suspension or expulsion action against the student.School publications, Website

Names and pictures of students may be used in district publications, including the Cardinal Caller, a newsletter mailed to all homes in the 48423 ZIP code, building newsletters, slide show presentations, DTV, social media (Facebook, Twitter, etc.) and on the web site. From time to time, a student’s picture may also be released to local media when press releases are issued.

If you object to your student’s image or name appearing in any of these publications, please send a written request to the Communications Department at Davison Community Schools, 1490 N. Oak Road, Davison MI 48423.

McKinney-Vento Homeless ActChildren who meet the Federal definition of

"homeless" will be provided a free appropriate public education in the same manner as all other students of the District. To that end, homeless students will not be stigmatized or segregated on the basis of their status as homeless and will be assigned to the school serv-ing those non-homeless students residing in the area in which the homeless child is actually living. The District shall establish safeguards that protect home-less students from discrimination on the basis of their homelessness. If weather, road conditions or other emergencies make it necessary to close Davison Community Schools, the following steps will be taken:

Resident parents who wish to enroll their child in Davison Com-munity Schools for the 2021-22 school year should complete the regis-tration process as soon as possible.

The registration process takes place at the school the child will be attending. If you are not sure which elementary school your child should be attending, please call the Superintendent’s Office at (810) 591-0801.

When registering your child, please provide your child’s original certified birth certificate (issued from the county clerk’s office with the official raised seal on it), immunization records, and three proofs of Davison residency. Please see our website for a complete list of items that you will need to bring with you. (Select the “About Us” tab from our home page and click on Enrollment Information.)

Also, please note: If you move from your current address to another in-district address, you will be required to provide three new proofs of residency (per the requirements noted above) in order to have your child’s record updated for future school mailings.

Social and emotional learn-ing provides a positive foundation upon which students can learn about themselves and others. SEL skills can help students pursue fur-ther and higher education, achieve career goals and develop better relationships.

According to the Journal of Clinical Child and Adolescent Psychology, a 2009 study focused on children aged 4-14 revealed that introducing social emotional learning resulted in children being able to better regulate their behav-ior, and have more positive social interactions with other students.

A 2015 study of 705 students in schools described as ‘high risk’ showed that using social emotion-al learning early in development is a ‘promising approach’ to improv-ing academic proficiency in areas like reading, writing and math.

A 2012 study showed that explicitly teaching children skills in social and emotional learning resulted in a notable reduction in problem behaviors.

School begins August 16; masks only required on buses

The latest guidance from the Centers for Disease Control (CDC) and Michigan Department of Health and Human Services (MDHHS) recommends that students and staff wear masks if they are not vaccinated. At this time, the Davison Community Schools will NOT require students or staff to wear masks while in school regardless of vaccination status. However, if your student rides a bus, don’t throw away his/her mask yet. Current federal health orders require passengers using public transportation - which includes school buses - to wear a mask.

Please know that we do not take these decisions lightly. We will continue to monitor the COVID positivity rates for our county and ZIP code area. Genesee County reported less than a two percent positivity rate (8.7 new cases daily per million people) as of Monday, July 12.

In addition, the District will continue efforts to socially distance students as much as possible, encourage frequent hand washing/sanitizing and maintain enhanced cleaning schedules/routines to help mitigate any potential spread of COVID-19 within the school setting.

We are anticipating returning to school just as we did in the fall of 2019. High school and middle school students will have a full six-hour schedule with lunch in the cafeteria. Elementary students will no longer be required to eat in their classrooms or remain in pods. In other words, we plan to return to normal.

We also have no plans to require student athletes to submit to weekly rapid antigen testing in order to partici-pate in sports or other extra-curricular activities.

Of course, we understand some staff and students may feel more comfortable continuing to wear a mask during the school day. We fully support and welcome those who choose to do so. We want everyone to be comfortable with whatever decision they make.

Now, we all know that even the best laid plans can change at a moment’s notice. If anything changes before school officially begins, we will communicate that with our families as soon as possible.
