How to obtain your Admiralty Notices to MarinersIn the interests of safety, it is important that Admiralty products are kept up-to-date. Access to

Admiral ty Not ices to Mariners (NMs) can be obtained in a number of ways:

a. Prrnted copies are avai lable from Admiral ty Chart Agents. For detai ls of these, see

the Catalogue of Admiral ty Charts and Publ icat ions (NP131), the United Kingdom

Hydrographic Off ice (UKHO) website www.ukho.gov.uk or contact the UKHO

Customer Service Desk (see below).

b. Al l standard Admiral ty NM products are avai lable through the UKHO website -

www.ukho.gov.uk/msi. There are no subscription fees for access to this website.

Current and histor ical NM information ( from January 2003) can be lound on the UKHO website

www.ukho.gov.u[</msi. This includes the ful l text of Weekly NM bul let ins and ful l colour blocks and

notes, and is normal ly updated by 1600 (UTC) on the Monday of each week (ten days before

the paper version is aiai lable). foi ruVs pr ior to 2003, the Cumulat ive List of Not ices to Mariners(NP234) must be used;this is issued every 6 months'

NM tracings are not avai lable from the website but can be suppl ied electronical ly or in paper form

by Admiralty Chart Agents.

Section I Explanatory Notes. Publications List

Guidance Notes for the use of Admiral ty Not ices to Mariners on the UKHO Website

The beginning of Section I contains guidance notes for the use of Admiralty Notices to Mariners on

the UKHO website.

Explanatory Notes, Cautionary Notes

There are a number of explanatory and cautionary notes about specific items within the Weekly

Notices to Mariners. lt is strongly recommended that these are thoroughly read.

Publ icat ions List

At the beginning of the Publications List is an index of Admiralty Charts affected by the Publications

List. Thereafter there are a number of standard sections (outlined below) and finally any "one-off"

announcemenls.

Admiratty Charts and pubtications Now Pubtished and Available- This part contains a

list of New Admiralty Charts and Publications, followed by New Editions of Admiralty Charts

and publ icat ions punl ished in the last week and avai lable from Admiral ty Chart Agents'

It is important to monitor this information to avord being left with a chart which has been

superseded by a new version. when you receive a New chart or New Edition, you must

destroy the superseded copies immediately; it is dangerous to use an out-of-date edition of

a chart .

Admiralty charts and publications to be Published. This is a list of charts to be published

as New Charts or New Editions of existing charts and a list of new Admiralty publications

scheduled to be publ ished on a certain date in the future; these wi l l be avai lable from

Admiralty Chart Agents on the date stated. This is included so that advanced orders may be

placed with an Admiralty Chart Agent.

Revised publication dates.This paragraph revises, if necessary, the publication date of a

chart or publ icat ion which has been announced in previous weeks'

Admiralty Charts and pubtications PermanenttyWithdrawn. As a result of the publication

of a New Chart or new publ icat ion, certain other charts or publ icat ions may be cancel led and

withdrawn. lt is important that the cancelled copies are destroyed as soon as you receive the

new copy.

Admiratty Raster Chart Service - Latest Issue Dates of Regional Discs. As well as the last

issue date, the intended re-issue date is promulgated for regional discs due to be superseded

in the near future.

From time to time there will be a paragraph entitled Revised IJK Recommended Retail

prices (UK RRp) - this will advise you of the latest revised prices of Admiralty Charts and

Publications and the date these will take effect'

Also from t ime to t ime, there wi l l be an announcement under the heading Admiral ty

Chart Agent tnformation to show the appointment of new Admiralty Chart Agents, the

terminat ion of appointments and any changes in the address or contact detai ls

Erratum. Occasionally, at the end of Section l, corrections to textual errors which have

occurred in earlier Weekly Editions of Admiralty Notices to Mariners will appear.

Section l l Admiralty Notices to Mariners. updates to StandardNautical Charts

Geographical Index. This index gives you a quick reference to those pages dealing with updates tocharts in a part icular geographical area.

lndex Pages. On receipt of the Weekly Edition you should look at the Index of Charts Affected andcompare it with your charts held to identify those charts to be updated. The appropriate NM numbersshould be inserted against the affected chart in the Paper Chart Maintenance Record (Np133A)or other record as explained in Chapter 4. NMs are pr inted in numerical order within geographicalregions; the Index of Not ices and Chart Fol ios on the previous page wi l l ident i fy the appropriatepage numberfor a part icular NM. Some Admiral ty Chart Agents/Distr ibutors can supply l ists of NMnumbers tai lored to your charts held onboard.

Chart Updates. The first Notice in Section ll refers to Miscellaneous Updates to Charts. Theseupdates normally arise as consequential action to overlapping or different scale charts on publicationof a New Chart or New Edit ion. For example, new chart l imits may have to be inserted on a smal lerscale chart covering the same area as the New Chart, or l imits deleted i f a chart has been withdrawn.Alternatively, cautionary notes may need to be inserted or the wording altered.

Temporary and Preliminary NMs. These are shown by (T) or (P) after the NM number and beforethe reference to the year of publication. The explanatory notes at the beginning of Section I of theWeekly Edition include further explanation. Temporary Notices may be issued to warn of temporarychanges in aids to navigation or to warn you of hazards of a temporary nature e.g. a naval exercise,exploratory dr i l l ing, dredging, etc.

Preliminary Notices may contain the latest information about new permanent developmentse.g. harbour works, or a br idge under construct ion. They may also provide you with:

. advanced notice of permanent changes about to take place, or'an out l ine of changes found in the examinat ion of a new survey or a foreign chart which wi l l

later be promulgated by NM block update or New Edition.

These Notices are placed at the end of Section ll and printed only on one side of the page so thatthey can be cut out and pasted in a notebook or loose leaf folder for easv reference.

The information contained in T & P Notices is important navigat ional information which should benoted on your in-use charts in penci l .The number of the NM should also be inserted in penci l againstthe affected chart number in NPt 33A. A monthly l ist is publ ished which l ists al lT & P Notices in force(see Sect ion 1A above).

At the end of Sect ion l l , you wi l l f ind caut ionary notes, NM Blocks, depth tables and diagramsassociated with the updates l isted in Sect ion l l .

Section l l l Reprints of Radio Navigational Warnings

See the note at the start of Sect ion l l l of the Weekly Edit ion; more detai ls regarding this information

can be found in The Mariner 's Handbook (NP100) and the Admiral ty List of Radio Signals Volume 3'

lnformation included is:

. a l ist of the numbers of al l NAVAREA I warnings in force;

. a {ul l repr int of the text al l NAVAREA I warnings issued in the week preceding the in-force

date at the top of the page and not yet cancel led; and

. selected reprints of warnings issued and promulgated through the World-Wide Navigattonal

Warning Service (WWNWS) by other NAVAREA Coordinators in the same period.

Warnings should be plotted on in-use charts in penci l .

Section lV Amendments to Admiralty Sail ing Directions.

Admiral ty Sai l ing Direct ions (SDs) are complementary to the chart and to other navigat ional

publ icat ions; i t is important, therefore, to have a system whereby any amendments can be easi ly

retrieved and cross referenced to the particular section of the parent publication. For further details,

see Chapter 6.

Section V Amendments to Admiralty List of Lights and Fog Signals

Each week there are changes affecting the volumes of Admiralty List of Lights and Fog Signals

(ALL). The most important of these changes are reflected in the chart updates but not necessarily

in the same Weekly Edit ion. For further detai ls, see Chapter 6.

Section Vl Amendments to Admiralty List of Radio Signals

Equaly important is the information contained in the Admiral ty List of Radio Signals (ALRS)'

Amendments should be carr ied out rn the same manner as those in the Admiral ty List of Lights and

Fog Signals. For further detai ls, see Chapter 6.

These notes may be used to indicate such thingsas a T or P NM being cancel led by the promulgat ion of that part icular chart update; whenother charts affected by the source information will be updated in due course e.g. by Blockor New Edit ion; or when the NM affects "Certain Copies only." "Certain Copies only" meansthat some printed copies o{ the charts affected have already been updated for informationcontained in the NM.You must always wri te the number ol the Not ice to Mariners in the bottomleft hand corner of the chart even when your chart already contains the information reportedin the NM.

The NM individual ly l ists each chart af fected, showing the relevant part or parts of the updatewhich affect that chart.

The fol lowing points should be noted:. Charts are l isted in numerical order within each update.

The text of the update comes next. Be careful when not ing posit ions. Posit ions are normal lygiven in degrees, minutes and decimals of a minute, but may occasional ly quote seconds forconvenience when plott ing from the graduat ion of some charts.

Chapter 4

Equipment - ToolsIt is recommended that you have the proper tools before you begin to update your charts. The

following items are recommended and can be bought from any good stationer who sells brand

names such as Pilot G-Tec, Staedtler, Standardgraph, Rotring and Linex.

You need two oens with di f ferent sizes of nib - use a 0.18mm nib to insertinformation and a 0.25mm nib to delete. Pi lot G-Tec pens are ideal for thispurpose.

Always use violet ink so that your updates can be clearly seen, sincered ink disappears under the red l ight ing frequent ly used at night l .

Updates will then also be clearly visible to Port State, Flag State, Classand Insurance surveyor inspection teams.

A 7H is suggested for pin-point ing posit ions when using ei ther aparal lel rule and dividers or a tracing. For normal chart work mariners mayprefer a softer pencil such as a 28.

This should be soft and used only for rubbing out pencil marks or tracks

on charts or Not ices to Mariners (NMs) recorded in the Paper chart

Maintenance Record (NP1 33A).

This is to be used when sticking NM Blocks and notes onto charts. There

are many types of adhesive on the market but the product known as,,Posit ionable Mounting Adhesive Rol ls", a 3M product under the brand

name ScotchrM, is strongly recommended. As there is no distort ion to the

chart or the Block, you will find that you can obtain a perfect fit; and it is

oermanent.

There are two types - rolling and stepping; both are perfectly suitable for

the purpose of plot t ing chart updates.

Bow dividers are more sensitive for accurate positioning.

with a pen attachment; this is an essent ial piece of equipment for updat ing

where you have to draw large circles or sectors.

A useful tool which you can use to draw the symbol for a cable. The blade

should have about 14 teeth to 1 inch (2.5cm). Be careful to use the blade

so that the pen wi l l { low over the teeth.

A steel straight edge, preferably 1 metre in length with a true and straight

edge, is a useful tool for f inding a posit ion on a chart . l t is a slower process

than using a paral lel rule and dividers but there is less room for error.

Paper Chart Maintenance Record. This publ icat ion may be purchasedfrom any appointed Admiral .y Chart Agent; i t l ists every chart numerical lyand is used to record updates (by their NM number) against any chartaffected. lt is recommended that, when the Admiralty NMs are received,you should identify those charts which are affected and immediately recordthe relevant NM number in ink against the chart number in NP133A.Youcan update your charts later in ink and cross the appropriate NM numberthrough in penci l in NP133A as you complete each update. The date of theNew Edit ion/New Chart should be entered in ink as a oermanent record.The year date for the current year of NMs should be underl ined so that i tis not confused with an NM number.

You may prefer to use a lined jotter or note book with a list of the chartnumbers in numerical order; a card index system based on fol io content;or a computer spreadsheet program.

Whichever system is used, it is vital that an up-to-date record is maintainedof all updates affecting all charts held. Without such a record it is very easyto lose track of where you are in the updat ing process. l f th is happens, theprocess wi l l become chaot ic and you are l ikely to miss NMs.

Cumulat ive List of Admiral ty Not ices to Mariners, publ ished twicea year. The f i rst is publ ished in January and includes al l NM numberspubl ished during the previous two years. The July edit ion includes al l theNM numbers publ ished during the previous two and a half years. l t a lsocontains the latest edi t ion dates for al l charts in the Admiral ty ser ies. l t isa very useful tool for checking the accuracy of your record of updates. ltis the only source of information when sett ing up an NM record systemfor the f i rst t ime. The l ist can also be found on the UKHO website at:wuryutha4avrjtdmd

Symbols and Abbreviations used on Admiralty Charts is also knownand recognised by i ts chari number. l t explains every symbol used onAdmiral ty charts and should re used as a guide during the chart updat ingprocess. lt is updated by NIV when necessary.

When important changes to routeing measures or other charted featuresare due to come into force on a given day, it is important that chart usersare aware of the :hanges before the event takes place. Sometimesthe safest and easrest way to promulgate these changes is to issue aNew Edition of the :hart in advance of the changeover day, with the newdetai ls depicted. This chart wi l l then be readi ly avai lable for use when thechangeover occurs. However, unt i l that date, mariners should cont inue touse the exist ing edit ion of the chart .

To stop the exist ing and updated charts becoming confused, the UKHOrefers to the exist ing chart aS an 'X'chart . Mariners are instructed to markthe chart number on the exist ing chart with a pref ix 'X' . Both charts wi l lthen need to be kept up-to-date until the New Edition comes into force,at which t ime the 'X' chart wi l l be cancel led. Separate updates wi l l beissued for the New Edit ion and the 'X'chart . (Only (T) NMs wi l l be issuedto update the'X'chart .)The date and t ime that the New Edit ion comes intoforce wi l l be shown on the chart .

The Annual Summary of Admiral ty Not ices to Mariners is publ ishedin two parts in January each year. Part 1 contains the text of AnnualNotices to Mariners issued in that year and a reprint of all Temporary andPrel iminary Not ices to Mariners in force at the beginning of the year. Parl2contains a reprint of amendments to Admiral ty Sai l ing Direct ions that havebeen issued since publ icat ion of the latest edi t ions or supplements. These

books are an essential part of a chart outfit; you should make sure that you

have them on board as soon as they have been published, and replacethen annually. They can also be downloaded from the UKHO website.

How to apply the updates to your chartsAll NMs should be recorded in ink against the appropriate chart number in Np133A. Thereafterall charts in current use and those required for any forthcoming passage should be updatedimmediately; other charts held on board should then be updated as time allows.

Where more than one copy of a chart is held, either each copy should be recorded separately inNP133A or a penci l notat ion should be made against the chart number indicat ing how many copresare held. lt is important that all copies are maintained consistently so as to avoid the possibility of acopy that has not been updated being used.

The principles, practices and conventions of chart updating are illustrated by the following examples.Though reference is made to the tracinq in the examples given, always refer to the AdmiraltyNotice to Mariners text which is the pr imary source. By reading the NM whi lst looking at the chartin question you will avoid the risk of deleting information which otherwise could have been used tocomplement the new information being inserted.

I t should be noted that a tracing is only a guide to i l lustrate the update and to pin-point a posit ion.Special symbols are used on the tracing to indicate insert ions and delet ions; these should NoT becopied faithfully onto the chart. The following examples will point out mistakes which can be madeif the information you are inserting on the chart is copied from a tracing. lf tracings are used, theseshould be stored by chart number so that in the event of a change of passage ptun uny charts thatare required but have not been updated can quickly be brought up-to-date. Tracings should alwaysbe filed by chart number. That way all the relevant information for any particular chart is kept togetherand, i f that chart is cancel led or replaced by a New Edit ion or a New Chart, al l the old tracinqsrelating to that chart can be destroyed.

There is not an example of an NM Block. These should be aligned accurately and stuck onto theaffected charts. lt is important to remember to completely remove the enclosing black line around thel imits of the area of a block before st icking i t onto the chart ; there is normal ly at least 5mm inside theline with no new or deleted information on it. Care should be taken that new block information doesnot obscure parts of previously inserted updates (for example, where a sounding has been insertedunder the new block but arrowed-in to a position outside it).

The following procedure will help you avoid making mistakes:' Using the information in the NM ( in conjunct ion with the tracing, i f you have i t ) , apply the

update to the chart.. Check what you have done.' When you are satisfied that you have correctly followed the instructions of the NM (and

only then) write the NM number in the bottom left hand corner of the chart as a recoroof the completed update. lt is dangerous to insert the NM number in the bottom left handcorner of the chart before you have updated the chart. The year date for the current yearof NMs should be underl ined so that i t is not confused with an NM number

' When you have completed all the steps above, cross through the NM number adjacent tothe chart in your NP133A or simi lar record.

For further advice you should ask your Admiral ty Chart Agent.Any charts held on board that are not, and wi l l not, be maintained up-to-date should clear ly bemarked "NOT TO BE USED FOR NAV|GAT|ON,,.

Explanation of Terms used in Notices to MarinersThe main text of the update starts with one of the following five commands, usually in the order

snown:

INSERT is used for the insertion of all new data or, together with the DELETE command, when a

{eature has moved position sufficiently that the MOVE command is inappropriate.

AMEND is used when a feature remains in its existing charted position but has a change of

DELETE is used when features are to be removed from the chart or, together with the

INSERT command, when features are moved a significant distance such that the MOVE command

is inappropriate.

Explanation of Symbols and lnstructions on Tracings

Delet ion:

Insert ion: lnformation to be inserted will be boxed. The position of the insertion is shown as

a small circle containing a dot at its centre. An arrow will be shown from the box to

the circle ( e). Sometimes clarification may be required regarding what should be

inserted or deleted. This is often the case with a substitution where words such as,,in lieu" may be added to the tracing to assist those carrying out updates.

lnformation to be deleted will be boxed and hatched out by diagonal lines. A deletion

symbol ('7) will be annotated next to the boxed area. Where a cautionary note is

b-eing deleted, the words "Delete + the title of the note" will be inside the hatched

area.

Linear features: Short lines are used to indicate the turning points of linear features such as

pipel ines, cables or area l imits thus: -- --

Plotting from Tracings on a ChartThe positioning of tracings should always be checked carefully using three methods, as follows:

. Latitude and Longitude lines shown

. Location on Chart (e g ij| )

. Other fitting marks shown such as soundings or prominent features

Drawing Conventions when Updating ChartsIt is good practice to observe the following conventions when updating charts:

Insertions: Do not make the common error of drawing exactly what is on the tracing onto thechart. Insertions can often be made by drawing the new feature in an open area ofthe chart and "arrowing i t in" to a smal l c irc le in the correct posi t ion. Other insert ionsare shown in the exact position by drawing the feature in the correct location; a newlegend is a typical example of this.

Deletions: These should be made by drawing two straight lines through each piece r:f textor feature to be deleted. Do not delete items in the same manner as shown onthe tracings. l f there is any doubt, the tracing wi l l be annotated with ampl i fy inginformation so that adjacent information, for example, is not deleted in error.

Moves: Occasionally features are moved a short distance from their original position. Drawa small circle at the new position and arrow the feature to that oosition.

New Symbols: The examples that follow do not contain a complete set of symbols used on tracings.New symbols may be introduced from t ime to t ime. l f unsure of the meaning, alwaysconsult the text of the NM for clar i f icat ion.

Substitutions: Wherever possible, overwriting of existing information should be avoided. Wherespace permits, changed information should be neat ly inserted adjacent to the oldinformation; otherwise i t should be inserted in a clear space and "arrowed in".

Final NotesThe examples shown in this booklet are by no means exhaustive but should be sufficient to il lustratethe pr inciples involved. When you are updat ing your charts you should try to achieve the very higheststandards of draughtsmanship so that you can read the information clearly.

. Positions must be exact.

How to update your Admiralty Nautical Publications

Admiralty Sail ing Directions

Before using Admiral ty Sai l ing Direct ions, the mariner must always:

. Check that the most recent edition of the volume, and its Supplement where relevant, are

. Check that all the amendments in Annual Notices to Mariners Parl 2 - Amendments to

Sai l ing Direct ions have been appl ied.

. Check that all amendments published at Section lV of Weekly Editions of Admiralty Notices

to Mariners subsequent to the publication of the most recent edition of Annual Notices to

Mariners Part2 - Amendments to Sai l ing Direct ions have been appl ied, using the most

recent quarterly check-list at Section lB of the weekly edition, and the most recent edition

of Cumulative List of Admiralty Notices to Mariners.

Where it is found that the most up-to-date information is not held, the most recent editions of all

Admiralty publicatrons can be obtained from Admiralty Chart Agents, and back copies of Weekly

Editions of Admiralty Notices to Mariners can also be downloaded from the UKHO website

www.ukho.gov.uk.

New Edit ions

Sailing Directions are updated by a process of Continuous Revision, with titles republished as

new editions at approximately three yearly intervals. Some volumes, indicated in the Catalogue of

Admiraltv Charts and Publications are on an extended cycle of approximately 5 years'

Supplements

Some, usual ly older, edi t ions of Sai l ing Direct ions cont inue to be amended by Supplement '

Supplements are generally published every four years. They are cumulative in nature, so that each

Supplement, on publication, replaces its predecessor and any Section lV Notices extant since either

publication of the most recent edition or since the previous Supplement, in entirety. When an edition

of Sai l ing Direct ions is ordered, any extant Supplement pertaining to that volume wi l l be suppl ied

automatically with the parent volume.

Sect ion lV of Weekly Edit ions of Admiral ty Not ices to Mariners contains amendments to Sai l ingDirect ions that cannot wait unt i l the next new edit ion. These amendments wi l l normal ly be restr ictedto those deemed navigationally significant, and information required to be published as a result ofchanges to nat ional legislat ion affect ing shipping, and to port regulat ions. Information that is madeclear by a chart updating Notice will not always be repeated in a Section lV Notice unless it requireselaborat ion in Sai l ing Direct ions.

Extant amendments published in Section lV of Weekly Editions of Admiralty Notices to Marinersare l isted in a Not ice publ ished quarter ly in that Sect ion. Those in force at the end of the year arereprinted in ful l in Annual Not ices to Mariners Parl2 - Amendments to Sai l ing Direct ions.

It is recommended that amendments are cut out and pasted into the parent book. Marrners may,however, prefer to keep amendments in a separate file, and annotate the text of the book in themargin to indicate the existence of an amendment. This lat ter method is preferred in volumes whichst i l l have Supplements, and may be more appropriate in some other volumes where signi f icantnumbers of amendments, sometimes overlapping, may make the cut-and-paste method unwieldvand confusing.

Admiralty List of Lights and Fog Signals

System of updating

Each List of Lights volume is kept up-to-date in a "Continuous Revision" cycle. This means thatit will be continuously revised by it's Editor(s) for a period of one year using information receivedin the UKHO. l t wi l l then be republ ished as a new edit ion - normal ly in the same month annual ly.Publication of a new edition is announced in Part 1 of the Weeklv Edition of Admiraltv Notices toMariners.

During the life of the book important Safety of Life at Sea (SOLAS) amendments are issued eachweek in Section V of the Weekly Edition of Admiralty Notices to Mariners. Minor amendments are notissued for the paper books but are avai lable in the Admiral ty Digi tal List of Lights (ADLL). Al l minorand soLAS amendments are included in each new edition of the book.

Direct ions for updat ing

Each edition of the Admiralty List of Lights and Fog Signals contains the latest information receivedby the UKHO and supersedes the previous edit ion. Subsequent updates to each book wi l l beincluded in Section V of the Weekly Edition of Admiralty Notices to Mariners, copies of which can beobtained from authorised Admiralty Agents or via the UKHO.

The insert ion of weekly amendments should be recorded in the table at the front of each volume.The amendments which accumulate during the book pr int ing period wi l l be found in Sect ion V of theWeekly Edit ion of Admiral ty Not ices to Mariners which announces the publ icat ion of the new edit ion.A cut out "New Edit ion" note is pasted into the NEW EDITION First Amendments box. Catalogue of Admiral ty Charts and Publ icat ions (NP131)

Each Edition of the Catalogue is correct to 1 October of the year before it is published, and the

addendum (provided with it) brings it up-to-date to the date of publication for changes occurringduring product ion. Chart users should be aware that some Flag States may require this publ icat ion

to be maintained up-to-date and that some industry association audits can include this.

Users may keep the Catalogue up-to-date for new Charts and New Editions published, for chartswithdrawn without replacement, and for changes to Admiralty Publications by using the informationcontained in:

. Sect ion 1, and:

. the Miscel laneous Updates to Charts Not ice at the beginning of Sect ion l l of the WeeklyEdit ion of Admiral ty Not ices to Mariners.

Chart l imits may be inserted, deleted or amended on the appropriate index sheet, and the chartnumbers and t i t le inserted or deleted on the opposite page in the appropriate place. Simi larprocedures should be adopted for changes to Admiralty Publicatrons. The inclusion of updates to thecatalogue should be recorded in the table provide in the Catalogue.

Mariner 's Handbook (NP1 00)The Mariner 's Handbook is kept up-to-date in a "Cont inuous Revision" cycle. This means that i t wi l l be

continuously revised by its Editor for a period of approximately five years using information received
