October 21, 2015

Those in attendance: Charles Brann, Kathy Schultz, Dick Haines, Jon Bur, Roy Englebert and Paul Kok. Others present: Steve Delarwelle, Pat McCarty, Tammy Sternard, Diane Franklin - Recording Secretary, Ken Pabich and Shirley Senarighi. Don Sitte-excused. 1. Call Meeting to Order. Brann called the meeting to order at 8:30 a.m. 2. Establish a Quorum – Roll Call – Six members present. 3. Adopt Agenda. On a motion made by Schultz and seconded by Bur the agenda was adopted.

4. Approve Minutes of 09/16/15 Law Enforcement Committee Meeting. Haines motions to approve the minutes, Kok second the motion. Motion carried unanimously.

5. Correspondence. 5.1 Commendations. Delarwelle read letter of commendation for dispatcher Jessica

Schwartz for her assistance in helping guide lost tourists to their vacation rental home. 6. Public Comment. None.

7. Personnel Update.

Resignation – Roxanne Munao. Delarwelle reads letter of resignation to committee. Delarwelle states because Munao was in her probationary status there is no need to go through committees to request to refill. Will be interviewing a candidate Thursday.

Part-time Security Deputy Brandon Cromwell has accepted a full time position with the Sturgeon Bay Police Department. His last day of employment will be 10/28/15.

Reserve Deputy Steve Wiegand resigned effective 10/19/15. Security Deputy John McCormick intends to retire 1/2/16.

8. New Business

8.1 Communication Division. 8.1.1 CATS Update.

Ellison Bay Tower Work report attached to agenda, McCarty goes over work done. Interference noise level dropped from 30db to 8 db.

8.2 Jail Division 8.2.1 Daily Population Information Report- FYI. 8.2.2 Door County Jail Mental Health Statistics. FYI. 8.2.3 Inmate Worker Community Service Program-Update. Sternard states we currently

have two inmates working with Habitat for Humanity and it is working very well. 8.2.4 Jail Inspection Report-FYI. Delarwelle reads letter from State Jail Inspector Nancy

Thelen. Thelen commends Lt. Sternard and her staff for a job well done. On behalf of the Committee, Brann also commends Lt. Sternard and her staff on a job well done. Lt. Sternard thanks her staff for all of their hard work.

8.3 Patrol Division 8.3.2. Open and Award – RFP 2016 Vehicle Maintenance Sheriff’s Fleet. Two bids

received, one from Jim Olson and one from Lau’s Auto Care Center. Schultz makes motion to accept both RFP’s and forward to the Sheriff and Chief Deputy for review and recommendation at the next Law Enforcement Committee Meeting, Haines seconds the motion. Motion carried unanimously.

8.3.3 Open and Award 2016 Vehicle Bids. Bids received from Jim Olson Ford, Jim Olson Chevrolet and Ewald. (See attached spreadsheet of bids received). Haines makes motion to accept all bids and forward to the Sheriff and Chief Deputy for review and recommendation at the next Law Enforcement Committee meeting, Englebert seconds the motion. Motion carried unanimously. Because Ewald has the State bid, prices listed on spreadsheet are only good until October 30, 2015 therefore a special meeting of the Law Enforcement Committee has been scheduled for October 27th, 2015 at 8:00 a.m. in the Chambers Room at the Government Center to award bid.

There will be a Special Meeting of the Law Enforcement Committee on Tuesday, October 27th, 2015 at 8:00 a.m. in the Chambers Room at the Government Center.

The next regular meeting of the Law Enforcement Judiciary Committee is set for Wednesday, November 18th at 8:30 a.m. in the Sheriff’s Department multipurpose room at the Justice Center.

Those in attendance: Charles Brann, Kathy Schultz, Roy Englebert and Paul Kok. Others present: Steve Delarwelle, Diane Franklin - Recording Secretary, Ken Pabich. Not present: Dick Haines, Don Sitte and Jon Bur. 1. Call Meeting to Order. Brann called the meeting to order at 8:00 a.m. 2. Establish a Quorum – Roll Call – Four members present. 3. Adopt Agenda. On a motion made by Englebert and seconded by Kok the agenda was adopted.

4. Award RFP 2016 Vehicle Maintenance Sheriff’s Fleet.

Delarwelle states in the past the Sheriff’s Department had awarded the bid to Bergstrom because it was the lowest bid, after the hidden costs of oil disposal fee, rag disposal fees, brake flushes, etc. the repair and maintenance for vehicles budgeted line item was depleted half way through the year. With this in mind Delarwelle states he spoke with Steve Halverson who is the Service Manager from Jim Olson Motors to go over the bid they submitted to get clarification to make sure there were no hidden costs associated with the bid. Halverson stated the quote for the oil changes did not include the normal disposal fee they would charge but he is willing to waive that fee. Halverson also stated the $45/hour labor rate on the bid does not include a charge of 5.5% of total labor charge up to $20 maximum for replacement of supplies, Halverson said he would be willing to change that to a $10 maximum for replacement supplies.

Delarwelle put together a comparison of the most common repair/maintenance needs (see

attached) which are oil changes and brakes. Halverson said Jim Olson would use the synthetic oil for all oil changes and with using synthetic oil you do not have to change oil as often, would recommend at changing every 6,000 miles versus our current changing at 3,000-4,000 miles. With an average of 100 oil changes a year that would be a $1600 savings. Lau’s Auto Care Center came in with a lower bid for brakes/rotors, with an average of 6 replacements of brake/rotors a year Lau’s would save us approximately $537.60. Jim Olson’s labor rate bid was $15/hour less than Lau’s and Jim Olson’s cost of parts % over invoice is also 15% less.

Delarwelle states we have had a very good working relationship with Dan Lau at Lau’s Auto

Care Center, our squads were always first on the list and taken care of very well but in comparing both bids we could see a potential savings of $2,000/year if we went with Jim Olson. With that said Delarwelle states he would recommend awarding the bid to Jim Olson with the stipulation in writing of the waiving any disposal fees associated with the oil change and the reduction from the cap of $20 to $10 for replacement supplies above and beyond the $45/labor rate.

Brann states he is glad Steve went and spoke with Halverson of Jim Olson to get clarification.

Kok makes motion to award the RFP for the 2016 Vehicle Maintenance of Sheriff’s Fleet to Jim

Olson, with the stipulation that Delarwelle gets in writing the waiving of the disposal fees associated with an oil change, and the reduction from $20 to $10 maximum for replacement supplies above and beyond the $45/labor rate, Schultz seconds the motion. Motion carried unanimously.

5. Award 2016 Vehicle Bid.

SUV – to purchase two SUV’s one to replace Sheriff Delarwelle’s squad and one for the Sanitarian’s Department. Delarwelle recommends awarding the bid to Ewald for the 2016 Ford Utility Police Interceptor with a bid of $25,919. Englebert makes motion to award the bid to Ewald for the 2016 Ford Utility Police Interceptor with a bid of $25,919, Kok seconds the motion. Motion carried unanimously.

VAN – to purchase one van to replace the prisoner transport van. Delarwelle recommends awarding the bid to Ewald for the 2016 Dodge Grand Caravan with a bid of $22,051. Kok makes motion to award the bid to Ewald for the 2016 Dodge Grand Caravan at $22,051, Schultz seconds the motion. Motion carried unanimously.

TRUCK – to purchase one truck to replace Chief Deputy McCarty’s squad. Delarwelle recommends awarding the bid to Ewald for one 2016 Dodge Ram Crew Cab 4x4 with a bid of $26,348 with the added option of 4 extra keys for $175. Englebert makes motion to award the bid to Ewald for the 2016 Dodge Ram Crew Cab 4x4 Truck with a bid of $26,348 with the added option of (4) extra keys for $175, Schultz seconds the motion. Motion carried unanimously
