    Vacant positions based in Quezon City

    Economic Justice Campaigns Programme Manager S/he will lead in the delivery ofOxfams economic justice advocacy and campaign in the Philippines, with a particular focus on

    agriculture and climate change. S/he is expected to coordinate with regional and global OxfamInternational (OI) economic justice campaign mechanisms, to provide high-quality support topartners and allies for the development of advocacy and campaign strategies on economic justice and link this work with the global campaign and to manage the units processes andsystems according to Oxfams standards and contribute to Oxfams global and regionalcampaign priorities.

    Gender Justice Programme Coordinator the successful recruit will lead and manage thedevelopment and delivery of our Gender Justice (GJ) Strategy in the country. It includes thegender dimensions of the joint work of Oxfam in the country within its three programmes. S/he isexpected to steer the implementation of the GJ strategy seamlessly and to provide high-qualitysupport to the different units of the country programme and to partners for the development andimplementation of Gender Justice strategies.

    Monitoring, Evaluation, and Learning (MEL) Coordinator s/he is expected to lead, manageand strengthen Oxfams MEL systems in the Philippines. Key responsibilities includecoordinating the development and implementation of Oxfams MEL framework; provide supportto programme staff in relation to MEL; S/he is also expected to ensure that the country teamdelivers on quality compliance with donor requirements and to systematize collection, analysesand recording of information to make sure programme learning is well documented andcontributes to knowledge building and sharing.

    Programme Manager for DRR Lead operationalisation of the DRR strategies of Oxfam,responsible for capacity-building of partners on DRR-CCA, including mainstreaming DRR-CCAin sustainable livelihoods work in Mindanao; partnership-building and development around newactions, e.g., urban vulnerabilities; advocacy on DRR-CCA, including constituency-building,

    particularly at the national level, e.g., mainstreaming and institutionalisation in developmentplans; and sustaining knowledge management on DRR and CCA integration.

    Programme Manager for EPR S/he is expected to have direct field experience of disasterresponse and risk management including emergencies assessment, planning andimplementation; a demonstrated commitment to community-based approaches. Responsible forthe operational management of all Category III responses being implemented either directly orthrough partners; capacity-building of Oxfam partners on DRM, especially those belonging to theHRC and those in Mindanao; enhancement of internal humanitarian response systems andprocesses; and advocacy on humanitarian protection particularly at the national level.

    Programme Officer for Rights-in-Crisis (RiC) (fixed term until 31 March 2013) thesuccessful recruit will provide operational support to the RiC Team in implementing projects andinitiatives on both emergency preparedness and response (EPR) and on disaster risk reduction(DRR) and also support regular review of the contingency plan as well as secretariat support tovarious Humanitarian fora that Oxfam is actively involved in as a key member/ leader.

    Finance Officers/he will lead the finance team in ensuring the quality and efficient delivery offinancial services and support to the programme according to Oxfam policies, systems andstandards on financial management. Key responsibilities include Financial control andbudgeting; Financial information and reporting; Contract management; Cash management andproviding support to the Country programmes.

    IT Officer s/he will lead in the management and maintenance of all computer systems andcommunications equipment in all country offices as per the requirements of the Oxfamprogramme in the Philippines in coordination Information Systems Department based inBangkok and Oxford. S/he is expected to ensure that IT systems in these offices are compatibleand adapt to the corporate standards. S/he is expected to provide training and up-to-dateinformation to staff on new IT systems and packages.

    Administrative Officer s/he will manage and lead the Administrative team in providing aneffective, efficient and timely administrative and logistics support to the country programme, sub-offices and contributes to the overall team purpose.

    Vacant positions based in Davao City:

    Programme Manager for Womens Rights and Gender Mainstreamings/he willmanageand maintain a robust gender programme portfolio in Mindanao by providing quality support tolocal partners, including facilitating participatory and action-oriented learning. S/he will act asstand-in for the Mindanao Programme Coordinator with various external publics in Mindanao

    Programme Officer for Disaster Risk Reduction in line with Oxfams Joint Country Analysisand Strategy (JCAS), the Mindanao Programmes strategy and three-year operational plan,

    assist in implementing DRR strategies and relevant approaches by working with otherprogrammes and Mindanao partners. S/he is also expected to contribute to the overallhumanitarian and development programme quality including grant processes.
