Aberdeenshire Council is spending nearly £3 million per week building new schools and community facilities

and making major improvements to infrastructure in 2014/15.

Members approved a revised capital plan with a total expenditure for 2014/15 of £150,900,000 at a meeting of

the Policy & Resources Committee today (Thursday, 11 September 2014).

Councillors receive regular updates on the progress of major projects like the construction of Mearns

Academy Community Campus, the new primary school at Hillside, Portlethen and community and sports

facilities at Banff and Macduff.

Other major projects which are included in the current Capital Plan include the new £5.3million council office

facilities at Peterhead, the under construction £23million Ellon Community Campus and the new £7.5million

Drumoak School.

The current year forecast also includes nearly £20 million for the now under-construction Aberdeen Western

Peripheral Route (AWPR) of a total cost to the Council of £75 million.

The current year’s forecast an increase of capital expenditure compared with £113,000,000 in 2013/14.

Council Leader, Councillor Jim Gifford, praised the “phenomenal level of spend” in this year’s Capital Plan.

The committee heard that nearly £1,800,000 has been ring-fenced for Children and Young Persons projects

and the grant for Cycling, Walking and Safer Streets has also been increased, to £385,000.

£6 million on housing improvements across

Aberdeenshire Aberdeenshire Council is to spend

£6,274,000 carrying out major upgrade

and improvement work to its residential

properties.

The works which will see improve-

ments to hundreds of council properties

across Aberdeenshire were approved by

members of the Policy & Resources

Committee today (Thursday, 11 Sep-

tember 2014).

The forecast budget spend on housing

improvements and new build housing

in Aberdeenshire will be around

£50million this financial year.

Major structural repair work to 17 semi

-detached blocks at Pitcaple, Lumphan-

an, Blackburn, Newtonhill, Banff and

Huntly, was approved at an estimated

cost of £2,387,000.

The work, expected to start in January

2015, includes repair of the structural

frames of the properties, increasing

thermal insulation, replacement of

doors and windows and upgrading of

heating installations, bathrooms and

kitchens.

This is the third phase of works to up-

grade the Swedish-type houses and ten-

ants and householders have been kept

informed of the proposals to upgrade

their homes.

Improvements to the front and back

doors on 810 houses across Aberdeen-

shire was also approved, at an estimat-

ed cost of £2,556,000. The contract will now be put out to tender, with work due to start in November, to be

completed by March 2015.

A £710,000 project will see the removal of timber windows in 149 houses and two housing complexes and

replacing them with A-rated high performance double-glazed windows. Muirfield Contracts Ltd was approved

to carry out the works to be carried out at locations across Aberdeenshire including Banchory, Fraserburgh,

Gourdon, Ellon and Kemnay

Councillors also approved a further £345,000 to be spent upgrading the windows and doors in 77 residential

properties in Peterhead and Aboyne and accepted the tender from Muirfield Contracts Ltd to carry out the

work.

An additional £276,000 is to be spent on electrical upgrades to properties in Banff, Huntly and Stonehaven

after the work was approved at committee. The upgrades, to affect 107 properties across the three towns, will

start in November and is due for completion by March 2015.

The work is part of the council’s Housing Stock Improvement works and also complies with the aims of the

Aberdeenshire Local Housing Strategy, and attainment of the Scottish Housing Quality Standard

Police Scotland have appealed for witnesses following a series of housebreaking and attempted housebreakings on a

number of business premises within the Rosemount Place area of Aberdeen.

These incidents are believed to have happened between 6pm on (Saturday 6 September) and 8am on (Monday 8

September) with six retail businesses being targeted.

In total, a low-three figure sum of cash was stolen from two premises with the estimated value of damage caused to all

six as a result worth a four-figure sum.

Police would like to speak to anyone who may have witnessed the incidents or have information that can help them with

their investigation.

Members of the public who may have seen anyone acting suspiciously in the area are advised to call Police Scotland on

101 or Crimestoppers on 0800 555 111 if they wish to remain anonymous.

Scottish consumers face the prospect of being unable to buy Scottish chicken in their local supermarket as further cuts to Scottish producers’ contracts are announced. Without urgent action the Scottish Government’s own Poultry Plan, produced in December 2013, will be redundant. The retail poultry market is predicted to grow 26 per cent over the next five years but despite the clear demand for quality Scottish chicken the number of independent chicken producers in Scotland has fallen from 28 to 12 since December. The number of chickens produced in Scotland will fall by more than seven million birds per year. This week saw the closure of a num-ber of company-owned farms in the Scottish Borders by Hook 2 Sisters, Scotland’s dominant chicken proces-sor. It followed an announcement detailing the termination of four growers’ contracts late in August as well as free range contracts last week. To date, 12 growers, who are all based around, or north of Aber-deen, have lost their contracts and there are fears that there could be more cuts to follow. There is also speculation that the recent closure by PD Hook of its Inverurie hatchery may now see Scottish organic growers struggle to source chicks. The restructuring, which began in November 2013, of those supplying both 2 Sisters Food Group and now Hook 2 Sisters has been brutal. The Union believes that every Scottish consumer expects to find fresh Scottish chicken in Scottish stores, but without an immediate change in fortunes, that wish appears undeliverable. Up until now the Union has campaigned for a cutting plant in Scotland, and that now will take a back seat as recent events come into focus and take priority. After meeting with the Scottish Chicken Growers Association (SCGA), NFU Scotland has agreed to provide some legal support to those whose contracts have been terminated. The Union has contacted the Office of Fair Trading (OFT) making its case for the Scottish chicken market to be investigated and a report put forward to the Competition Commis-sion following this latest round of cuts. The OFT was consulted on the takeover of Vion by 2 Sisters last year and at the time authorised the move. However, NFU Scotland feels the actions taken since then within the industry go against the reassur-ances given to the OFT during its original investigation and requires a second look. The Union does not believe that what it is seeing in Scotland represents the normal functioning of market forces.
