Revisiting Little Boracay

It was around 13 years ago then fresh

out from college when my I tagged along with my parents and my father’s high school barkada for a trip to Little Boracay.

Little Boracay is a strip of a remote beach located in Barangay Sto. Nino in the Municipality of Santa Maria in Davao del Sur Province. It was named as little Boracay since it resembled the topographical features of the famed island in Visayas particularly it resembled Boracay’s famed white beach in terrain. The only difference is that it was less crowded, unspoilt, there was white sand but not as fine as Bora’s white sandy beach. Still the beach did cast some magical spell for a beachlover in me. It was originally named as Puting Balas or White Sand by the locals, the white sand shoreline which is tucked between two imposing coves is about 2 kilometers long. It is owned by the Mariscals, a political clan in the town. Some of the Mariscal scions were my

friends and had been constantly inviting me to Little Boracay, Chona Cabanero the former municipal administrator and daughter of the current Mayor Mila Cabanero was a high school and college classmate, her cousin Joyce who oversees the beach is co-hobbyist in photography. Since Little Boracay is a 2-hour drive away from Davao City (about 100 kilometers from Davao City) and the then bad roads going to Santa Maria and Malita hindered me from going back to the place but recent infrastructure developments put in place like the 52- kilometre Malalag-Malita Road which was developed in 2006 has made traveling at ease. I and some friends from my photography group decided to bite the invitation of Joyce to Little Boracay, one

Saturday morning we found ourselves taking the trip to the fabled beach in Santa Maria.Alas by the time we reached Santa Maria the once fine weather turned sour and rain poured mightily when we got into the resort. (Heavy rains also poured into Davao City that Saturday, by the evening residents were greeted by a swollen Davao River which necessitated the evacuation of about 42,000 residents in Davao City). Minus the rains I noticed certain changes since I went there last 2000. There were visible developments like added amenities for visitors. There were cottages some with aircon units, good for those who would want to spend their overnight at the beach. There was a function hall good for seminars and workshops. Unfortunately the beach was affected by the weather, Malalag Bay was a little bit fiercer in this time of the year, its waves bought driftwood and other flotsam to the beach as maintenance crew tried their best to clean-up the shoreline. During good weather, when the beach was calm, the water is pristine enough to allow you to see coral formations just meters away from the beachline.Still the place is a favoured destination among locals, according to the store-keeper, during weekends several truckloads of visitors coming from Santa Maria, Malita, Malalag, Digos City and even in far-away Davao City would converge in the resort. There people could either

enjoy the beach, drink rhum along its shores or croon away Top 40 hits at the videoke machine located in one of the cabanas in the beach. As for our group we bought some pork and fish meat at the market in Santa Maria and prepared a feast of grilled specialties a good way to enjoy the beach amidst the sulking weather.How to Reach Sta Maria From Davao City, take the bus going to Malita (P80-150) the bus takes an obligatory stop at Santa Maria town from the poblacion take a tricycle to (P20 per head) to Little Boracay. For those with private cars you can ask for directions from friendly locals there are also signs to guide your way to the resort. Santa Maria is a third-class municipality located in Davao del Sur’s Second District however just last January 21, a day after our trip to Little Boracay, President Benigno Aquino III signed the law RA 10360 creating the province of Davao Occidental. The new province will cover Davao del Sur’s second district which would include the towns of Malita, Santa Maria, Don Marcelino, Jose Abad Santos and Saranggani.

ACROSS THE NATIONMalacañang says land distribution program remains on track

The government program for land distribution to farmer beneficiaries under the Comprehensive Agrarian Reform Program Extension with Reforms (CARPER) remains on track with the Department of Agrarian Reform

now shifting its efforts at “acquiring and distributing privately-owned land,” a Malacanang official said on Sunday.

In a press briefing aired over state-owned radio station dzRB Radyo ng Bayan, Deputy Presidential Spokesperson Abigail Valte said there was a process involved in properly determining what privately-owned lands fall under CARPER and that

this process was being spearheaded by the Department of Agrarian Reform.

“Admittedly, there are more challenges in the process of acquiring and distributing private lands kasi bago po nito, what government was distributing

were government-owned land. Now, we are in the process of acquiring and distributing privately owned lands,” Valte said.

“As everybody knows, yung acquisition po niyan (privately-owned land) has a process and as Secretary Delos Reyes has said, 2014 need not be the end of the

world, as long as the notice of coverage has been issued before June 2014, then the distribution will still be entertained,” she added.

According to Valte, the “government has already distributed 300,000 hectares of agricultural land to 169,000 agrarian reform beneficiaries.” PND (rck)

“Ang Paghahanda sa Hatol ng Bayan,” hosted by Mr. Alex Colet and Ms. Pinky Aseron, will have its maiden telecast Monday (Feb. 04) at 3:00 p.m. with Ms. Aida Santos-Maranan of WeDPro—a women’s organization— as guest.

Hatol ng Bayan is a one-and-a half hour talk show that will feature guests from non-government organizations and government officials who will discuss their insights on the latest election issues, ranging from the Philippine political system, election process and voters’ education.

The show aims to inform, educate and empower the voting public on the electoral process and encourage them to vote wisely.

Hatol ng Bayan will air from Monday to Friday at 3:00 p.m. to 4:30 p.m.

Also teaming up with Hatol ng Bayan are Manila Bulletin, Air21, and Informatics-Diliman campus.

The Budget chief made this statement ahead of the 2013 Philippine Development Forum (PDF) in Davao City, where the country’s global development partners will join government leaders, civil society groups, and other stakeholders in discussing urgent development goals and issues unique to the Philippines.

“This year’s Philippine Development Forum will be crucial in bridging the Aquino administration’s socio-economic agenda with the objectives of our development partners. We’re looking forward to nurturing a more focused and coordinated relationship with them, so we can seamlessly confront our most pressing development challenges

in the country while facilitating growth and reform,” Abad said.

Through the 2013 PDF, the Administration and its development partners are expected to fine-tune the development agenda for the country and strategize the allocation of resources and knowledge, with the goal of streamlining programs and projects that will be conducive to growth in the Philippines.

“It’s no coincidence that the 2013 PDF is being held in Davao, considering the Administration’s aim of enhancing Mindanao’s growth capacity and invigorating the region’s agri-fishery and tourism industries, as well as other fast-growing sectors,” Abad said.

“With the Philippine economy performing very well, we need to ensure that the gains we’ve made will actually be felt by all Filipinos. Together with our development partners, we can work toward creating more growth dividends for Mindanao, thus empowering the region and giving it ample room for socio-economic progress,” he added.

DAVAO CITY -All 27 units under the core shelter program of the Department of Social Welfare and Development (DSWD) which were constructed in Barangay Carmen, Boston town, Davao Oriental re-mained standing following the onslaught of Typhoon Pablo last December 4. “Our core shelters are structurally-strong and environment-friendly shelter units which can withstand wind velocities up to 180 kph, intensity four

(4) earthquakes, flooding and other similar hazards.” Raquel E. Nunez stressed in her speech during the inauguration and blessing of the core shelter units last October. Costing P70,000.00 each, the DSWD core shelter units were built in the town’s one-hectare relocation site, a mere 10-minute ride from the poblacion. The 27 family-beneficiaries are flash flood victims whose houses were situated near the riverbank. The occurrence of

‘Pablo’ just confirmed the toughness of the structures.Municipal Information Officer of Boston Judith Castres shared of his inconceivable ordeal. He likened ‘Pablo’ as the savage devil himself, viciously extinguishing anything, anyone that crossed its path. If anything or anyone is left unscathed by its wreckage, it returns with intensified fury, overpowering, smashing, twisting and maiming all that remained standing. But the DSWD

shelters defied its mercilessly wrath. “In the aftermath of the typhoon, we noted that the surrounding structures and coconut trees were practically smashed to the grounds yet the core shelters in Brgy. Carmen remained whole except for about 10 units whose roofing materials were seized by the fury of ‘Pablo’. In fact we were amazed with the sturdiness of the DSWD housing. Wala dyud natandog ang mga balay. Natanggal lang ang mga atop sa uban pero ang tanan balay nagpabilin nga mibarog luyo sa pagkuso-kuso ni Pablo, (The houses remained intact. The CGI sheets of some were ripped up but all houses stood solid despite the ferocity of Pablo). The DSWD-CSAP (Core Shelter Assistance Program) is extended to individuals or families left homeless by disasters. The project is a community development initiative utilizing the principles of community organizing, convergence of services and capability building. DSWD in coordination with local government units and some congresspersons also built core shelters in Banaybanay, San Isidro, Gov. Generoso, Mati City, Lupon and Tarragona in Davao Oriental; Malita, Hagonoy and Bansalan in Davao Del Sur; Maco in Compostela Valley; and Talaingod in Davao Del Norte.Core shelter beneficiaries are organized into Neighborhood Association for Shelter Assistance (NASA) and undergo Values Formation Orientation. Through this, they learn to understand their

situation and their problems at hand and intently work to arrive at solutions. The bayanihan spirit has unified the community in Boston. Each family settler has become responsive, mindful and caring towards his/her neighbor. When they have problems in the family and community, they talk it out and consult the officers to help settle issues. At its ground breaking rites in 2011, former Mayor Ramie B. Rosit of Boston expressed his gratitude to the department. He also reminded the recipients to maintain their homes, get involve and work hard to make the project successful. “If we do well with this one, we may be able to get additional units from DSWD for the other disaster victims in our town,” he challenged in their local Dabawenyo. Even in her message, former DSWD Director Ester A. Versoza urged beneficiaries in Cebuano: “Love your home because is it life itself. It gives you happiness, shelter and privacy. Make sure that you actively participate in community affairs and nurture a harmonious relationship among your neighbors. Sustain the project and let’s work hard to make this site become a model community for CSAP in Davao Oriental.” In the same event, Brgy. Captain Rosalinda A. Adalim warmly conveyed in Dabawenyo, “We have longed for this dream to come true and now it has been fulfilled finally. Let us treasure this.” (DSWD/Carmela Cadigal-Duron)

COMPOSTELA VALLEY PROVINCE---–As part of the psychosocial support to the typhoon victims particularly the youth, the Provincial Sports Development Council is going to conduct sports activities at the typhoon hardly hit municipalities in the month of February 2013. Tyron Uy, Sports Consultant and Francis Secuya, the Provincial Sports Development Coordinator gathered the Sports and Event Coordinators on January 25 at the SP Session Hall, Capitol for such

purpose. The events shall include Basketball, Football, Volley Ball, and the Laro ng Lahi. There will be 2 categories for the players: the 12 years old and under category and the 15 years old and under category. The sports activities shall be conducted first in New Bataan this coming February 9 to be followed with schedules in Compostela, February 16 and in Monkayo on February 23. Butuan LGU to sign MOA for the protection of watershed

BUTUAN CITY -- To implement the Butuan City Watershed Code, the Sangguniang Panlungsod has approved a resolution authorizing the Butuan City Watershed Management Council to enter into a memorandum of agreement with the EnterpriseWorks Worldwide/Philippines Inc. (EWW/P) to prepare the operational framework for the Code. The agreement will put emphasis on biodiversity conservation and enterprise development activities of local communities within the watershed areas.

EnterpriseWorks Worldwide/Philippines Inc. (EWW/P) is a registered Non-Government Organization that implements the project “Biodiversity Conservation through Management of Natural Resources (BCMNR)” whose overall goal is to develop natural resource-based enterprises in order to combat poverty and at the same time conserve and protect natural resources and biodiversity. As stated in the MOA, it will harmonize the biodiversity conservation and natural resource management approaches thereby avoiding redundancy in project implementation and increases beneficial impacts to the environment and the communities.

In this agreement, the Government, for their part, undertakes to allocate funds for the implementation of activities such as activities on the preparation of the Integrated Watershed Ecosystem Management Plan, skills training, enterprise development and other watershed rehabilitation and development activities.

The government shall also provide assistance in obtaining information necessary for the effective implementation of the Code and will provide assistance in the formulation of rules and regulations and applicable natural resources and environmental

management laws. And lastly, it shall ensure the engagement and effective participation of the local stakeholders.

On the other hand, the EnterpriseWorks Worldwide/Philippines Inc., will develop training design, instructional manual appropriate for LGU, the people’s organization, identified by the City Government, and shall conduct training needs assessment for those who will be involved in the accomplishment of this agreement as well as hands-on training, workshops, seminars and consultative meetings for the improved management of the watershed areas.

The EEW/P shall also provide technical assistance will extend reasonable financial support for the said activities.

According to Vice Mayor Law Fortun with the upcoming signing of the MOA it will be a positive move to jumpstart the implementation of the Watershed code which was recently launched. “With the technical expertise and assistance of the private sector stakeholders in protecting our Watershed, this will definitely hasten the crafting of the Comprehensive Framework Plan for the management, conservation, protection and rehabilitation of our environment particularly our sub-watersheds,” Fortun said.

In an interview with Judith Alvizo-Calo, city civil registrar, the wedding will be free for the participating couple. They will be exempted from any charge including the issuance of the Affidavit of Cohabitation Fee.

Calo added that this year’s Mass Civil Wedding is extra special because Pag-IBIG Fund Caraga Region, aside from providing the free wedding rings, will also raffle a brand new house for a lucky couple.

The City Civil Registrar said the program will just cater to a hundred couples. Thus, she is urging interested

couples who would want to avail of the free wedding to visit their office for the necessary requirements.

The mass civil wedding has been a yearly event for the local government of Butuan City which aims to legally bind unwed couples, especially those who have already been living together, through these weddings.

The City Civil Registrar’s Office is located at the ground floor of the City Hall Building and opens from 8 a.m. to 5 p.m. Mondays through Fridays with landline numbers 342-5487.

DA-13 holds ‘Usapang Palay’ Forum for Surigao farmers, stakeholders

BUTUAN CITY --The Department of Agriculture–Regional Field Unit 13 (DA-13) in coordination with the Surigao del Norte Provincial Agriculture Office and partner agencies conducted a Forum dubbed “Usapang Palay” on January 31, 2013 at Mount Bagarabon Beach and Mountain Resort, Brgy. Mabua, this city.

The activity is line with the Proclamation No. 494 signed by President Benigno S. Aquino III declaring the year 2013 as the National Year of Rice, said Rebecca Atega, officer-in-charge of Regional Information and Agriculture Information Division.

She also said the activity aims to disseminate information on the rice program of the Department of Agriculture, including technology updates to farmers to keep them abreast of the government’s effort and to boost their enthusiasm to learn the best farming practices in order to achieve higher yield on rice production that would drive towards the attainment of goals and objectives under the department’s flagship

program- Food Staple Sufficiency Program.

Meanwhile, Asst. Provincial Agriculturist Ma. Rebecca Bagnol and Surigao City Agriculturist Isaias Elumba gave their welcome remarks, while Agricultural Training Institute (ATI) Training Specialist Samuel Calonzo discussed ATI updates and PHILRICE Science Research Specialist Dr. Gerardo Estoy discussed the overview of PHILRICE and its latest technology on rice production.

Among the issues raised by the farmers during the forum were the problem on land conversion, irrigation, rice seed subsidy/financial support, and post-harvest market.

Citing a report of National Conciliation and Mediation Board Executive Director Reynaldo Ubaldo, Baldoz said this is the first time for Coca-Cola Bottlers Philippines, Inc. to conclude a CBA after only six negotiation meetings.

“This is an indication that when workers and management work together in an atmosphere of trust and with the general welfare of workers and interest of company sustainability and competitiveness in mind, nothing is impossible,” Baldoz said.

The signing of the new CCBPI-GenSan’s CBA was held at the East Asia Royal Hotel, General Santos City, on 24 January, with the presence of Coca-Cola Plant Operations Manager Florencio “Boy” Caballero and Industrial Relations Manager Tony Apale.

Ronie Lalas, CCBPI’s regional director for Visayas and Mindanao was happy to ink a new CBA with the union,

saying the CBA was concluded within just two months of negotiation.

“This is a significant first for the Coke company, to finalize a negotiation within six meetings only,” he said.

“Indeed, a new day is dawning with the Coca-Cola family, because we will soon be known as Coca-Cola FEMSA Philippines, and this early agreement of our CBA showed the kind of maturity and leadership of the GSCCPFWU-TUPAS union,” added Lalas.

Bernardo Pan, the union president, together with 36 members of G S C C P F W U -T U PAS , likewise expressed satisfaction with the new CBA.

“We assure the Coca-cola management that we, as a workers’ union will always do what is

right,” Pan said.Under the new CBA,

workers in the company will enjoy a financial package of P55,000.00 each, consisting of a P45,000 lump sum package and P10,000 in industrial peace bonus .

It also provides for a P45.00 per day salary increase given across-the-board for the period covering 2012-2013. The new CBA covers economic provisions for the term 1 July 2012 to 1 July 2015.

On his part, Director Orihuela said the agreement of the parties in the CBA is a confidence-building measure aimed at strengthening working relationships in the company.

disaster that hit them in December last year.

Judith Marmonejo, manager of the city’s Public Employment Service Office (PESO) announced that the city LGU is in need of 180 student-workers to be hired under the Special Program for Employment of Children (SPES).

High school, college and technical vocational students as well as out-of-school youth who are at least 15 years old but not more than 25 years old may apply, she added.

To be considered for the program, a student or

OSY should accomplish the SPES Application Form with ID picture and present with it a copy of birth certificate or relevant document that would prove the applicant’s date of birth.

He or she is also required to submit a

school registrar-signed certificate of grades as to the last enrolment indicating the student’s average grade or a copy of the original report card Form 138.

Marmonejo added that accepted SPES scholars

will be employed for 20 to 22 days and paid P274.50 per day of work.

Most of them will be assigned to offices at the City Hall and will perform clerical or computer works and other related jobs. Some will be assigned to the city government’s demonstration farms.

The official added that the PESO office will receive accept applications with complete documentary requirements from Monday to Friday until February 28.

Students may file application at the Public Employment Service Office (PESO) with their complete documentary requirements from

Monday to Friday.SPES is a program

spearheaded by the Department of Labor and Employment (DOLE) as mandated by by Republic Act 7323 as amended by RA 9547.

It aims to provide employment to poor but deserving students so they may earn income during summer vacation in preparation for the class opening.

After posting a considerable drop of more than 200 dengue cases between the months of November (517) and December (315), the count now had started to swell to 400 recorded cases for the entire region. Dr. Dave Mendoza, Chief of the Regional Epidemiology, Surveillance and Disaster Response Unit (RESDRU),

however, noted that there is only a slight increase of 85 cases from 315 in December to 400 cases in January. Most of these cases were from the province of Misamis Oriental absorbing 52.50 percent of the total reported cases or 210 patients, followed by Bukidnon posting some 96 cases, Lanao del Norte and Misamis Occidental with 46, and Camiguin province with only two. The surveillance report likewise records five deaths this January due to dengue, mostly between children aged one to nine years old, four of which were reported in Misamis Oriental and one in Misamis Occidental. Bukidnon province, on the other hand, recorded the highest percentage increase, which soared from seven to 96 cases last month.

Children swimming in said beach reportedly saw these baby turtles and told a certain resident trained on handling endangered species about the hatchlings that were creeping along the beach. Fish Warden Teresa Sañado pointed out that these hatchlings were believed to be two days old. S añado also believed that there are more sea turtles around the bay of Dipolog City that would go ashore to lay eggs. After mating at sea, adult female sea turtles go to land to lay eggs at night. The mature nesting female hauls herself onto the beach and finds suitable sand on which to create a nest. After the hole is dug, the female then starts filling the nest with eggs and re-filling the nest with sand until it is relatively undetectable visually. She then returns to the ocean, leaving the eggs untended.

Pawikan is one of the endangered species our government and the international community sought to protect and preserved. Philippine laws governing the protection and preservation of wildlife including “pawikan” are Executive Order No. 542, which created the “Task Force Pawikan,” and RA NO. 9147, an act providing for the conservation and protection of wildlife resources and their habitats. Sañado said that her office is preparing for the release of the hatchlings in due time. For her part, City Mayor Evelyn T. Uy was grateful to the residents for their apt and positive response to fishery laws as well as those regulations implemented by the Department of Natural Resources more specially the law on the protection of endangered species.

The event was attended by DOLE officials led by Lourdes B. Amores, chief LEO of ZdSFO, Lourdes E. Flosiza, senior LEO and Engr. Vicente B. Longcob, Administrative Aide VI, Mayor Leonardo Babasa, Jr., Engr. Cerilo Carcueva, Administrative Officer IV/PESO Manager together with the barangay chairmen and secretaries of the 28 barangays in the municipality. Mayor Babasa expressed his

thanks to the DOLE for bringing the program to Bayog. He said, “with this program, employment opportunities of our skilled workers will become higher, because employers will just refer to the NSRS in case their skills are needed.” He also thanked the department for the IT equipments which would be very useful for the PESO manager and for the Kabuhayan Kits. Registration forms were distributed to the barangay chairmen for their constituents who are interested to be registered in the NSRS. On the same occassion, Kabuhayan Kits were given to Susan Jabiguero of Purok 9, Barangay Poblacion and Mary Grace Sonio and Marilou Talabing, all of Purok 4 in Barangay Kahayagan.
