PROJECT NARRATIVE

Driven Brands, the contract purchaser and special use permit applicant, proposes to construct a three (3)

bay oil change service building at 4507 George Washington Memorial Highway, at the intersection of Route

17 and Oriana Road.

The project site is 0.62 acres and is currently zoned GB (General Business). The property is also designated

as General Business in the Comprehensive Plan Future Land Use Maps. The proposed use is compatible with

the surrounding areas and greatly improves the aesthetic quality of a vacant lot along the Route 17 corridor.

The project includes the construction of a 1,430 square foot oil change facility, asphalt parking and drive

aisles, landscaping, and associated site improvements, as shown on the Sketch Plan included with this

application.

Take 5 Oil Change offers an express oil change service, where customers stay in their vehicles while they are

being serviced (typically 10 minutes). This reduces the need for customer parking areas and multiple vehicle

trips back and forth associated with a single service. The hours of operation are from 7:00 AM to 7:00 PM,

Monday through Saturday, and 10:00 AM to 4:00 PM on Sunday, with four employees during hours of

operation. Take 5 Oil Change is committed to providing aesthetically designed architecture, high-quality

building materials, and enhanced landscaping, as shown on the Sketch Plan and building renderings,

included with this submittal.

Re: Traffic Impact Analysis (TIA) Waiver Request for Take 5 Oil Change (Automobile Service Station)

Ms. Kassel,

On behalf of the Special Use Permit applicant for the above referenced project, we respectfully request that

the requirement for a Traffic Impact Analysis (TIA) be waived. Although the proposed “service station” use

requires a TIA, in accordance with Sec. 24.1-477, Par. (e) of the County zoning ordinance, the traffic

generated from the proposed use is minimal and would not meet the threshold to require a TIA, in

accordance with Sec. 24.1-251, Par. (a) 1.

Per the Institute of Transportation Engineers (ITE) Trip Generation 10th Edition (2017), the traffic generation

potential for the proposed development is shown in the table below:

The proposed project has the potential to generate 9 and 15 trips during the morning and afternoon peak

hours, respectively, with a total 120 weekday trips and 126 weekend trips on the proposed driveways.

However, Take 5 Oil Change typically average only 40 vehicles per day.

The directional distribution and assignment of trips generated by the proposed project are based on a

review of the historical travel patterns, directional access limitation on Route 17, and population densities of

the surrounding area. It is anticipated that 60% of the trips will enter from the south on Oriana Road and

40% will enter from the east on Route 17. Furthermore, it is anticipated that 40% of the trips will exit to the

south on Oriana Road and 60% will exit to the east on Route 17.

In summary, both the ITE Trip Generation and historical data indicate that the traffic generated with the

proposed improvements is minimal and below the threshold to warrant an in-depth TIA.
