MESSAGE FROM THE CEONCN HEALTH

The joining of Nathalia, Cobram and Numurkah health services has successfully taken place, with NCN Health now operating under a combined management and governance structure.

This is an exciting time for everyone and there is much work underway. The Board has now been appointed and held meetings in July and August.

The existing hospitals and facilities at Nathalia,Cobram and Numurkah will remain in place,in their current locations, and services will bemaintained and enhanced. There will be no loss of services, staffing or funding. All staff have transferredacross to the new organisation in their currentroles and locations. Volunteers also remainwith each campus.

The new entity will now work to develop new opportunities for the growth of health services and the provision of new services that meet the needs of the three communities.

There is one budget for the new organisation and funding is allocated to maintain local health services. Reserves at each organisation will be kept for local priorities. Donations and items will remain with each facility/location.

We recently advertised for the NCN Community Advisory Committees in each location. These are in addition to the Consumer Liaison Committees that are in place.

We are currently working on the development of a logo for NCN Health based on the feedback received from community engagement sessions and through the survey undertaken earlier this year.

We are continuing to meet with service groups,community members and staff to hear feedbackand answer questions in relation to NCN Health.

ACCREDITATION

Numurkah District Health Service has now received formal notification that we have achieved Accreditation for three years, successfully meeting all of the requirements of the National Safety and Quality Health Service Standards (Second Edition).

CAPITAL WORKS

We ran a community consultation session for the redevelopment of the Numurkah Pioneers Memorial Lodge on 26 July, providing an opportunity for residents, families, community member and staff to provide input into potential options and site considerations. Over 50 people attended. Improvement works at Karinya are progressing well to extend the dining and activity areas..

EVENTS

We recently held NAIDOC Week celebrations in recognition of the history, culture and achievements of Aboriginal and Torres Strait Islander people. This was a great success.

Community Reading Day attracted 200 children and teachers visiting local businesses to have books read. There were 26 businesses involved.

We look forward to more community events and health activities with the onset of Spring.

With Nathalia, Cobram and Numurkah health services now joined together, the new NCN Health Board was appointed by the Minister for Health and held its first meeting on Thursday 4 July.

The new Board brings together a strong and diverse team of highly skilled, experienced, local and community-oriented leaders who are passionate about the region and committed to high quality health care for local people.

There are 12 members sitting on the new Board including local representatives from the previous Nathalia, Cobram and Numurkah Boards, plus one new member.

We welcome the newly Appointed Board Directors (pictured) and we congratulate the new Board Chair Dale Brooks who brings extensive experience and expertise as a lawyer for 29 years in Victoria and New South Wales and as the previous Board Chair for Cobram District Health. Mr Brooks is the Director of Brooks Lawyers in Yarrawonga. His qualifications include a Bachelor of Laws / Bachelor of Arts (Melbourne University). Mr Brooks was the Chair of Cobram District Health from 2015 to 2019, and from 2013 to 2015, and was a Board Director at Cobram District Health from 2012 to 2019, sitting on the following committees: Clinical Governance; Finance and Audit and Risk; Credentialing and Privileging; and Consumer Advisory Committee.

We thank the outgoing Board members from Nathalia, Cobram and Numurkah, who have contributed so much to the local community over many years. ACCREDITATION SUCCESS!Numurkah District Health Service has achieved Accreditation for three years, successfully meeting all of the requirements of the National Safety and Quality Health Service Standards (Second Edition).

Numurkah was assessed on 4 and 5 June 2019 and has now received the official Accreditation Certificate from the Australian Council on Healthcare Standards.

We are delighted that the highest standards of quality and safety have been achieved for our community. Numurkah has met the requirements for all standards, with no recommendations made for further work.

A rating of ‘Met’ was achieved consistently across all areas of the organisation. This is the highest level of assessment possible for a total of 148 action areas within the 8 National Standards – this is an outstanding achievement and recognition of excellent care.

The 8 National Standards include: Clinical Governance; Partnering with Consumers; Preventing and Controlling Healthcare Associated Infection; Medication Safety; Comprehensive Care; Communicating for Safety; Blood Management; and Recognising and Responding to Acute Deterioration.

We are very pleased to be a leading healthcare organisation. This fantastic outcome demonstrates the hard work and dedication of our staff to ensuring patient safety and the delivery of excellent health care. This level of assessment rating takes an enormous amount of effort and ongoing commitment to continuous improvement.

I would like to congratulate staff across the organisation for their outstanding performance across the full range of standards. I would also like to acknowledge the Consumer Liaison Committee for working in partnership with staff to ensure a patient-centred approach, which was recognised as a key strength.

A community information and consultation session was held on Friday 26 July in relation to the redevelopment of Numurkah Pioneers Memorial Lodge, with over 50 people attending.

This provided an opportunity for residents, families, community members and staff to ask questions, and provide input into potential options and site considerations.

The master plan and feasibility study is being undertaken by Bamford Architects and a User Group has been established, including community members and staff.

The entire project including master planning, feasibility study and redevelopment stages will include extensive consultation over the coming months with residents, families, staff, volunteers and the involvement of the broader community.

The master plan and feasibility study process is expected to take six months and will focus on the needs and preferences of consumers now and in the future, the site options and opportunities, latest design, structure, development guidelines, the character of the local area and other considerations.

The master plan and feasibility study will provide the necessary information to proceed to architectural design and construction.

This project is self-funded. Numurkah District Health Service will use reserves to fund the capital project.

NUMURKAH PIONEERS MEMORIAL LODGE

The User Groups recently visited three regional aged care facilities (at Wodonga, Yackandandah and Benalla) to gather ideas and look at best practice models of care and potential design options, layout and facilities.

The User Group has been established to provide input and guidance on the project from various levels of expertise and viewpoints (e.g. consumer, clinical, staffing and support services). Weekly meetings have been held.

A range of aspects are being looked at such as enhanced rooms with ensuites, state-of-the-art equipment, modern design, new living, dining facilities, activity areas and fit-out, and outdoors areas, enhanced landscaping and gardens, etc.

Information on the project will be available on the Numurkah website www.ndhs.org.au, Numurkah facebook page, via newsletters, local media and letters and meetings with residents/families and staff.

KARINYA UPGRADE

Karinya UpgradeThe renovation of Karinya Nursing Home is well underway with Moretto Builders and James Seymour architect.

Several consultation meetings have been held with residents, families and staff in the design of the extension.

The west lounge area is taking shape and is close to completion. Once this is completed, the residents’ dining will temporarily relocate to the new area. This will allow works to begin on the resident kitchen, dining and activities area. Once we are into this stage it will be more disruptive to residents and staff, however, the project control group is liaising with the builder to minimise disruption and ensure safety.

Windows, glazing, electrical and data, plus sprinklers have been installed. Plastering will commence shortly.

Please note that there will be disruption to the path connecting the support services building and administration building.

Works include the extension of the west dining room and renovation of the kitchenette and dining area with an activities kitchen for residents to enjoy. The new facilities will enable residents to prepare food, cook and enjoy meals - activities cherished by many.

The lounge will provide an extended area for residents to enjoy and a quiet space for meeting with friends and family.

The new facilities will bring a modern, bright addition to Karinya, to enhance the lifestyle and experiences of residents.

The works were made possible through a successful State Government refurbishment grant along with funding allocated by the Numurkah District Health Service Board.

Numurkah Graduate Nurse ProgramNumurkah offers an exciting 12 month graduate nurse program to the first year Registered Nurses with a diverse range of clinical experiences and opportunities to care for patients with versatile conditions.

During the program, the graduate nurses will be well guided by their mentors and supported by the clinical expertise of the clinical team and the educators. The clinical rotations include the various departments at Numurkah and 6 weeks of rotation at GV Health.

Graduate Information Night

A Graduate Nurse program information session was held on 4 July at Numurkah. The information night was attended by the Education team (Education Co-ordinator and Clinical Support Nurse), Current graduate, Graduate from previous year, Nurse Unit manager - Acute ward and the Deputy Director of Nursing.

Four candidates attended the information session. The session included a brief introduction about the hospital and its services. The candidates were briefed about the process of graduate program application. The session was interactive and informal with the candidates being given the opportunity to ask questions to the Numurkah graduates who shared their current experience about being in the program.

Recognising & Responding to Clinical Deterioration

NCN Health Numurkah campus was lucky enough to have Simon Plapp (RN, BHSc., Post Grad Dip (ICU), M.Hlth Ethics, MACCCN), provide a workshop to staff around “Recognising and Responding to Clinical Deterioration”. Simon has extensive experience as an ICU Educator and Resuscitation Coordinator and is the recent Victorian ACCCN President, ACCCN’s ALS Instructor and the Victorian Representative on the Australian Resuscitation Council. A big thank you to Simon for providing a thought provoking and interactive session.

Lodge Turns 43

Consumer Information Session at University of the Third Age (U3A)

The Education Co-ordinator/Chronic Disease Worker along with the Respiratory Project worker conducted an education program for the volunteers at U3A in Cobram.

Education was provided on Chronic Obstructive Pulmonary Disease (COPD) and its incidence in the Moira region. The purpose of the Moira Respiratory Project (MRP) was emphasised as early screening of COPD and appropriate management through pulmonary rehabilitation. (COPD accounts for 19.5 % of deaths in the Cobram/Numurkah region).

The different elements of the project at various sites (Numurkah, Nathalia, Cobram, Yarrawonga) was discussed and information and contact numbers provided to the group. Two people from the audience volunteered to perform the Spirometry testing.

A total of 22 people attended the session and it was interactive with an informal briefing at the conclusion with the opportunity to ask questions in relation to the Respiratory Project.

NAIDOC WEEK

The Aboriginal, Torres Strait Islander and Australian Flags are now proudly on display on desktops across the health service to signify a welcoming environment for all. NDHS has been working in close partnership with Aboriginal elder, Aunty Faye and others to build cultural understanding and to be a more inclusive and culturally safe health service. The bases of the flags were made from local iron wood and redgum by members of the Cobram Men’s Shed.

We recently celebrated NAIDOC Week (7-14 July) with an event held at Pioneers Lodge. Residents, families, volunteers, staff and friends listened as Yorta Yorta Elder Aunty Faye Lynam shared her story of growing up in this area. We enjoyed traditional dances performed by her grandchildren, who were accompanied by their Uncle on didgeridoo. Afterwards we shared a barbecue lunch with traditional damper!

NAIDOC Week is the celebration of the history, culture and achievements of Aboriginal and Torres Strait Islander people.

NAIDOC originally stood for ‘National Aborigines and Islanders Day Observance Committee’. This committee was once responsible for organising national activities during NAIDOC Week and its acronym has since become the name of the week itself.

Each year, a theme is chosen to reflect the important issues and events for NAIDOC Week. The National NAIDOC Theme for 2019 is - Voice. Treaty. Truth. Let's work together for a shared future.This theme acknowledges that Aboriginal and Torres Strait Islander people have always wanted an enhanced role in decision-making in Australia’s democracy. Australia is the only Commonwealth country not to have a treaty with its Indigenous people. A treaty can include one agreement, or lots of agreements about issues of sovereignty, the relationship between Indigenous people and the Government, the rights of Indigenous people and decision-making processes.

Thank you to Aunty Faye for sharing your stories, your continued work as a leader in our community and passing on Aboriginal culture to future generations.

Thank you also to Sheridan Davies who worked with Aunty Faye and others to build knowledge and understanding of Aboriginal and Torres Strait Islander peoples to be a more inclusive and culturally safe health service. This work is being replicated across NCN Health and makes us proud to work hand in hand with our Aboriginal and Torres Strait Islander peoples.

Aunty Faye did the Welcome to Country and this was followed by a barbecue lunch.

Numurkah has been successful in receiving funding through the Palliative care service innovation and development grants Through the funding, we aim to :

• Explore enhancements to the existing workforce model for the specialist palliative care services across the Moira Shire. It will explore, trial and establish a sustainable workforce model that incorporates improved and timely access to Allied Health practitioners (particularly Occupational Therapy and Social Work) with advanced practice and knowledge of palliative care to meet the unique needs of the palliative care clients in a range of healthcare settings including acute, residential aged care and community based environments.

• Increase access and range of specialist Occupational Therapy services offered across palliative care services, including introduction of new therapeutic supports, such as relaxation, rest and sleep therapy, leisure and exercise, and social participation support.

• Increase access to specialist palliative care Social Work and social well being support for all palliative care clients.

Palliative care is an evolving and complex sector that is experiencing increasing service demand and increased levels of complexity which impacts service delivery. Moira Palliative Care Service data over the past three years has shown a trend in increased referral rates, admission to service and general complexity of clients supported.

The service provides community based specialist support to clients across the Moira Shire. It is a region of significant disadvantage (when compared to other areas across Victoria), has higher than average rates of cancer and chronic diseases and generally is a region of an ageing population, all issues that impact the experience of optimal end of life care.

Moira Palliative Care Service client assessment and care coordination is currently undertaken by Clinical Nurse Specialists who aim to provide an overall assessment of the needs of the clients, without direct support from other disciplines to support the patient and carer/family. An expanded multidisciplinary workforce model has the potential to provide significant benefit to the patient experience.

A multidisciplinary team approach that will include an Occupational Therapist and Social Worker, has significant benefits when used for people with serious or life-threatening illnesses to enhance their quality of life.

The goals of palliative care include providing pain relief and symptom management, offering support systems to clients and their families, environmental and safety considerations and integrating psychological and spiritual aspects of care with the necessary medical treatments.

Staff Profile - MarilynMarilyn McPherson has worked with Numurkah District Health Service for nine years and is the front face of the hospital, greeting people with a big smile and a kind and welcoming nature.

Marilyn has a diverse role and is often the first point of contact for many people. She is a friendly person who assists hundreds in the community each year, even when the main hospital reception gets very busy. Marilyn always ensures she assists the community to the best of her ability.

Marilyn is a Nathalia local but is a part of the Numurkah Community. She likes the fact that the community is friendly and sticks together with a ‘can do’ attitude.

Marilyn often finds herself in tricky situations but with a motto she stands by “never assume anything’ she ensures everyone is treated with equal respect.

Marilyn loves getting creative and she is a woman who lives her life to the fullest.

Thank you Marilyn for the great work you do and for your community spirit. You make a real difference to the lives of people you help.

Volunteer Profile - TinaTina Thomas is a volunteer at Numurkah Pioneers Memorial Lodge where she started volunteering weekly about two years ago. Tina helps the Diversional Therapist Chris Sutton with residents activities which she enjoys.

Tina is always the happiest when she is chatting and getting to know the residents. Tina also mentioned that the gesture is returned from residents as they are always so happy to see her friendly face. Tina mentioned to us that she has a bit of an interesting background that she sometimes finds herself telling the residents. Tina was happy to share her story with us.

Tina was born in England and came to Australia when she was 10. She said the journey took seven weeks by ship! They had a school on board which they attended in the mornings. They had free time in the afternoon. “There was heap of kids migrating to Australia” she said, and they were known as the ‘10 pound Poms’!

We are very glad you ended up in Australia and at the Numurkah Pioneers Memorial Lodge volunteering. Thank you for your ongoing commitment and dedication to the residents.

Staff Profile - BarbBarb Crawford has been the Ward Clerk in the Acute Ward at Numurkah District Health Service for just over six years.

When asked about her favourite part of the job, Barb said there were “too many things to choose from!” But if she had to narrow it down, she most loves getting to know the patients and their families, and being a part of their positive journey through the health system. On the other hand, the job gets challenging “when there are ten things happening at the same time,” she says.

Barb loves working in Numurkah, saying that it’s the friendliest town she’s ever worked in. “It’s great to be able to be so connected.”

From her years in healthcare, Barb’s one piece of advice is: “An ounce of prevention is worth a pound of cure.”

A total of 200 children and teachers came out to enjoy a great Community Reading Day this year; we had 26 businesses involved, plus 15 extra volunteer readers including our very own Justin Sullivan, Robyn Sprunt, Taylor Shanahan, Chris Sutton along with a Lodge Resident and the Planned Activity Group. The Reading day is a great way for children to get to know their community and see that lots of different people enjoy reading – instilling the love of books and literacy from a young age.

Children, businesses and volunteer readers enjoyed the day, dressing up and being part of the community.

More students will experience study and life in regional Australia with a Federal Government scholarship.

Minister for Education Dan Tehan has launched a $94 million Destination Australia program, which aims to attract 4,720 students to study at regional campuses from next year with scholarships of $15,000.

The scholarships will be open to domestic and international students to undertake a qualification from a Certificate IV through to a PhD in a regional community.

Tertiary education providers are encouraged to check their eligibility and to apply via Community GrantsHub.

Funding will be finalised later this year, allowing providers to offer scholarships for study commencing semester one 2020.

Successful providers will be entitled to additional funding to allocate, administer and promote the scholarships to prospective international and domestic students.

Wear it Purple Day is an annual LGBTIQA+ awareness day especially for young people, based in Australia. NCN Health supported the day by wearing purple to celebrate diversity and young people from the LGBTIQA+ community. Wear it Purple strives to foster supportive, safe, empowering and inclusive environments for rainbow young people. It was started in Australia in 2010 in reaction to a number of prominent suicides by young LGBTIQA+ people. The day is about showing rainbow young people, and everybody around them, that they have the right to be proud of who they are.

These rights apply to all people in all places where health care is provided in Australia.
