Subject: Climate Action Revenue Incentive Program – Reporting Requirement

RECOMMENDATION(S):

THAT the Board receives the 2015 Carbon Neutral Progress Public Report for 2015 ClimateAction Revenue Incentive Program (CARIP).

BACKGROUND/RATIONALE:

In addition to completing the public report, an annual Carbon Tax Calculation Report has beensubmitted. For 2014, the Carbon Tax rebate received from the Provincial government was $5,247and for 2015 the rebate claimed is $5,184.

The following information is provided for information purposes to meet the requirement to reportpublically on the CARIP relating to fuel consumption by Local Governments.

2015 2014 Increase (Reduction)Gasoline (litres) 32,346 41,509 (9,163)Diesel (litres) 28,774 27,117 1,657Natural Gas (gigajoules) 1,580 1,736 (156)Propane (litres) 19,837 19,961 (124)Hydro (kilowatts) 570,749 631,893 (61,144)

Starting in 2012 the Regional District was required to track the carbon emissions of all of its directcontrol traditional core services as well as those not under our direct control that funding is providedto and is used to pay for these core services - exceptions are the Recreation Complex that the Districtof Chetwynd includes in their reporting and the North Peace Leisure Pool that the City of Fort St.John includes in their reporting, both by written agreement. This reporting also includes Solid Wastecontract haulers fuel calculations. The carbon emission tonnage is then converted to carbon credits.

With the offset carbon credits from the Landfill Gas Collection System, the Regional District isnow carbon neutral (credit of 62.32).

STRATEGIC PLAN RELEVANCE: N/A Operational Requirement per ProvinceFINANCIAL CONSIDERATION(S): Enables ability to apply for grant fundsCOMMUNICATIONS CONSIDERATION(S): Newsletter/Website to meet requirementsOTHER CONSIDERATION(S): After this a full year of landfill credits, will look
