INTRODUCTION
The Ocean Shores City Council has elected to take a proactive approach to pavementmanagement, ensuring that their recent investment to repair and resurface every streetsegment within the city limits is maximized. As a precursor to the City’s TransportationBenefit District (TBD), the City retained Gray & Osborne, Inc. (G&O) to review andprovide a general assessment of their 223.8 lane miles of paved streets, identify specificpavement distresses, evaluate various pavement repair strategies, and generate planning-level costs estimates for this work. The initial assessment of the street system took placeduring the summer of 2017 with representatives from both G&O and the City conductingthe reviews. As expected at the time of the initial evaluation, the overall condition of thestreet segments was very good to excellent, with only isolated areas of pavement distress.A map and summary table noting of the individual pavement distresses in provided inAppendix A and B.
SURFACE DISTRESS ASSESSMENT
Similar to other maintenance activities, pavement management shares many of the sameattributes. Over time, much like pumps, filters and pipes, asphalt experiences “wear andtear” that causes it to deteriorate. Having an understanding of the various issues andcauses that lead to this deterioration is important to determine the appropriate fix. Thiscan be accomplished by visual inspection, taking and analyzing core samples of thepavement and gravel foundation and/or utilizing ground penetrating radar. For thepurpose of this report, given the large scale of the street system, visual inspection of thecurrent conditions was the most economical path to identifying a planning level pavementassessment.
For the purpose of this report, the visual inspection of the distresses has been categorizedas either a subbase-related or surface-related distress. These two categories have beenbroken down further as shown below:

SETTLEMENT
Cause
Settlement is a subbase-related distress and is defined as a localized depression in theroadway surface 1/4-inch deep or more over a 10-foot segment. Settlement can be

attributed to a loss of material through consolidation of subbase material and/or the decayof subsurface organic matter. In Ocean Shores, the presence of driftwood and otherorganic matter within the roadway prism appears to be the leading cause of roadwaysettlement. As the depth of the organic matter is generally unknown, the City may wantto consider retaining a geotechnical engineer to conduct a boring to ascertain the extent ofthe organic matter ahead of time. The cost for a geotechnical engineer to conductmultiple boings at multiple locations and prepare a report of the findings is approximately$4,000 per day. For the purpose of this report, the depth of the organic matter is assumedto be 3 feet below the surface. In areas over 5 feet deep, the full-depth removal andreplacement becomes cost prohibitive and the polymer injection approach should beconsidered.
Repair Strategy
There are two approaches to addressing settlement issues:
1. Full-Depth Removal and Replacement (3-Foot Depth): This processincludes sawcutting or grinding the pavement surface around the perimeterof the distress. Remove and haul to waste the existing asphalt andsubgrade material to a predetermined depth. Compact the underlyingmaterial to ensure firm and unyielding conditions. Install and compactcrushed surfacing material and asphalt to match the roadway grade. Or,
2. Polymer Injection: This process includes preliminary investigations (i.e.,a dynamic cone-penetrometer test) to assess the underlying material andarea of need. Following the investigation, a grid of holes, generally1/2- to 3/4-inch diameter, are drilled to the void depths. A lightweightpolymer material is then injected into the ground, stabilizing/filling thevoids. Ride quality is addressed by installing a 3-inch asphalt “mill andfill.”

ALLIGATOR CRACKING
Cause
Alligator cracking is a subbase-related distress and describes a roadway surface that hassuffered fatigue damage. The distinctive appearance of the pavement is reminiscent of areptile’s scaly skin. This distress is generally caused by improper initial construction,such as too thin a layer of asphalt or lack of compaction in the underlying material(gravel). Alligator cracking can also result from heavier traffic loading than what wasoriginally planned for. Once the surface begins to crack, if left untreated, water will seepbeneath the asphalt and destabilize the subgrade. Lacking the support needed, cracksbecome more extensive, more water reaches the subgrade, and the extent of the distressincreases in size.
Repair Strategy
The most effective way to address alligator cracking is to remove and replace the affectedareas. Again, this process includes sawcutting or grinding the pavement surface aroundthe perimeter of the distress. Remove and haul to waste the existing asphalt and subgradematerial. Compact the underlying material to ensure firm and unyielding conditions.

Install and compact crushed surfacing material and asphalt to match the roadway grade toreplace excavated material. Install an asphalt patch.
Depending on the severity of the cracking, a short-term cost-effective solution is cracksealing. This will stop the seepage of water into the subgrade. This process is notpermanent, but will delay the costlier “removal and replacement” process.
RAVELING AND OXIDATION
Cause
Asphalt is held together with a binder (asphalt cement) that acts like a glue. Over time,UV rays and exposure to oxygen and salt water will break down the asphalt cement.These elements will cause the cement to become brittle (crack) or degrade. This loss ofbinder “glue” will lead to raveling. This is identified when the rock from the asphaltstarts to dislodge. A similar effect can be observed when shoulder rock is on thepavement. When this occurs, vehicles traveling over the loose rock generally dig out thebinder leaving behind the aggregate that will ultimately begin to dislodge. See Figure 2for an example of raveling.
Repair Strategy
In general, the areas that are experiencing this distress should be monitored since theseverity is low. The most effective strategy to address this condition is a slurry seal. Aslurry seal will introduce additional binder to the surface of the street, reducing/delayingthe affects of raveling.

LONGITUDINAL CRACKING
Cause
Longitudinal cracking is a surface-related distress and describes cracking that runsparallel to the direction of travel, occurring along a joint or within the wheel paths. Thisdistress is generally caused by pavement fatigue, reflective cracking, and/or poor jointconstruction. Similar to alligator cracking, once a crack appears, if left untreated, it willcontinue to expand, water will continue to seep beneath the pavement, and the issue willcontinue to exacerbate.
Repair Strategy
The solution for longitudinal cracking will vary depending on the width of the crack.When cracks are less than 1/2 inch wide, they can be sealed (cracked sealed) per theWSDOT Standards Section 5-04.3(5)C, Crack Sealing. More severe cracks may requirea full removal and replacement of the pavement surface, similar to the solution foralligator cracking.

PAVEMENT PATCHES AND SEAMS
Cause
When separate lifts of asphalt meet and/or isolated utility and pavement repairs arecompleted, seams and patches are generated. Although pavement patches and seams maynot appear to be a distress, any time the pavement surface is cut, the integrity of thepavement is compromised. When reviewing patches and seams, the condition of theseam(s)/joint(s) and pavement in and around the seam/joint are evaluated. Theseams/joints need to be fully sealed to keep water from seeping beneath the pavement.The pavement itself should be continuous with no visible depressions or cracking.
Repair Strategy
Repairing seams and joints is accomplished by applying (or reapplying) crack sealmaterial. If an existing seam or joint in the pavement has not been addressed, thepotential for settlement and cracks increase. Should that occur, the area would need to beremoved and replaced (full depth).

PAVEMENT EDGE CONDITIONS
Cause
Poor edge conditions arise when the pavement edges break away due to poor initialconstruction practices and/or a lack of lateral edge support. This condition is generallyfound in areas where curbs and/or paved shoulders do not exist. This condition exists onmost streets in the City.
Repair Strategy
Poor edge conditions are generally addressed by installing shoulders material to providesupport to the edge. Additional asphalt or compacted gravel can be installed to repair thiscondition.

Each distress type identified in this report can be addressed by various correctivemeasures. Depending on the corrective measure selected, the cost will vary. Table 1identifies the various costs for the different corrective measure.

The costs provided above assume that each distress is an isolated area and varies in size.For the remove and replace and polymer injection measure, an area, 10 foot by 10 footarea is assumed. For the mill and fill and seal coat, a 22-foot wide by 300-feet longsegment was assumed. Crack sealing and shoulder repair measures use a 300-foot longsegment. Generally, completing these corrective measures in multiple small isolated areatend to yield the higher construction costs noted above. As such, when using this table,the size and location of the project location(s) needs to be considered and the valuesadjusted accordingly. For larger projects, the values may be reduced by up to 15 percentbased on the economy of scale.

To address the numerous deficiencies noted during the visual inspection, the City shouldbudget approximately $360,000, for construction activities. However, it should be notedthat these deficiencies are based on the 2017 site visit. Additional deficiencies should beanticipated for future planning based on future inspection of the street system.

PAVEMENT MANAGEMENT PROGRAM
Millions of dollars have been invested to repair and rehabilitate the City’s entire streetsystem and Ocean Shores has made a commitment to invest future funds ensuring that thestreets are maintained. Moving forward, it is recommended that City staff implement amore comprehensive Pavement Management Program (PMP) to track the conditions ofthe streets. As this report provided a general assessment of the street system, a PMP willprovide a more detailed look at the pavement distresses, including the development of aPavement Condition Index (PCI) for each street segment. PCI is a measurement on ascale of zero to one hundred, where one hundred represents a pavement in perfectcondition and zero indicates a road that is impassable.

Each distress observed is assigned a deduct value based on the type, severity, and extentof the distress. PCI values are generally evaluated and updated on yearly basis for majorand collector arterials, and a 5-year basis for local access streets and cul-de-sacs. Ingeneral, maintaining a PCI rating of 75 to 80 has been proven nationwide to result in thelowest maintenance cost to maximize the life of the asset.
There are proprietary programs on the market, that utilize GIS data, that the City coulduse for this purpose. These programs have an upfront cost to purchase and annual feesfor the software. To internally operate a pavement management system, a staffingrequirement of approximately 0.1 FTE/100 lane miles is expected. As a result, the Citywould need to allocate 0.2 FTE in an effort to maintain the system. Alternatively, theCity could consider contracting with a consultant that specializes in this work.
CONCLUSION
Transportation agencies throughout the country are working towards establishing soundpavement preservation programs. Locally, the Washington State Department ofTransportation (WSDOT) has invested significant resources into maintaining their assets.A report titled Pavement Asset Management dated February 8, 2016 is a valuableresource for local agencies in Washington State and used in this Report.
Based on discussions with City Staff, the desire is to implement a yearly pavementmaintenance program to address the isolated distresses and larger scale overlay andsealcoating projects throughout the City to preserve the investment into the transportationsystem. The construction and annual cost data, based on lane miles, from the WSDOTPavement Asset Management report provides guidance on allocating financial resourcesfor pavement preservation and are shown in Table 3.

Based on this information, just to provide general maintenance (crack sealing, isolatedpavement repair, etc.) on the City’s 224 lane miles of infrastructure, a minimum annualmaintenance budget amount of $336,000 should be targeted. A more aggressive targetwould include incorporation of a chip seal rehabilitation (or micro-seal) program on the54 lane miles of arterials in Ocean Shores. A target budget for an arterial chip sealprogram is $378,000. Therefore, an overall annual budget target to incorporate an arterialchip seal program (54 lane miles) and facilitate maintenance on the remaining streets(170 lane miles) should be in the range of $633,000 per year. Based on discussions withCity Staff, an arterial chip seal program may not be financially feasible at this point intime. As such, it is recommended that the City start with the minimum annualmaintenance target of $336,000 and re-evaluate the program efficiency in 3 to 5 years.
Given that Ocean Shores is unique in that settlement deficiencies are noted throughoutthe transportation network, additional resources should be allocated specifically toaddress the anticipated continuing settlement concerns prior to facilitating pavementmaintenance. Based on the results of this report, the cost to address all of the notedsettlement areas is $240,000. Annual needs for addressing new deficiencies will vary.As such, it is recommended that $60,000 per year be allocated to address settlementconcerns. Based on cost data presented herein, this would be sufficient to addressapproximately 600 square feet of settlement related deficiencies annually.
We also recommend that the City consider implementing a formal pavement managementprogram (PMP). The primary purpose of the PMP is to prioritize where budget resourcesare best utilized to maximize the life expectancy of the transportation system.Implementation costs for a program vary based on the software provider. A reasonablesoftware package in today’s market will cost around $40,000 initially for the softwareand set up and may cost up to $10,000 annually in maintenance costs. Additionally, theCity will need to dedicate staff time or contract time for maintaining pavement conditionratings for the roadways, documentation, prioritization and capital execution of the work,which can be expected to be approximately $20,000 annually.
