DA has fired up development in Isulan’s agri sector -- Mayor Pallasique

Isulan Mayor Diosdado Pallasigue, attributed this development to the livelihood and infrastructure that DA has carried out in the area through the Mindanao Rural Development Program and the Philippine Rural Development Program.

“MRDP and PRDP projects have widened the areas devoted to rice production. From about 7,000 hectares the rice production area in Isulan has recently grown to over 11,000 hectares,” Pallasigue noted.

farmers from far-flung barangays had to spend P30 to P40 per sack for them to deliver their produce to the market as the former road condition prevented trucks from traveling to some of the areas.

“At present, these rice growers do not anymore pay for transportation of their produce. There is also no need for them to deliver the harvested palay to the traders because the roads are now passable to all types of trucks and traders now go where the rice fields are to buy palay.”

Pallasigue recounted that “when MRDP 2 started in 2007 was received much criticism from local farmers because for about 60 years we have not received any agricultural project.”

Despite this, he encouraged

farmers to think positively of the projects.

“Now, over 2,000 rice farming families in Isulan are reaping the benefits of these projects,” he said.

MRDP 2, through its Rural Infrastructure component , had rehabilitated 7.29 kilometers of farm-to-market roads in Isulan with total value of P17.8 million.

These included the following: Pangulan – Linek – New Pangasinan FMR costing P6.36 million, Pangulan – Linek Phase 2(P5.75 million), Pangulan – Linek – Kemundo FMR (P4.80 million), and Linek – Pangulan FMR (P890,000).

A few months after the PRDP rolled off in the second semester of 2014, Isulan was granted P140.67 million worth of farm-to-market road sub-projects.

“Isulan was so blessed to have latched on the very first infrastructure projects of the PRDP in the entire country,” said Mayor Pallasigue in an interview with Philippine Information Agency in October.

“In fact, our project proposal has become the template for other LGUs seeking support from PRDP.”

Of these FMR projects, some P36.7 million worth are already underway: the P18.6 million concreting of Purok 2 – San Martin FMR in Barangay Kudanding, which is about to be completed, as well as the P17.8 million concreting of Tayugo – Paladong FMR and the P16.2 million concreting of Bual – Talitay FMR. Construction Tayugo and Bual has already exceeded 30 percent of the work plan.

These FMRs have a combined length of 5.083 kilometers.

Bidding has also began for the rehabilitation of the 4-kilometer Veterans-M a g s a y s a y - A n g e l e s Mainuswagon FMR. The project costs P43.81 million. On the other hand, the

P60.61 million project for the rehabilitation of the 5- kilometer Upper Dansuli-Labintao-Malipayon FRM was already prepared for publication in December last year.

The PRDP projects in Isulan are being carried out under is I-BUILD component.

I-BUILD or Intensified Building up of Infrastructure and Logistics for Development aims to put in place strategic and climate-resilient rural infrastructure facilities along the value chain. According to the PRDP briefer, I-BUILD projects should result in improved road networks linking production areas with markets, and increased productivity from irrigation and water supply system.

MANILA - The National Economic and Development Authority (NEDA) Board has approved projects amounting to nearly P300 billion to enhance connectivity and spur economic development in key growth areas in the country, the Palace announced on Monday.

During a meeting presided by President Benigno S. Aquino III in Malacañang, the NEDA Board approved the Panguil Bay Bridge

project, worth P5.1 billion, and the Tarlac-Pangasinan-La Union Expressway (TPLEX), which costs P6.7 billion, Communications

Secretary Herminio Coloma, Jr. said. The Panguil Bay project involves the construction of a bridge across Panguil Bay, which will connect the city of Tangub in Misamis Occidental and the municipality of Tubod in Lanao del Norte. The project aims to accelerate and sustain economic growth in northern and western Mindanao; make way for an unimpeded flow of goods and services; encourage the growth of commerce; and reduce transportation costs.

The TPLEX project meanwhile involves the widening of the expressway by two lanes, one lane per direction. This will cover the area from Urdaneta, Pangasinan to Rosario, La Union.

The Board also confirmed its previous approval of the Northern Luzon Expressway – South

Luzon Expressway Connector project.

Coloma further noted that to further enhance connectivity, the NEDA Board also approved the P117.3-billion North-South Commuter Railway Phase 1 and the P170-billion North-South Railway South Line projects. Phase 1 of the North-South Commuter Railway project involves the construction of a 36.7-km narrow-gauge elevated commuter railway from Malolos,

Bulacan to Tutuban, Manila, using the Philippine National Railways right-of-way with 10 stations and a depot in Valenzuela. The project includes the procurement of rolling stock and the installation of electro-mechanical systems. The North-South Railway -- South Line project is composed of the commuter railway operations between Tutuban and Calamba, Laguna and the long haul railway operations between Tutuban and Legaspi, Albay, including the extended long haul rail operations on the branch line between Calamba and Batangas and extension between Legaspi and Matnog, Sorsogon.

Meanwhile, Socio-Economic Planning Secretary Arsenio Balisacan, who is also NEDA Director-General said “These projects will support the government’s goal of increasing infrastructure spending to at least 5.1 percent in 2016. We

hope that they will be implemented efficiently and effectively.” (PCOO/NEDA)

MANILA - As part of the Social Services allocation in the 2015 General Appropriations Act (GAA), the National Government is earmarking P11.0 billion to housing, not only to give Filipinos temporary shelter during emergencies but also to enable them to acquire their own homes.

change, the National Government will need to relocate vulnerable Filipino families living in danger zones. Because of this, the

National Housing Authority (NHA) and the Social Housing Finance Corporation (SHFC) will have a shared budget of P7.3 billion to relocate 15,862 families affected by infrastructure projects or living in danger zones to better communities. The NHA itself will also have a budget of P577 million to relocate 7,215 informal settler families (ISFs) residing in danger zones to safer areas.

In case of disaster, the NHA will have an allocation of P736 million to give as emergency housing assistance—including the provision of housing materials assistance—to 26,426 victims of calamities.

On the other hand, the SHFC will be assisting 16,500 families to acquire their homes with a budget of P1.0 billion coming from the National Home Mortgage Finance Corporation (NHMFC).

The Department of the Interior and Local Government (DILG) will have their own part to play with an allotted P1.2 billion to provide informal settler families with housing units as well as rental assistance to beneficiary-families.

Lastly, the 2015 National Budget has an allotment of P100 million to provide housing for 341 families of uniformed personnel, including the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), the Bureau of Jail Management and Penology (BJMP), and the Bureau of Corrections (BuCor).

Abad said, “The Administration’s efforts to give opportunities to our countrymen isn’t limited to job-generation, but also a chance for homeownership. This is an important part of the inclusive growth the Administration is trying to develop, where every Filipino can have a chance of finding a place they can call their own.” (dbm.gov.ph)

Around 50 New People’s Army members in army uniform attacked Mati City Police Station yesterday evening, in which the hot pursuit operations of the joint PNP and Armed Forces of the Philippine (AFP) after the attack resulted to three dead soldiers.

“Given the situation of the attack in the Mati City Police Sation, we have to adjust the security plan to strengthen it and make it better preventing any untoward incident like this,” Governor Del Rosario said.

Del Rosario said that this should not be taken for granted as this involved the safety of the players from all the regions in the country.

“But we have to continue with our preparations to deliver the best Palarong Pambansa,” he added.

He suggested to the Philippine National Police (PNP) to be alert at all times because this they have been the usual targets of the New People’s Army like what happen in Panabo City.

“This is not new and I think that’s how they (NPA) operate; so the PNP should have a continuing

alertness always,” Del Rosario said.

In March 2011, days before the start of the celebration of the annual Araw ng Panabo celebration, a group of NPA rebels attacked the Panabo Police Station resulting to the death of two cops.

Del Rosario also said that the military should look into their blocking force on how these NPA troops entered Davao Oriental particularly its capital city, Mati City, as the whole province has been declared as insurgency free last 2013.

RTWPB Caraga approves new wage order

BUTUAN CITY - Starting February 14, 2015, the newest wage order approved by the Regional Tripartite Wages and Productivity Board (RTWPB) Caraga region takes effect.

RTWPB Board chairman and Department of Labor and Employment (DOLE) Caraga regional director Atty. Johnson Cañete said that based

on Wage Order 13-14-15, the daily minimum wage rate of workers irregardless of industry is now at P 268.00 a day. Cañete clarified

that based on the newest wage order, the minimum wage rate to non-agriculture workers remain at P268.00 a day although the company may implement the second tier of the so called two tier wage system where companies may provide non-wage benefits to their workers such as giving coupons to whoever attains perfect attendance, zero tardiness, excess hours among other incentives. Meanwhile, a P30.00 increase in the daily minimum wage rate in the agriculture and P10.00 increase in the retail service industries or from P238.00 daily minimum wage in agriculture to P268.00 daily and from P258.00 daily minimum wage rate in retail

services to P268.00 has been effected through the new wage order. The said minimum wage rate will be implemented in three tranches starting February 14, 2015 to end in September of this year. Cañete said the implementation of Wage Order No.13-14-15 in Caraga region, where there is a uniform daily minimum wage rate across all industries, is a first in the entire Philippines. This is also the biggest increase granted to workers in the history of granting the daily minimum wage rate in Caraga region, Cañete added.

SURIGAO CITY - The Provincial Epidemiology and Surveillance Unit (PESU) of the Provincial Health Office (PHO) in Surigao del Sur headed by Dr. Algerico Irizari bared on Monday the result of epidemiological investigation conducted on the “reported Food Poisoning case/Water Borne Illness” that victimized 19 Reserve Officers’ Training Corps (ROTC) cadettes who were confined at Adela Serra-Ty Memorial Medical Center (ASTMMC) for treatment on February 12.

The incident took place at Surigao del Sur State University (SDSSU) main campus in Tandag City where victims were reportedly billeted due to the scheduled conduct of Regional Annual Administrative Tactical Inspection (RAATI) on the same day, it was learned. According to Rodrigo Gordo, PHO disease surveillance coordinator, “water analysis result showed that the sample collected was found to be positive of Coliform organism.” The victims aged 16 to 24 who came all the way from Lianga campus, have allegedly used for drinking a questionable source

despite an advance information given as disclosed by a school nurse, the report stated. Due to the unfortunate incident, the PESU has come up with several recommendations to the City Health Office and SDSSU to avoid a repeat of what happened. Meanwhile, since the holding of the 2015 Caraga Regional Athletic Meet (CRAM) on February 22-27 in the province is just several days ahead, Dr. Irizari reminded all concerned to be extra cautious in dealing with food and water.

SURIGAO CITY- By virtue of the Anti-Red Tape Act (ARTA) and pursuant to Civil Service Commission (CSC) Memorandum Circular No. 9, s. 2014 which enjoined all government instrumentalities to improve and expedite frontline service delivery, Governor Sol F. Matugas has instituted concrete reforms in the processing of transactions at the provincial offices to curb red tape practices.

Part of the said mandate, Governor Matugas requires heads of offices to explain into writing their accomplishments, targets and goals for this year 2015 to encourage them to be on the same page, and to strictly comply with the standard operating procedures, normal protocols and the submission of pertinent documents and complete paper trail which are also required by the Commission on Audit (COA). She also directed the treasury department to get faster with the release of salaries, midyear bonuses and clothing allowances to hardworking and deserving

employees of the province. As it can be recalled, under the administration of Governor Matugas the province gained 100 percent compliance in the full disclosure policy, transparency and accountability. The province is also a proud recipient of the Department of the Interior and Local Government’s Seal of Good Housekeeping and Gawad Pamana ng Lahi award.

educate young people on teen pregnancies and sexually-transmitted diseases; support to the 1st Mindanao TVET Expo and other developments on health, education and nutrition issues. She also endorsed the Mindanao Spatial Strategic/Development Framework (MSS/DF), which aims to provide

the prescriptive policies and spatial recommendations for Mindanao to guide policy-makers and investors. The formulation of the MSS/DF 2015-2045 is consistent with the vision of the country on inclusive growth, which is sustained, creates jobs and reduces poverty. Nestor R. Carbonera, chairperson of RSDC-9 and presiding officer queried, “How do we know if LGUs are compliant with the resolutions we have passed, like putting budget on nutrition, etc? We have passed several resolutions but as far as compliance is concerned, we have no idea. As to compliance, Reyes said, “as secretariat, we receive updates from the agencies concerned,” to which Carbonera replied, “It would be proper

TUKURAN, Zamboanga del Sur – Instead of celebrating Valentine’s Day with their respective families on Saturday, the officers and men of the 1st Cavalry Squadron, Mechanized Infantry Division, Philippine Army (PA) conducted a cleanup drive in barangay Lower Bayao here to show love for our environment.

For her part, Barangay Captain Esnaira Chavez expressed her gratitude that the cleanup drive was held in her barangay. “Nalipay ako nga kini

nga kalihokan gihimo dinhi sa among barangay aron dili lamang malimpyo ang palibot sa among beach kung dili among mahimamat usab ang mga sundalo nga nagpasiugda ning maong kalihokan . Una kini nga higayon nga naay grupo sa mga nagpakabanang tawo nga naghimo ug clean up drive dinhi sa among dapit,” Chavez said. (I am happy that this activity was held in our barangay not only to make our beach clean but mingle with the soldiers initiating it. This is the first time that a group of dedicated persons conducted a cleanup drive in our place.)

PAGADIAN CITY – Based on the quarterly bulletin of the Philippine Statistics Authority (PSA), Zamboanga Peninsula region topped all other regions in the country in terms of calamansi and mango production in the last quarter of 2014.

PSA report reveals that Zamboanga Peninsula was the top producer of calamansi during the period, accounting for 14.2 percent of the total national output. Though, in the fourth quarter of 2014, calamansi production at 26.53 thousand metric ton dropped by 13.8 percent as compared to the 2013 production of 30.77 thousand metric ton. The decrease in production was attributed to the cutting of senile trees and early harvesting in third quarter in MIMAROPA and the trees had not fully recovered from the devastation of the recent typhoons in Eastern Visayas, Bicol, Ilocos, CALABARZON and Western Visayas, the report disclosed. Meanwhile, mango production during the same period was estimated at 34.36 thousand metric tons or 5.7 percent below the 2013 output level of 36.42 thousand metric tons. The decrease in production was caused by the off season production observed in most of the provinces in Autonomous Region for Muslim Mindanao (ARMM) while some trees were toppled down by typhoons “Luis”

and “Mario” in the Cordillera Autonomous Region (CAR) and lesser production due to frequent rains in Northern Mindanao, the report said. Zamboanga Peninsula shared the highest production at 33.8 percent to the total mango produced during the reference period while CARAGA and Northern Mindanao followed with 15.5 and 12.5 percent, respectively. On the other hand, banana, which is one of the major fruit crops in the country was estimated at 2,256.59 thousand metric tons or 3.3 percent higher than the 2,185.16 metric ton in 2013 with Davao region recorded the highest production at 868.75 metric tons or 38.5 percent share to the total banana output of the country. The country also produced 661.61-t metric tons of pineapple during the same period or 2 percent higher than the 648.76-t metric ton in 2013. Top producers were SOCCKSARGEN, Bicol region and CALABARZON with a combined share of 35.7 percent to the national pineapple production, the report revealed.

Solamillo, regional director for DSWD Field Office 10, the third level accreditation means that the centers have satisfactorily complied with the appropriate standards in the implementation of Residential-based programs and services for its clients

in compliance with the provision of Section 23, Republic Act 4373, an “act to regulate the practice of social work and the operation of social work agencies in the Philippines and for other purposes.” Second level of accreditation was declared recently for Regional Reception and Study Center for Children, which caters to children in conflict with the law by providing them rehabilitation and counseling.

national government agencies (NGAs), this year, for their respective BUB projects. Around 164 of these projects are under the Department of the Interior and Local Government Region 10 (DILG 10) with a total budget allocation of P391,320,994.75. These are as follows: P61,571,600 for Disaster Risk Reduction and Management (DRRM) related projects such as construction/rehabilitation of evacuation sites flood control infrastructures and rescue equipment; P207,176,720.83 for water system projects; P42,890,500 for local access roads; and P79,682,173.92 for other BUB projects. According to Atty. Rene K. Burdeos, regional director, DILG 10 ensures the continuous implementation of these

various poverty reduction projects under the BUB process. The BUB process is a grand design of the Aquino administration in attaining the Philippine Development Plan’s goal of inclusive growth and poverty reduction, and promoting good governance at the local level. Since 2012, and after five Joint Memorandum Circulars, it has expanded its coverage and is now on its 4th run as a banner Budget and Governance Reform program. It aims further to contribute to making governance responsive to the local needs and making public resources allocation more efficient and effective by engaging and empowering communities in designing the NGAs’ budget, with needs identified at the grassroots level.

A statement from City of Mati Mayor’s Office said that about 80 men believed to be members of NPAs on board vans and a truck entered the city of Mati on about 7:00 p.m. last night, proceeded to Mati Police Station and opened fire, wounding one police personnel identified as PO3 Babao. One NPA element was killed in the exchange of fire between the Mati police elements and the NPAs. Failing to stand the police resis-tance, the NPAs withdrew but were pursued by the reinforcement force of the 701st Infantry Brigade which elements were hit by the explosion of two improvised explosive devices (IEDs) in Barangay Don Martin Ma-rundin ,near the 701st Philippine Army (PA) Brigade headquarters Datuin said three of his men were killed and four were wounded. The military identified the dead as PFC Daniel T. Damansila, PFC Wil Christian Resuello and PFC Ryan Amigo. Wounded were PFC Zaldy Canonero, PFC Ian Mark Babiera, PFC Emerito Castillo and PFC Vergil Logronio. A 67th Infantry Battalion ele-ment in civilian was also shot dead by the NPA blocking force along the road at St. Camillus Hospital, still in Mati City. Integrated program to benefit coastal com-munities in PanaboDAVAO DEL NORTE – The Pro-vincial Government of Davao del Norte is launching this month the Cagangohan Community-Based Integrated Development Program (CCBIDP) that aims to improve the lot of indigent families in the coastal barangay of Panabo City. The program will pool together the resources of various government agencies and the private sector in developing a 1.5-hectare lot to be a pilot adaptation project in uplifting the social, economic and environ-mental well-being of the shoreline community. Governor Rodolfo del Rosario bared the components of the initia-tive include; organic agriculture, coastal biodiversity conservation, tourism development, grassroots sports development and livelihood development. “We shall involve the mecha-nism of pooling the resources of the government and the private sector together in providing a better quality of life to the coastal community,” he said. Del Rosario added the facili-ties that will be put up in the area include an organic agriculture dem-onstration farm, mangroove nursery, boardwalk, an open-air seawater swimming pool, restaurants, and the likes. Beneficiaries identified for the

project consist of recipients of the government’s 4Ps program and in-digenous community. They will be given emergency employment while engaged in some livelihood training to become a cohe-sive community with profitable pro-ductive opportunities. “They will be compensated while they are learning,” the Gover-nor said. The youth in the area will also be trained in the swimming event, capitalizing on their inherent physi-cal strength and endurance in open-water swimming. Since the area is identified as a tourism site, the residents will also be capacitated in tourism manage-ment. Joining forces with the provin-cial government are the Department of Environment and Natural Resourc-es, Department of Interior and Local Government, Department of Social Welfare and Development, Depart-ment of Labor and Employment, and the Kasilak Foundation, among oth-ers. “Agri-Talino is an initiative of DA 12 to reach out to graduating high school students to consider enrolling among agriculture or agriculture-related courses in college,” DA 12 Regional Executive Di-rector Amalia Jayag-Datukan said.

DA 12 started Agri-Talino in 2014.Director Datukan reasoned that the quiz bee

pioneered by DA 12 was a response to reports from higher education institutions indicating a continuous decline in the enrolment turnout in agriculture and related courses.

This existing scenario, Datukan noted, led DA 12 to strengthen its campaign to revive the inter-est among the youth sector over agriculture and fishery as a profession.

According to Nelly Escote-Ylanan, chief of the Regional Agriculture and Fishery Information Sec-tion (RAFIS) said the Agri-Talino Year 2 began in General Santos City on February 3 for an elimi-nation round, which was participated in by 19 schools in the division.

A goat modules consists of four does and a buck.

Other winners included 1st run-ner up Warda Datumama of Cota-bato City National High School and 2nd runner up Boutros Buluan of Isulan National High School. They received cash prizes of P3,000 and P2,000, respectively as well as two modules of goats for themselves and their schools.

Each non-winning participants was also given P1,000 as consola-tion prize while each participating school was granted a Gulayan sa Paaralan package valued a P6,000.

Ramos said, the Philippine Team players were chosen from a pool of at least 100 volleyball players different universities and agencies nationwide. The screening was held last November.

He was also part of the Philippine

Team that competed in the Asian Men’s Club Volleyball Championships in Pasay City in April, 2014.

Ramos is currently on training but came home to Tacurong for a family affair.

He was introduced during the LGU flag-raising ceremony on February 16 by Councilor Bogz Jamorabon.

LGU Makilala strengthens tourism industry with TRIP C project

This development follows with the 99% near completion of the road network concreting of the provin-cial road going to the 2.3 kilometer Zip Line in Asia situated in Barangay New Israel.

According to designated Makilala Tourism officer Mr. Sid Mainit, the completion of the 150 million project will attract more tourists for the Zip line as well as other development projects under the refurbishments of the New Israel Eco–Adventure Park.

The first phase road improvement from the National highway of Baran-gay New Bulatukan to Barangay New Israel was funded through the Tour-ism Road Infrastructure Program Cri-teria (TRIP C) under the Department Of Tourism (DOT). This was identi-fied and facilitated by North Cota-bato Governor Lala Taliño-Mendoza, Mainit said.

He also said that the Php90 mil-lion road concreting by the TRIP C project is a convergence of DOT and the Department of Public Works and Highways (DPWH) forged to boost tourism infrastructure projects in priority tourist destination areas in the Philippines under a “Conver-gence Program for Enhancing Tour-ism Access to which the New Israel Eco –Adventure Park and Zip Line is
