Good news for the beneficiaries of the government’s Pantawid Pamilyang Pilipino Program (4Ps) as the Department of So-cial Welfare and Development and the Department of Public

Works and Highways will be launching on Monday (September 5), a program aimed to provide them with guaranteed employment.

DSWD and DPWH to launch ‘Trabahong Lansangan ng Programang Pantawid Pamilyang Pilipino’

Presidential Dep-uty Spokesperson Abi-gail Valte said that the launching of the pro-gram, dubbed as “Tra-bahong Lansangan ng Programang Pantawid Pamilyang Pilipino,” will be held at Barangay 649, District 5, Baseco Compound Covered Court, in Tondo, Ma-nila. Through this joint project of the DSWD and the DPWH, accord-ing to Valte, the ben-eficiaries of the 4Ps, popularly known as Conditional Cash Trans-fer (CCT) program, will be given guaranteed

employment. “Ito po ay isang five-year program na ang tina-target po ay magbigay ng employ-ment sa mga beneficia-ries ng ating CCT pro-gram,” Valte said during an interview over gov-ernment-run station, dzRB. “So iyong mga benepisyaryo natin, apart from the stipend, mabibigyan sila ng live-lihood. At least natutu-lungan natin silang ma-iahon iyong kanilang estado sa buhay sa pag-bibigay po sa kanila ng trabaho,” she added. Social Welfare and

Development Secre-tary Corazon Soliman and Public Works and Highways Secretary Rogelio Singson will sign a memorandum of understanding (MOU) during the launching of the program. The MOU provides that the DPWH will em-ploy CCT beneficiaries for its unskilled labor needs from this year until 2016. The benefi-ciaries will be employed for landslide mainte-nance, road mainte-nance, declogging of drainage laterals, and street sweeping. For this year, some

MANILA, Sept. 4 (PIA) -- The Department of Health (DOH) promotion caravan finished its seventh leg of visiting re-mote communities in the provinces; this time, it rolled out health services in Compostela Valley over the weekend, a statement said.

Dubbed as “Lak-bay Kalusugan” (LBK), Health Secretary En-rique T. Ona said the caravan provided health information and services to over 1,500 indigent residents of Maco municipality. The LBK’s visit to Compostela Valley is timely as every Sept. 3 since 2008 is Family Health Day in the prov-ince, which awaits vari-ous health events for the people. The LBK, which features a bus that is customized as a ma-ternal and child health and consultation clinic, gave participating indi-gent residents a whole

day of entertainment-education activities. This includes in-teractive health ex-hibit, health classes on safe motherhood, child health and nutrition, and family planning, as well as a variety show of videoke songs and dances, as in a typical Filipino fiesta set-up. “Health is a prior-ity. Having a healthy lifestyle begins by hav-ing the right informa-tion to influence the right behavior,” Com-postela Valley Gover-nor Arturo Uy said. Uy noted the im-portance of pre-natal care and safe delivery for mothers, breast-

feeding, complete im-munization for chil-dren, and birth spacing of three to five years. LBK started its na-tional trip in March in Capas, Tarlac, and has since then visited the provinces of Pangasi-nan, Nueva Ecija, Ne-gros Occidental, Bohol, and Bukidnon. After Composte-la Valley, the LBK will go to South Cotabato, Zamboanga del Norte, and Maguindanao. New DOT chief calls for support on tourism efforts by Jerome Carlo R. Paunan‏

Jimenez also under-scored the important role of the citizenry in promot-ing the tourism programs the government. Jimenez was per-sonally chosen for the tourism top post by Pres-ident Benigno S. Aquino III after former DOT chief Alberto Lim resigned. He said that as the new tourism chief, his job challenges him to gener-ate employment by in-creasing the number of tourist influx in the coun-try. “Ang turismo po ay negosyo ng taumbayan… as such its ultimate goal is not merely to improve statistics on tourist ar-rivals, its real goal is to generate fulfilling and profitable income and employment for our peo-ple in an area of endeav-or where Filipinos tend to excel,” Jimenez said. He said his exper-tise in marketing commu-nication will help a lot in promoting the Philippines as a tourism hot spot. “I have much to contribute in terms of

bringing strategic disci-pline to the challenge of promoting and develop-ing the Philippines as one of the world’s most excit-ing destination brands,” Jimenez said. Jimenez also vowed to exert all his creative juices in promoting the country to the rest of the world, taking part of the Aquino government’s goal of effecting progress and development to the country. “I will do my best to make tourism a hallmark of President Aquino’s drive to bring our people to the road… to a rich-er and prouder future,” Jimenez noted. “We are one of the top 10 most beautiful countries in the world, there is no reason we can’t succeed,” he said. President Aquino confirmed the appoint-ment of Jimenez to the tourism post during his tete-a-tete with Filipino reporters at the China World Hotel Wednesday night at the sidelines of his state visit in China.

Jimenez is current-ly the senior consultant and joint chief executive officer of WOO (Winning Over Obstacles) Consul-tants with his wife An-nabelle “Abby” Lee-Jime-nez. He helped build JimenezBasic Advertising into the largest creative advertising agency in the country during his stint as joint CEO from 1989 to 2008. His work at the agency has been closely associated with the rise of Philippine brands such as Jollibee, Selecta Ice Cream, Safeguard, San Miguel, Cebu Pacific, and Ivory Soap, among oth-ers. Prior to that, he was vice-president and ex-ecutive creative director at Ace-Saatchi & Saatchi Advertising from 1988 to 1989. Enhanced ARMM power, resources part of peace formula proposed to MILFISABELA CITY, Basilan, Sept. 4 (PIA) -– Government peace panel chairman Marvic Leonen pointed out at a press conference recent-ly in Cotabato city that an enhanced power and resources for the Autonomous Region in Muslim Mindanao (ARMM) forms part of the peace formula offered to the Moro Islamic Liberation Front (MILF).

The Bureau of Pub-lic Information reveals that Leonen said the en-hancement of power and resources of the ARMM’s autonomy forms part of the government’s “three-in-one” peace formula it submitted on August 22 to the Moro Islamic Lib-eration Front (MILF) ne-gotiating group as pro-posed solution to the decades-old Mindanao conflict. Recognizing the problems and challeng-es in the administration of the ARMM and seeing the progress espoused by the short-stint Adiong administration, Leonen pointed out that the so-called “failed autonomy”

in ARMM was applicable only “in the past.” Lawyer Naguib Si-narimbo, ARMM execu-tive secretary said that despite such challenges, their brief transitory ad-ministration has rigor-ously achieved a num-ber of accomplishments in a fashion that drew enhanced assistance of foreign donor institu-tions. “We have proven that even minimal power and resources, admin-istrators in ARMM can still do improvements through convergent and relentless efforts,” Sina-rimbo stressed. In a power point presentation, Sinarimbo

unveiled at the recent episode of the week-ly “Tapatan sa ARMM” media forum the root causes of the region’s snail-paced growth. In his presenta-tion entitled “Realities in the ARMM and the Way to ARMM Reform,” Si-narimbo put inadequate budget and lack of fiscal autonomy of the region on top of the list of chal-lenges besetting devel-opment interventions in the area. “This is an hon-est assessment from the time I started work-ing here until the time I (will) leave,” Sinarim-bo said, referring to his power-point presenta-

tion that is based on his consistent exposures of problems in the autono-mous governance. Sinarimbo is one of the first appointees of Acting ARMM Gover-nor Ansaruddin Alonto-Adiong, the elected vice governor who was in-stalled to office on Dec. 14, 2009 upon the sus-pension and detention of Regional Governor Zaldy Ampatuan in connection with the Maguindanao massacre of Nov. 23 that same year. Over all, Sinarimbo hopes that the national government and agen-cies concerned will take a serious look at its fis-cal policies on ARMM that may have deter the development of the re-gion. He lamented that contrary to lingering pub-

lic perception that ARMM is pampered financially, major line agencies in the area of autonomy region like the DepEd, DENR, and DILG receive annual budgets lesser than their counterparts in all the country’s ad-ministrative regions. Moreover, Sina-rimbo expressed hope that the incoming OICs in ARMM would be re-sourceful and innovative in their transitory ad-ministration because “if we rely on government money, we will have a sad story until 2013.” Sinarimbo said the ARMM must be viewed not just as an extension of the national govern-ment in the delivery of services but should also be transformed into a le-gitimate and legal plat-form of expressing the

right to self-determina-tion. “Beyond service delivery, it (ARMM) must equally identify itself with the legitimate as-pirations of its people. Otherwise, it will con-tinue to be viewed as an instrument of neo-colonialism and remain alienated from its peo-ple,” he said. Adiong and his co-terminus appointees alongside other regional elected officials will bow out of office on Septem-ber 30 and be succeed-ed by officers-in-charge to be installed by Presi-dent Aquino the next day pursuant to R.A. 13153, which defers the Aug. 8, 2011 elections and allows the President to appoint caretakers until 2013. Zambo city to give vehicles, pump boats to 98 barangaysZamboanga City, Sept. 4 (PIA) -- To better respond to emergen-cies and criminality in every barangay, the City Government is planning to arm all of the city’s 98 barangays with vehicles and pump boats before the end of 2013.

Mayor Celso Lo-bregat recently made this announcement of the city government’s intention to purchase vehicles for the 90 ba-rangays in the mainland and 8 pump boats for the island barangays. City Council Chair-man on Committee on Appropriation revealed the city has already earmarked some P14.2 million as proposed budget appropriation for the purchase of 14

pick-up for the first batch of vehicles for the barangays. He clarified that the intention to pur-chase vehicles for the 98 barangays is a con-tinuing appropriation before the chief ex-ecutive’s term ends in 2013. To date, the con-tinuing allocation for the purpose has reached P50million. Guingona said since last year, the city

has been allocating funds for the purchase of vehicles for the ba-rangays. Guingona said the latest proposed alloca-tion of P14.2 million for the purpose has already passed first reading. He hopes his colleagues in the city council will support its passage in the third and final read-ing in the next coun-cil session. (JPA/PIA 9-Zambo City)

Board of director chairman Dr. Reynal-do S. Ortiz in his mes-sage said, the event was held in obser-vance of the Interna-tional Humanitarian Law (IHL) month. “We are here be-cause we are support-ing the celebration of the IHL month,” Ortiz announced. Ortiz, who was giving a brief back-ground of the cele-bration said countries in the world gave full respect to the IHL , often referred to as the laws of war, the laws and customs of war or the law of armed conflict.

“During the war, when the surren-dered enemies hold white flag they won’t be killed, instead they will be treat-ed humanely and be protected against violence and intimi-dation,” Ortiz ex-plained. Aside from rais-ing awareness on the importance of IHL, Ortiz said the event has encouraged the public to support PN-RC’s mission of serv-ing lives by way of donating blood. “When you do-nate your blood, you save countless lives,” Ortiz assured the public. The BOD’s chair-man said the ‘walk for humanity’ , the highlight of the cel-ebration conducted by the local chapter was to raise funds for the purchase of

one (1) set 40 KVA generator adding that the blood pro-cessing equipments: refrigerated centri-fuge, plasma freezer, platelet agitator and blood mixer donated by the Department of Health (DoH) will soon be acquired by the local chapter. “These equipments are needing the gen-erator set in process-ing blood.” Ortiz add-ed. Meanwhile, do-nors and supporters who were constant-ly supporting to the blood services pro-gram of the chapter were given due rec-ognition in an award-ing ceremony. CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 4 (PIA) -- The Regional Tripartite Wages and Productivity Board, region 10 (RTWPB-X) and the Mindanao University of Science and Technol-ogy (MUST) partnership of promoting productivity to students and would-be-entrants to the labor force have been formalized.

This, after the Memorandum of Agreement (MOA) to instill basic productiv-ity values among stu-dents making them aware of such, practice them and put them to use when they join the world-of-work was signed by the follow-ing: Dr. Ricardo E. Ro-toras, MUST President, represented by Dr. Juana Consuelo Dela Rama, MUST Vice-President for Student Affairs and RTWPB-X led by its Chairperson, Atty. Alan M. Macara-ya, Regional Director of the Department of

Labor and Employ-ment (DOLE), region 10, with the confirma-tion/concurred by The MOA signing took place during the recent visit, here, of DOLE Secretary Rosa-linda Dimapilis-Bal-doz. Thus, the MOA paves the way to pro-mote DOLE programs to in-school-youth (ISY) like: Youth En-trepreneurship Sup-port (YES), Youth Entrepreneurship – Youth Employability (YE-YE), Summer Pro-gram for Employment of Students (SPES) and other livelihood

programs encourag-ing entrepreneurship among the youth. The MOA signing culminated with the exchange of signed MOA between DOLE Secretary Baldoz and Dr. dela Rama as a gesture of commit-ment and mutual sup-port. PhilHealth’s new case rate packages starts Sept. 1 by Merlyn H. Ybañez

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 4 (PIA) – The new case rate packages for selected medical conditions and surgical procedures is now available in institutional health care facilities accredited by the Philippine Health Insurance Corporation (PhilHealth), starting Sept. 1,. this year. This was bared by Datu Masuding Alon-to, Vice President for PhilHealth, Northern Mindanao, who said the shift from fee-for-service to case rates for these medical and surgical cases was prompted by develop-ments taking place in the health care indus-try. “Most notable of these developments is the need to provide optimal financial risk protection, especially, to the most vulnerable groups, including the poorest of the poor,” he said. Alonto also said that it is the opinion of the PhilHealth Pres-ident and Chief Exec-utive Officer, Dr. Rey B. Aquino, that better

member appreciation and faster reimburse-ment of fees to health care providers were also among the ma-jor considerations for introducing this new type of provider pay-ment scheme. Meanwhile the PhilHealth CEO said the use of case rates is an internation-ally accepted pay-ment mechanism that serves to package payment for health interventions. Through this mechanism, members will be able to predict how much PhilHealth will be paying for each of the servic-es provided and em-powered with just the right amount of infor-mation he needs for a

particular disease or illness. Among the medi-cal cases and the cor-responding package rates are Dengue I Php8,000, Dengue II, Php16,000, Pneu-monia I, Php15,000, Pneumonia II, Php32,000, and Es-sential Hypertension, Php9,000. Cerebral Infarction (CVA I), Php28,000, Cerebro-vascular Acci-dent with Hemorrhage (CVA II, Php38,000, Acute Gastroenteritis , Php6,000, Asthma, Php9,000, Typhoid Fever, Php14,000, and Newborn Care Package in Hospitals and Lying-in clinics, Php1,750. These conditions and procedures were also among the top 49 percent of total claims PhilHealth paid for over the previous years. With all of these packages in place, the government agency needs about Php3 billion in the next six (6) to 12 months once members start availing themselves of the packages early this month. DavSur public high school gets Korean assistanceDIGOS CITY, Davao del Sur, Sept. 04 (PIA) – A Korean Mission-ary has been assisting a three-year operating public secondary school here with financial support for the latter’s infrastructure improvement.

Korean Missionary Inho Park has provided funding for the ongoing construction of concrete walls for the ten class-rooms of Cagas-Alo Na-tional High School-Matti Annex in Digos City. The missionary has also pledged to donate P10,000 every month to aid for the construc-tion of the school library, and to teach Korean lan-guage to the teachers and students. According to Davao del Sur provincial infor-mation office, the school has enrolled more than 400 students this school year based from the re-port of school-incharge Imelda Cardines.

Cagas-Alo National High School-Matti An-nex started operating in 2008 in a two-hectare area in Barangay Matti through the personal fi-nancial support of Gov-ernor Douglas Ra. Cagas who has always been thankful for the Korean Missionary’s assistance. Aside from the personal support of the governor, the provincial government has also al-located P1.2 million for the school’s operations, the PIO stated. Currently, the school has ten sections from first year to fourth year, with 15 teachers. The PIO said pro-viding education services

for the youth in the prov-ince is part of the core program of Gov. Cagas called IHELP +++ which stands for infrastruc-tures, health, education and livelihood projects. The plus symbols represent the expansion of the program to other services like tourism, ag-riculture and socialized housing as part of the priorities in the province for the governor’s sec-ond term. Household help convicted for illegaldrug possessionDAVAO CITY, Sept. 04 (PIA) – For possessing marijuana leaves, a household help would at least stay 12 years in jail.

Dave Martinez, 33, of Panabo City, Davao del Norte was sentenced to suffer the penalty of 12 years and one day to 14 years imprisonment last Au-gust 5 for illegal drugs possession. Judge Rowena Apao Adlawan, pre-siding judge of the Regional Trial Court, Branch 30 in Tagum City, Davao del Norte, also ordered Martinez to pay a fine of Php 300,000.00. Secretary Alcala was happy to note of the new development in the city describing it as another milestone for the agricultural sec-tor here. The Secretary then turned over to Mayor Custodio 2,000 asparagus seeds as initial assistance under the department’s high value crop develop-ment program. He said the seeds will support the city government’s effort to further advance its

agricultural landscape especially high value crops. The plant, which is located at barangay San Jose here is owned and managed by the Greenland Asparagus Producers Multi-Pur-pose Cooperative, the recipient of the Depart-ment of Agriculture’s (DA) high value crop program. Ayon kay Elbert Capicio, trade special-ist ng DTI South Cota-bato, una sa kanilang hakbang ay ang kau-sapin ang mga may-ari ng mga establisimiyen-to at retailers na hu-wag nang umangkat at magpabili ng Christmas lights na hindi dumaan sa tamang prosedo ng product inspection. Humingi din ng tulong sa media ang DTI na tulungan sila sa pagpapaalala sa

publiko na huwag bu-mili ng mga Christmas lights na walang prod-uct standards marks at iba pang patunay na dumaan ito sa tamang pagsisiyasat. Campaign launching produces 38,000 rat tailsKORONADAL CITY, Sept. 4 (PIA) -- At least 38,000 rat tails were gathered by farmers, residents and official in nearby Tantangan town during the launching of an anti-rat campaign on Thursday. Community re-sponse to call to catch and kill rats was so widespread that the 30 sacks of rice alllo-cated in exchange of rodent’s tails during the launching program were insufficient. Provincial agricul-turist Reynaldo Legaste said they launched the month-long massive rat campaign as first-line defense against rat infestation. “We are conduct-ing massive rat cam-paign this month be-cause September is a breeding month for rats,” Legaste said. Controlling rat population in the area could prevent recur-rence of rat infesta-

tion. Early this year, rat infestation led Tan-tangan and other LGUs to declare state of ca-lamity. “Tantangan, par-ticularly villages ad-joining Sultan Kudarat province remains con-ducive to rat infesta-tion,” he said. Sultan Kudarat’s wide sugarcane and oil palm plantations as well as the wide untilled lands in the area has provided the rodents places to populate and breed, he said. Besides Tantan-gan, the Provincial Ag-riculture Office is also closely monitoring the mountainous areas of Lake Sebu, Polomolok, and T’boli municipali-

ties, which are also prone to rodent at-tack. For the rat cam-paign in Tantangan the PAO has allocated 200 sacks of rice. Legaste also called on residents of Tan-tangan to refrain from cooking and eating rat meat starting Septem-ber 8 because on this date agricultural tech-nicians in coordination with barangay officials will start acute bait-ing of rats. Baits laced with zinc phosphide will be distributed to ricefields and other farms in the area. Zinc phosphide is toxic and not fit for ingestion by humans. (PIA 12)

In a meeting held recently, V-Mayor Fortun gathered distinguished figures of this city to form part of the council which is mandated un-der DENR Administra-tive Order No. 30 which created the only Coun-cil that is headed by the Vice Mayor of the local government unit. Fortun emphasized during the meeting that it is high time that the Council should be con-vened in the advent of various environmental threats which do not only affect the City of Butuan but globally as well. “The Council is tasked to implement and oversee programs and projects in the city con-cerning environment and

natural resources pro-tection as well as recom-mended and revisit local ordinances that will fit to the needs of the present times,” Fortun noted. He added the coun-cil’s role is to prioritize in giving advocacy to the public in protecting the environment. With Fortun sit-ting as Chairman of the council, it is hoped that massive campaign to to protect the environment will be put in place. The council is also composed of Mr. Vicente L.
