1. CALL TO ORDER 25 Hon. Vice-Mayor Efren F. Piñol , the Presiding Officer, called the session to order at 2 o’clock in the 26 afternoon. 27

2. INVOCATION, NATIONAL ANTHEM & MAGPET HYMN 28 Hon. Councilor Talotalo led the invocation. The singing of the National Anthem and Magpet Hymn 29 followed. The Councilor’s Creed was then recited by the councilors. 30

3. ROLL CALL OF MEMBERS 31 All members were present except Hon. Councilor Labrador who was on official business. 32

4. AMENDMENT /APPROVAL OF AGENDA 33 The following items were approved by the body to be included in the agenda. 34 4.1. Request of Barangays Manobo, Bagumbayan, Del Pilar and Pangao-an to be accredited to the 35

Local Special Bodies. – This was approved to be included in the agenda through the motion of 36 Hon. Councilor Mamon duly seconded by Hon. Councilor Aboy. 37

4.2. Draft resolution 52- Author Hon. Councilor Talotalo – A RESOLUTION RECOGNIZING THE 38 CONTRIBUTION OF THE 57TH INFANTRY (MASIKAP) BATTALION , 6TH

4.3. Communication from Hon. Mayor Florenito T. Gonzaga – RE: Request for an authority to close the 46 Performance Challenge Fund (PCF) . This item was approved to be included in the agenda 47 through the motion of Hon. Councilor Acupan duly seconded by Hon. Councilor Apostol. 48

INFANTRY (KAMPILAN) 39 DIVISION , PHILIPPINE ARMY HEADED BY LIEUTENANT COLONEL NOEL N. DELA CRUZ, IN 40 STRENGTHENING THE INTERNAL SECURITY SYSTEM OF MAGPET AND HEREIN BESTOWS A 41 HIGH LEVEL OF COMMENDATION FOR ITS UNWAVERING AND UNFALTERING SUPPORT TO 42 THE LGU-MAGPET’S DRIVE AGAINST CRIMINALITY AND LAWLESSNESS. CATAMCO TO CAUSE FOR THE ALLOCATION OF FUNDS 50 FOR THE CONSTRUCTION OF OVERFLOW BRIDGE ACROSS MAGPET RIVER NEAR BOROY 51 RESIDENCE, SITIO HIJARA, POBLACION MAGPET, COTABATO. 7.1. September 30, 2013 regular session minutes 82 With no corrections presented, Hon. Councilor Yunting moved for the approval of 83 the minutes as presented. Hon. Councilor Lobaton seconded the motion. The body 84 unanimously approved the motion. 85

8. FIRST READING AND REFERRALS TO COMMITTEE PROPOSED RESOLUTIONS AND ORDINANCES, PETITIONS, 86 MEMORIALS AND OTHER COMMUNICATIONS: 87 8.1. Communication from Hon. Mayor Florenito T. Gonzaga – RE: request for adoption of Updated 88

list of Priority Development Programs for 2011-2016 under the Comprehensive Development 89 Plan (CDP). The body approved to discuss this on a special session. 90

8.2. Communication from Hon. Mayor Florenito T. Gonzaga – RE: reply to the inquiry regarding the 91 Task Force Palengke . 92 The Presiding Officer, reacting on the communication , stated that “ there goes the reply to 93 the communication we sent to the Local Chief Executive regarding the Task Force Palengke 94 suspension of operation. Common knowledge man jud ni sya nga halos kita tanan naka 95 avail niini. Even the Honorable Mayor as per record naka avail sya. Even Board Member 96 Marañon . I think all of us has availed the services of this scheme. ON the question of of the 97 appropriation or ordinance or legal basis, I think dili nato ma question ni sya beause tanan 98 kita in principle nakabalo niini. It was only during his term that he questions the legality on the 99 scheme that the task force palengke extended to both appointed and elected officials of 100 this Municipality. So I think ang nangamot niini are still the same people previously. For 101 example the acting budget officer Ms. Josie Requina, Engr. Uy and Tata Lobaton are 102 signatories. So I think makalro nato ni sya because wala may exempted sa atoa. I think 103 everybody availed. So kung gusto sa atong Local Chief Executive nga klarohon kini dapat 104 sauna pa dapat naklaro na niya ni during his incumbency as member of the Sangguniang 105 Bayan.” 106 107 At this juncture, Hon. Councilor Marañon moved for a recess. Hon. Councilor Apostol 108 seconded the motion. The body unanimously approved the motion. 109 110 On resumption, Hon. Marañon moved to convert the body into committee of the whole to be 111 chaired by the Hon. Vice-Mayor to tackle this item on a special session. Hon. Councilor 112 Apostol seconded the motion. 8.3. 2013 Supplemental Budget no. 01 of Barangay Poblacion – Ord. no. 1, P 122,315.23 - This was 119 referred to the Committee on Finance, Budget and Appropriation. 120

8.4. Request for accreditation to the Local Special Bodies of the Local Government Unit of 121 Magpet of the PAMANA-SLP of Barangays Imamaling, Inac, Doles, Gubatan, Sallab, 122 Kauswagan, Bangkal , Balete, Noa, Tagbac, Basak, Binay , Mahongkog, Kinarum Don 123 Panaca, Temporan, Ilian, Magkaalam, Bantac, Poblacion, Kamada, Bongolanon , Kisandal, 124 Datu Celo, Owas & Alibayon 125 126 Hon. Councilor Mamon moved to suspend the Internal Rules and Procedures to discuss this 127 matter. Hon. Councilor Apostol seconded the motion. The body unanimously approved the 128 motion. 129 130 Hon. Councilor Mamon explained that this request is a requirement so that the PAMANA- 131 Sustainable Livelihood Project of the 32 barangays will be implemented. Gonzaga – RE: request for an authority to enter 144 into an agreement with Cooperative Bank of Cotabato relative to the granting of salary 145 loans to officials and employees of the Local Government Unit of Magpet. 146 Hon. Councilor Marañon moved to suspend the IRP in order to tackle this matter. Hon. 147 Councilors Apostol and Lobaton seconded the motion.
