Surf Life Saving Queensland Point Danger Branch is an organisation of people who do extraordinary things. In season 2010/2011 our members are responsible for saving 288 lives. Surf Life Saving Queensland Point Danger Branch is the regional organisation representing the eleven clubs on the southern Gold Coast from Tallebudgera to Rainbow Bay. We have 5826 members protecting our beaches, teaching our nippers, competing in surf sports and contributing their time to the safety of the beach going public. Our purpose is to prevent drowning and injury on Gold Coast beaches. We do this through leadership, membership, development and the recognition of being an essential service to the Gold Coast community. Prevention is a key part of what we do – working with the public to prevent people getting into trouble in an aquatic environment. In season 2010/2011 our lifesavers performed 4349 preventative actions and warned 6550 people. Throughout its 87 years of service to the community and its clubs—Point Danger Branch has been privileged to have some of the greatest lifesavers in history counted as Life Members. Life Membership is a privilege bestowed on few. Only those rare individuals that dedicate themselves tirelessly have been awarded this honour. Our Life Members are great for many reasons—lifesaving, surf sports, administration, nippers and of course—dedication The Life Membership list of Point Danger Branch is carved from greatness, it includes those men and women whose dedication to lifesaving goes far beyond the realms of the association. Combined these members have personally coached, mentored, trained and advised countless numbers of members and clubs. Point Danger Branch was built on the backs of the men and women on this list. These are individuals who show no wish for personal recognition or reward. They have not and do not seek these entitlements but the community and lifesavers Australia wide owe this to them

EXECUTIVE OVERVIEW 2010/2011 Season 2010/2011 saw Surf Life Saving Queensland Point Danger Branch conclude its 87th season of lifesaving services protecting the beach going public on the Southern Gold Coast. This season more than 529 000 people visited our beaches; the increased use of our coastline for recreational pursuits is an issue that confronts all of our clubs and members. Our skills, strength and dedication allow our members to adapt and respond to any situation that arises on our beaches. This enthusiastic service reflects the health and power of our organisation.

The purpose of SLSQ Point Danger Branch is to provide support to the clubs, members and core services of the Surf Life Saving movement. We have adapted our systems and developed our members to accept the challenges that contemporary life saving presents to us. Our volunteer life savers and members continue to achieve inspiring statistics. We have entered an era whereby volunteerism is decreasing however our membership remains strong and the quality of our essential life saving service is always improving.

DELIVERY OF CORE SERVICE

Our continued commitment to leadership within the aquatic rescue and emergency response sector along with engagement with the local community have elevated the profile of the life saver and created a greater awareness of who we are and what our purpose is within the Gold Coast community. It is essential that as an organisation moving forward, we focus on the objectives in delivering our core services, stay true to our strategies in prevention and response and continue to be guided by our performance indicators. In considering all of this we also need to look at the challenges and risks that confront our organisation futuristically including climate change, economic impact and competition with other not for profit and sporting organisations.

Our clubs and members need to collectively focus on enhancing the community confidence in life saving and to strengthen the capacity to plan for, respond to and recover from emergencies and major events. In doing this we also need to reduce the incidence of accidents and emergencies on Point Danger Branch beaches by ensuring that the lifesavers of Point Danger Branch are available and well equipped to meet the challenges as the emergency managers of our beaches. At the end of each season we can determine our strength and success in our strategies by recording the rate of rescues, preventative actions, and people warned and further track our rate of membership retention and growth and number of awards gained and skills learnt.

SURF SPORTS

Surf Sports in Point Danger Branch has certainly gained momentum in recent seasons. The Branch successfully hosts 10 – 12 surf sports events each season catering to all age groups and disciplines.

The Sizzler Oceans 38 Premiership Series was again the sole senior competition series in Queensland with prize money attached. The series has attracted clubs from across Queensland as well as international and interstate competitors. This season saw the series grow further, with the Oceans 38 Group forging a partnership with the Australian Surf Rowers League (ASRL) and the inclusion of two surf boat carnivals to further the exposure of the Sizzler Oceans 38 brand.

Point Danger Branch participated in the Interbranch Championships again this season. The Branch team and support staff was again supported by sponsor Ocean Kayak. This season was the first season that saw Pool Rescue competition added to the event and will necessitate future training and development in this aspect of surf sports competition from a whole of branch point of view.

Junior Surf Sports in Point Danger Branch continues to strengthen each season with our youngest competitors attending regular events and progressing well with impressive results across all age groups and disciplines. Point Danger Branch clubs were represented well at the Queensland Junior Championships held at TH&C SLSC

The Branch has focused on the development of officials this season with a continuing program of mentoring and talent identification. Our goal for future seasons is to increase the number of officials at each club, retain the officials and showcase a career pathway for officials by identifying and encouraging those who can go onto achieve higher levels.

MANAGEMENT OF FISCAL POLICY

The Branch continues to perform well financially and has ensured long term financial well being through strict adherence to budgets in line with the strategic plan.

Last year the funding arrangements with the Gold Coast City Council changed dramatically – instead of an annual donation, we are now required to apply for the funding against other organisations on the Gold Coast. The Branch was successful in our endeavours to gain this funding and as a result we were able to pass on extra funds to each club.

As always, the Branch has been proactive in applying for funding from various sources, this season we have been fortunate to gain funding from many areas and we have applied for more funding to further assist our operations. Funding gained includes the following

The Branch has been successful in gaining $312000.00 in funding (over a 3 year period) to hire development officers to assist the clubs and Branch in their day to day operations. These positions will be responsible for building the capacity of all clubs to ensure that opportunities for participation in the wide range of physical activities associated with surf lifesaving are increased and supported. This is a new initiative for Point Danger Branch and will prove beneficial to all clubs.

CORPORATE AND OPERATIONAL GOVERNANCE

The challenges of maintaining the governance and corporate viewpoint of the Branch is one of continuous improvement with the Branch refining its strategies and systems in line with the needs of the clubs, the changing environment and necessary policies and legislation.

With changes in the economic and technological environment change is ever increasing at a fast rate and as such we need to consider and improve our responsiveness to these changes. An essential part of our success in this will be the club and member’s willingness and ability to respond and adapt to any changes.

The Branch has continued its operational governance with an increase in risk management procedures this season including an additional patrol hours/log book analysis, patrol roster review, Junior Activity Committee reviews and AGM Notice/Minutes review. This has allowed the Branch to assist the clubs in maintaining compliance.

STRATEGIC PLAN

In 2008 the Branch Executive Committee and Council undertook to have a strategic plan written to guide future decision making and capital investment in facilities, services, programs and other opportunities for a 5 year period. The successful operation of the Branch plays an important role in the continuation of life saving services at our clubs. The Branch has recognised that sound planning principles are required to ensure that the future direction and development of the Branch and its affiliated clubs reflects the needs of members and contributed to the well being of the larger community.

MEMBERSHIP

Point Danger Branch has shown a steady increase in total membership from 2003/2004 onwards. However, in season 2010/2011 we experienced the first decline in membership in eight seasons. In season 2009/2010 the total Branch Membership was 5908 and this decreased to 5826 in season 2010/2011 (a total decrease of 82 members). It should be noted that this is the smallest decrease of any Branch in the State

Our affiliated clubs have remained stable in membership from last season with only minor changes to club membership numbers. Bilinga, Coolangatta, Currumbin, Kirra, Rainbow Bay and Pacific have posted slight increases in membership whilst all other clubs have shown slight decreases.

Active Membership has shown an overall decrease of 59 (4.69%) members from season 2009/2010 to season 2010/2011. Both the Active Senior and Junior categories have shown a decrease whilst the Active Cadet membership category has increased by 21 members (8.78% increase)

It should also be noted that other categories for active patrols have experienced some changes from season 2009/2010. Long Service membership has increased from 265 to 279 members, Reserve Active has decreased from 16 to 15 and Award members have increased from 59 to 65 members.

The Branch statistics indicate that the difference between the male and female membership is only 18%. In total there are 3412 male members and 2414 female members. Female members show greater numbers in the following membership categories

• Active Cadet • Associate • Under 11 • Under 12 • Under 13

Male Members show greater numbers in all other membership category’s. Noting that in the Active Senior category male members number 571 with females numbering 210 Branch Membership

Season 2010/2011 was the first season that Point Danger Branch accepted financial members. This was a new initiative to ensure that there was an alternative for members who no longer wished to be members of the club but wished to contribute to the association. To date the Branch has 6 members, all of whom contribute to the Branch as officials or Committee members.

LIFE SAVING SERVICES

Surf Life Saving Point Danger Branch and its affiliated clubs main purpose is to prevent drowning and injury on our beaches. Our members have risen once again to accept these challenges. Point Danger Branch life savers have achieved inspirational statistics. Again we record no lives lost on our beaches – these are the tangible signs of the dedication and commitment of our volunteer life savers and clubs. The hours our members patrol do not always fairly reflect the hours put in behind the scenes to train physically, prepare mentally and to remain current in contemporary life saving techniques. Again, the Branch has continued to work cooperatively with the clubs to manage patrol breaches. Clubs and members are to be congratulated on their observance of the SLSQ Patrol Operations Manual and their Patrol Agreements for season 2010/2011. Some minor issues have arisen during the season with patrol log books and statistical reporting but these have been managed at club level through guidance by the Branch. This season five (5) patrol breaches have been recorded, however three of these were unsubstantiated and as such not recorded against the clubs records.

The Branch has continued to conduct patrol log audits and ATV audits on a monthly basis, and have added Patrol Roster Reviews and Patrol Hour reviews to assist the clubs in maintaining compliance and identifying shortfalls in rostering. The Branch has also concentrated efforts on training more Patrol Captains by encouraging members to attend the Silver Medallion Basic Beach Management courses. This initiative has assisted the clubs and members in understanding the requirements of patrols and the necessity to adhere to the patrol agreements, SLSQ Patrol Operations Manual and government/legislative requirements.

All eleven clubs within Point Danger Branch applied for and gained funding through the Department of Community Services/SLSQ Sustainability and More Beaches Under Guard funding programs. It is pleasing to see that all eleven clubs were successful in gaining funding to assist their essential life saving and training activities. Collectively, the Branch and its clubs gained $137 380.00 in funding, this is an increase of $30 430.00 from last season’s funding. The Branch assisted the clubs in the statistical reporting requirements for this grant program to ensure that 100% of clubs applied and received funding. This will continue for season 2011/2012, with the Branch assisting clubs in the application process.

PATROL CLUB OF THE YEAR COMPETITION

The SLSQ Point Danger Branch Patrol Club of the Year competition in its current format is now in its 5th year. It is proudly sponsored by Jann Stuckey MP (Member for Currumbin).

The Branch will be looking at further changes to this award for season 2011/2012 which may split the award into two areas – operational and administrative. Clubs will be awarded on each portfolio. Consultation will occur with the clubs to ensure that there is consensus in relation to this award.

It is has been pleasing to note that this award has not been awarded to the same club each season with all clubs in the Branch showing improvement annually. Previous winners are 06/07 Kirra SLSC 07/08 Coolangatta SLSC 08/09 Currumbin SLSC 09/10 North Kirra SLSC

TRAINERS AND ASSESSORS SLSQ Point Danger Branch continues to recognise and reward its members for their service to the Branch as Trainers and Assessors. In season 2010/2011 the Branch was required to run a Trainer, Assessor and Facilitator (TAF) workshop to ensure all our trainers and assessors were updated in the current systems and also inducted into the Registered Training Organisation (RTO).

During this time the Branch determined it was the perfect opportunity to ensure that our trainers and assessors were able to demonstrate resuscitation techniques – with all of attendees gaining the Resuscitation CPR award (112 gained in total). Further, the Branch used this opportunity to reward our dedicated trainers and assessors with PDB Polo Shirts, to ensure that they had a consistent uniform they could wear whilst performing training or assessing activities.

We continue to recognise and reward our hardworking and dedicated assessors. Our congratulations are extended to the following members who have gained Assessor Long Service Awards

For the first time in a number of seasons, the IRB was not the most popular form of rescue equipment. This season the rescue tube was the most used form of rescue equipment with 34.72% rescues performed using this piece of equipment.

Each season the clubs record the activity of people at the time of their rescue, in this season the most rescues were performed whilst members of the public were surfing (42.01%). This was closely followed by swimming (38.8%).

Preventative Actions are important in our patrolling activities as these measures ensure that rescues and other tragedies are kept to a minimum. Our clubs have been proactive in executing preventative actions this season. However it should be noted that there has been an overall decrease of 802 preventative actions from 2009/2010 to season 2010/2011.

TRAINING AND EDUCATION

In season 2010/2011 the Branch endeavoured to maintain its momentum with training and education by provided a large number of Branch run courses for club members to attend in an effort to assist the clubs, decrease pressure on club training officers and up skill our members. All of these courses were well patronised and as a result a large number of members have now gained additional qualifications.

In addition to our traditionally run courses of First Aid, ARC/Defibrillator – the branch added extra courses in for Silver Medallion Basic Beach Management and Age Managers Accreditations (see Junior Activities for the statistics relating to this award) to ensure that all of our patrols and nippers were compliant with the SLSQ requirements.

The Branch ran nine (9) Basic Beach Management courses across the Branch with 102 members gaining the accreditation which is an overall increase of 72 members gaining this award on the year before (240% increase).

ARC/Defibrillator and First Aid continue to be popular courses with the clubs and members and as a result the Branch has continued to see an increase in the number of awards gained each season.

There has been an 11% increase in ARC awards gained, a 9.56% increase in Defibrillator awards gained and a 53.50% increase in Operational First Aid awards gained. The Branch will continue this momentum in season 2011/2012 and will be running courses again in all these areas. The branch has also been identifying assessors and trainers who want to learn to train these skills and will be mentoring them through this process.

There have been some changes to awards this season with 4WD Induction, Tractor Induction and ATV Operator (replacing ATV Induction) introduced. The Branch and its clubs were proactive in this respect and courses were run in the off season to train trainers and assessors from each club in these awards so that they could go on to run them at club level. The Branch and clubs will be using the off season to assist members in gaining these accreditations. Clubs have until 31st December 2011 for eligible members to become accredited in these awards so that they can use these pieces of equipment.

Futuristically, there will be some changes to other awards with ARC/Defibrillator changing to Advanced Resuscitation Techniques (ART), the reintroduction of Spinal Management and changes to Silver Medallion IRB Driver awards.

The focus on new trainers and assessors continued this season, with seventeen (17) new Training Officers for season 2010/2011, 8 of these are new training officers who gained the skills trainer award and went onto train a squad. Two members are existing training officers who gained a TOC in a new award. Fifteen members gained the Skills Trainer award, 13 of these are still to train a squad and gain the SLSA Training Officers award and 2 of these were previous training officers who upgraded their necessary prerequisites to continue training.

Seven (7) members attended the Course Assessor course so that they could continue onto become Assessors. Two of these members were older members who were upgrading to continue being assessors, three members went onto become assessors and two are still continuing through the probationary process. In total the Branch gained 18 new assessors for the season.

Some changes to IRB Crewman and Silver Medallion IRB Driver training has seen a decrease in awards gained at club level but has been proactive in the prevention of accidents and injuries during training for these awards.

A total of 3725 awards (including junior awards) have been gained across the Branch in season 2010/2011. This is an increase of 604 (16.21%) awards from season 2009/2010 and a further increase of 748 (20.08 %) awards from season 2008/2009. Full details of awards gained are listed in the appendices.

In over viewing the core life saving awards we can note the following for season 2010/2011

AWARD ANALYSIS Advanced Resuscitation ARC Awards have increased from 96 (09/10) to 108 in season 10/11.

This is an 11% increase. Bronze Medallion Bronze Medallions this season have experienced a slight decrease from

369 to 288. Total decrease of 81 from season 2009/2010 Defibrillator This award continues to show growth with a 9.56% increase Operational First Aid After a slight decrease from season 08/09 to 09/10, this award has

season in a row. IRB Crewman have decreased from season 09/10 of 93 to 57 in 10/11. This is a decrease of 39.78% across the Branch

IRB Drivers IRB Driver awards have decreased dramatically with only 16 members gaining this award. This is a 50% decrease from last season

Radio Operators Certificate Clubs have been encouraged to train and assess this in conjunction with the Bronze Medallion. This has seen an increase of awards of 240 awards from 74 to 314

Surf Rescue Certificate Surf Rescue Awards have remained on par with last season with 143 awards gained (= to season 09/10)

The Branch will continue to work with clubs and identify members who can assist in the training, assessing and facilitating of awards. Surf Life Saving Queensland will be adding the Certificate 4 (Workplace, Training and Assessment) course to their scope at the end of the year which will give our members increased opportunity to gain this award and proceed further to help their clubs and members.

Season 2010/2011 was again a busy season for Surf Sports in Point Danger Branch with regular carnivals held across all age groups and disciplines.

The Branch ran the following events throughout the season. The Branch has continued its positive relationship with stakeholders including SLSQ, South Coast Branch, Gold Coast City Council Lifeguards, Special Events and the QLD Police Service. The requirements in relation to compliance and workplace, health and safety have increased and will continue to do so to ensure that our events are run well and our members are safe. Season 2011/2012 will see some changes to our events calendar with the rotation of local carnivals changing and Point Danger Branch running the Gold Coast City Titles – there will be a name change for this event and it will now be referred to as the Gold Coast Championships.

SIZZLER OCEANS 38 PREMIERSHIP SERIES

Season 2010/2011 was the third season of the Sizzler Oceans 38 Premiership series. These carnivals continue to be a competitive force on the Queensland Surf Sports calendar – being the only series that provides prize money for clubs. Two rounds were held in January at North Burleigh SLSC and Kirra SLSC.

The Sizzler Oceans 38 Group (PDB/SCB) also embarked on a partnership with the Australian Surf Rowers League (ASRL) to have additional events staged throughout the state to ensure compliance to our sponsorship agreement. Two events were held for boat rowers – Young Guns and Best of the Best. This allowed the Sizzler Oceans 38 brand to be further showcased throughout the state.

We are proud to announce that we have secured the partnership with Sizzler for the next 3 seasons (concluding in 2014), which will include the partnership with ASRL and the inclusion of Sunshine Coast Branch. Participation in this event continues to grow across all age groups and disciplines (noting that last season had a higher number due to the inclusion of a 3rd round)

INTERBRANCH CHAMPIONSHIPS

The Interbranch Championships is certainly gaining momentum and popularity with the addition of pool rescue events into the competition this season. This allowed the competitors to identify and showcase another level of competitive talent and it will be an area the Branch and Clubs will need to work on developing in the future.

Ocean Kayak sponsored our team for the second year in a row, and many remarks and compliments were paid to the Branch for the presentation of the team members, staff and officials. The generous support of Ocean Kayak has allowed the Branch to present our team in a professional manner and has certainly added to the pride of the team and its members. Again the Branch held a team dinner for all members, staff and officials and allowed the Branch to present the uniforms to the members and make an occasion of this. Parental support has been paramount to the success of the team and appreciated by all involved.

SURF RESCUE CHAMPIONSHIPS

This season the Branch held the Surf Rescue Championships at Bilinga SLSC under the watchful eye of Carnival Referee – Stuart Hogben. The event was postponed by one week due to the QLD flood crisis. Participation was good with competitors in most age groups. Our members went on to participate at State and Australian Championships with credible results. This is certainly an area of competition that needs more development for future seasons.

SURF SPORTS OFFICIALS

The affiliated clubs of Point Danger Branch continue to be proactive in identifying members who can learn and carry out officiating duties. Season 2010/2011 has seen an increase in the number of members attending courses with 39 members attending the Level One Officials course – of this 17 have already completed the accreditation and all others are still progressing.

Currently the Branch has 142 registered officials. Our goal is to increase this number to 200 in season 11/12 to ensure that all carnivals are run effectively and efficiently. The Branch has been hands on regarding the identification of possible Level 2 officials with 3 members attending and completing the Level 2 Accreditation course and these members will be assisting in mentoring officials towards becoming future Level 2 officials.

JUNIOR ACTIVITIES

Season 2010/2011 has seen Junior Activities in the Branch prosper with membership holding strong, clubs progressing well and an increase in Age Managers and Officials in the junior area. The clubs have interacted well together with the members of the Board of Junior Activities proactively participating in meetings and setting direction for the junior membership of the Branch.

We are proud to announce that Claudia Fien (Rainbow Bay SLSC) was named the Queensland Under 14 Junior Life Saver of the Year for her dedication and commitment to junior activities and surf life saving. Claudia was presented with the award at the Queensland Junior Championships.

MEMBERSHIP AND AWARDS

Season 2010/2011 saw a slight decrease in junior membership from the previous season. The Branch finished the season with 2044 nipper members which was a 42 member decrease on season 2009/2010. Six of the eleven clubs have shown an increase in membership, with all other clubs showing a slight decrease. The largest membership growth can be attributed to Kirra SLSC (32.89%).

Season 2010/2011 saw an increase in the amount of Age Managers in Point Danger Branch with 124 members gaining this accreditation. This is an increase of 80 members from season 2009/2010. The branch has scheduled the courses in club groups and this has proven successful with more members attending. We have also identified members to become potential Course Presenters in the Age Managers course and 3 more members will assist in this area in season 2010/2011.

The 11 clubs of Point Danger Branch trained and assessed 1640 nippers in the required junior age awards. 144 members gained the Surf Rescue Certificate. It is concerning to note that 260 nippers did not receive age awards this season. This will be an issue for the Board of Junior Activities to take forward in season 2011/2012.

As always the Under 13 members all gained their CPR or Basic Resuscitation Certificates’ as a prerequisite for the Surf Smart Two Award and Under 14 members were required to gain their SRC.

The PDB U8-U10 Teams carnival continues to be a popular event on the surf sports calendar. This carnival is also used to train our newest probationary officials (who attend a course the day prior). We have added one extra event to this event – the U8-U10 Cameron Relay which incorporates all age groups in one team event.

Little Dudes attracted over 700 competitors this season, even with capped numbers. This carnival is specific to individual events only to ensure that the competitors get

the opportunity to compete in all disciplines and allow us to finalise the carnival in an appropriate time frame.

PDB U8-U10 Carnival was a successful carnival and the Branch and clubs commitment to ensure that every competitor receives a participation medal will continue into season 2011/2012. This has proven popular with the clubs and members and ensures that we recognise and reward all of our littlest surf sports stars.

Conditions were much more favourable this season for the PDB U11-U14 Championships and all events were able to be run with no interruption. All clubs did well at the Championships with some close point scores. The Branch Junior Activity Chairperson’s meet annually after this event to collectively determine the restricted entries for Queensland Junior Championships. This meeting guarantees that all events have entries so that Point Danger Branch is represented well.

Some changes will occur in season 2011/2012 for nipper competitors with the introduction of another level of competency for our nippers. If nippers wish to compete in season 2011/2012 and beyond, they will be required to successfully complete a Competition Evaluation swim (which is competitive distance in length) to ensure that they can handle a competitive situation and distance.

This season the Queensland Junior Championships were held at Tweed Heads & Coolangatta SLSC. This was a bonus for the club in celebration of their centenary year. Conditions were challenging with rain/wind and flat surf. Our nippers performed well with a number of gold medals achieved.

of departed Members during the season. We would like to pay special mention to our Life Members that have passed away.

CHARLES KEITH (SPEEDY) REED Speedy Reed joined Tugun SLSC 57 years ago in 1954 and gained his Bronze Medallion and then a few years later gained his Instructors and Examiners Certificates. His commitment to surf club activities was magnificent and his participating interest remained current until his death. He served in many positions at club level including Deputy President for six consecutive years from 1975 to 1981 and was Captain in 1964. He served on many committees, the last of which was the Meritorious Awards Committee ceasing in 2009. However his great love was surf boats. He was Boat Captain for many years and was no doubt the father of Tugun’s Surf Boat involvement. This culminated in 2002 when Tugun became Australia’s Champion surf boat Club with a win at the Aussie’s in the Open Boat, Reserve Grade Boat (rowing the Keith Reed boat) and a third place in the Junior Men’s Division – a truly remarkable effort. He was granted Life Membership of Tugun SLSC in 1973 for outstanding services to the club. Surf Boats always dominated his life saving interest. He became a very proficient surf boat sweep oarsman and in 1964 in mountainous seas at Collaroy made the final of the Junior Boat. An outstanding effort of courage and particularly in as much that Queensland success in those days was very rare. He served as Surf Life Saving Queensland Boat Advisor and for many years was Point Danger Branch Boat Officer. He was awarded Life Membership of Point Danger Branch on 23rd July 1994 for his outstanding commitment and service to life saving and surf sports over a significant period of time. On retirement from active competition he remained involved by accepting the duties of Boat Starter – without doubt the most difficult and demanding of jobs as surf boat official. The intricacies of starting fairly, a six boat race in unpredictable and volatile conditions are immense. Much has been said about who makes the best starters and we feel the consensus would show ex–boat sweeps. Keith fitted the requirements very well and took the job very seriously. He was an ex–sweep, he had good judgment and was fair and honest. He became one of Australia’s best starters and achieved his ambition of starting an Australian Championships final. The best measure of a starter is to ask the competitors. Competitors felt comfortable with Speedy. He was the first starter ever seen to recall a start because a crew had been disadvantaged. A feeling of trust was forged between Speedy and competitors and after a carnival he could always be seen sharing a drink with competitors. Speedy also shared his passion for surf life saving with his family who have followed in his footsteps and joined the Tugun Surf Life Saving Club and discovered his secret in life. Speedy is very much missed as a fellow member and friend.

CLUB OVERVIEW 2010/2011 TALLEBUDGERA SLSC

What a 12 months Tallebudgera SLSC has had with floods and cyclones at one end of Australia and fires at the other. When we look at how many volunteers we have in this country it makes you proud to be involved with the volunteer movement. The club lost Foundation member - Ronnie Long. In recognition of Ron’s dedication to the club and life saving, the Gold Coast City Council granted Tallebudgera SLSC the right to name the park in front of the club the “Ronnie Long Park”. Tallebudgera SLSC would like to take this opportunity to thank Councillor Daphne McDonald (Gold Coast City Council), Christine Smith MP (Queensland) Government) and Karen Andrews (Federal Government) for supporting not just Tallebudgera SLSC but surf life saving in general. Ian Munro will be standing down as President of Tallebudgera SLSC at the AGM, thanking Point Danger Branch, SLSQ and SLSA for their support over the last ten years of his Presidency. Tallebudgera Supporters Club has had a great year when you consider the global situation and the hard financial times we have gone through, everyone has done it a bit hard however the club came through in the end thanks to some hard work by our supporters. The Tallebudgera SLSC nippers have increased their numbers again this season – numbering approximately 350 nippers. The cadets have been going strong and the club is hopeful this age group will continue into the senior club through the transition period to help keep the club viable into the future. It was pleasing to note that Tallebudgera Beach won the Australia’s Cleanest Beach award this year. The club nippers were heavily involved in this initiative and it is satisfying to see such a positive outcome and award. The senior club has experienced a good season with strong patrols and a fatality free season once more. The level of training by volunteers has sky rocketed and now requires a lot more time committed to stay current in contemporary training, as such thanks to all involved. In saying that, it is very important that we retain our up and coming youth through to the senior level to fill the ranks.

PACIFIC SLSC

Pacific SLSC has experienced a very successful season with both the senior club and nippers club growing in numbers. The nippers have grown again this season under the leadership of the Junior Activities Committee and a dedicated group of age managers and members who attend to the canteen every week. The senior members ably assisted with water safety each week. Pacific SLSC thanks all members involved with nippers for all the hard work they have put in through the season to make nippers a success. Pacific SLSC had over 100 members patrolling during season 2010/2011 which was an increase on the previous season’s active membership (noting that the increase was in Active Cadet and Junior Members). The coordination and dedication of the Club and Vice Captain ensured that the patrol captains and members were able to perform their voluntary patrols well. Youth Development is an ever increasing area at Pacific SLSC which is assisting the club in bringing through members from nippers and turning them into patrolling members. The youth members have had a successful year and have participated in a number of events representing Pacific SLSC well. Next season looks to be even more successful with a number of these members showing an interest in surf sports, Issues arose at the end of the last season due to the club ATV being stolen and burnt out. A new Polaris ATV was purchased, which turned out to be a good piece of equipment for the club. The Building Committee has been active in getting the club house refurbished and up to the standard it now is. The club has started to hire the club out for functions and weddings with a favourable response from the public. The club training rooms are also complete and are available for hire. Pacific SLSC excelled during the Surf Rescue Appeal - raising over $15,000 which was the highest amount the club has collected in recent years. Thank you to all members of Pacific SLSC for their support and dedication towards life saving. Thanks are extended to Point Danger Branch for their continued support.

PALM BEACH SLSC Implementing good corporate governance has been the main focus of Palm Beach SLSC. It has been both challenging and rewarding to see this come together throughout the season. The integration of the Supporters Club and the Surf Club has been one of the most positive moves towards achieving this goal. Appointing a General Manager to oversee the operation of both clubs has further enabled this to happen. As a result of this amalgamation, administration has become more streamlined and efficient, and many unnecessary expenses to the club have been avoided. The new administrator took on this job only days before the season commenced and therefore had a massive challenge ahead. She was however, quickly brought up to speed through the fantastic assistance of Kerrie Barnes (PDB), and has since proven to be an outstanding asset to the operation of the club.

With a strong administrative backbone, the club has been able to run the surf life saving activities smoothly and efficiently. The Nipper contingent was filled to capacity. Through both the Saturday Nipper activities and carnivals, the club saw the beginnings of many future champions. The Junior, Cadet and Senior competitors also performed well in carnivals. Palm Beach was well represented in most events and overall the club shared in gold, silver and bronze medals at all levels of competition. It was great to see the club’s colours on display. Palm Beach SLSC members not only show a big heart in competition but also with community service. A proud moment for the club this year, was when the word was put out for assistance following the Brisbane floods, the club bus was very quickly filled with club members eager to help out. They came armed with gum boots, shovels and gloves, as well as a barbecue, food and drinks for the residents and all workers in the area. The members worked tirelessly, helping residents with the clean-up of their homes that had been inundated with mud and debris. The residents of Graceville were very appreciative of the assistance Palm Beach SLSC members had given. The General Manager also organised community donations of clothing and other household items, to be collected at the club. These donations took a significant amount of time to sort through, before being loaded on to a truck, headed for Brisbane.

This year the club has seen another successful patrolling season with the continued commitment of our regular members, travelling from as far away as Warwick and Brisbane. With the addition of two new enthusiastic Bronze groups, the patrol numbers have been strengthened to ensure that Palm Beach remains a safe place for the local community and visitors.

Thanks to the Supporter’s Club committee, management and staff who donated a significant amount of money, time and food into the running of the surf club. Finally, on behalf of the Palm Beach Surf Life Saving Club, thanks to Point Danger Branch, Surf Life Saving Queensland, Surf Life Saving Australia for their ongoing support and the Queensland State Government who have greatly assisted the club with grants and donations of vital lifesaving equipment.

CURRUMBIN SLSC Another season is over and ‘The Vikings’ are firing on all cylinders. It is satisfying to see Currumbin SLSC on a relative high right across the board. The club and committee are continuously attempting to create communities within the club and are always looking at the right ingredients to create a community and to have it sustain itself. At Currumbin SLSC we have found the solution! The club, over the years has become very much the hub of a fantastic community that is obviously further added to by the other people spaces such as the cafes, the schools, the child care, the RSL and then the gorgeous environment with the open spaces and the obvious amenity with the beaches and the ocean. Currumbin SLSC itself plays its part within the wider community with the young family oriented junior club, the exercise is covered by the gym, the celebrations location of the Vikings Room, the socialising bar and restaurant level, the healthy and active competitive environment and coaching, and of course the community minded patrolling of the beach. A lot of the above we take for granted but it does take effort by the main ingredient: people, and great people at that. Currumbin SLSC has been blessed with a consistent involvement of key people in the key roles both in the volunteer and professional roles within the club. These key people (and it is always difficult naming individuals for sake of not recognising the large group of ‘doers’ in the club) are true leaders who coordinate large groups of people from diverse backgrounds to create the fabric of our community. Whether it be the 284 patrolling members, the 130 competitors, the 180 awards, the 300+ nippers or the business of maintaining our club and bringing in the $6M revenue and coordinating the whole interplay between people, strategy and execution. Obviously they don’t do it alone. The patrol captains, the management committee, the junior committee, the building committee, the supporters committee, the staff leadership team, and of course the many good members and fantastic staff that make our club special. In addition to the internal club members, the club has the support of many good sponsors and suppliers, the ever supportive Kerrie Barnes and the team from the Branch, and general support from the wider community with patronage at our club. Although the club has had a successful year in the four main focus areas - Patrolling, Youth Development, Competition, and Financial Management, we can never stand still. Although Currumbin SLSC have been fairly consistent over the last few years, with the ever changing world and its individual pressures, key people will change, members and staff will move on, priorities and focus areas may change and we must ‘stay on our toes’ and change and improve with the times. We will forever find our way.

TUGUN SLSC

At the close of the 2010/2011 patrolling season, the club must thank and congratulate the efforts put in by all Tugun SLSC patrolling members throughout the year. The members have adhered to the necessary SLSQ Patrol Operations manual, policies and procedures with no patrol breaches recorded against Tugun SLSC. Whilst the club recognises that it’s not always a priority for the younger members to get to the beach on time, the more experienced members led the way and showed the younger inexperienced members to take pride in wearing the red and yellow cap. The vigilance and service of the members has to be commended, in once again keeping Tugun SLSC beach fatality free. The nipper patrols must also be thanked as they set a great example to younger members coming through. The club Training Officers have been very busy this season helping our members gain 431 awards and proficiencies, whilst also upgrading their own accreditation, all of the club trainers should be congratulated for the hard work and dedication shown throughout the year. Surf Sports has progressed well this season with club coaches who should all be congratulated on the efforts that they have put in this year in their different fields, the club has a group of very dedicated coaching personnel who are seeing the fruits of their labour coming through. The club enjoyed some success at the Australian Championships which saw the Tugun SLSC on the podium five times to collect medals Gold Open Men’s Ski Relay, Gold Open Men’s 2km Beach run Silver Open Men’s Board Relay Bronze U19 Surf Boat Bronze U17 March Past

At the Queensland State Championship the club enjoyed similar success with Tugun SLSC competitors coming away with seven medals- three (3) Gold, three (3) Silver and one (1) Bronze. All in all a very encouraging year in relation to surf sports. The club experienced a big change this season in relation to the Nippers, with a new committee and a refreshing outlook being able to identify who really was prepared just to do it for the kids. With the hard work the office bearers put in during season 2010/2011, next seasons growth looks inevitable, congratulations are extended to all members involved with nippers. Whilst the GFC has struck hard as all clubs would know and appreciate, the Supporters Club have to meet some new challenges, so it is now time to have to stand back and look at the operation to assess every aspect of Tugun SLS Supporters Club business and then come up with new ideas to entice the patrons to the Club in this very competitive market of hospitality. I would like to thank the Point Danger Branch and especially Kerrie Barnes for all the assistance throughout the year, to have a person of her calibre in our Branch to refer to is a great benefit to all Clubs in our Branch.

BILINGA SLSC

Season 2010/2011 will be remembered as a tough year for Bilinga Surf Life Saving Club. A small but diligent committee for the senior club and no formal committee for the Nipper program - however Bilinga continued to operate successfully with the input of a small amount of dedicated members.

Thank should be extended to committee members for their outstanding service, their ability to come to all meetings and to debate healthily and discuss processes that would benefit the club are to be commended. The goal for the season was one of stability; again the club had tremendous support from outside the club from a number of members, both in resources and financial assistance. The club managed to grow the equipment base and attempted to make the club a place that young people wanted to be.

The function co-ordinators have continued to work well on behalf of the club. Function bookings continued to grow and the quality of the function venue has continued to be enhanced. A solid business has been built which keeps Bilinga afloat. The dynamics of surf life saving and its place with young people’s lifestyles has changed dramatically in the last generation; further fund raising becomes more and more difficult as multiple clubs and organisation chase the same dollar. With this in mind it is imperative that clubs like Bilinga maintain a strong function facility to keep the finances rolling. The Nippers had no Junior Activity Chairperson but instead a very hard working group of parents and the club enjoyed a very successful season. Bilinga’s goals were to get the kids into the water and being active on the beach and to this end thanks to the club members who assisted in the coaching and mentoring the nippers are extended. Bilinga SLSC changed the format of the break up and trophy presentations so that first place was only rewarded but all children received a bag of goodies that they can use in the coming seasons. Feedback from parents was very positive about the year and the breakup. Kids look to have fun and run and jump and play and the positive feedback received reinforced this belief. Congratulations to members who assisted with the training and education of Bilinga SLSC members and also to Club Secretary who was constantly chasing ways to have Bilinga members trained and skilled in other awards – to this end a number of Bilinga members attended Branch run courses to gain necessary awards such as ARC/Defibrillator, Operational First Aid and Basic Beach Management. Club Administrator Carole Walle is to be thanked for her professionalism and ability to get down to the task at hand and to keep the club ticking. Finally, to Kerrie Barnes thank you for all your help and guidance over the last two years, it has been a tough journey and you have always been there to lend your support and guidance to help the club through. Bilinga faces a new era with new management, a reduction in current members as people’s lives evolve.

NORTH KIRRA SLSC

Season 2010/2011 could well be described as “interesting times” for the members of North Kirra. The uncharacteristic weather conditions during the summer months not only had an impact on beach patrols but also saw North Kirra SLSC members assisting with flood operations in Brisbane and the Brisbane Valley. Notwithstanding the poor weather, the club is happy to report that North Kirra has had a successful season on many fronts. Patrolling numbers were reasonably static and it has been pleasing to see many of the newer members undertaking additional training to advance life saving qualifications and skills. North Kirra hosted two Junior Carnivals during the season; these events provided excellent fund raising opportunities for the Club and the clubs Jupiter’s Summer Surf Girl entrant, Johanna Presser. North Kirra SLSC received positive feedback from many of the officials and competitors who attended the carnival. North Kirra SLSC look forward to hosting similar events in the future. North Kirra’s Club Coach, Tenille Kenny has assisted greatly in the development of many of our Nippers and Active Members, this led to an increase in the number of North Kirra Nippers attending carnivals where the competitors achieved success in most age groups, not only for individuals but also in some of the team events. North Kirra also made a modest return to the senior competition this season and as a club look forward to building competitor numbers in coming seasons. On an operational front, North Kirra was successful in obtaining funding from the DCS/SLSQ Sustainability and More Beaches Under Guard Fund, the club now has a fully equipped Ford Ranger 4x4 which will assist members greatly with patrolling operations and any EMQ requirements that may arise. Our thanks go to Surf Lifesaving Queensland and the Queensland Government for this very important contribution to the North Kirra’s operational capability. The club’s Nipper program was extremely well supported over the past season; thanks are extended to all of North Kirra SLSC Nippers for their enthusiasm and involvement. For the first time in many years all Nipper Committee positions were filled at the Nipper AGM and the junior activities will continue to flourish under the stewardship of this group of dedicated individuals. Thank you to North Kirra SLSC members for your hard work and assistance throughout the season, it is through your efforts that North Kirra SLSC continues to grow and prosper. Thank you also to Point Danger Branch and our sister Clubs for your support throughout the Season.

KIRRA SLSC

Kirra SLSC undertook some very important changes in the way the club handled its day to day running. This year was focused on procedural implementation with a goal to ensure that those that follow into positions within the club will have a plan to make their roles easier. Clearly with that in mind, certain attitudes of the way the club used to do things also needed to change to see success in all areas. With every challenge presented, the committee delivered unquestionable results to bring Kirra SLSC in line with the forward momentum of life saving in today’s society. Communication was a key to the success and a continued effort is required for next season. On the beach Kirra SLSC life savers provide numerous preventative actions and on the occasion where they conducted rescues, they exceeded expectations by maintaining our “no loss of life” goal. Congratulations are extended to these front line volunteers and they are to be commended for their commitment to the community and Kirra SLSC. Last season, at club level saw the introduction of patrol inspections and this season with the goal of better training our life savers the club added scenarios. This gave members the chance to experience incidents in real time, to further their skills to become better equipped at what is asked of them. Continually they rose to the occasion with scenarios presented with the utmost professionalism and are to be commended on their dedication and service to Kirra SLSC. In the past Kirra boasted a formidable array of talent from all areas of surf sports and slowly but surely Kirra is starting to deliver great results. Most notably this season, is the 220+ years Surf Boat crew who courageously brought home a Bronze at the Australian Championships. On the back of an extremely successful season they were consistent achievers. R&R always present well and again saw the team in the Open 5 Man Australian final with a solid effort. The March Past team that so diligently fly our flag continue to improve each season and represent Kirra with much pride. With the next step for Kirra being a form of paid professional coaching, the club hopes to see more great results in coming seasons. A highlight this season was the attaining of grants which will allow the club to renovate/replace key outdated amenities/equipment. As grants become increasingly difficult to acquire these funds are huge boosts for Kirra SLSC. Kirra SLSC has come a long way to becoming self sufficient and the ongoing funds needed to maintain the service are always a priority. A plan has been formulated to better capitalise on existing opportunities and further the potential to raise revenue with a clear vision to provide quality facilities for our frontline members who protect Kirra beach. Next season continuing in the great success of our nipper program and the innovative approach to educating junior life savers, Kirra SLSC is including through the nipper structure the opportunity for youth, especially U15-U18, to remain involved through a comprehensive training program which will develop their skills as life savers and competitor’s. The goal is to remove the gap that exists between finishing nippers and becoming life savers. Early indications are proving that this will be extremely popular in retaining this age group and providing our youth with further avenues to excel. Finally I must convey a sincere thank you to the Branch Manager Kerrie Barnes for continually exceeding all expectations placed upon her. Kerrie’s amazing help this season as I transitioned into my role as President was incredible. The relationship between Point Danger Branch and Kirra SLSC this season has gone from strength to strength and I look forward to developing this further in future seasons.

Coolangatta Membership Statistics

COOLANGATTA SLSC

Coolangatta SLSC has completed another successful year in all areas of activities including beach patrols and safety, competition & training, fundraising and involvement in local community organisations. The club has continued with its focus as a family club with the rejoining of past members who have encouraged their immediate family and relatives to join and participate in gaining awards and becoming valued members. This trend was evident in both the senior and junior membership areas. There were a number of notable rescues however, prevention and control was evident with no fatalities or major assistance required. The management team has had a particular focus on administration area’s this season to improve club systems and procedures and communications to assist with good management and governance especially, in the areas of public liability and Workplace Health and Safety. Highlights are as follows;

• Employment of two excellent administrators in a job sharing role. • Upgraded computer & support systems including cost saving telephone and communication

systems. • Redeveloped the web site based on a ”state of the art “platform with many features so that

is not only a communication avenue but also a management tool moving forward. • Developed a comprehensive Members Induction Booklet & Procedures. • Introduced a Safety Officer to a position on the Management committee of the club.

The Club upgrade and development project is at Gold Coast City Council in the final stages of development approval. The Building committee has been working with a local architect to develop a design to meet the various operational areas of the club but to have a final product that the community and members will be proud. This season the Management Committee discussed the inclusion of the “Promotion of Wellbeing” in our goals and that is five essential elements that represent 5 broad categories that are essential to most people.

• Career Wellbeing • Social Wellbeing • Financial Wellbeing • Physical Wellbeing • Community Wellbeing

This year the club has been active in working with the local organizations, PCYC Tweed Heads and Australian Sports Commission Active after School Program that has proved to be toward our mutual best interests and will assist with our membership drive and standing in the community. The Beach Soccer and Great Australian Ocean Swim Series should prove to be worthwhile Events and fundraising projects in the future as well as Supporting worthwhile charities. A special mention to the management of the Point Danger Branch, SLSQ, SLSA, GCCC and Queensland Government.

TWEED HEADS AND COOLANGATTA SLSC

2010/2011 saw TH&C SLSC successfully complete 100 years of patrolling Greenmount Beach without loss of life. The club continued to excel undertaking 7,003 hours of patrol, 77 rescues, 644 preventative actions, 508 first aid cases with 469 being for marine stings. TH&C SLSC members obtained 229 new awards throughout the season including 36 new Bronze holders.

Other highlights of the 100th season include • Mariah Jones selected in the U21

Australian Pool Rescue Development squad which travelled to New Zealand.

• Centenary weekend of celebrations and the launch of the Centenary Book attended by a number of dignitaries including Mr. Ron Rankin AM (SLSA) Ken Bird OAM (SLSQ) and Mal Barnes (PDB).

• Hosting the Inter Branch Titles and Queensland Junior State Championships

• Mariah Jones being the first female member of TH&C to attain the Gold Medallion (Advanced Lifesaving) Award.

• 160+ Boat Crew winning gold medal at the Queensland Championships. • Brodie Doyle’s selection in the Australian Team for the International Surfing Association

Junior World Titles.

Congratulations to all competitors with TH&C SLSC members representing the Club in numerous carnivals throughout the season, including, surf, pool rescue, surf board riding and for the first time in many years, surf rescue championships. Once again the Masters achieved, winning a staggering number of medals at the State and Australian Championships. The team finished 10th overall at the Queensland Championships and coming 3rd in the Queensland Handicap Point Score.

The club experienced great results in other areas of competition including traditional sports such as Surf Rescue Championships and March Past. The Club hopes to see more members compete in these sports in future seasons. The club has also continued its success in Surf Board Riding with a number of medals and credible results achieved at State and Australian Championships

The Centenary was celebrated in a style befitting the first Surf Life Saving Club in Queensland, with a fantastic weekend had by all who attended. Thanks should be extended to the organising committee who coordinated a wonderful weekend and celebration. The Centenary Book has been well received and it is a magnificent record of the club’s first 100 years.

TH&C SLSC hosted the Queensland Junior Championships. The State Nipper Committee worked tirelessly to ensure the smooth running of the carnival and did the Club proud. The feedback from the other clubs, Point Danger Branch and SLSQ has all been high in praise. It was great to see members from all sections of the club from Nippers, Juniors, Seniors, Winter Swimmers and Old Boys all working together to achieve a successful carnival.

The Development Application has been approved by GCCC and the next step is to organize a building fundraising committee to take forward the clubs renovation plans to ensure the future viability of the club for its members and the community.

It was pleasing to see so many opportunities for our members to compete in surf sports and to gain knowledge and skills with the lifesaving awards available to them. The club is hopeful that this momentum will continue in future seasons.

RAINBOW BAY SLSC

Thanks and congratulations are extended to the dedicated members of Rainbow Bay SLSC on a job well done, yet another great season with no lives lost. A number of Rainbow Bay members took time out to further extend their own qualifications and gaining SLSA awards for the beach, this benefits not only the patrolling members and the beach going public but will assist the club in coming seasons. A number of new members joined Rainbow Bay SLSC ranks this season and have worked towards the common goal of zero preventable deaths and injuries at Rainbow Bay SLSC.

Rainbow Bay SLSC worked collectively towards several clearly defined goals to increase club membership, to increase member awards to increase our competition strength in Surf Sports.

This year’s goal to increase our members and member’s awards from that of previous year’s progressed as planned. The overall performance in this area of the club is attributed to the dedication of the club’s trainers and assessors.

Surf Sports saw some outstanding results this season. For the first time in many years Rainbow Bay competed in most areas of competition; junior activities, seniors, masters and surf boats. In season 10/11 the club saw great competition results in all these arenas resulting in Australian and Queensland Gold, Silver and Bronze medals.

The club further cemented its reputation of having outstanding members with Life Member Ray Fien named as the 2009/2010 Andy Frizzell OBE OAM Award winner. This award recognises a member who has provided outstanding service and commitment to Junior Activities throughout the season. The club was even more excited when Under 14 Nipper Claudia Fien was named 2010/2011 Queensland Under 14 Junior Surf Lifesaver of the Year.

Casey Archer represented Rainbow Bay SLSC as this year’s Conrad Jupiter’s Surf Life Saving Miss Summer Surf Girl. Not only did Casey gain her Bronze Medallion this season, she worked tirelessly throughout the season raising $18,500.00 for our Club.

Rainbow Bay was fortunate enough to receive funding through the Queensland Community Benefit fund for a new IRB and also funding under the DCS/SLSQ More Beaches Under Guard grant for a new ATV.

The Supporters Club has continued to move from strength to strength again after another relatively hard year. The Quicksilver/Roxy pro event saw a multitude of patrons visiting the club. The Supporters club provided support to the surf club in different ways; from running events such as the sportsman luncheon and surf girl functions and through donations. Donations to the club this season totalled $361,734.00 against a previous years $272,713.00.

Finally special mention must go to Victory Ford, Gold Coast City Council and the Queensland State Government for their continued support here at Rainbow Bay.

The management committee of the branch declares that the branch is not a reporting entity and that this special purpose financial report should be prepared in accordance with the accounting policies outlined in Note 1 to the financial statements.

The management committee of the branch declares that:

1 The financial statements and notes present fairly the branch's financial position as at 30

April 2011 and its performance for the year ended on that date in accordance with the accounting policies described in Note 1 to the financial statements;

2. In the commitee's opinion there are reasonable grounds to believe that the branch will be able to pay its debts as and when they become due and payable.

This declaration is made in accordance with a resolution of the Management committee of the branch.
