    Foreword* The Energy Efficiency Commitment (EEC), which has beenset up bythe Department ofthe Environment, Food and Rural Affairs (Defra), is a legal requirement on energy suppliers with 15,000 or more domestic customers to saveenergy through the implement ation

    ofenergy efficiency measures inthe domestic market. The first EECprogramme operates between 1st April 2002 and 31st March 2005 and will achieve a reduction of0.4 MtC per annum. The energy saving target ofeach supplier over this period is relatedto the

    number ofdomestic customers they supply. The EECalso makes a contribution to the Fuel PovertyStrategy through its targeting ofenergy savingstowards those who need them most - 50% ofour energysavingsmust be achieved by measures undertaken for

    people included within the Priority Group (see glossary).

    Warm Zones and Health Through Warmth

    In a normal year, there are in excess of40,000 winter deaths. The sad fact is that many of these deaths could be avoided ifpeople

    could afford to heat and insulate their homes properly. Launched in April 2001, Warm Zones is a pilot programme promoted by

    centralgovernment, bringing help to those who need it most. The programme involves local organisations developing and

    implementing a strategicand targeted approach to the delivery of all available energy efficiency related benefits. All homes within a

    Warm Zones area are assessed for potential energy efficiency measures.Focusing on vulnerable households, this programme aims to

    prove that fuel poverty can be substantially reduced within three years.

    npower sponsors three out of the five

    pilot areas - Northumberland, Sandwell

    (in the West Midlands) and Kingston upon

    Hull. Within these areas, we provide

    additional resources to those Priority

    Group customers who do not qualify for

    the governments Warm Front

    programme, enabling them to benefit

    from energy efficiency measures,the

    associated reduction in fuel bills and an

    increase in home comfort levels. We have

    provided funding towards a significant

    number ofmeasures allowing many more

    homes to be made more energy efficient

    and comfortable for their occupiers.

    Through our Health Through Warmth

    (HTW) programme we bring assistance to

    those suffering ill health while living in

    cold and damp homes. In this 10 million

    project we work with the National Health

    Service (NHS) and National Energy

    Action (NEA) to help people improve the

    energy efficiency of their homes. The

    scheme currently operates in 17 areas

    including Birmingham, Newcastle upon

    Tyne, Kent and the Vale of Glamorgan.

    To date over 6,800 key workers such

    as nurses,health visitors and social

    workers have been trained to refer

    their vulnerable clients to HTW. Up to

    6.3 million of funds has now been

    accessed to help install heating and

    insulation measures in their clients

    homes.

    Once trained, key workers fill in a

    straightforward one-page referral form

    for each case. The team then assess the

    measures needed to improve conditions

    in that home and identify any grant

    assistance available to fund them.

    If the person or family in question is not

    eligible for any existing grant assistance,

    npower has established a crisis fund to

    help subsidise the necessary measures.

    npower is contributing to both schemes

    as part of the Savings for Life

    programme, through the Warm Zone and

    Health Through Warmth Integration

    scheme (NPOW02I06C).

    Warm Front is another central

    government programme, facilitating

    energy efficiency improvements

    specifically towards households with the

    greatest health risks - older people,

    families with children under 16 years old

    and people who are disabled or have a

    long-term illness. All beneficiaries of this

    programme fall within the Priority Group

    and are therefore a priority for us too.

    Through Savings for Life, npower has

    supported and fully interacted with Warm

    Front by purchasing measures under our

    Warm Front transfer scheme

    (NPOW03I26C). The funding from npower

    has enabled additional measures to be

    carried out through the Warm Front

    route.

    Non-Priority Group

    Heating improvements are made

    availableto all householders through our

    partnershipswith manufacturers and

    installers, collectively known as our

    Energy Efficiency Heating scheme

    (NPOW02H08). The overall aim is to

    increase the number ofcondensing

    boilers in homes throughout GreatBritain. This is achieved by putting in

    place financial incentives aimed at

    landlords, householders or installers -

    depending on the relevant set-up of

    home ownership and method of

    purchasing the condensing boiler.

    Through affiliation with manufacturers,

    plumbing merchants and trade

    associations, npower has established a

    number ofcustomer proposals aimed at

    increasing the use ofcondensing boilers

    in Non-Priority Group customer homes.

    Worcester Bosch Scheme

    This scheme enables customers to claim

    100 cashbackwhen they purchase one

    of the Worcester Bosch Greenstar HE

    boilers from a registered Worcester

    Bosch installer. In order to claim this,

    customers must first ring the helpline on0845 330 1325 to find their local

    Worcester Bosch specialist and obtain

    an authorisationcode. They then receive

    further information enabling them to

    complete the purchaseand receive their

    cashback**.

    A1-BoilersScheme

    npowers A1-Boilers project encompasses

    our unique partnershipsand financial

    arrangementswith heating installers**.

    We use this scheme as a vehicle to

    promoteand develop best practice and

    broader competency levels amongst

    heating installers.

    In May 2004, the npower A1-Boilers

    programme won the H&V news award for

    Environmental Initiative of the Year.

    Described by the judges as "good-

    looking", the A1-Boilers incentive scheme

    is designed to encourage installersto

    specify energy efficient equipment.

    The judges were impressed by the

    straightforward approach to transforming

    the domestic heating market and with

    the tangible results achieved.

    They were also struckby the extensive

    relationships built through the entire

    supply chain with manufacturers through

    to suppliers and installers.

    To the end of March 2004, the scheme

    has resulted in more than 4,400

    companies signing up to participate in

    the scheme, saving more than 8,000

    tonnes in carbon emissions.

    loft insulation and cavity wall insulation which is

    supplied by a member ofthe InstaFoam and Fibre

    Consortium whom any agreement forthe purchase

    ofrelevant insulation is made. The offer is subject to

    availability. The offer cannot be used in conjunction

    withany other energy supplier. All installations will

    be organised by InstaFibre Consortium using local

    approvedinstallers. npower is not responsiblefor and

    Fridgesavers Scheme

    Thisis a limited offer and is subject to our

    acceptance of your application, the availability from

    our stocks and our terms and conditions. The offer is

    limited to one application per household and

    excludes households in Northern Ireland. All

    applianceswill carry a 12-month manufacturers

    warranty. The offer is only open to individuals in

    receipt of a qualifying benefit. Eligibility will be

    assessed using the information provided by the

    applicantonthe application form. Itis essential that

    the old appliance is present at time ofdelivery of the

    new appliance. Deliveries to island regions may be

    restricted or incur additional costs.Qualifying

    applicantswillbe expected to pay for their new

    fridge at a Post Office counter prior to delivery.

    Applicants willbe informed of the outcome of their

    application within21 days of receipt. Applications will

    onlybe accepted on original application forms

    (photocopiesw illnot be accepted). npower reserves

    the right to change the appliance make and model

    without notice (applicantswillbe informed of this

    prior to payment for their appliance). Pleasenote

    that we cannot take away your old appliance. The

    closing date for applications is 31st December 2004.

    Worcester Bosch Heating Scheme

    Installation must take place within twomonths of the

    reference number being allocated. The 100

    cashback# is subject to availability on a first come,

    first served basis, until funds are exhausted.

    Only Worcester Bosch GreenstarHE condensing

    boilers willqualify for the cashback#. All gas-fired

    qualifying Worcester Bosch GreenstarHE condensing

    boilersmust be fitted b y a n installer registered by

    Worcester Bosch. Alloil-fired qualifying Worcester

    Bosch GreenstarHE condensing boilers must be

    fitted by a properly qualified and experienced

    installerregistered by Worcester Bosch. The

    cashback# must not be used and is not available in

    conjunction w ith any other condensing boiler offer

    from another energy supplier. The cashback# must

    not be used and is not available in conjunction with

    financial support or contract support given by

    Worcester Bosch to the customer installers. The offer

    is only available to owner occupied households

    limited to one application per household. Youdo not

    have to be a npower customer to qualify for the

    cashback#. npowersdecision is final. All applications

    must be accompanied bythe original installers

    invoice, detailing your address, the boilermake and

    model, the date of the work and the total cost of

    installation.

    OnlyIdeal, Vaillant and Trianco SEDBUK 'A'rated

    condensing boilers willqualify for the cashback. The

    productsavailable through the A1-Boilersscheme can

    change from time to time without notice. In order to

    qualify for the 70 cashbacka Discount Voucher

    must be completedand signed by both the Installer

    and the customer and received by SustainLtd. The

    voucher must be completed, legible and not defaced

    or spoiled. Photocopies willnot be accepted. Proof of

    posting is not proofof receipt.The qualifying boiler

    must be installed in accordancew ith the terms and

    conditions. Completed Discount Vouchersmust be

    receivedw ithin3 months of the Discount Voucher

    issue date. The Discount Voucher m ay onlybe used

    bythe installer to whom ithas been issued. The

    Discount Voucher is onlyvalid at Plumb Center

    branches in England, Scotland and Wales. All

    qualifying boilers must be fitted by a CORGI/OFTEC-

    registered installer whose registration is valid for the

    duration of the Discount Voucher. All qualifying

    boilersmust be fitted in accordancewith the

    BenchmarkCodes of Practice,The Code of Practice

    for the installation, commissioning and servicing of

    central heating systems, September 1999.All

    installations must comply with part Lof the Building

    Regulations 2001 (amended from time to time). The

    cashbackmust n ot b e used and is not available in

    conjunction withany other condensing boiler offer

    from another energy supplier. All qualifying boilers

    must be fitted in domestic owner-occupied properties

    and is limited to one 70 cashbackper property.
