Overview of the ELPACThe ELPAC Structure

The ELPAC is the required state test to measure English language proficiency for all English learners in kindergarten through grade twelve. The ELPAC consists of two separate assessments: the Initial and Summative.

Initial ELPAC:

Given to any student new to a California public school who, based on the home language survey, has a home language other than English. 

The student must be tested and the assessment scored within ________ calendar days of a student’s first enrollment in a California public school.

Testing Window: July 1–____________

Summative ELPAC:

It is administered to students who are identified as ELs to gauge their level of proficiency.

It is administered and delivered online starting in February 2020.

This is not a screener but a full ____________ assessment.

Students designated as EL are required to take the Summative ELPAC annually, until they are reclassified.

Directions for ending a test at the stopping marker: 

· K–1 Listening and Reading: Stop at the specified stopping point and select the “NR” option for the rest of the items until you reach the end and submit the test.

· Grade 2 Listening and Reading: Stop at the specified stopping point and select "No Response" from the Context Menu for the rest of the items until you reach the end and submit the test.

· Speaking at all grade levels: Stop at the specified stopping point and skip through the rest of the items until you reach the end and submit the test. 

Directions for Administration (DFAs)ELPAC Form Assignments

There are _______ different test forms for the 2019–20 Summative ELPAC administration: Form 1, Form 2, Form 3, Form 4, Form 5, and Form 6.

Accessibility SupportsAlternate Assessment:

When a student with the most significant cognitive disabilities is not able to take the ELPAC (the entire test or any portion of it, for this year only), the I___________ E___________ P___________ team may determine that an alternate assessment is appropriate and necessary. 

Domain Exemptions

If the student cannot be assessed in a particular domain with the use of accessibility resources, the student could be exempted from that domain, if it is documented in the IEP or Section 504 plan.

For an overall score to be generated, only one domain from the O___________ Language score (Listening or Speaking) and one from the W___________ Language score (Reading or Writing) may be exempted.

Initial ELPAC
