In my role as the Thematic Expert Advisor to the EU Commission, URBACT initiative, PREVENT project, led by European Minds (Sweden) and Nantes municipality for their 10 city research project on early school leaving and family support, I have led the development of a Structural indicators matrix (SIM) tool (2013) to review and develop city strategies to involve parents in the prevention of early school leaving. This reflective practice and policy tool of system level structural indicators is designed to aid research into the system level needs of the 10 participating municipalities across Europe within a systems theory and community development theoretical paradigm – to inform each municipalitв’s Local Action Plan for early school leaving prevention.
