Request for Registration of Owners Association
This service allows clients to apply to register an owners association to manage co-owned real property in freehold areas.
The service is provided by the Owners Associations Section at the Real Estate Relations Regulatory Department.
Required Documents
1- Copy of the common areas plan2- Copy of the minutes of meeting of the general assembly (in Arabic)3- Copy of the minutes of meeting of the Board of Directors (in Arabic)4- Filling the application form for registering the information the Board
of Directors’ members5- Copy of the financial audit report for the previous years from an
auditor certified by the Real Estate Regulatory Agency6- Master Community Declaration (if available)

Request for Approval of Service and Maintenance Fees
This service allows clients to apply for approval of service and maintenance fees by the Owners Associations Section. Upon issuing the approval, they may request owners to pay the prescribed fees.
The service is provided by the Owners Associations Section at the Real Estate Relations Regulatory Department.
Required Documents
1- Draft Annual Budget of the project (according to the requirements and standards approved by the Real Estate Regulatory Agency)
2- Copies of all contracts (maintenance, services, supplies, management, insurance …. etc) mentioned in the draft budget, and copies of the commercial licenses of these companies (all licenses must be issued from the Emirate of Dubai)
3- Copy of external auditor’s report issued by an auditor certified by the Real Estate Regulatory Agency
4- In case of owners associations, the applicant will submit a No Objection Letter from the Board of Directors of the Owners Association approving the service and maintenance fees
5- In absence of an owners association, the developer will submit an undertaking to start forming the owners association within one (1) month from the date of request
6- Copy of the unit’s title deed (for the first financial year only).7- Copy of the completion certificates (the first financial year only).

Request for Registration of Owners Association Management Company
This service allows clients to apply for the approval of the Real Estate Relations Regulatory Department to register a company with the Real Estate Regulatory Agency to provide management services to owners associations.
The service is provided by the Owners Associations Section at the Real Estate Relations Regulatory Department.
Required Documents
1- Owners Associations Management Qualification Certificate for the license holders and manager
2- Copies of Passports of the company’s owner and manager (a non-UAE national applicant’s visa must be sponsored by the firm)
3- Copy of the Commercial License

This service allows clients to inquire about the approved service fees for co-owned projects.
The service is provided by the Owners Associations Section at the Real Estate Relations Regulatory Department.

Request for No Objection Certificate to Close a Project Escrow Account
This service allows clients to apply for a No Objection Certificate to close an escrow account of a project.
The service is provided by the Owners Associations Section at the Real Estate Relations Regulatory Department.
Required Documents
1- A letter from the Department of Real Estate Registration Services confirming that Title Deeds were issued to owners of all units in the project
2- A letter from the Financial Affairs Department confirming the registration and approval of the project plans
3- An undertaking from the project contractor or developer to provide required maintenance services and remedy construction defects for one (1) year after the date of completion
4- Copy of the final report (Real Property Inspection Report) indicating that the developer has remedied all construction defects
5- No Objection Letter from the owners association confirming that the project escrow account is closed
