1. PURPOSEPrevent fuel spills and leaks from fueling operations.
2. SCOPEThis operating procedure must be used for • Vessel Fueling• Vessel Liquid Bulk On- or Off-Loading
3. ENVIRONMENTAL RISKThe potential pollutants are:• Petroleum Hydrocarbons
With a risk of polluting:• Seawater• Surface Water• Soil• Air
4. PROCEDURES4.1 OPERATORS DUTIES
• Automatic shut-off mechanisms should be required on fuel tankers.• Valves should remain in closed position unless manually opened during fueling.• Use quick closing shut off valves• Fuel dispensing equipment should be equipped with “breakaway” hose connections that will provide emergencyshutdownofflowshouldthefuelingconnectionbebrokenthroughmovement.
• Ensure good communication between fuel supplier and ship staff responsible.• The “Transfer of petroleum checklist” (see Appendix 1) must be completed every time a vessel is supplied
with fuel and handed to the Ships Agent to be forwarded to Port Control.
4.2 SUPERVISOR’S DUTIES
• Maintain adequate supplies of spill response equipment and materials in accessible locations near areas where spills may be likely to occur.
• Develop and implement a 1st response pollution combating plan. • Keep accurate records of fuel use, spills, and response actions.• Provide 1st spill response training to all personnel• Conduct regular inspections of fuel trucks, tanks, and equipment• Keep detailed records of inspection activities• Conduct routine maintenance in accordance with manufacturers guidelines• InformPollutionCombatingOfficerorPortControlincaseofanyspillageatseaoratland.
