Pearland ISD offers career and technical education (CTE) programs in the following career areas: Agriculture, Food, and Natural Resources; Architecture and Construction; Arts, A/V Technology, and Communication; Business, Management, and Administration; Finance; Health Science; Hospitality and Tourism; Human Services; Information Technology; Law, Public Safety, Corrections, and Security; Manufacturing; Marketing, Sales, and Services; Science, Technology, Engineering, and Mathematics; Transportation, Distribution, and Logistics. Admission to these programs is based on interest, aptitude, class space availability, and the CTE Enrollment Guidelines (local policy).

The Three-Component Model:

PEARLAND FFA CHAPTER HANDBOOK Agricultural education prepares students for successful careers and a lifetime of informed choices in the global agriculture, food, fiber and natural resources systems.

Through agricultural education, students are provided opportunities for leadership development, personal growth and career success. Agricultural education instruction is delivered through three major components:

• Classroom/Laboratory instruction (contextual learning) • Supervised Agricultural Experience programs (work-based learning) • Student leadership organizations (National FFA Organization)

Supervised Agriculture Experience (SAE). Students with a SAE learn by doing, such as the following:

Entrepreneurship - Own and operate an agricultural business (e.g. a lawn care service, a pay-to-fish operation, holiday poinsettia production and sales.)

Placement – Obtain a job or internship on a farm or ranch, at an agriculture-based business or in a school or factory laboratory.

Research and Experimentation - Plan and conduct a scientific experiment. (e.g. Determine whether the phases of the moon affect plant growth, or test and determine the efficacy of different welding methods.)

Exploratory - This type of SAE is appropriate for all agriculture students. This SAE activity is designed primarily to help students become literate in agriculture and/or become aware of possible careers in the AFNR career cluster and results in the development of a plan to begin an SAE.

What is FFA?

Texas FFA has evolved from an organization focusing primarily on production agriculture, to a broader-based organization that addresses the needs and interests of students in urban and suburban schools in addition to the rural communities from which FFA rose in 1929. FFA gives students the opportunity to apply practical classroom knowledge to real world experiences through local, state and national competitions. Today Texas FFA is the nation’s largest state FFA association with a membership of more than 115,000 members. The Texas FFA continues to help the next generation rise up to meet challenges by helping its members to develop their own unique talents and explore their interests in a broad range of career pathways. We are still the Future Farmers of America. But, we are the Future Biologists, Future Chemists, Future Veterinarians, Future Engineers and Future Entrepreneurs of America, too.

Membership Requirements

How do I become a member? FFA dues are $45 which covers your membership at the National, State, Area, District and Chapter level. Once membership dues are paid, the student is eligible to participate in any FFA competition for that school year. Membership dues are due by October 1st to any Agriculture Science Teacher (AST).

Membership Requirements: Students must read and abide by the Pearland FFA Chapter Constitution and Bylaws. Students must also be a “member in good standings” to participate in any Pearland FFA competitions/activities. Each FFA member must meet the following criteria:

• Member must be enrolled in Agriculture, Food, and Natural Resources courses during that

school year • Member must have paid dues in full • Member must sell 10 items in the fall fundraiser (Fresh Country) or pay $50 buyout fee.

FFA Official Dress

Female Official Dress • Black skirt. Skirt is to be at least knee length, hemmed evenly across the bottom, with

a slit no longer than 2 inches above the knee, excluding the kick pleat. Black slacks may be appropriate for travelling and outdoor activities.

• White collared blouse and official FFA blue scarf. • Black dress shoes with a closed heel and toe (No boots, sandals, open-toed shoes,

tennis shoes.) • Black nylon hosiery. • Official FFA jacket zipped to the top

Male Official Dress

• Black dress pants. (No jeans- blue or black, leather, pleather, etc.) • White dress shirt and official FFA tie. • Black dress shoes with a closed heel and toe (No boots, sandals, open-toed shoes,

tennis shoes.) • Black socks. • Official FFA jacket zipped to the top.

How to Wear Awards

• Chapter degree, officer and award medals should be worn beneath the name on the right side of the jacket.

• State FFA Degree or American Degree keys should be worn above the name on the right side of the jacket or attached to a standard key chain.

• No more than three medals should be worn on the jacket. These should represent highest degree earned, highest office held and the highest award earned.

Proper Use of the FFA Jacket • The jacket is to be worn only by members. • The jacket should be kept clean and neat. • The back of the jacket should have only a large official FFA emblem, the name of

the state and the name of the local chapter, region, district or area. The front of the jacket should have only official FFA emblem, the name of the individual, one office or honor and the year of that office or honor was earned.

• The jacket should be worn on official occasions with the zipper fastened to the top. The collar should be turned down and the cuffs buttoned.

• Members and officers should wear the jacket on all FFA occasions, as well as other occasion where the chapter or state association is represented. It may be worn to school and other appropriate places.

• The jacket should only be worn to places that are appropriate for members to visit. • School letters and insignia of other organizations should not be attached to or worn

on the jacket. • When the jacket becomes faded and worn, it should be discarded, or the

emblems and lettering removed. • The emblems and lettering should be removed if the jacket is given to or sold to

a non- member.

• A member should act professionally when wearing the FFA jacket. • Members must not use tobacco and alcohol at all times when representing the FFA.

In addition, members should exhibit their leadership qualities when they encounter substances including tobacco and alcohol and serve to discourage others from inappropriate behavior.

• All chapter degree, officer and award medals should be worn beneath the name on the right side of the jacket, with the exception that a single State FFA Degree charm or American FFA Degree key should be worn above the name or attached to a standard key chain. No more than three medals should be worn on the jacket. These should represent the highest degree earned, the highest office held and the highest awards earned by the member.

FFA Competition Events Leadership Development Events (LDEs) – August through December

Leadership Development Events focus on creating situations for members to demonstrate their abilities in public speaking, decision making, communication and their knowledge of agriculture and the FFA organization. Team and individual events are used to reinforce what is taught in agricultural science classrooms. All LDE events have elimination rounds at the district and area before the state level competition. Career Development Events (CDEs) – August through April Career Development Events build on what is learned in agricultural classes and encourage members to put their knowledge into practice. These events are designed to help a member prepare for a career in agriculture by testing and challenging the student's technical, leadership, interpersonal and teamwork skills as well as their knowledge of the subject matter. CDEs answer the question, "When will I use this knowledge in the real world?" Many CDEs are qualifying events for the National FFA CDE competition and/or offer scholarship opportunities.

Speaking Events – October through June Speaking Development Events are designed to develop the ability of all FFA members to express themselves on a given subject. Students are encouraged to develop their communication skills and learn to formulate their remarks for presentation in a variety of situations. The state finals of the speaking development events are held in conjunction with the Texas FFA Convention in July. Agriscience Fair Students use the scientific process as they reinforce skills and principles, they have learned in agriscience courses. They conduct research projects and prepare a scientific report and display for judging at the state level. State winners in each category and division are awarded $1,000 scholarship and advance to the National FFA Agriscience Fair held in conjunction with National FFA Convention. Students can be exhibitors at Major Stock Shows for additional premiums and scholarships. More information can be found on the Texas FFA Website: https://www.texasffa.org/agriscience-fair

Raising Livestock (SAEs): Use of the Pearland ISD Ag. Facility will be limited to enrolled high school students. Parents and students must agree to abide by the rules set forth in the Pearland FFA Student Handbook regarding the Ag Facility. Students may design their SAE in the area that they are interested in (cattle, pigs, lambs, goats, poultry, and other).

Pearland FFA shows two feeding periods throughout the year:

Summer feeding period Pearland ISD Livestock Show & Career Expo Brazoria County Fair State Fair of Texas

Spring feeding period - Majors

San Antonio Livestock Expo Ft. Worth Stock Show & Rodeo Houston Livestock Show & Rodeo Star of Texas Austin

Each species timeline is different, and calendar dates for each species may be altered during the school year. Additionally, parents and students must be aware there is no guarantee that a PISD teacher will be on-site each day during any livestock show in order for a student’s absence to be counted as extra-curricular. Please work closely with your species’ s AST to coordinate dates for extra-curricular absences. Cattle projects do not follow the feeding periods as stated above. Please contact Ms. Campise (steers) or Ms. Brending (heifers) for more information.

Extracurricular Activity Absences Students who participate in extracurricular activities during the school year shall follow PISD Policy FM (LOCAL).

Senior Students: • No senior student may start a project that will not finish before the end of the school year. • Graduated seniors will not be allowed to utilize the Pearland ISD Ag Barn

facility. Animals will be removed from the project center within two weeks of last show

• Graduating seniors and / or students not intending to feed a livestock project for the following school year must remove all personal belongings (feed, storage containers, etc.) from the PISD Ag Barn facility within two weeks from the last PISD sponsored livestock show of that species AST that the student participates in. Failure to comply will result in the forfeiture of personal belongings to the PISD Ag Barn facility.

Student Eligibility for Livestock Shows

To participate in any livestock show, an FFA student must meet the following requirements: • Must be currently enrolled in PISD. • Be enrolled in an agriculture course. • Have approval of AST. • Be a member in good standing with the Pearland FFA Chapter. • Attend all mandatory livestock meetings for the specific livestock project. • Be passing all subjects at the time eligibility is determined per UIL guidelines. If a

student is ineligible due to grades, the hosting organization may have additional rules. • Have paid entry fees on time and meet show requirements.

Travel to Livestock Shows

• Participation in livestock shows is a Pearland FFA team event and students will

participate as a team and stall with the chapter • When Pearland FFA ASTs are attending a show, the ASTs will be required to enforce

any violations in ethical livestock practices as well as validation infractions. • PISD will provide transportation, when possible, for livestock to shows and/or validation. • PISD will not transport students to or from livestock shows nor house students

during livestock shows. • Students and families will be required to provide their own personal transportation

and housing for all livestock show activities. • Parents must sign a PISD Alternate Transportation Form for their child(ren) prior

to attending a livestock show.

Staging Livestock

Students will not be permitted to pre-stage livestock before shows to be subject to the management of the project by outside individuals or teams. Animals will be required to be maintained under the care of the student exhibitor and the AST overseeing the project, from validation until exhibition of the project has concluded.

Student Conduct

PISD Authority and Jurisdiction – School authority and rules of the district to administer

discipline apply whenever the interest of the district is involved, on or off school grounds, in conjunction with or independent of classes and school-sponsored activities. Please refer to the Student Code of Conduct, located on the district website located under the “Students” tab, for all guidelines.

Conduct During Overnight Trips / Activities / Events - CTSO sponsors are responsible for

all PISD students attending the activity / event / competition, and sponsors are responsible for ensuring student safety and appropriate behavior / conduct.

Student Behavior - Students breaking the district’s, campus’s, or CTSO’s code of conduct, or violating the following rules on any school trip may be sent home at the parent’s expense.

• Students shall not break curfew. Evening curfew will be set at 11PM. Morning wake-up

call will be no later than 6 a.m. • Students must stay in designated room assignments. • Students may not loiter outside the hotel or depart the premises without a sponsor. • Room checks will be conducted. Each student must be visible at that time. • Friends or family are permitted to visit FFA students with permission of the AST. • Student medication must be in the possession of the AST and dispensed by the AST. • For overnight events, rooms are gender specific, and sponsors may assign students to

rooms at his / her discretion. Members of the opposite sex are not permitted to enter rooms of the opposite sex at any time.

• Visual body piercings will comply with the district’s Student Code of Conduct and FFA standards.

Pearland ISD FFA Letter Jacket Criteria

To earn a letter jacket, a Pearland FFA member must complete one of the following requirements:

• Advanced to the State FFA Leadership Development Event/Speaking Development Events • Advanced to State FFA Career Development Event • Advanced to State FFA Degree Check • Advance to an auction at a major livestock show • Win Breed Champion at a major livestock show • Win division in ag science fair at a major livestock show or State FFA. • Place Grand Champion, Reserve Grand Champion, or Showmanship at Pearland

EXPO or Brazoria County Fair • Banner at Area III Leadership Development Events, Career Development Events,

Speaking Development Events or win an individual award.

Major Livestock Shows include:

o Ft. Worth Livestock Show o San Antonio Livestock Exposition o San Angelo Livestock Show o Star of Texas Livestock Show o Houston Livestock Show o State Fair of Texas

The entire cost of the letter jacket including the letter is the responsibility of the Pearland FFA member. The Pearland FFA Chapter will not pay for any part of the jacket or letter expenses.

Greenhand FFA Degree FFA members enrolled in their first year of high school credit agricultural science, that have satisfactory plans for a supervised agricultural experience (SAE) program and that have demonstrated their understanding of the history and purpose of the FFA may apply for their Greenhand Degree. This degree of active membership is awarded at the chapter level.

To receive a Greenhand FFA Degree, members must meet the following requirements: • Enroll in an agricultural education program and have satisfactory plans for a Supervised

Agricultural Experience (SAE). • Learn and explain the FFA Creed, FFA Mission and Motto, and FFA salute. • Describe and explain the meaning of the FFA emblem and FFA colors. • Demonstrate an understanding of the FFA Code of Ethics and the proper use of the FFA

jacket. • Demonstrate an understanding of the history of the organization, the chapter constitution

and bylaws and the chapter Program of Activities. • Own or have access to the Official FFA Manual and the Official FFA Student Handbook. • Submit a written application for the Greenhand FFA Degree. • Students must complete 5 community service hours.

Chapter FFA Degree

Those FFA members that have received their Greenhand degree may apply for the Chapter Degree. Members must be enrolled in an agricultural science class, have completed at least two semesters in agricultural science at or above the ninth-grade level, have in operation an approved SAE program, demonstrate leadership skills and be actively involved in the activities of the local FFA chapter. This degree of active membership is awarded at the chapter level. The Chapter FFA Degree is given to an FFA chapter’s top members. To receive a Chapter FFA Degree, members must meet the following requirements: • Received the Greenhand FFA Degree. • Satisfactorily completed 180 hours (or the equivalent) of systematic school instruction in

agricultural education at or above the ninth-grade level. • Have an approved SAE in operation. • Enrolled in an agriculture course. • Participated in the planning and implementation of at least three official FFA chapter activities. • Earned and productively invested at least $150 or have worked at least 45 hours outside of

scheduled class time, or a combination of the two, through their SAE. • Have developed plans for continued growth and improvement of their SAE. • Effectively lead a group discussion for 15 minutes. • Demonstrated five parliamentary law procedures. • Show progress toward achievement in FFA award programs. • Have a satisfactory academic record. • Submitted a written application for the Chapter FFA Degree. • Complete a minimum of 10 hours of community service activities

State/Lone Star FFA Degree

This is the highest degree of membership the State FFA Association can award. FFA members may apply to receive the Lone Star Degree only after they have received the Chapter degree. Those wishing to receive their Lone Star Degree must have been an active FFA member for at least two years, complete at least four semesters of agricultural science at or above the ninth grade level, maintain a supervised agricultural experience (SAE) program, invest significant time and money in their SAE, demonstrate their leadership skills and show a commitment to the FFA through involvement at the chapter level and above. This degree of active membership is awarded at the state level during the Texas FFA convention.

To receive a State FFA Degree, members must meet the following requirements:

receiving the State FFA Degree • Have completed at least 2 years (360 hours) of systematic school instruction in

agricultural education at our above the ninth grade level, which includes an SAE. • Have earned and productively invested at least $1000 and worked at least 300 hours in

excess of scheduled class time, in a supervised agricultural experience program. The combination of hours and earnings multiplied by a factor of 3.56 must be equal to or greater than the number 1,000.

• Demonstrated leadership ability by performing 10 parliamentary law procedures, giving a six-minute speech on a topic relating to agriculture or FFA, and serving as an FFA officer, committee chairperson, or committee member.

• Have a satisfactory academic record, certified by the agriculture teacher and the school principal or superintendent.

• Participated in the planning and implementation of the chapter’s Program of Activities. • As of April 1, have completed ten activities above the chapter level in at least three of six

different categories: leadership development events, career development events, conventions and meetings, project shows, student awards and leadership and service as described in policies adopted by the Board of Directors.

• Complete at least 25 hours of community service in a minimum of two different activities. All community service hours are cumulative, i.e. the 10 community service hours used to obtain the chapter degree can be used toward the state degree.

American FFA Degree

This degree of active membership is awarded by the National FFA Organization and is the highest level of active membership which can be achieved within the FFA. This final step in the FFA Degree system encourages members to grow and achieve personally toward establishing yourself in an agricultural career. Members may apply for their American degree only if they have received the State FFA Degree, have graduated from high school at least twelve months prior to the national convention and meet the very high standards for the degree. These requirements include an excellent record of involvement within the FFA, operation and maintenance of records to substantiate an outstanding supervised agricultural experience program through which a member has exhibited comprehensive planning, managerial and financial expertise, have earned and productively invested a specific amount of both time and money. The American FFA Degree is a sign of great accomplishment among FFA members. Only a small percentage of FFA members ever earn the degree (the greatest percentage of members ever to receive the degree in one year was less than one half of one percent). FFA members who qualify for the American FFA Degree: • Have received a Greenhand FFA Degree, Chapter FFA Degree and State FFA Degree. • Have been FFA members for at least three years. • Have completed at least three years (540 hrs) of high school agriculture classes, or 2 years

of high school agriculture classes and one year of college agriculture classes (360 hrs.) • Have graduated from high school one year prior to the • National FFA Convention at which their degree will be awarded. • Have maintained detailed SAE records, which demonstrate outstanding planning,

managerial and financial skills. • A student after entering agricultural education must earn at least $10,000 and productively

invested $7,500 or have earned and productively invested at least $2,000 and worked 2,250 unpaid hours in excess of scheduled class time; Any combination of hours, times a factor of 3.56 plus actual dollars earned and productively invested must be equal to or greater than $10,000. Hours used for the purpose of producing earnings reported as productively invested income shall not be duplicated as hours of credit to meet the minimum requirements for the degree.

Stars Divisions

Star in Production: Outstanding achievement in an entrepreneurial production agriculture SAE and active participation in the FFA.

Star in Agri-Business: Outstanding achievement in an entrepreneurial agribusiness SAE that focus on agricultural sales, service or other entrepreneurial endeavors along with active participation in the FFA (All horticultural enterprises fall under agribusiness even if they are production oriented).

Star in Agricultural Placement: Outstanding achievement in an employment SAE, these can include work-based learning, along with an active participation in the FFA.

Star in Agri-Science: Outstanding achievement in an SAE where the student’s SAE programs are aimed at developing higher order scientific knowledge and skills along with active participation in the FFA.

Additional Information

Members wishing to apply for a star award above the chapter level, must apply for their Greenhand, Chapter, State or American degree using the corresponding application on Judging Card/AET. The Star Application must be attached (this is the original Star Battery). Those wishing to apply for the star award at the chapter level should check with the chapter advisor for details.

Star awards are given at the district, area and state levels. Applicants must have been selected as a star winner from the previous level in order to advance to the next level. Check with your chapter’s advisor regarding deadlines for application. Applicants advancing to the state level interview must submit 1 copy of the entire application to the state award and degree selection site.

All Texas FFA Star award finalists are recognized during convention on stage and presented with a state finalist plaque. The winner is announced at that time and is presented with a $1,000 Dina Wallrath Robertson Memorial Star Award and an additional plaque.

All students who are applying for the Lone Star FFA Degree and star awards at all degree levels should use the American Degree application form. Applications should include the latest check sheets, which can be downloaded below. We recommend that you download these documents and compare them against the check sheets presented at your degree check. Have teachers replace them as needed.

Proficiency Overview

The Agricultural Proficiency Awards program encourages members to set personal goals and learn practical skills. The program provides recognition to FFA members at the local, state and national levels for exceptional accomplishments and excellence in their Supervised Agricultural Experience (SAE) program. There are 51 proficiency award areas that individuals can apply for, ranging from Agricultural Communications to Wildlife Production and Management.

Members may apply for proficiency awards while in or within one year after graduation from high school. At minimum, applicants must have kept one full calendar years’ worth of records as an FFA member to apply for any proficiency award above the chapter level. Proficiency application must advance through district, area and state level competition to reach national. Check with your local advisor to determine local application deadlines.

Proficiency awards will be judged by the following criteria:

• Skills and competencies learned that relate to an agricultural career field. • Financial achievements, including growth in scope. • Personal growth and development through FFA activities. • Evidence of student accomplishments based on available resources and opportunities. • Communication skills as demonstrated in the written portions of applications and clear,

concise answers given during interviews. (Note: No personal interviews are conducted at the state level.)

Texas FFA Scholarships

Overview Thanks to the generosity of numerous scholarship donors, the Texas FFA will award more than 135 scholarships to outstanding graduating seniors through its academic scholarship program. These scholarships are awarded based on academic and FFA achievements as well as the member's performance in an interview process

Texas FFA Scholarship Program – Frequently Asked Questions

Q. What is the Texas FFA scholarship application deadline? A. The deadline to submit application varies in each area. Potential applicants should consult their local agricultural science instructor to learn due dates for their respective area.

Q. Can I apply for a specific scholarship? A. No. Applicants apply for a Texas FFA scholarship. Applicants are scored and ranked through a process of scholarship checks. Scholarships are allocated based on rank in the field of finalists and donor criteria.

Q. Are all applications considered? A. Yes. All applicants who meet the minimum qualifications are considered. Applications are first evaluated and scored at the area level using the same scoring criteria applied in the state selection process. Each area is allowed a specified number of state qualifiers. If you application is a state qualifier, it goes in to a pool of about 250 applications at the state level. From this pool, about 135 state finalists are selected.

Q. If I graduate at midterm, can I still apply? A. Yes. However, if you attend college in the spring, the scholarship cannot retroactively cover expenses incurred during that semester. The scholarship will start the fall semester.

Q. If I am a state qualifier, am I guaranteed a scholarship? A. No. About 250 state qualifiers are forwarded by the areas. From this, 135 finalists will be selected. If you are selected as a finalist, your odds of receiving a scholarship are very high, but this is not a guarantee. You must still meet donor criteria.

Q. If my parents file an IRS tax return extension, can I still file financial data in the FAFSA process? A. Yes. FAFSA allows the use of financial documentation other than a tax return.

Q. Which year do I use for financial data in the FASFA process? A. Texas FFA will accept a report from the current application year or the previous year. The application automatically changes as of January 1. For example, if you are applying for a 2013 scholarship and file with FAFSA in December 2012, the application will as for 2011 data. As of January 1, the system will require 2012 data. Texas FFA will accept either year, but you will need to update it using the most current data for the financial aid or scholarship process for your respective college or university.

Q. How does the interview process work? A. Candidates are scored, ranked and placed into interview pools. An approved list of interview questions is available on the Texas FFA website. Candidates will provide a 90 second introduction and then randomly draw a pre-determined number of questions to answer for the committee.

Q. If I am not named as a finalist, is it still possible for me to receive a scholarship? A. Yes, depending on where you finish in the application assessment rankings. If a finalist withdraws, the next candidate on the list will be moved into the interview pool. If a candidate does not meet donor criteria for the scholarship for which they qualify based on score, alternates will be moved into the pool.

Q. What if I cannot attend the state FFA convention? A. Attending state convention is a condition for receiving a Texas FFA scholarship. If there are extenuating circumstances which prevent you from attending, these must be explained in writing to the State FFA Executive Director prior to the convention. All circumstances will be reviewed and verified, and a decision shall be rendered in writing. Exceptions to the attendance rule are extremely rare. Failing to attend is considered a breach of the scholarship agreement and is grounds for revoking a scholarship.

Q. Following scoring at the state level, are the application scores posted? A. No. Only the applicants rank is posted. However, teachers may request their students’ score. Texas FFA will also provide the teachers with scoring averages for the overall candidate pool

Texas FFA College Scholarship Eligibility and Requirements

1. To be eligible to apply for a Texas FFA College Scholarship, an applicant must:

A. be an active member of the Texas FFA Association for the current year and at least two of

the three previous years, be listed on the state FFA roster, and be in good standing with the Texas FFA Association and all Texas FFA college scholarship sponsors. (Reference membership eligibility policy, Section 1.3(a)(b) Texas FFA Association Policy Handbook.)

B. be a U.S. citizen. If the applicant’s transcript reflects a place of birth other than the United

States, proof of naturalization must be shown to a high school records official (principal, counselor, registrar, etc.) or the agricultural science teacher, who will then verify it as part of the application.

C. declare intent to attend a Texas college or university in the fall semester of the application

year. D. be a current year graduating senior. E. upon graduation, have completed at least three (3) academic calendar years and at least five

(5) different semesters of instruction in agriculture, food and natural resources during grades 9 through 12. (Eighth grade students receiving high school credit for a AFNR course are considered ninth graders for the purpose of this policy). Course credits received through Credit By Examination shall not count towards satisfying the five (5) different semesters of instruction. All agriscience and agribusiness courses taken in one semester shall be counted as one semester of instruction.

F. score at least one thousand three hundred and fifty (1000) on the SAT or at least nineteen

(19) on the ACT. G. be in the upper one-half of his/her class, based on scholastic rank, for the first three and

one-half (3.5) years of high school for all scholarships, except the Houston Livestock Show and Rodeo and Wallrath Educational Organization Scholarships, which require that the student be in the upper one-fourth.

H. be present in Official FFA Dress (according to the Official FFA Manual) at all scholarship

Applicants must list all financial aid and scholarships for which they have applied and the status of those awards as part of the application. If selected as a finalist for a HLSR scholarship, the applicant will be notified and must verify all other financial aid and scholarships received. Other financial aid or scholarships received will be verified by submission of award letters from individual donors and financial aid offices of the college/university the recipient will attend. Funds will not be disbursed without such verification.

2. Pursuant to HLSR policy, a student who has already received a $20,000 HLSR scholarship

from ANY HLSR scholarship program will not be eligible for the HLSR four-year scholarship through the Texas FFA scholarship selection process

3. The Texas FFA College Scholarship Application must:

A. have all applicable pages completed

B. contain no supplemental pages that are not requested.

C. be accompanied by the student’s official transcript for the first three and one-half (3.5)

years, which is signed by a school records official (principal, counselor, registrar, etc.) and certified with a school seal. If a transcript reflects weighted grades, the unweighted grade must be recorded on school letterhead by the counselor or records manager and certified by the school with an official seal. Weighted grades CANNOT be used in the scholarship selection process. The academic achievement record must include a photocopy of the college entrance exam's Official Report of Scores Label indicating the student's SAT and/or ACT scores. If more than one page is submitted, each page of the academic achievement record must display a school seal.

D. be accompanied by the student’s official Student Aid Report generated by FAFSA

4. All scholarship recipients MUST BE PRESENT in Official FFA Dress (according to the

National FFA Scholarships Overview

In 2018, the National FFA Organization awarded $2.7 million in scholarships designed to fit the diversity of our applicants.

Scholarships are sponsored by businesses and individuals through the National FFA Foundation and are given for a wide variety of experiences, career goals and higher education plans.

The selection process takes into account the whole student - FFA involvement, work experience, Supervised Agricultural Experience (SAE), community service, leadership skills and academics.

FFA Officers and Election Process Chapter officers serve as a vital function in FFA. By taking a major leadership role, chapter officers grow from the experience and benefit the chapter. It should be the officers’ goals to lead by example and encourage other members to participate in chapter activities. The Officer Election Process and Expectations can be found in the Officer Election Packet that will be available in the Spring semester of the school year.

Parent Responsibilities and Expectations

Parent responsibilities: To help promote teamwork, good showmanship, and success, parental assistance of the FFA competition and livestock teams is important and valued. Parents are expected to comply with the following:

• Review competition and show team guidelines, show rules, and contents of the

PISD FFA Handbook with your child.

• Ensure your child accurately completes and submits all registration paperwork and other required forms on time.

• Refrain from the use of tobacco, alcohol, and profanity at all FFA competitions and /

or livestock events.

• Support the decisions and instructions given by FFA advisors, show judges, and other officials at all FFA sponsored events.

• Provide positive support of your child and the entire FFA team.

• Ensure that your child is on time to all required meetings

• Ensure that your child complies with all PISD district policies, the Student Code

of Conduct, and FFA Handbook, practices, and procedures.

• Provide transportation and accommodations of child and animal, if necessary, to all stock shows.

• Ensure child’s animal is validated and all validation rules have been followed. It is

the responsibility of the parent to check for accuracy of the validation.

• Understand and comply with the rules and policies prescribed by all campuses, districts, show agencies and the Pearland FFA Student Handbook. Stock shows and other FFA events are an extension of school grounds at any school sponsored event. Adults are not allowed to consume or have in their possession alcoholic beverages in or around the primary/general areas of the livestock show team, including animal pens.

• Understand and respect that parents/students may be asked to leave any PISD

sponsored event for inappropriate misconduct, aggressive or disrespectful behavior towards advisors, other parents, students, or any behavior that brings discredit to Pearland FFA.

• Understand and respect that ASTs’ decisions and instructions are final. Any

concerns should be addressed through the chain of command.

• Understand and respect that ASTs reserve the right to dismiss any student from a competition team or team based on eligibility, behavior, or improper care of animal.

Pearland ISD Agricultural Facility

Updated and Effective July 30, 2020

The ag. facility is located on the corner of Veterans and Bailey Road, in Pearland, Texas. The purpose of the ag. facility is to provide an extension of classroom instruction, to maximize learning, and to allow FFA members to utilize the facility for Supervised Agriculture Experience (SAE) animal projects. Students, parents, and guests must comply with all district, campus, ag. facility, and Pearland FFA rules. PISD employees, Agricultural Science Teachers (ASTs), facility managers, and administrators will monitor and manage the facility (both physically and via security cameras). All participants must comply with the following:

1. Students must comply with all district rules and school board policies (ex. PISD Student Handbook and the PISD Student Code of Conduct), including/during the summer months.

2. PISD, its employees, designated volunteers, and the FFA program are not responsible for damage or loss of personal property or injury to members, guest, family and / or animals.

3. Only FFA members in good standing may utilize the ag. facility. 4. Animals raised in the ag. facility must be validated and entered through Pearland FFA. 5. Only one guest under 18 years of age may accompany a student with an animal project to

the ag. facility. 6. Parents, guardians, and guests who cause a disturbance while at the ag. facility will lose

their privilege to enter the ag. facility. (See Student and Parent Behavior section for specific details)

7. The PISD ag. facility will house the following SAEs: cattle, sheep, goats, swine. 8. Students paying for cattle, lamb, goat, and swine have until Friday of the week of pen

reservation meeting to reserve a pen(s) for that feeding period. All money and forms will be turned into the CTE office by the student if not completed the night of pen reservation meeting.

9. A student must complete the following prior to bringing an animal into the ag. facility: • obtain permission from the AST over that species • attend a meeting with his / her parent/legal guardian and AST • read, understand and sign all the applicable forms from the Pearland FFA Student

Handbook. • pay all relevant fees (See attached Ag. Facility Fee Schedule.)

PISD Ag. Facility Fee Schedule Fees assist in maintaining the ag. facility and proper oversight of SAEs. Fees are non-negotiable, and students / parents must pay required fees prior to an animal’s arrival at the ag. facility. Any SAE that overlaps a feeding period will be charged the full reservations fee for each feeding period. Swine: $100.00 per head per feeding period Sheep: $100.00 per head per feeding

period

Goats: $100.00 per head per feeding period Cattle: $150.00 per head per feeding period

A feeding period is defined as the period of time an animal is on feed for a designated show. For example, the Local feeding period includes the State Fair, Brazoria County Fair, and Pearland Expo. The Major feeding period includes, but is not limited to, major shows such as Fort Worth, San Antonio, Houston, and Austin. Any SAE that overlaps a feeding period will be charged the full reservations fee for each feeding period

FACILITY HOURS • The ag. facility hours are from 5:00 a.m. to 9:00 p.m. • Feeding of animals is not allowed prior to 5:00 a.m. or after 9:00 p.m. without express

permission from AST or school administrator. • Failure to vacate the facility or rear parking lot by 9:00 p.m. will result in

consequences assigned by the AST. • Gates are closed and locked at all times. Gates will allow access 5:00 a.m. to 8:45 p.m.

PARKING • Enter the ag. facility from the Veteran’s Drive entrance. • Students, parents, and guests should park in the rear parking lot. • Parking in the circle drive is not allowed. • Unloading or loading of feed, tack, or animals is not allowed through any gate labeled

Prohibited. • Do not park in the fire lanes and / or undesignated areas.

GATE CARDS • New and/or additional gate cards cost $10.00. • Gate cards may be renewed for $5.00 for each feeding period. • Cards are deactivated at the end of each feeding period or when a student no longer

maintains an animal at the barn. • Payment for and card fees is made at the CTE office located at the Pearland

Education Service Center, 1928 N. Main, Pearland, TX 77581.

ANIMAL COST • The student is responsible for the initial cost of the animal and any expenses incurred

while feeding and caring for the animal.

• Expenses include, but are not limited to, the following: entry fees, validation, and major medical expenses.

CARE OF ANIMAL

• The student is responsible for proper care of his/her animal. This includes, but is not limited to, adequate nutrition and hydration, the development of the animal project, and cleaning the pen and surrounding area. If any animal is found to be in need of immediate emergency care, the AST or facility manager reserves the right to seek treatment for that animal at the owner’s expense.

• Pearland FFA will operate under the federal policy identified as Veterinarian Feed Directive (VFD). Each animal on site will require a medical log to be kept under the VFD in conjunction with a local veterinarian. PISD will be allowed, but may not be solely responsible, to purchase medication that requires a prescription under the VFD.

• ASTs will utilize professional judgement based on field experiences to make recommendations of treatment methods for ill animals. PISD and its employees will not be held liable for the administration or outcome of treatment methods. PISD recommends the utilization of a veterinarian as the primary method of treatment.

• Understand and respect that ASTs reserve the right to dismiss any student from the Pearland FFA program, PISD Ag. Facility, competitions (individual or team) based on eligibility, behavior, or improper care / treatment of animal.

CARE OF STALLS AND BEDDING • The pen is to be maintained with adequate approved bedding. • The pen should be changed on a regular basis, as shown below, to ensure the health

and well-being of the animal project. • The pens should be changed according to the following minimum schedule listed below:

Heifer or Steer – every 5 days Lamb or Goat – every 10 days Pig – every 5 days

• All soiled bedding is to be promptly and properly disposed in the designated area. • If an animal is removed from its pen for more than 48 hours, all bedding must be removed. • Wheel barrows must be emptied into designated area. • New bedding may not be put on top of old bedding.

PROCEDURE CHANGES • Procedures may be added, modified, or adjusted as deemed necessary by the AST. • Students and parents affected by the changes will be notified by the AST immediately.

POINT SYSTEM

• To insure the cleanliness and safety of the PISD ag. facility, a point system is utilized to manage all students and animal projects.

• All students will be put on a point system of 100 points. • Students with multiple animal projects will have only one point system. • Point value decisions are made by ASTs and administrators. • Points can be earned by performing extra duties. Extra duties will be deemed

appropriate by the AST. • If points are deducted, a student has the opportunity to regain lost points within 7 days.

Make up points will be assigned at the discretion of AST. (EX: cleaning out trailer, washing aisles, unloading shavings, etc.) Students may regain a maximum of 10 points

per week. • Situations determined (by AST and administration) to be severe and / or harmful

shall be subject to actions and /or consequences in lieu of the point system. Removal can be up to a calendar year and can be extended after review by AST and administration.

• Questions about point values must be directed to the AST over that animal species. 10 POINTS

o Failure to park in a designated parking spot o Failure to perform daily feeding duties o Failure to dispose of trash (feed sacks, etc.) o Failure to clean pen and put down new shavings when scheduled (10

points per day that it goes over schedule). This includes all areas around pen. Including alley ways in front, side, and back of pens.

o Failure to empty wheelbarrow o Loitering at the ag. facility o Failure to put away tack or equipment o Failure to follow AST’s set procedures will result in a penalization of points per

animals per day.

20 POINTS o Failure to perform scheduled duties (sweeping aisles/tack rm.) o Failure to clean up grooming area when finished o Failure to participate in a barn clean up o Failure to show up and load and unload the animals for a livestock show o Failure to exit ag. facility and or rear parking lot by 9:00 p.m. o Bringing more than one guest under the age of 18 without a parent supervising o Failure to close gates and doors when entering facility. 50 POINTS

o Using the designated showmanship practice arenas without the presents of an ag teacher

o Moving pens without permission of AST o Climbing over or under the ag. facility gate/fence o Entrance into the ag. facility between 9:00 p.m. and 5:00 a.m. without

livestock medical emergency approval from PISD staff

80 POINTS - Refer to Student Code of Conduct (Office Referrals) o Any unsafe practices that could result in harm or damage to yourself,

others, animal projects, or the ag. facility. o Disrespect or insubordination to an adult (teacher, barn manager, parent,

school personnel, etc.) o Fighting and/or harassment of another student or parent. o Use of or possession of tobacco products while at ag. facility.

CONSEQUENCES: o Any student falling below 50 points loses the opportunity to regain points. o Any student falling below 25 points during a feeding period will

automatically lose ag. facility privileges for a time period determined by the AST or school administration.

o Any student losing all points will be evicted from the ag. facility. PEN ASSIGNMENTS:

• Students will be restricted to one animal per species per feeding period at the ag. facility unless approved by an AST. If space is limited, pens may be divided to provide for additional animals.

• Market animals take precedence over breeding animals. • Pen assignments will be determined by the AST based on student’s prior ag.

facility usage, attendance at clinics and meetings, point system performance, availability of pens, and entry of the following shows:

1. Pearland Expo Livestock Market Animals 2. Major Livestock Market Animals 3. County Market Animals 4. County Commercial Heifers 5. Breeding Animals

• Students may not receive a pen the following feeding period if the student or student’s representative fails to attend the mandatory barn cleanup without prior notice and approval of AST.

• Students will receive pen assignment upon bringing a project into the ag. facility. Students may not move or expand pens for any reason.

• Pen reassignment may occur at the AST’s discretion. • Pen numbers must match the Tack locker number. When pens are changed between

feeding periods, the Tack locker must be changed as well.

BREEDING ANIMALS: • Once a breeding animal is approved and is assigned a pen, it will utilize the facility

until the completion of the project as stated on the Breeding Animal Plan Agreement. • All breeding projects must have a Breeding Animal Plan Agreement in place before the

start of the project. (See Appendix) CALF SCRAMBLE:

• Calf scramble animals will follow the same approval process as other SAEs in the facility. Scrambling does not guarantee a pen in the ag. facility. Students participating in the Houston Livestock Show Calf Scramble must comply with and submit the signed Calf Scramble Agreement. (See Appendix)

PROJECT PLANNING DEADLINES AND REMOVAL:

• The student is to remove all projects from the ag. facility within two (2) weeks after his/her respective show unless otherwise directed by an AST. This rule applies to all animals including breeding animals. No market animals will be allowed to return to the ag. facility. Any animal choosing not to show will be required removal of the animal prior to the designated show date.

• If the animal is not removed by the two-week period, the student will be charged a $100 hauling/handling fee to deliver the animal to Doreck’s Processing.

ANIMAL DEATH

• If an SAE dies at the ag. facility, it is the student/parent’s responsibility to remove the animal carcass within two (2) hours of being notified of its death.

• If the carcass is not removed within 2 hours, removal and disposal will be

provided at the expense of the owner of the SAE. ANIMAL PROJECT MANAGEMENT

• This SAE is the student’s project and responsibility. All SAE management decisions will be made by the student/parent. ASTs are available to assist and aid a student when a student requests this assistance. ASTs will closely monitor all show rules.

• Students/parents may not feed, water, move, or provide any other care to other student’s SAE without permission from the owner. It is not the responsibility of others to care for or question the care of another student’s SAE.

STUDENT or PARENT BEHAVIOR

• Students and parents are expected to act in a professional manner at all times at the ag. facility.

• Activities that endanger the health or physical wellbeing of students, parents, ASTs, ag. facility manager, animals, and other stakeholders will not be permitted.

• Loitering will not be permitted. • Students will not be able to enter the ag. facility while serving a sentence for ALA

or suspension. • Parents and guests may be banned from the ag. facility at the discretion of the lead

AST and CTE Director. • If ASTs or administrators determine assistance is needed, local law enforcement will

be requested. STUDENT PLACEMENT IN Discipline Alternative Education Placement (DAEP)

• Students must comply with all district rules and school board policies (ex. PISD Student Handbook and the PISD Student Code of Conduct), including during the summer months.

• Consequences / actions during DAEP placement include but are not limited to the following: o Students assigned to Discipline Alternative Education Placement (DAEP)

According to the PISD Student Code of Conduct (p. 26): Restrictions During Placement

The district does not permit a student who is placed in a DAEP to participate in any school-sponsored or school-related extracurricular or co-curricular activity including seeking or holding honorary positions and/or membership in school-sponsored clubs and organizations….

o A student assigned to DAEP must remove his / her animal from the PISD agriculture facility during DAEP placement. All pen reservation fees will be forfeited, and the pen will be released for availability.

o An AST / FFA sponsor will not purchase an animal for a student whose DAEP placement is pending or during a student’s DAEP placement.

ARENA

• Arena availability and use will be determined by the AST only. Outside livestock specialist will only be allowed at the ag facility when a AST is present and do not make decisions on arena usage.

• Practice areas should be utilized for daily exercise.

• Students must clean up and dispose of any animal waste. TACK LOCKERS

• Tack lockers must be cleaned and hay and feed must be stored properly. • Students may not keep multiple bales of hay at the ag. facility. • Show boxes are not allowed. • Show equipment may be brought from home as needed. • PISD and its employees are not responsible for theft or damage of any personal

items at the ag. facility. • All tack is to be labeled. • Store all ground level supplies in waterproof containers. • Tack lockers must match the number on the pen. When pens are changed between

feeding periods, the Tack locker must be changed as well. BARN CLEAN UPS

• Barn clean ups are mandatory and designated at the beginning of the feeding period.

• If a student is unable to attend, he/she is responsible for finding a suitable replacement.

• Failure to attend or failure to have representation will result in loss of ag. facility privileges for future SAEs.

AGRICULTURE TEACHERS USE OF ANIMALS

• Student projects may be used by ASTs without notice for livestock judging practice or to teach skills, including but not limited to, weighing, leading, or vaccination.

TRAILER USE AND CHECKOUT PROCEDURES

• Cost - $25.00 Non-refundable fee • ASTs have priority for use of trailers. • Bumper pull livestock trailers may be used by parents or family members who

assist the AST in transporting livestock. • Trailers are used to haul only projects designated to show under Pearland FFA. • Trailer alterations are not permitted. • Individuals must:

o Be at least 25 years of age o Provide driver’s license to the CTE office o Provide proof of insurance to the CTE office o Upon submission of driver’s license and proof of insurance, a

background check will be conducted.

• Vehicle Requirements: o Must be a half ton vehicle or larger. o Compatible wiring on the vehicle.

• Brazoria County Fair, validation, state and national shows will take precedence over all other shows.

• Trailers will be blocked off for all validation periods and will not be available for checkout until the teacher has released the trailer(s).

• Trailer privileges may also be revoked by PISD administration at their discretion.

• Any expenses due to accident or damage will be paid for by the person who checked out the trailer.

• The agriculture gooseneck trailer will only be used by ASTs and the facility manager. • No personal trailers are permitted on PISD grounds more than 12 hours, or the

trailer will be subject to removal and impoundment. • Trailer reservations must be submitted with facility manager 14 days prior to usage.

(Trailers that are reserved will be displayed on calendar on the ag. facility office window). Trailers will be assigned once a completed form is turned in to the facility manager or the locked box outside the ag. facility office.

• No calls, verbal requests or emails will be accepted to reserve a trailer. • Prior to usage, the facility manager will conduct a pre-trip inspection of the

trailer. Upon returning the trailer, the facility manager will conduct a post-trip inspection to assess any damages.

• A lock with a spare key with the student’s name is to be provided to the facility manager. The facility lock will be removed and replaced with the lock provided prior to usage.

• After use of the trailer, student/parent is responsible for cleaning and washing out of the trailer. Trailers that are not adequately cleaned will result in the following: o First Offense – A clean out fee of $50.00 will be charged and privileges will be

lost. o Cleanliness of the trailer will be determined by the ag. Facility manager.

• Trailer must be returned to the same location of pick up. • Out-of-state travel will be determined on a case-by-case basis

TOLL ROAD PRECAUTIONS • Vehicles without a toll road tag will be charged by the toll road authority for each

violation. The toll road authority will additionally fine each trailer for which the parent will be responsible.

• Even though vehicles may have a toll road tag, extra charges per axle will still apply to each trip due to use of the PISD trailer.

• The parent will be responsible for any fines incurred. • The ag. facility manager should be notified of any toll road usage upon return of the

trailer.

PROBLEMS AND CHAIN OF COMMAND All problems and concerns must follow the proper chain of command listed below: • The problem / concern must first be communicated to the AST over the specific species. • If the problem is not resolved at the first level, a meeting will be held with the lead AST. • Any concern not resolved by the lead AST should be communicated to the

appropriate campus/administrative office. TERMS, CONDITIONS, AND CONSEQUENCES:

ASTs and / or school / district administration reserve the right to dismiss any student from the Pearland FFA program, PISD Ag. Facility, competitions (individual or team) for the following situations, which include but are not limited to, the following:

• Animal abuse or neglect • Eligibility and / or behavior

NOTICE OF EVICTION WILL PROCEED AS FOLLOWS:

• Teacher/Student Conference • Teacher/Student/Parent Conference • Referral to school administrator for disciplinary action • Immediate removal of project from the ag. facility.

NATURAL DISASTER AND / OR EMERGENCY PREPAREDNESS:

• PISD’s priority is the safety and security of the students, parents, and faculty. • The ag. facility will follow the procedure set in place by PISD and as defined by the

Ag. facility Plan for Natural Disasters (internal document). • PISD is not responsible for nor liable for animals during the event of a natural

disaster or emergency. • PISD employees will not transport animals to another location. • Parents / students will not be allowed to borrow PISD trailers during a natural

disaster and / or emergency. • School closings and / or mandatory evacuation notices of PISD facilities will be

determined by the district and communicated by the AST. • Pen renters may leave their assigned animal(s) in the ag. facility. • To the greatest extent possible, notifications to prepare food and water for assigned

amount of days will be communicated by the AST. • To the greatest extent possible, automatic feeders will be available to pen animals • Extra animals or pets shall not be permitted nor housed at the ag. facility • The ag. facility reopening and / or reentrance will be determined by PISD

, a student in the Pearland Independent School District, is now under my control and in my custody. I hereby give my consent for the above named student to participate in the trip of all Pearland FFA events for the school year 2020-21.

It is understood that neither the Pearland Independent School District (PISD) nor any of its trustees, officers, employees, or organization sponsors are liable for any accident or injuries that may occur to the above named student as a result of any aspect of his/her participation on this trip. It is understood that neither PISD nor any of the trustees, officers, employees or agents, are liable for any injuries or damages caused by the above-named student on this trip. I agree to indemnify and hold the PISD harmless from all claims made against PISD, its trustees, officers, employees, or agents from any and all claims made by third parties which result from the above named student’s actions while on the trip. In consideration of the above named student being permitted to participate in this trip, I expressly waive all claims to which I may otherwise be entitled, including but not limited to, claims for medical expenses and wages.

I recognize that the PISD, its trustees, agents and employees have sovereign or governmental immunity under Texas law. I understand that the PISD its trustees, officers, employees, or organization sponsors are not waiving any sovereign or governmental immunity that it or they have under Texas or other applicable law.

I, the undersigned, have read this permission slip and release and understand all of its terms. I have executed it voluntarily and with full knowledge of its significance.

The director of CTE and campus administrators have authority to change or amend the contents of this document without notice. All contents within this document are at the discretionary interpretation of Pearland ISD campus administration and the director of CTE. This document will be maintained by the CTE office and reviewed annually.
