Peterhead parents are raising considerable concerns about the rezoning of Peterhead Primary Schools. The major

problems are with the two North Peterhead Primary Schools. It is clear that re-zoning will only have a marginal short

term effect. In the next four years both Buchanhaven and Central Schools will be overcapacity by 100 pupils each. The

80 nursery kids at Buchanhaven are not included in Aberdeenshire Council figures.

However, rezoning is only tinkering with the issue. The problem is that North Peterhead will need at least another 500

pupil primary school within the next ten years as the 1500 house South Ugie and other developments come on stream.

Meanwhile, the settling migrant population in the town centre and Buchanhaven are having families in the 2-5 range

which will be arriving in the two North Peterhead Primary Schools at the same time.

Cllr. Alan S. Buchan said, I have been flagging up this problem over the past 5 years but it is only now as the problem

hits are Parents Councils and parents waking up to the impact this will have on pupils who already are under achieving.

Unfortunately, it takes 5 to 10 years to plan, finance and build a new primary. Aberdeenshire Council has 160 Primary

Schools and it doesn’t have either the Capital or Revenue Funds to build new Primary Schools without closing others.

Cllr Buchan continued, Alford are currently constructing a community campus which encompasses 650 secondary

pupils and 300 primary, the cost being £37 million. This type of community campus/ 1000 pupil primary school should

have been well underway at the Old Terex Building and the Catto Park being paid for by the closure of the old Central

and Buchanhaven Schools. This would have given North Peterhead pupils state of the art buildings and increasing the

education performance of the children. We already have the fledgling sports development at the Catto Park but

Peterhead is the biggest town and has the most problems in Aberdeenshire. If this is to become a reality, parents, Parent

Councils and other groups need to rapidly throw their weight behind the plan or produce an alternative solution.

WAITING TIMES IN NHS SCOTLAND ALARMING Sir, As a coalition of independent and third sector children and young people's service providers we are greatly alarmed by the new waiting time figures published by the Information Services Division of National Services Scotland, part of NHS Scotland (27th August). Covering the quarter from April to June 2014, these indicate that the vast majority number of Health Boards are currently failing to meet a 26-week waiting time target for treatment from specialist child and adolescent mental health service (CAMHS) (introduced in March 2013) and are at risk of missing a Scottish Government target of an 18-week waiting time, which comes into force in December 2014. The NHS in Scotland provides mental health services for children and young people with a wide range of mental health conditions including Attention Deficit Hyperactivity Disorder (ADHD), anxiety, behaviour problems, depression and early onset psychosis. Our members deal with vulnerable children and young people, many of whom require these services and we remain extremely concerned at these figures and with the number of vacant posts, particularly outwith the Central Belt, for invaluable services such as educational psychologists and child and adolescent psychiatrists. According to the CAMHS figures only 5 of the 14 Health Boards have currently achieved this 26-week waiting time target from March 2013. And only 4 of the 14 Health Boards currently achieve the 18-week target which comes into force in December 2014. We are at a crisis point and that is why we are renewing our call to the Scottish Government for high level strategic management, greater support for failing Health Boards and to incentivise recruitment into specialisms like educational psychology and child and adolescent psychiatry, ensuring that the most vulnerable young people in our society get the support they deserve. TARGETING SHED BREAK-INS A pilot campaign to improve shed security has been launched last week in Aberdeen by officers in the Proactive Unit of Aberdeen City Division's CID. The local initiative to reduce the number of thefts has been launched following an in-crease in the number of break-ins to sheds throughout the city. Whilst break-ins to properties between 1 April and 10 July 2014 are down 25% to the same period last year, the number of break-ins to sheds has increased, with 33 reported between 1 April and 10 July 2013 and 50 reported for the same period this year. The trial has been supported by Aberdeen Community Safety Partnership and they have provided £5000 to Police Scotland to purchase 1000 shed alarms and bicycle security packs. The alarms will be given to people who have been a victim of a housebreaking to their shed or outbuilding this year. Officers will also be canvassing hot-spot areas in Aberdeen to provide householders with crime prevention advice as well as offering them the opportunity to receive a free alarm and bicycle security pack. Analysis has shown that the most common item stolen from sheds and outhouses is bicycles, accounting for 46% of all items stolen between 1 April and 10 July 2014. Other items that thieves target include golf clubs, power tools and garden equipment. Officers from Aberdeen City Division's Proactive Unit and housebreaking team will be supported by the City Wardens from Aberdeen City Council in delivering the crime prevention leaflets. The teams will be focusing on areas that have been targeted by thieves in Northfield, Til-lydrone, Seaton, Hazlehead and the West End. Detective Inspector Stewart Mackie said: "We are very grateful to Aberdeen Com-munity Safety Partnership for the support

they have given to Police Scotland which has enabled us to provide alarms and security packs to victims of crime. "It is disappointing to see a rise in the number of break-ins to sheds but we will continue to target those who commit these offences, as we have done with break-ins to properties. "I would further encourage members of the public who have concerns about the security of their sheds or homes to con-tact their local Crime Reduction Officer who can arrange for a free security survey to be carried out on their properties. "A 35 year old man was recently reported to the Procurator Fiscal in relation to a number of shed break-ins and I want to encourage the community to continue to support us by reporting suspicious behaviour so we can take action." Crime Reduction Officer PC Kevin Murray said: "This is a great opportunity for anyone who is worried about the security of their shed or outbuilding to contact Police Scotland for a crime prevention survey. "There are a few simple security measures that I would like to remind the public that they can take to reduce the chances of falling victim to opportunistic thieves, including having a sturdy lock on your shed and keeping valuable items locked and out of sight." Councillor Martin Greig, Chairman of Aberdeen Community Safety Partnership, said: "This is an important initiative as too many people are victims of this kind of crime. It is especially helpful for the City Wardens to raise awareness of the need to protect your property. There are some fairly simple steps that can be taken to help improve security of sheds and gardens. It is distressing to be targeted by wrongdoers so anything that can be done to help residents in dealing with these kinds of offences is welcome." "It is reassuring that the local police and City Wardens are working together so positively in the interests of the commu-nity." Anyone who sees suspicious activity or has any information about break-ins is asked to contact Police Scotland on 101 or Crimestoppers on 0800 555 111 if you wish to remain anonymous.

Scottish Fire and Rescue Service were called out to assist at two separate road traffic collisions in

Aberdeenshire on the morning of 29 August 2014. The first incident was reported at 7.30am on the B9025

Portsoy to Aberchirder road and involved a van and a tractor.

Appliances from Aberchirder, Turriff and Banff attended the incident and had to cut one person free from the

van using hydraulic cutting gear. The casualty was airlifted to Raigmore Hospital in Inverness for treatment.

The second incident was reported at 8.04am on the A92 at the junction with Uras Cottages, three miles south

of Stonehaven.

This was a single vehicle road traffic collision and the car involved was in collision with a house.

Two appliances from Stonehaven and one from Altens were sent to the scene and firefighter had to use

hydraulic cutting equipment to free one man from the vehicle. He was taken by paramedics to Aberdeen Royal

Infirmary for treatment. No one within the property was injured.

tragedies has been published by the

Royal Society for the Prevention of

Accidents (RoSPA).

The charity has joined forces with

Transport Scotland to publish Road

safety: A Guide for Local Council-

lors in Scotland, which includes all

the information an elected member

will need to develop road safety

within their ward.

The guide demonstrates how local

authorities can continue to deliver

effective road safety services by:

using evidence; co-ordinating with

other public services; designing and

delivering projects in partnership;

and evaluating the effectiveness of

their work.

It is divided into several sections

including: “Road Casualties”, which

looks at high-risk groups and the

main causes of accidents, and

“Getting the Most Out of Limited

Road Safety Resources”, with details

on evidence and evaluation.

Road casualty figures for Scotland

show that 6,619 people were killed

and a total of 390,331 people were

injured in accidents on Scotland’s

roads from 1992-2012 inclusive.

.Sandy Allan, RoSPA’s road safety

manager in Scotland, said: “The doc-

ument will prove essential to both

new and serving councillors who are

looking for more information on how

to save lives and reduce injuries on

the roads in their wards. It gives a

step-by-step guide to road safety

policy and services in Scotland.

“It is particularly important in the

current climate of change and budget

restraints for those allocating

resources or making policies on be-

half of our communities to have a

full understanding of what’s

available. This document will pro-

vide the necessary information to

enable informed decisions.”

Although aimed at local councillors

in Scotland, the guide will also be

useful to anyone committed to

reducing casualties.
