Dominion East Ohio Gas relocation
Mains on MED 94 were Low Pressure, Medium
Pressure and Intermediate pressure.
All mainlines along MED 94 had conflicts throughout
Dominion decided to relocate all three lines
Design of the relocations was finally agreed upon
after the other utilities had began relocation

Dominion East Ohio Gas relocation process
Dominion staff designed their relocation plans.
Plan review was done by the City and with support from
John S. from ODOT.
Had to develop a plan that they could bid out but also could
write the utility note from
Final plan had two versions in one plan
critical depths called out for bidding,
plus station offset and elevation for ODOT.
Dominion put out to bid and contractor installed
Issues-no as built info, contractor occasionally did not
follow critical depths, or critical offsets
» Had to have contractor back to relocate at least 7 mainline
conflict locations-contractor worked multiple weeks

Other communication facilities redesigned on
the Electric Distribution Relocation
Aerial relocations of Time Warner, One Community
and Frontier were redesigned on new City poles
Shared trenches were provided for Underground
electric and communication for the nine access
management alleys by the City of Wadsworth
City performed stakeout and trenching,
Other utilities placed conduit in our open trenches.
Worked great if all other outside agencies put in their
conduit….but …..that didn’t always happen.

One Community Relocation
Worked with designer to develop relocation plans
on the new electric facilities.
Worked out the crossing locations
Only had one street impacted and this relocation
had little to no issues.

Time Warner Relocation
Worked with designer to develop relocation plans
on the new electric facilities.
Worked out the crossing locations
Worked out the underground service reconnection
stations offsets and elevations
Redesigned their system to be in the underground
trenching provided by the City.
Had conduit in all trenches-positive
Forgot to actually run the wire into the provided conduits
on one of the alleys….negative

Frontier Communications Relocation
Worked with designer to develop relocation plans
on the new electric facilities.
Worked out the crossing locations
Worked out the underground service reconnection
stations offsets and elevations
Redesigned their system to be in the underground
trenching provided by the City.
Everything good so far, but……..they decided not to
install their conduit in the shared City Trench once
construction started.

Frontier Communications Relocation cont.
They were invited to our monthly construction
meetings and each individual tailgate meeting
being held for the alleys but did not attend.
This began a long process of trying to get Frontier
to commit on when they would begin relocation.
Monthly communications throughout the 18
Months of utility relocation work was tried but no
progress was made.
There was essentially no progress with Frontier
until the Contract was awarded to Karvo.

Frontier Communications Relocation cont.
Once awarded to Karvo-Frontier began revisiting
the utility relocation plan.
Had to completely redesign the plan from scratch
since they did not put conduit into the shared
trenches provided by the City for the Access
management Alleys.
Frontier hired a consultant to do the redesign and it
was approved May 13th 2016, after MED 94 Const.
began.

Lessons Learned
Utility Conflict Table very useful in beginning
Verify the utilities in the cross section and Plan view.
Subsurface Utility Engineering
Discovery of UG Fiber lines
Helped clarify existing utility conflicts
Monthly meetings on utility coordination
Locals need help from ODOT to get other utilities to relocate.
