Today, six months after that initial contact, Butuan City is attracting more and more interest from foreign investors who are willing to undertake projects in Butuan City under the PPP scheme. Butuan City was the first target of the studies of the Toyo University PPP Graduate School outside of Japan. This was an initial step to the establishment of the Asian PPP Institute (APPPI), launched in Tokyo on November 15, 2011. APPP Director and professor Sam Tabuchi, together with 10 PPP graduate students, came to Butuan City in September 2011 to conduct their intensive field study on possible PPP projects for the city. For one week, Tabuchi’s team visited proposed project sites such as Masao Port, Butuan Medical Center, and Langihan Public Market. Interviews were also conducted
with representatives from the City Government and Regional Line agencies, the private business sector and the academe. The team concluded their visit with the presentation of their initial report to city officials and other stakeholders. The final report “PPP Possibilities for the Future of Butuan City” was presented in Tokyo, Japan on November 2011 and attended by representatives from the region. The Toyo University final report presented several areas where PPP can be applied in Butuan City. The report included recommendations in the field of agriculture, recycling, waste conversion, economic enterprise, and tourism. One such recommendation is the mechanization of the agriculture industry to improve rice production. According to the report, Butuan City can recycle unused farming equipment

from Japan such as the ones used in the town of Itakura, Gunma-ken, Japan. The report also highlighted the need to establish an Agricultural Cooperative which will address the needs of the Butuanon farmers. Another noteworthy recommendation is the conversion of waste to energy or organic fertilizer. The Toyo PPP Team lauded Mayor Ferdinand Amante Jr.’s program on Solid Waste Management and the implementation of waste segregation at the household level through the “Clean Gorund, Zero Waste” program of the City Government. This particular field drew the interest of several Japanese companies and pushed them to pursue investment talks with Butuanon entities. After the presentation, Toyo University signed a Memorandum of Understanding for future collaboration with Father Saturnino Urios University, Caraga State University and Saint Joseph Institute of Technology. The Philippine Investment Environment Seminar also followed suit where investment opportunities in Butuan City were presented to representatives from the Japanese business sector. Following the release of the report and as recommended by Toyo University, Mayor Amante signed Executive Order No. 51 on December 29, 2011, creating Butuan City’s PPP Executive Team. This is the first major step so that the local PPP efforts can move forward. The PPP Executive Team is tasked to “initiate, catalyze, conceptualize, systematize, steer, coordinate, and oversee the dynamic pursuit

of the economic agenda through PPP.” And just last January 17-18, 2012, Tabuchi revisited Butuan City to check on the progress of the City Government in relation to the Toyo PPP report. He congratulated Mayor Amante on the creation of the PPP Executive Team, which made Butuan City the first LGU in the Philippines to do so. To date, three Japanese companies have expressed interest
to invest in Butuan City. A group of professors from Toyo University is also set to arrive on March 2012 to pursue the plans of offering a short course on PPP to local government workers and businessmen, in cooperation with FSUU, CSU, and SJIT. With all these developments in Butuan City, Butuanons remain hopeful that Butuan can grow into a booming economic center in Mindanao and relive its glorious past as a vital trading port in Asia.

The President acknowledged the PIA’s role in efforts to ferret out the truth for the benefit of the country and the Filipino people.

He added that through the PIA, significant data are made known to the people, eventually making them equipped to decide on matters of national interest.
The Chief Executive also expressed high hopes that the launching of PIA’s newest technological tools in information management would lead to a better and more intelligent citizenry.
“Iyan po ang palagay kong buod ng inyong mandato, hindi po magpa-pogi kanino man, kundi para tulungan na mabigyan ng kakayahan at kapangyarihan ang ating mga mamamayan maka-desisyon ng tama sa lahat po ng panahon. Inaasahan ko po na iyan ang mangyayari sa inyong mga bagong pamamaraan,” the President said.
During the event, President Aquino led in launching the agency’s new website, text blast system and art gallery.

The discs contain PIA’s collection, which were handed over to the Presidential Museum and Library under the PCDSPO.

The PIA Text Blast is a Public-Private
Partnership project of the PIA and the National Te l e c o m m u n i c a t i o n s Commission with the major telecom companies. It serves as a platform for sending free short messaging system (SMS) on vital government information to mobile phone users nationwide.
Among the SMS that will be sent for free include Presidential
p r o n o u n c e m e n t s , information on people’s health, updates on government programs, services and news advisories.
The PIA Art Gallery provides a venue for budding artists to showcase their outstanding works of art and at the same time, inspire others to promote Filipino culture through different art forms. (JCL)

In an ambush interview during the 25th Anniversary celebration of the Philippine Information Agency at the its main office at the Visayas Avenue in Quezon City on Wednesday, Secretary Coloma said that the PIA’s establishment, through Executive Order No. 100 issued December 24, 1986 in accordance with the revolutionary legislative powers of then President Corazon C. Aquino under the 1986 Freedom Constitution, is one of the significant fruits of the Edsa People Power revolution.
He said that the Agency will never again be used as a propaganda tool by the government as practiced prior to its inception.
“The PIA was established by an Executive Order, which is a law that was enacted when President Corazon Aquino had legislative powers and it is a very significant milestone because it is a fruit of the Edsa People Power revolution, that we now have a new concept of communication and a new concept of governance
that communication will never again be
used as a
propaganda tool but used for the well-being and for the development of our people… that is the significance of the milestone that we are observing today,” Coloma said.
“Binabati ko po lahat ng mga kasapi ng organisasyon ng PIA, mga kawani, mga opisyal, regional directors, staff directors, at lahat ng mga stakeholders natin, kabilang na ang iba’t-ibang ahensya ng pamahalaan sapagkat ito pong PIA ay nag-e-exist para makapaglingkod sa ating mga mamamayan, para sa mga government agencies at para sa kapakanan ng buong Sambayanang Pilipino,” Coloma noted.
Upon its creation, the PIA was envisioned to provide a free flow of accurate, timely and relevant information that will assist the people in decision-making and identification of opportunities to improve the quality of life. It also enables the citizenry to participate meaningfully in the democratic processes.
Its tasks include the establishment and maintenance of selected r e g i o n a l / p r o v i n c i a l information centers on community needs
for use in planning communications programs and provide basic information of government and on areas of particular interests to the community it serves.
The PIA is also mandated to perform the following provision of technical assistance to other government agencies on the communication component of their programs; initiate the planning and implement the information programs of national scope; assessment of information needs of the people through opinion polls and surveys to be used to systematically obtain the public’s needs and views on government programs, and to plan information programs; lead in the conduct of research studies for policy formulation and the evaluation of information program effectiveness; and the upgrading of skills of government information officers, rural broadcasters, communicators, journalists and other communications personnel through training services and/or consultancy, among others. Aquino lays out plans to help transport sector cope with fuel price increasesPresident

III detailed Wednesday plans of the administration to help the transport sector cope with the effect of the continuing fuel price increases part of which is to work out a 30-day buffer supply of petroleum products.
The President said he has asked for an update on the movement of fuel prices from the Department of Energy (DOE) adding that while there are recent increases in prices these adjustments are minimal compared to last year prices.
“Yung sinisigurado natin na mayroon tayong nasa 24 days (buffer stock), kung hindi ako nagkakamali. We’re targeting that instead
of just 24 and a half days there is
a 30-
day buffer supply. That’s number one,” the President told reporters in an interview during the Philippine Information Agency’s (PIA) 25th anniversary celebration on Wednesday in Quezon City.
The government is also continuing the Pantawid Pasada program that helps the transport sector cope with the increases in fuel prices.
“Ang Pantawid Pasada program, there’s still
an allocation of roughly something like about P200 million plus remaining balance. In short, we don’t need a new funding for it. Puwede pa nating gamitin yung dati para ma-service yung roughly about 60 percent,” the President said.
The government can still provide two cycles of Pantawid Pasada without increasing the funding, the President said. The

government has enough money after the Land Transportation Office (LTO) and the Land Transportation Franchising and Regulatory Board (LTFRB) reviewed the list of legitimate franchised holders who are entitled for government support.
The chief executive said his administration is also working out to create a mechanism that could directly link drivers and transport operators to manufacturers
and suppliers so they can get cheaper
materials and spare parts for their vehicles.
“Maraming schemes pero yung pinaka-workable, kakausapin natin yung mga manufacturers, magbubukas ng mga factory outlets diretso na sa kanila, bawas yung profit ng middleman, para mabawasan yung gastos nila sa kanilang mga pagpapatakbo ng mga sasakyan,” he said.
\There are also loans available to transport cooperatives planning to set up their own gasoline stations. The President said t h e
Development Bank of the Philippines (DBP) and the Philippine National Bank (PNB) can give up to P10-million per gasoline station.
According to the President, this scheme is now being implemented in Baguio City, saying that part of the program is training in the downstream improvement of the energy sector.
The President also issued a warning against the illegal bus operators to abide by the law. (AS)

Representing the province of Misamis Oriental, Governor Oscar S. Moreno received the Galing Pook Awards at the Rizal Ceremonial, January 30. Sitio Lantad’s transformation from a war zone in the 1980’s to a Special Agrarian Reform Community in 2007 is a prime example of how peace and development efforts should be pursued – not by might, but through sincere and concrete efforts to reach out and make a difference in people’s lives. Under the program, the province selected Sitio Lantad in Barangay Kibanban, Balingasag town as a showcase for its paradigm shift in addressing the insurgency in Misamis Oriental by focusing on peace building instead of war and brute force to win the hearts and minds of people by subduing the real enemies of peace: poverty and ignorance. Gov. Moreno said the Lantad Changers included the Core Group, Department of Agrarian Reform, Department of Environment and Natural Resources, Department of Agriculture, Department of Interior and Local Government, Commission on Human Rights, National Commission of Indigenous Peoples, Philippine National Police, Armed Forces of the Philippines, Municipal Government of Balingasag, Barangay Government of Kibanban. Archdiocesan Center for Concern Empowerment and Services, Interfaith (Roman Catholic Church; Iglesia Filipina Independiente; Muslim; and United Methodist), Balay Mindanaw, Balaod Mindanaw, German Doctors,
Gising Barangay Movement, Philippine Coalition for International Criminal Court-Building Bridges for Peace and the media. The Misamis Oriental LGU’s painstaking efforts to build roads and open up the community for trade and commerce helped them gain the trust of the Higaonons, indigenous people of Sitio Lantad. The eventual peace-building program demonstrates the paradigm shift from reactive to a proactive council advancing social equity, people empowerment and access to the best possible social services. The awardees of the Galing Pook are chosen from a national search of local governance programs, evaluated through a multilevel rigorous screening process based on positive results and impact, promotion of people’s participation and empowerment, innovation, transferability and sustainability, and efficiency of program service delivery. Pres. Aquino III cited the important role of local government units as partners of the Aquino administration in pushing for developmental projects focusing on poverty alleviation, education and health as part of his social contract with the Filipino people. He said through good governance as a result of constant cooperation from the national and local governments with the unwavering support from the people, the country will fulfill sustainable progress and development. Further, he underscored the importance of unity and cooperation

as essential tools in attaining the objectives in the United Nations’ Millennium Development Goals. The Galing Pook awards is a program that recognizes innovations and excellence in local governance. The 10 awardees for 2011 are Sarangani Province (Justice on Wheels); Misamis Oriental (Turning red to green); Upi Maguindanao (rural community e-Center); Zamboanga
del Norte (empowering the Subanen people); Limasawa Southern Leyte (poor municipality can eliminate nutrition); Alimodian Iloilo (bringing high schools closer to home); Bohol province (rabies prevention and elimination); Maribojoc Bohol (LGU-led cadastral survey); Albay province (health strategy for MDG attainment); and Real, Gen. Nakar, Infanta and Panukulan in Quezon Province (community-based mental health management).

TUBOD, Lanao del Norte – More than a month after deadly Tropical Storm Sendong hit Iligan City, huge quantity of relief goods finally arrived in the remotest barangays of Iligan.
In the multi-sectoral relief opera-tion led by the provincial LGU of Lanao del Norte, twelve army trucks arrived in the interior barangay of Rogongon to deliver essential goods, food items, school supplies and rice packs to vic-tims of the deadliest storm to hit the country for 2011. This was the first relief operation which used a land convoy to deliver the relief assistance. In previous humanitarian opera-tions, relief goods had to be flown in via helicopter after parts of the Iligan-Bukidnon road became impassable due to massive landslides triggered by heavy rains. “This is our humble way of show-
ing the Iliganons that Lanao del Norte cares and that we are one with them in this horrific tragedy. Governor Kha-lid Dimaporo has also sent our doctors to conduct free clinic in this very re-mote area,” Information Officer Lyn-don Calica said. More than a hundred children also eagerly participated in the kiddie party organized by Dunkin’ Donuts-Iligan at Calamalamahan Elementary School, Rogongon. The pupils received donuts, masks, tumblers and umbrel-las from the local branch of Dunkin’ Donuts. “We are happy to partner with the provincial government on this laudable event, especially since we are

doing this for the Sendong survivors,” Dunkin’ Donuts Manager Nancy Redila expressed. Aside from the distribution of rice packs containing three (3) kilos of commercial rice each, the Lanao del Norte LGU also gave free medicines to residents who availed of the free clinic at the barangay multi-purpose hall. Among the civic organizations and NGOs who participated in the massive relief operation were Kiwanis Club (Industrial City), MSU-IIT MPC Cooperative Social Responsibility Committee, PAILIG Development Foundation, and the Rotary Club of Uptown Iligan. “We really need everyone’s help to rebuild and rehabilitate Iligan. That is why, we are again partnering
with Lanao del Norte in delivering the much-needed relief assistance to the victims of Sendong,” said Rotarian Past President Mary Ann Superable-Nacion. During the short program held at the barangay hall, 2nd District Representative Fatima Aliah Dimaporo encouraged the local residents of Rogongon and Digkilaan that, “life can still be beautiful after Sendong. We just have to work together and help each other through this dark period.” To reach the distribution site, Dimaporo and the rest of the convoy had to travel for two-hours over treacherous winding roads before reaching Iligan’s remotest barangay. Provincial employees from the Information Office, Community Affairs Office, Health Office, Disaster and

Risk Reduction Management Office, and Social Welfare and Development Office were also at hand to facilitate in the humanitarian campaign. In the event, PAILIG Development Foundation also officially launched its 5Rs for Iligan: Relief, Recovery, Renewal, Rehabilitation and Reconstruction led by its Managing
Director Bobby Quijano. “We are happy that Congresswoman Aliah Dimaporo personally visited our place to inspire the people. And we are also thankful to Lanao del Norte and all the organizations who made this relief operation possible” Brgy. Councilor Arnel Ruelan expressed.

the local government units, private sector, academe and civil society in the province is set to launch the Run to Plan for Greenin Philippines on February 20, 2012. In fulfillment to the National Greenin Program (NGO), the pro-vincial government, the Holy Cross of Bansalan College, the Ramon
Aboitiz Foundation, Inc. (RAFI) and the Lao Integrated Farms, Inc. agreed on January 23 to carry out together the run for the environ-ment activity. A memorandum of agreement will be sealed during the launching activity that will involve the signa-tures of Governor Douglas Cagas representing the provincial govern-ment of Davao del Sur and Holy Cross of Bansalan president RVM Sr. Maria Fe Gerodias. Also part of the MOA signato-ries are RAFI chief operating officer Dominica Chua to represent the civ-il society and LIFI owner and chief executive office Benjamin Lao who will stand for the private sector.

Davao del Sur provincial information officer Nilda Aninon said that the orientation will be participated in by the 14 municipal mayors and Digos City mayor, and the provincial officials of the Department of Environment and Natural Resources (DENR) and Bureau of Fisheries and Aquatic Resources (BFAR). Aninon said that the Run to Plant for Greenin Philippines is an initiative of RAFI that aims to help the local government in its sustain-able reforestation program as man-dated under Executive Order No. 26 or the NGP in a bid to fight against climate change. The Greenin Philippines ini-tiative stands for Generation, Re-demption and Expansion of Natural Resources. President Benigno Aquino III signed the EO 26 on February 24, 2011 that aims to plant 1.5 billion
trees covering about 1.5 million hectares nationwide for a period of six years from 2011 to 2016. Aninon said that Gov. Cagas issued on November 23 last year the provincial Executive Order No. 37 in effect to the implementation of the NGP in the province. In April 2011, the convergence initiative of DENR, Department of Agriculture and Department of Agrarian Reform in Davao del Sur had also started implementing the NGP by identifying an aggregate of 200-hectare area for the convergence. About 500 hills of trees are planned to be planted per hectare, which would bring about 100,000 planted trees as required per province under the NGP. The DENR-DA-DAR convergence has also begun employing its social mobilization program that involves students, religious sector, academe and the civil society groups.

DA plans to replicate MRDP in Luzonby Mai Gevera Macapagat
DAVAO CITY– The Department of Agriculture (DA) is now planning to replicate the Mindanao Rural Development Program (MRDP) in Central Luzon after receiving favorable feedback from the local government units covered in the program as well as a favorable assessment from the World Bank. Agriculture Secretary Proceso Alcala, during his visit in the city Monday, bared that the agency is now working together with the World Bank team in preparing for a feasibility study on how to replicate certain features of the MRDP could be of use in other programs of the department. “In particular we would like to ensure that the lessons on National Government-LGU engagement are shared with the new program.” said Alcala. World Bank representative Carolina Figueroa-Geron said that the plans of replicating MRDP is possible given that the DA will have to work it out and bring the decentralization model to other parts of the country. “MRDP 1 and 2 are very good examples that have happened in Min-danao and could also be utilized in other LGUs”, Geron said. MRDP promotes national government and local government cooperation by way of cost-sharing in
agricultural projects proposed by the people in the community. The entire project has a total of $123.57 million; $83.75 million of which is sourced from the World Bank loan portfolio plus the equity of the national government and local government units. Davao del Norte Governor Rodolfo del Rosario who is also the President of the Federation of Governors in Mindanao expressed gratitude for the opportunity given to LGUs in Mindanao. “ We have been envied here in Mindanao for having this MRDP2. If there are plans of replicating this program in other areas in the country, I suggest they come up with another name of the program because MRDP is unique in Mindanao.’, del Rosario said. The official asked Alcala to continue this kind of model in Mindanao while the agency is considering for the replication of such in Central Luzon . “ We ask them to continue helping Mindanao for it is during the present administration that we got a substantive share in the national budget.” del Rosario said. In a ceremony at the covered court at the provincial capital here just recently, Gover-nor Arthur Y. Pingoy, Jr. handed 49 tables, 790 arm chairs and 351 kiddie chairs to school heads.
These were made possible with help from the local government unit’s private partners including Mahintana Foundation Inc., Dole Philippines, and Sagit-tarius Mines Inc. (SMI), in response to DepEd report that the province lacks at least 15,000 chairs for government elementary and sec-ondary schools.
“So far, we have al-ready distributed 4,000 to 5,000 chairs,” Gov. Pingoy said.
Recipients of the lat-est batch of chairs and tables were Tampa-kan Central Elemen-tary School, Tampa-kan SPED Center and Lampitak National High School in Tampakan; Lamba Central School and Liwanay Elemen-tary School in Banga; Carpenter Hill Day Care Center and Marbel 1
Central Elementary School in Koronadal City; Surallah Central Elementary School in Surallah; San Miguel National High School in Norala; Silway 7 Ele-mentary School in Pol-omolok; and Cebuano National High School in Tupi.
Rudy Jimenea, chief of staff of the Office of the Provincial Gov-ernor, explained these schools were earlier identified by DepEd re-port as those lacking in chairs and tables.
He explained the ta-bles and kiddie chairs were intended for use by kindergarten class-es in public elementary schools in support to the implementation of the department’s K+12 program.
The provincial gov-ernment, Gov. Pingoy said, has allocated P1.5 million from the prov-ince’s special educa-tion for the fabrication of chairs and tables.
“Normally, we spend about P750 for the fab-rication of each chair,” Gov. Pingoy said, “but with the partnership,
the provincial govern-ment paid only about P150 per chair.”
Mahintana, Dolefil, and SMI also allocated funds for the fabrica-tion of chairs and ta-bles, the governor said, “as part of their social responsibilities to help provide education for children.”
Gov. Pingoy said, the project was also made possible with the as-sistance of the regional office of the Depart-ment of Environment and Natural Resources that allowed use of il-legally cut logs confis-cated from illegal log-gers in South Cotabato as materials for the production of chairs and tables.
Materials used were taken from the 12,987 board feet of cut lum-ber confiscated in raid a remote village in Lake Sebu town in May last year.
Government Pingoy also saw the distribu-tion of chairs and tables as an opportunity to push for the provincial government’s greening program.

Cabugayan told participants of the regional planning that DSWD has engaged with some private groups to participate in the government’s livelihood programs for poor families and communities.
One example Cabu-gayan cited was the Ba-hay Kubo Project that committed to provide trainings and seminars to the clients of Jose Fabella Center for an innovative vegetable planting to be used for food consump-tion and livelihood income for pilot project and roll-out to CCT beneficiaries located in urban areas.
Another one, he said, was the Irraya Farm Project that is committed to provide trainings, technology and farm inputs to agri-projects of conditional cash transfer
beneficiaries in Palawan and Eastern Samar.
Some international engagements, according to Cabugayan, include JICA through PinoyME Foundation that assisted in the development of the Community Driven Enterprise Development Operations Manual for the Sustainable Liveli-hood Program and JSDF that supports funding from JSDF for its project entitled “Community En-terprise Development as Pathway Out of Poverty”.
Cabugayan also discussed Community Driven Enterprise D e v e l o p m e n t , concentrating on four stages of business success: business sustainability and local
economic development Stage; business development; resource mobilization and business operations; and business management.
“I enjoin you to con-duct environmental scanning within your community and look for opportunities in order to get the support of local groups,” he said.

KORONADAL CITY – The mayor of South Cotabato town underscored the importance of a pro-active information program towards good governance.
“We cannot undermine the importance of information in the development of communities where government must provide a venue to make people understand its programs and projects and more importantly emphasize their responsibilities in the successful implementation of governance thrusts,” Mayor Leonardo Escobillo of the Tampakan, South Cotabato pronounced during the 23rd anniversary celebration of the Community Development Information Council (ICDC) held at the town’s gymnasium on January 27.
In Tampakan, South Cotabato, Mayor Escobillo pointed out, the ICDC of the municipality and the counterpart Barangay Development Information Councils have “immeasurably contributed to not only informing the grassroots populace on
the programs, activities and projects of the local government but to educating them on their active participation in protection presentation of peace and order implementation of technology and livelihood programs among others.”
He said the information networks have been the key to pro-active information programs that help brought a closer relations of the government with the people, Escobillo added.
The mayor cited, the pro-active information that the municipal government has adopted in the Mines and Geosciences Bureau’s geohazard assessed baranagays of Tampakan especially Brangay Pula Bato, a landslide prone area because of loosening water-saturated soil which could result in 66,000 cubic meters of soil landslide.
“We are identifying
temporary evacuation sites and devising a warn-ing system with the ba-rangay officials and com-munity leaders as well as ensuring a 24-commu-nication system through the town’s emergency hotline 911,” the mayor disclosed.
The Saggitarius Mining, Inc, he added, has installed a rain gauge to help us monitor the volume of rainfall.

Based on the crime statistics released on Monday by the City Police station headed by P/Supt. Joven Parcon, the crime volume in the city for 2011 went up by 11 percent from that of 2010. Actual figures showed that in 2010, the city had a crime volume of 242 and this had increased to 268 in 2011 involving crimes
against persons and properties as well as violations of special laws. Of the 268 crimes recorded in the police ledger last year, 253 were reported solved, registering a crime solution efficiency of 94.4 percent. Violations of special laws or non-index crimes like illegal drugs, illegal gambling, illegal logging and others accounted for 128. However, police records showed that majority of these were related to prohibited drugs. It could be recalled that the city government here headed by Mayor Evelyn T. Uy initiated an all-out war on illegal drugs resulting in the arrest of a number of drug pushers including some members of the local press. Presently, the Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA) and the city government of Dipolog
have forged a strong alliance in fighting drug abuse. In a related development, the “Barkada Kontra Droga” (BKD), a flagship program of the Dangerous Drugs Board (DDB) has gone down to the barangay level with the PNP and the city government taking the lead. It aims to educate both the young and the adults on the ill-effects of drug abuse. BKD has already conducted an-ti-drug abuse fora and seminars in the different barangays of the city, which were attended by students, out-of-school youth, parents, teach-ers, barangay officials and Sangguni-ang Kabataan (SK) leaders. Zamboanga del Sur Electric Cooperative I (ZAMSURECO-I) Information Officer Liberal Cabatcha said that out of 100 percent potential consumers supposedly who can avail of the electrification program through the electric cooperatives, only 61 percent are with electricity, meaning 39 percent of the member consumers are without electricity. Cabatcha said, a funding allocation and initiatives was made during the previous administration allocating P2.5 billion per year for the electrification program, but under the Aquino administration the amount was raised to P3 billion per year for a total of P5.5-B for the years 2012 to

Those barangays energized with so-lar will be replaced using the lines of electric cooperatives so that they can avail the services of the main grid based in their respective areas. Solar electrification system is not as much reliable and can’t be used to energized appliances at home, Cabat-cha explained. He said by 2015 it is expected that 2,341 barangays will be able to benefit from this program. President Aquino has instructed the electric coops to energized 1,479 additional sitios and barangays which is equivalent to 30,014 households connections by the end of December
2011. Of the target 1,479 sitios and barangays, 1,525 or the equivalent of 103 percent were energized, Cabat-cha said. Meanwhile, in support to the energization program of President Aquino ZAMSURECO-I has committed to energized 26 more sitios and puroks, in its area of concern, but 31 sitios and puroks were provided with electricity. As of January 13, 2012 154 household connections were completed. ZAMBOANGA CITY – Once the Memorandum of Agreement (MOA)between the Department of Environment and Natural Resources (DENR) and Zamboanga City Water District (ZCWD) is signed, Zamboanga City’s watershed area will increase to a massive 17,000 hectares, ZCWD General Manager Leonardo Vasquez said. “Once the MOA is adopted, Zamboanga City’s watershed will be expanded to over 17,000 hectares from 10 hectares as of the present”, Vasquez said. ZCWD is now in charge of the city’s watershed according to an earlier agreement as it protects the surface water source of the office, which is critical to the city’s water supply. The added watershed area is still under DENR as they are still completing their reforestation program in partnership with foreign funding agencies. Vasquez said this agreement will help in the efforts to protect and preserve the city’s watershed, one of the only three remaining intact
watershed reserves in the entire country. Vasquez also pointed that the move will also boost Zamboanga City 2nd District Congressman Erico Basilio Fabian’s bill which seeks to turn the Pasonanca Watershed area into a watershed forest reserve as a protected natural park. If the MOA is signed, this would mean a stable and continuous supply of water in the city. ZCWD is presently serving over 65,000 consumers in the city, including island barangays and neighboring provinces. And with the bill of Cong.
