Maternal Risk ScreeningMaternal Risk Screening• Uniform Maternal Screening Act – WV Code §16-4E-1 et seq• Passed 2009, implemented January 2011• Identifies risk conditions that may contribute to adverse pregnancy

outcomes• All pregnant women who reside in WV must be screened using the

Prenatal Risk Screening Instrument (PRSI) at first prenatal visit• Provider must notify the woman of any identified high-risk condition

and provide referrals as necessary• Completed PRSI faxed to OMCFH by secure fax • Any personally identifiable information on submitted PRSI forms will

remain confidential and will not be released/disclosed for any reason other than data analysis of at-risk/high-risk pregnancies and planning purposes by public health officials, as required by the legislation

⁻ If the newborn's mother was married "either at the time of conception or birth," the law requires her husband's name to be listed on the birth certificate as the baby's father; An exception can be granted if a court has determined other paternity

⁻ If the mother was not married, a father will not be listed on the birth certificate "without the written consent of the mother and of the person to be named as the father“; if a court has established paternity, this rule does not apply

Newborn Metabolic ScreeningNewborn Metabolic Screening• WV State Code 16 Article 22 - Detection and Control of Phenylketonuria,

Galactosemia, hypothyroidism, and certain other diseases in newborn children• WV routinely and universally screened for PKU, Hypothyroidism, Galactosemia,

Birth ScoreBirth Score• WV State Code Article 22B. 16-22-B – 1-4• The purpose is to reduce the incidence of postneonatal mortality and disease by:

⁻ Identifying newborns at greatest risk for death or developmental delay between one month and one year of age

⁻ Linking these infants with physicians for close follow-up during the first year of life.• Authorizes the division of health to establish and implement the Birth Score Program and

requires hospitals, birthing facilities, attending physicians, and other persons attending a birth, to ensure a birth score is determined.

• Unique to WV• Partnership between the OMCFH and WVU School of Medicine, Dept. of Pediatrics• Parents are informed and linked with a local primary pediatric provider for a recommended six

visits in the infant’s first six months; all WV Medicaid High Score infants are referred to the Right From the Start Program, where RNs and LSWs visit the home and coordinate the health, psychosocial and nutritional care until age one year; the remaining High Score infants are referred to community based HealthCheck program staff who track the infant through two pediatric visits or 60 days

Inflammation of the eyes prophylaxis• WV State Code Chapter 16-3-10• Requires every provider who delivers an infant ensures the

contents of a single-use tube of opthalmic antibiotic ointment is instilled in the eyes of the newborn immediately following birth

Newborn Hearing ScreeningNewborn Hearing Screening• WV State Code Articles 16-22A • Article 22A requires the testing of newborn infants for

hearing loss and requires that physicians or midwives attending a live birth assure that a test for hearing loss is performed

• Goal is to identify congenital hearing loss in children before three months of age and to assure enrollment in appropriate early intervention services before six months of age

• Mandated by WV State Law in 2000• Either Auditory Brainstem Response (ABR) or Otoacoustic Emissions

(OAEs), following the equipment manufacturer’s guidelines, by personnel appropriately trained

• Screening must be performed in both ears and recorded in the medical record and on the Birth Score Developmental Risk Screen

• Infants who refer (abnormal screen) or are not screened are provided care coordination through the Right From The Start Program
