Cinemagis Filming the Frontiers

Late last year I was appointed as co-curator for Mindanao Film Program along with Lou

Raphael Canedo.

Our task was to curate various films from Mindanao and program them for Cinemarehiyon 6, which would be held in February 18-22 in Cagayan de Oro City. We programmed 36 short and full-length films gathered from Western,Northern, Southern, Southeastern and Central Mindanao.

Cinemarehiyon is an annual film festival, a flagship project of the National Committee for Cinema under the National Commission for the Culture and the Arts (NCCA). It is part of the Philippine Arts Festival usually

held during February. The festival is a showcase of films made in the different regions in the country or those made by filmmakers from these regions. “it is a detour from the Manila-centric movies one of the few festivals in the country seeking to educate and empower the Filipino audience with regional

stories, pride for local culture and artistic works that exist outside the realm of the capitalistic mainstream cinema.” Says Hobart Savior, festival director of Cinemarehiyon 6. The film festival in Cagayan de Oro had three screening venues. We had Cinema 3 and 4 in SM Cagayan de Oro and the Xavier University’s Little Theater. About 98 films were featured in the festival. This year’s Cinemarehiyon also featured films, documentaries about climate change and environmental degradation. In part because Cagayan de Oro was struck by Typhoon Sendong in 2011 which claimed more than a thousand

lives. We exhibited “Backwash” a documentary about the deadly Sendong floods, “Rising Up After Pablo” an audio-visual presentation which presents the local government of Compostela Valley’s reconstruction efforts after Typhoon Pablo which hit the region in 2012 and “Siete Pesos” a documentary about a group of Cagayan de Oro artists pitching in to bring hope after Sendong. Aside from cinema screenings, which ran for four days. Cinemarehiyon 6 had a cinetalakayan (forum); the topics included cinema’s role in disaster risk-reduction management,

film marketing and the role of the regional filmmaker.Acting for film workshop was held in Xavier’s Little Theater with actors Leo Martinez and Rez Cortex conducting the workshop. The opening and closing film of the festival were films made by National Artists for Cinema Gerry

de Leon and Eddie Romero. The opening film was the Nora Aunor starrer “Banaue” this was the last film of Gerry de Leon and the closing film was “Ganito Kami Noon, Paano Kayo Ngayon?” made by Eddie Romero. We enjoyed the parties, motorcades and heritage tours, which added flair to the activity, it was also a chance to hobnob with fellow filmmakers coming all the way from Luzon and Visayas. During the closing of the festival, it was decided and accepted that the next cinemarehiyon will be held in Cebu City. In its first two years of the festival, the cinemarehiyon was held in Cultural Center of the Philippines.

Davao hosted the event in 2011 and since then it started the tradition of rotating the festival in Luzon, Visayas and Mindanao. After Davao it was Bacolod, then in 2013 it was hosted by Los Banos. This year’s theme is Filming the Frontiers which recognizes the filmmaking harvest in the regions that forwards stories, aspirations, voices and experiences richly layerd with cultural identity, local lore, local color, truths, struggles and marginalization. These are captured by the lens of regional filmmakers whose works are worthy of audience’s attention for awareness, solidarity and peace.

President Aquino says basis of People Power spirit is finding strength in meeting challenges with ‘Bayanihan’

President Benigno S. Aquino III said that the residents of Bohol showed that the spirit of EDSA People Power is

still alive after they demonstrated strength and resilience in the aftermath of the 7.2 magnitude earthquake in October last year.

President Aquino visited Loon town in Bohol on Monday to inspect the rehabilitation projects here. He also attended a town hall meeting with survivors and volunteers of the recent calamities.

The President is also scheduled to visit Cebu, Leyte and Samar, areas hit by super Typhoon “Yolanda” last year.

“Ngayon... pinipili nating kilalanin ang mas malawak pang diwa ng People Power: Bawat Pilipino, saan mang panig ng bansa, lalo na ang mga humaharap sa hamon at nagsisikap na iahon ang sarili at komunidad, ay tunay nga pong nagbibitbit ng pamana ng EDSA sa kanilang mga puso. Matingkad pong halimbawa ang inyong lalawigan ng kaisipang ito,” he said.

A powerful 7.2 magnitude earthquake rocked Bohol and Cebu provinces in October last year, killing and injuring many, even destroyIng structures like centuries-old churches.

“Ngunit sa kabila nito, ipinakita ninyo ang kakayahan ng Boholanong isabuhay muli ang People Power. Kaakibat ang de-kalidad at epektibong pagkilos ng inyong gobernador, kitang-kita po natin ang tinatamasang pagbangon ng Bohol,” the President said.

President Aquino said because of bayanihan, 88,600 families affected in Bohol received food packs and 8,560 families in Loon town alone. He said around 1,800 residents of Bohol were also given emergency employment through cash for work and cash for training programs.

The President also said that the

government has allotted 162 million pesos for the reconstruction of the 25 critical infrastructures in Bohol, including the bridges in Alburquerque, Maribojoc, Calape, and Loon.

President Aquino said the government also focused on the immediate repair of Tagbilaran airport. Apart from that, the President said 38,801 families affected from Loon were assisted through the Housing Materials Assistance Program.

“Huli po akong nadalaw dito sa Loon isang linggo lamang matapos ang lindol. Ngayon po, kitang-kita na natin ang pagbabalik sa normal ng inyong pamumuhay. Kaya nga po, lalo tayong ginaganahang tumbasan ang ipinamalas ninyong pagsisikap, pagdadamayan, at pagbabayanihan, upang sa lalong madaling panahon ay masabi na ng mga Boholano: Heto ang resulta ng pag-aambagan, ang tuluyan at mabilis na pagbangon ng aming lalawigan,” he said.

“Malinaw nga po ang ating batayang prinsipyo sa lahat ng inisyatibang isinagawa natin at patuloy na isinasagawa hindi lang para sa Bohol, kundi para rin sa mga kababayan nating tinamaan ng sakuna nitong nagdaang taon: Kung pagbabayanihan ang naging susi sa pagbuwag ng diktadurya, pagbabayanihan din ang magsisilbing sandigan ng pag-ahon sa trahedya,” he added.

The President also thanked the groups, individuals and volunteers who extended their hand to help the survivors of the earthquake recover from the calamity.

Overwhelmed by the messages of thanks coming from the people of this province, President Benigno S. Aquino III returned the compliments to

the members of his Cabinet who got the job done to help rebuild the lives of typhoon victims.

“‘Salamat Pangulo’ ‘yung narinig ko. Alam ho ninyo instrumento lang ninyo ako. Kayo ang nag-desisyon na mabigyan ako ng pagkakataong maglingkod sa inyo,” President Aquino said in a speech delivered Monday.

The President lauded in particular Public Works and Highways Secretary

Rogelio Singson and Agriculture Secretary Proceso Alcala who were able to deliver infrastructure and livelihood services that the people of Davao Oriental needed the most in the wake of super typhoon ‘Pablo’.

“Si Secretary Singson, hindi lang ho magaling magpatayo ng imprastruktura,

inyo: Gaano man kalakas ang lindol, walang kayang dumurog sa puso ng Pilipino. Ito ang tunay na diwa ng EDSA: Kung magbubuklod tayo, kung magsasakripisyo tayo, kung iaangat natin

ang isa’t isa, walang barikada, lindol o sakunang kayang humadlang sa ating pagtungo sa katuparan ng kolektibo nating mga hangarin,” he said. PND

may pusong tama pa; hindi ho dinadaan ng kung anu-anong pahirap para magkaroon ng pagkakataon na kumita nang hindi tama, ‘di ba? Ang habol niya, ibigay ang kailangan ng sambayanan kaagad, tulad ng iba pang miyembro ng ating Gabinete,” President Aquino said in a speech delivered Monday.

The Department of Public Works and Highways was commended by both the local and national governments for immediately restoring two of the important bridges in Caraga after they were destroyed by the storm.

Secretary Alcala, meanwhile, was praised by the Chief Executive for his initiative to immediately find alternative livelihood to coconut farmers who have lost their primary source of revenue after it was flattened by ‘Pablo’ in December 2012.

President Aquino said it was the Department of Agriculture’s (DA) idea to come up with the ‘Hot “Pablo” project in cooperation with the Department of Trade and Industry (DTI), where coconut farmers were asked to shift to chili farming for the time being.

Compared to coconut trees which would take seven years to grow, the President said planting chili would be a great substitute because farmers only need to wait for three months before turning them into export-quality products.

Aquino said Davao Oriental has already exported its chili-based products to Brunei and Singapore, and would soon have its market in Guam as a private company manifested an interest to sell them abroad.

Intercropping was also being implemented to help farmers generate revenues that are five times more than their usual profits.

Apart from infrastructure and livelihood, the administration already delivered 508,234 food packs to affected families in Davao Oriental, and is in the process of relocating 17,480 families from the said province and Compostela Valley to permanent resettlement sites.

On top of these, the government had provided P573.56-million for its cash-for-work program in Davao Oriental and 57,890 have already benefited from it. A total of P10.5-billion has been earmarked by the administration for the rehabilitation of communities affected by ‘Pablo’.

“Malinaw po: maganda ang takbo ng ating mga inisyatiba dahil sa ating pag-aambagan. Ganitong pagdadamayan din ang kailangan natin upang tuluyan na nating matamasa ang tagumpay sa kabila ng mga trahedyang ating dinaanan. Sa harap ng pagsubok, hindi tayo nagmumukmok sa isang tabi at umasa sa milagro na bukas-makalawa, normal na ang lahat. Sa halip, kapit-bisig tayong kumilos,” the President said. PND

President Aquino starts five-province tour by visiting calamity victims in Davao Oriental

President Benigno S. Aquino III on Monday began his five-province tour of Mindanao and Visayas by visiting the victims of typhoon

“Pablo” in Cateel, Davao Oriental in 2012.In her speech before members of the

Foreign Correspondents Association of the Philippines, Secretary Deles noted that the Philippines is next door to countries with the largest Muslim constituencies in the world.

“The Bangsamoro will form part of our

front door to regional trade,” Deles said.She also shared five scenarios to

highlight the strategic importance of the government’s peace agreement with the Moro Islamic Liberation Front in relation to national economic

growth and regional security:1. President Aquino, with his “tuwid

na daan” policy, has strengthened the ramparts of constitutional democracy through the restoration of the institutional checks and balances in the Republican system, a relentless fight against corruption and a strong push for inclusive growth and social justice. The Bangsamoro falls squarely within the ambit of these ideals.

2. The Philippines is preparing to join the ASEAN community coming up next year. Hopefully, the Bangsamoro, with its strategic location in southern Philippines, will be an integral part of that community.

3. Mindanao is the locus of severe climate change events. The peace agreement dovetails with the needed impetus for political stability, consolidation and cooperation among all communities – Christian, Muslim and Lumad – in meeting the challenge of climate change.

4. The Philippines is on a continuous trend of steady GDP growth. The inception of the Bangsamoro comes at a most auspicious time as an added booster to the national economy.

5. Successive reversals have now tightly constricted the global threat of Islamic extremism, transforming the threat to isolated, localized and homegrown terrorist cells. The same is true for some parts of Muslim Mindanao, which the Bangsamoro will eventually clear of extremism and terror. This will be the core contribution of the Bangsamoro to national security and the security of the entire region.

In reference to climate change, the presidential peace adviser stressed that the Philippines would be hard put

in dealing with climate change and conflict in Mindanao at the same time.

“National peace of mind is a precious treasure,” Deles said. “We must listen to those who have spent whole lives in the arena of conflict – waking to the sound of cannons at dawn, cobbling their loved ones in evacuation tents at day, and being pounded by nightmares of death in the night – to appreciate the value of what we have achieved,” she added.

The Secretary pointed out that while gains have been achieved in the Mindanao peace process, there are still enormous difficulties that lay ahead.

“Spoilers still abound. There are those who will persist in their own agenda for self-serving or ideological reasons. They shall be dealt with through means of political consolidation or limited security operations,” Deles said.

President Aquino’s chief peace adviser also confirmed that the administration expects a rigid scrutiny of the prospective Bangsamoro Basic Law in Congress.

“We shall fight for the bill with utmost transparency and professionalism, and with only the national interest in mind. In this, we have the full support of the national leadership,” she said.

The presidential peace adviser closed her speech with an appeal to the media:

“We ask for the principled support of the media in our quest of a just and lasting peace. We cannot cover all the imaginable bases to a home run, we will never be able to anticipate all the pitfalls in this hard journey. Please help us with your wise counsel and fair reporting.” (PNA)

CATEEL, DAVAO ORIENTAL -- Pres-ident Benigno S. Aquino III visited the town of Cateel in Davao Ori-ental yesterday (Feb. 24) the site visit to calamity-stricken areas scheduled for the week. It was his way of personally paying tribute to the resiliency displayed by the victims of

super typhoon ‘Pablo’ During the visit the President conducted an aerial tour of the town particularly of the chili farms, rice plantations and the Presidential bridge program in Lumao, Barangay Alegria.The Chili farms

part of the rehabilitation efforts are source of Hot Pablo Chili sauce. A short program was held at the Municipal Plaza of Cateel. The town was one of the hardest hit municipalities in Davao Oriental when Typhoon

Pablo struck the province in December 4, 2012. President Aquino said he was amazed at seeing how much Cateel has changed since the last time he visited the area in the wake of super typhoon ‘Pablo’. During the President’s program, three beneficiaries of various rehabilitation and recovery projects being implemented by both the national and local governments here stood before the President to share their stories and thank him for the assistance his

administration has extended. DIGOS CITY – A more united and stronger force of women in Davao del Sur and Davao Occidental will shine again and make a big leap towards empowerment in the fam-ily and society as well. This after women leaders from the fourteen municipalities and Digos City in the two provinces have converged in the Women’s Convergence Forum on Monday (Feb. 24, 2014) at Fabian’s, this city. The whole day activity brought the women together for a holistic program that may strengthen the community as they continue to embrace the advocacy of women empowerment. This initiative of the Davao del Sur provincial government being handled by the Office of the Provincial Agriculturist tackled different issues and concerns of women such as Rapid Assessment of the existing women’s organization in the province as

defined in the programs and projects and their impact. Another topic discussed was designing women’s convergence structure at the provincial and municipal level, and description of roles and definition of relationships. Also included was the preparation for the celebration of the International Women’s Day on March 8, 2014. Series of workshops were also conducted, followed by an open forum. Every women’s organization was presented so that their performance and contributions be properly assessed. TACURONG CITY, Sultan Kudarat -- Tacurong City’s local government unit has generated P9,517,449.26 from holding the business one-stop shop from January 3 to 20, according to a report released by the City Treasury Office.

The same report showed that the revenues from this year’s Business One-Stop Shop (BOSS) was 32.11 percent higher compared to the P7,096,662.48 that the city government earned in 2012 and 18.5 percent higher than the P8,031,596.47 collection in 2013.

It also reported a steadily increasing number of business establishments renewing or applying for new business permits, from only 886 in 2012 to 1,093 in 2013, and 1,225 in 2014.

In accordance with the efforts to foster a business-friendly environment, BOSS is a system whereby the LGU gathers all city government departments as well as national government agencies involved in the processing of business permits are gathered in one place for easy and less costly access by the business owners and operators in the area.

BOSS in Tacurong City begins on the first working day of January and lasts until the third Friday of the month.

LGU Tacurong boasts that under the BOSS, the fastest a client could complete the processing of business permit in less than 30 minutes provided all the needed requirements are presented.

For renewal of business permit, a business owner and operator only needs to go through three easy steps: 1) filing out of the Business Permit Unified Form for computation of business tax and regulatory fees; 2) payment and issuance of business permit along with the signature of the City Treasurer; and 3) approval of the business permit by the City Mayor or the City Administrator.

New business applications need to proceed to the fourth step, registration of the business with the Bureau of Internal Revenue (BIR).

Tacurong City ranks 8th among LGUs with the least number of steps required for processing business renewals.

TULUNAN, North Cotabato --- The village of Damawato in Tulunan, North Co-tabaro was recently adjudged as the winner of the Department of Health - National Search for Barangay with Best Sanitation Practices (DOH-NSBBSP).

Mayor Lani Candolada said that Barangay Damawato bested 31 other barangays from all over the country competing for the award.

“The village of Damawato excelled because of its best practices such as maintaining sanitation, cleanliness and hygiene equipped with cooperation among the residents,” Candolada noted.

The mayor, along with Dr. Mylene Perez, rural health officer of Tulunan and village officials of Damawato led by Chairman Rudy Pagdato received the award from DOH officials during the awarding ceremony in Traders Hotel in Pasay City last week.

Aside from Damawato village, other winners were Barangay Mabini in Compostela Valley province as 2nd placer and Barangay Poblacion B in Janiuay, Iloilo as 3rd placer.

In this regard, Mayor Candolada accentuated that there is obviously a big difference when local officials

themselves act together with constituents in achieving a common goal.

She then put emphasis on the importance of local government units to be engaged in all the programs of the provincial as well as the national government.

“We must realize the need to connect with the endeavors of both the provincial and national government,” the mayor stated referring to the DOH’s search for villages with best sanitation practices and the North Cotabato provincial government’s support to LGU Tulunan.

She also said that the determination of both the village officials and health workers of Barangay Damawato and their constituents to make it to the top is also a big factor in winning the award.

LGU Tacurong’s Operation Tuli resumes in summerBy: Dnilo E. Doguiles TACURONG CITY, Sultan Kudarat -- The local government unit of Tacurong City is rolling out again its mobile team to offer free circumci-sion to interested young boys this summer vacation.

Vice Mayor Joseph George Lechonsito said the mobile Operation Tuli will again visit barangays to educate parents and children about safe and sanitary method of circumcision and conduct free surgical circumcisions in these areas.

Lechonsito, who is also a doctor, began the project in 2009 when he was still a city councilor and chairperson of the Committee on Health of the Sangguniang Panglungsod.

Since then thousands of young children have availed of the operation tuli, usually done when the pupils are out of school for vacation.

He explained the traditional

method circumcision, locally referred to in Hiligaynon term “paltak,” is risky because it could lead to infection.

In 2012, Operation Tuli reached some 659 boys.

Lechonsito said, this year’s activities could begin around mid-March and continue before the Holy Week.

The team will include doctors and nurses of the Office of the City Health Officers, as well as the vice mayor.

Ruiz further expressed his

congratulations to all the athletes who joined this year’s competition, as well as their coaches.

“I believe the athletes are not giving up but always rising every time they fall,” he remarked.

As this year’s Athletic Meet is anchored on the theme “Sports: The Road to Peace and Progress, Ruiz encouraged the youths to express their talents in the different sports, excel and be competitive.

This was contained in a resolution addressed to the Zamboanga Sibugay Rubber Industry Development Council (ZSRIDC) by the rubber farmers and growers attending the first rubber summit last Feb. 21-22 at the Provincial Capitol this municipality. The said resolution is also requesting the provincial legislators to pass an ordinance that will prohibit buyers of rubber products from buying dirty rubber lumps. Rubber lumps are often stuffed with materials inside or drenched in mud or used with battery solution to make it heavier, thus making it poor in quality and reduces its price value. The rubber farmers and growers also requested the assignation of a rubber specialist, creation of price management committee, bagsakan with fair weighing scale and the availability and sustainability of formic acid in the market to prevent the use of battery solution.

Government officials attending the said summit were Undersecretary Jerry Pacturan of the Department of Agrarian Reform (DAR), Regional Director Lorenzo G. Macapili of TESDA-9, Regional Director Sisinio B. Cano of DOLE-9, Regional Director Constancio G. Alama of DA-9, Regional Director Sitti Amina Jain of DTI-9, Ms. Andrea Inocencio of DA-Bureau of Plant Industry as well as provincial directors and heads of offices. The rubber summit was a collaborative effort of national government agencies (NGAs) like the Department of Trade and Industry (DTI), Technical Education Skills and Development Authority (TESDA), Department of Agriculture – Zamboanga Peninsula Integrated Agricultural Research Center (DA-ZAMPIARC), Department of Labor and Employment (DOLE), Department of Environment and Natural Resources (DENR), Office of the Provincial Agriculturist and others.

Points of collaboration between and among stakeholders in promoting IP education were identified in a series of workshops during the two-day IPEd forum held on Feb. 20-21 at the Bay Plaza Hotel here. Dr. Eugene Penales, elementary education chief of the Department of Education (DepED)-9, emphasized that IPEd subscribes to the rights-based approach which is anchored on these three principles: participation, inclusion and empowerment. Doctor Penales also urged the different NGAs to always include the indigenous cultural communities (ICCs) in the implementation of their respective programs and projects. Representatives from the Department of Agrarian Reform (DAR) and Technical Education and Skills Development Authority (TESDA) have presented that their offices have projects and services that cater to IPs. Dr. Reynaldo Ortiz of the Rotary Club of Pagadian also assured the DepED of the club’s commitment

to IPEd saying that supporting education is one of the major programs pursued by the group. The other five programs of the Rotary Club are promoting peace, fighting diseases, providing clean water, saving mother and child and improving local economy. It can be recalled that the DepED had issued Department Order No. 62 s. 2011 aimed at recognizing, protecting and promoting the rights and welfare of ICCs and IPs.

Based on DILG’s comprehensive program on Enhancing local government unit (LGU) Capacity on Climate Change Adaptation and Disaster Risk Reduction (DRR-CCA),” Anayron said among those conducted starting last year were technical assistance on understanding hazard maps to selected punong barangays from 20 towns and two cities of Bukidnon, five towns in Misamis Oriental and five municipalities of Lanao del Norte. These areas are all within major river basins (MRBs) in the region. Seven component municipalities of Bukidnon, two municipalities in Misamis Oriental, two highly urbanized cities (HUCs) were provided with technical assistance on preparation of hazard map using Quantum

geographic information system (GIS)—a free software. Likewise, hazard mapping using GIS were provided to Bukidnon—Malaybalay City, Valencia City, Quezon, San Fernando, Talakag, Baungon, and Libona; Misamis Oriental—Claveria and Tagoloan; and HUCs—Cagayan de Oro and Iligan.

For local CCA action plan formulation – Phase 1 Vulnerability and Adaptation Assessment (V&AA), two cities and seven municipalities of Bukidnon and two municipalities in Misamis Oriental (all within MRBs) were provide with technical assistance on participatory climate change V&AA. Further, technical assistance were provided to Bukidnon—Malaybaly City, Valencia City, Quezon, San Fernando, Talakag, Baungon, Libona, Impasugong and Manolo Fortich; and Misamis Oriental—Claveria and Tagoloan. Under the Regional Disaster Risk Reduction and Management Council, pursuant to Republic Act No. 10121, DILG, as chair agency of the Disaster Preparedness Committee, is tasked in the organizing and training of Local Disaster Risk Reduction Management Council of provinces, cities and municipalities and barangays all over the region.

High school graduates in Clarin, Misamis Occidental to get cash rewards by Rutchie Cabahug-Aguhob

CLARIN, Misamis Occidental - The second congressional district of Misamis Occidental will be giving out cash rewards to all graduating high school students in this municipality, this School Year 2013-2014.

C o n g r e s s m a n Henry S. Oaminal made the announcement during the 93rd Araw ng Clarin, last Feb. 21, that would benefit all the high school graduates of Clarin National High School, and the Holy Child High School, a public and private school in Clarin, respectively. He said first honor graduates will receive P3,000, each, 2nd Honor to 5th Honor graduates, P2,000, each, the rest of the top 20 graduating students, P1,000, each, and all the rest, despite their low marks in school, as long as they are able to graduate, P500, each. He also encouraged those who would like to enter college to avail of the Educational Assistance Program sponsored by the district to all interested high school graduates, with no discrimination, “as long as they have no failing grades.” About 100 of these scholars will be receiving P4,000 per semester as financial assistance but those who

are poor but deserving students will get full scholarship following some guidelines, he said. Meanwhile, he said those who would like to avail of vocational training can avail of scholarship grants to be funded by the P3.5 million that the District has deposited with the Technical Education and Skills Development Authority (TESDA) in the province. On the other hand, Oaminal has encouraged the teachers of both schools to avail of the Masteral Degree Programs to be funded by the District, Congressman Oaminal added.
