A reporter fo r a Philadelphia daily
phoned a membe r o f Council, informin g him that a cc or di ng t o law all
boroughs should have bu t six Councilmen, instead of seven. Further, he
said, the President o f Counc il s houl d
be e le ct ed by t he people a nd n ot hy a
vote of his fellow-members.

thinking the s i tua tion over and wonder
in g who wou ld be left ou t in the cold,
the reporter called again, stating thathe had been all wrong, and that the
law applied t o t ow n government only.

of the parish. He was taken ill on

was a melllber of the faculty of St.Charles ' Seminary, Overbrook , and in

The Council o f t he Borough of Narberth does ordain:
Section 1. That hereafter no person, firm, association, or corporationshall engage i n t he bus in es s o f buy ingor selling junk, r ubbe r, r ag s, rope,scrap iron, brass, lead, copper o r o th ermat er ia ls , c ommonl y known as th ebus iness o f a junk dealer, wit hi n t helimits of the Borough of Narberth,without having first obtained a licensefrom the S up er in te nd en t o f P ub li cWorks as hereinaf ter provided.
Section 2. All licenses i ss ued by t heSuperintendent of Public Works shallbe f or t he c al en da r y ea r, bu t may berevoked or suspended by the Burgessfor cau se wi thou t the refund ing of anyportion of the fee originally charged.
Section 3. The license fee s ha ll b eTe n ($10.00) dol la rs p er annum foreach a nd e ve ry l icense issued , excepta ft er t he first day of July, when th efee sha ll b e Five ($5.00) dol la rs for thebalance of the calendar year.
