2. SCOPE OF WORK BREAKDOWN 2.1 General Health and Safety Awareness/ Introduction to Basic Occupational SHE:

NOTE: The service provider(s) should be able to deliver in at least 4 languages (English, Afrikaans,

Zulu and Sotho) Duration: 2 Days Frequency: Training shall be provided as and when the need arises Unit Standard:

1) Explain basic health and safety principles in and around the workplace _259639 2) Participate in the implementation and evaluation of a safety and health management

programme in the workplace_259601 Target Group: OHS Practitioners, employees who are small group team leaders, Supervisors, newly elected Fulltime Health and Safety Reps, SHE reps, and General Workers who have not had previous exposure to SHE legislation and fundamentals of organisational SHEQ system management. Purpose: To equip learners with information, knowledge and skills to be able to:

1) Control basic SHE hazards and risks at the point of action and in the execution of day to day operational tasks.

2) Explain the importance of integrating safety and health considerations in routine activities within the workplace and identify the critical areas in order to prevent incidents taking place.

3) Understand safety performance measures against established objectives, deal with any deviations from the set objectives and make recommendations on the development of the safety and health management programme.

Course contents: The course should therefore cover the following aspects:

a) Explain the scope and objective of SHE legislation b) Explain both employer and employee duties with regard to occupational safety and health in

Refresher/Retraining: Retraining will be conducted where internal regulations, standards and procedures set change Validation of certificate: Certificate does not expire Target Group: OHS/SHE Professionals, SHE Reps, Managers and Supervisors. Purpose: To give the learners the understanding and skills to conduct the organisation's baseline, issue based and continuous risk assessments, as well as understanding of SHE management system requirements and procedures. Course contents and outcomes: The course should cover the following aspects:

a) Understanding of SHE management system requirements and procedures; b) Comprehensive understanding and application of hazards identification and risk assessment

in the workplace; c) Practical steps to conduct workplace risk assessments; d) Guidance on development of SHE management system procedures and work instructions;

2.4 SAMTRAC (Safety Management Training Course)

Duration: 10 Days. Frequency: Training shall be provided on appointment and when the need arises. Refresher/Retraining: Retraining will be conducted where internal regulations, standards and procedures set change Validation of certificate: Certificate does not expire Target Group: OHS/SHE Professionals, SHE Reps, Managers and Supervisors. Purpose: To give the learners the understanding and skills to conduct the organisation's baseline, issue based and continuous risk assessments, as well as understanding of SHE management system requirements and procedures. SAMTRAC International provides the learner with both foundational and fundamental knowledge critical to occupational health, safety and environmental (HSE) management. SAMTRAC International covers the integration of HSE management and students are taken through the practical process of implementing and managing an HSE management system using the PDCA cycle. Course contents: The course should cover the following aspects:

a) Understanding of SHE management system requirements and procedures; b) Comprehensive understanding and application of hazards identification and risk assessment

in the workplace; c) Practical steps to conduct workplace risk assessments; d) Guidance on development of SHE management system procedures and work instructions

Validation of certificate: Certificate does not expire Unit Standard: Manage requirements related to quality and other standards_116785 Target Group: All employees involved in the implementation of the SHE Management System and contactor SHE Management Personnel. Purpose: To provide learners with the basic understanding of the principles and requirements for the application, implementation and auditing of OHSAS 18001: 2007, Occupational Health and Safety management system and benchmark practices. To enable learners to run a competitive, reputable and sustainable business, maintain acceptable standards of performance related to the process, product or service. Course contents: The course should therefore cover the following:

Integrated Water Resource Management in the Context of South African Legislation The objective of the course is to:

a) Train environmental managers and professionals in the fundamental principles of water and related legislation in South Africa; and

b) Provide them with practical guidance on the implementation of current water and related legislation at the workplace in order to facilitate responsible water management.

Water Quality Monitoring: Principles, Approaches and Techniques The course aims at enabling environmental managers to understand the principles and the practical approaches and techniques required to effectively monitor the chemical, hydrological, microbiological and aquatic elements of water quality. It is also aimed at assisting in the design and development of effective water quality monitoring programmes which take cognisance of the relevant legal, institutional, technical and practical issues. The course will also enable the understanding of the translation of data obtained through such monitoring programmes into reliable management information.

2.36 Oil Management

Duration: 3 days Frequency: Refresher training and Certificate Validation: Retraining will be conducted every third year for all appointed First Aiders and where the content of the legislation is amended, the requirements set by regulations, standards and codes change. Target Group: All nominated and/or appointed First Aiders Objectives and outcomes: The aim of the course is to sensitise operating and management personnel to:

a) The impact on the environment caused by Polychlorinated Biphenyls (PCB) and other articles and substances which are capable of posing a significant risk to health, safety and property when handled, stored or transported; and

b) Comply with the international specifications and criteria for such goods 2.37 Waste Management

Duration: 2 day Frequency: Training shall be provided as and when the need arise Refresher/Retraining: Refresher will be conducted where the content of the legislation is amended, the requirements set by regulations, standards and codes change. plan _229995 2) Explain and perform fall arrest technique when working at heights – 229998 3) Monitor, report and make recommendations pertaining to specified requirements in terms of

working at heights _120362 Target Group: Technical Managers, Workers who perform work at heights, Supervisors and SHE Practitioners, Designers and maintenance staff needing to perform high- angle rescues for people working at heights. Purpose: The purpose of this course is train learners on the safe use of FAS, Installation, use, performance of basic rescues from fall arrest systems and the implementation of fall protection plan when working at height where there is a risk of injury from a fall. Upon completion of the course, the participants are expected to have a full understanding of Fall Arrest Rescue Mechanisms (safe) and its application within Eskom. Course contents: This training should include practical where candidates can simulate working at heights. The course should include the following:

a) Fall Arrest; b) Anchoring: (Wire Slings, Webbing Slings and Fixed Anchors) c) Rope Skills: (Abseiling, Passing Knots and Ascending) d) Equipment selection and limitations e) Knots f) Exclusion zones g) Administration: (Risk Assessment, Fall Protection Plan and Related Standards & Legislation) h) Rescue (Snatch Rescue, Mechanical Advantage Systems, Lifting & Lowering of a patient –

1. Assess the safety of others performing tasks at height and 2. Develop fall protection plans for people working at height

Course outcome: On completion of this course, learners will be able to:

a) Perform a risk assessment of the worksite where work is to be done at height. b) Demonstrate knowledge of fall arrest rescue equipment and advanced fall arrest rescue

techniques. c) Develop a fall protection plan and fall arrest plan. d) Manage safety of personnel working at heights

2.41 Work at height assessment and fall protection plan

Duration: 3 Days. Frequency: Training shall be provided as and when the need arises. Refresher/Retraining: Refresher will be conducted based on the risk assessment conducted, where the content of legislation, regulations, standards and procedures change. The service provider should be able to deliver at all Eskom Majuba Training Venues as required. The contract will be on as and when required basis within the duration of the contract period of three years from the date which will be agreed upon between Eskom and the Service Provider.

3.1 Facilitator, Moderator & Assessor

3.1.1 Facilitator, Moderator & Assessor Qualifications

a. Facilitators, moderators and assessors should be SETA accredited on the specific unit standard they present.

b. Minimum: National Diploma in relevant SHEQ Management qualification with relevant certificate in Instruction and Training as per the programme they offer.

c. Preferred: Post Graduate Qualification in SHEQ Management and/Diploma in Adult Education within the SHEQ environment.

3.1.2 Facilitator, Moderator & Assessor Registration Requirements

a. Minimum: Registration as Professional with the Institute of SHEQ Management or recognised professional body and accredited to facilitate SHEQ training by Health and Welfare SETA (HWSETA) or other relevant SETA

b. Preferred: Registration with Internationally Recognised Institute or Association

3.1.3 Facilitator, Moderator & Assessor Experience

a. Minimum: 5 years in technical industries as practitioner b. Preferred: 10 years related industry as SHEQ Manager or SHEQ Professional Trainer

3.2 Class Size

a. Classes shall be made up of a minimum of 08 learners and maximum will differ from course to

course. b. Eskom will provide venues/site and target audience unless negotiated differently

3.3 Content/Material Delivery Specifications

a. Eskom requires all service providers to provide us with their SAQA ID registration numbers and

the accredited Seta certificate b. All education and training should emphasise the importance of meeting requirements and the

needs and expectations of the customer and other interested parties. c. Service providers must be prepared to update or customise, if required, their existing training

material and training methodologies to address any Eskom business standard procedures/directives and specific risks.

d. Service providers are expected to provide the client with training content which is unit standard based, including formative assessment, summative assessment criteria and other assessment instruments.

e. Service providers may be required to customise their material content to accommodate Eskom’s policies and procedures (which will be provided)

f. Service providers must understand that they may at any time be assessed and evaluated with regards to course content, training methodology, trainer’s knowledge and experience as part of customer satisfaction survey process.

g. Evaluate and assess the training facilitators and course material content, come unannounced to the sessions for spot checks as part of quality assurance and control and to request the service providers to make the required changes to the course content or change the facilitator as may be recommended by the quality assurance assessments.

h. Service providers must be prepared to offer refresher-training programmes, if required i. All service providers shall be evaluated and reference checks shall be undertaken j. Each student must be issued with a certificate after successful completion of the training course.

The certificate must include the following: SETA logo, ES/ETQA registration number of the assessor with his/her signature, the NQF level and the number of credits obtained must appear

on the certificate. Certificates must be issued within 30 days after completion of the assignment. An attendance registers with trainee signatures, South African identification numbers and Eskom’s unique numbers.

k. The attendance register must at all times be attached to the tax invoice prior to payment being processed

l. The training will be on as and when required m. The learner safety for the duration of the intervention is the facilitator’s responsibility n. In instances where the service provider sub-contracts (Eskom must be notified in advance and

only pre-approved service providers), the sub-contractor will have to meet all Eskom’s contractual obligations

o. All training material, registration documentation, assessment tools, approved facilitators and moderators qualifications to be submitted during the pre-tender phase (electronically – on a CD).

3.4 Travelling & Subsistence Expenses

a. Travelling & subsistence expenses should be part of the training delivery costs, with the assumption that the service provider(s) should be able to provide training in any of the training delivery sites.

b. The travelling & subsistence expenses should be on the account of the service provider.

3.5 Materials, Time and/or facilities a. Eskom the Employer will give access to facilities as and when required b. The Service Providers will be required to:

I. Deliver training during the normal Eskom business hours II. Provide training manuals

III. Quote per person per course and not the number of sessions IV. Give Eskom permission to subject them to Non Conformance process (where they

are seen not to comply) and condition Z9 of the contract clause will apply. c. The service provider should submit completed attendance registers, tax invoices, assessments

results and feedback reports before claiming for payment

1. GENERAL

1.1 Should a course be arranged and no candidates attend, the Employer will continue paying the Service Provider the amount equal to an agreed minimum number of learners in a class, which is set to 8, and pay for travelling and accommodation as mentioned in the scope.

1.2 The Service Provider will continue to provide the training as scheduled, even if the candidates are

less than the minimum number agreed. For any training provided, the Employer will pay up to 8 learners (including travelling and accommodation), plus additional if there are more than 8 candidates.

1.3 The Employer reserves the right to cancel the training should the Service Provider arrive later than one hour and thirty minutes after the scheduled starting time for the training session. No payment will be made to the Service Provider for the applicable training session.
