    STRATEGY  Purpose of Overarching strategy

    •   Set out a long term conceptual Transport Master Plan for Penang

    •   This needs to be established prior to developing quick wins, short term andmedium term schemes

    Once this is the underlying general principle forpolicy, technical experts can easily propose techsolutions, but must realize too the need for the politiciansto be guided in a wider context with regard to other

    societal stakeholders (transportation majority).Transportation majority are all those of us who have nochoice and are increasingly poorly served by themainline, car-based, truncated service arrangements thateat up most of our taxpayer money and take away our
