New Delhi: The 2nd meetingof the India-Central Asia Dia-logue was hosted virtually onWednesday by foreign minis-ter S Jaishankar and saw theparticipation of his counter-parts from Kazakhstan, Taji-kistan, Turkmenistan, Uzbe-kistan and also the first depu-ty foreign minister of theKyrgyz Republic.

Among the highlights wasannouncement of an addi-tional $ 1 billion line of creditby India for Central Asiancountries. All ministerscalled for settlement of the Af-ghan conflict on the basis ofAfghan-led, Afghan-ownedand Afghan-controlled peaceprocess. According to MEA,

they also expressed similarsentiments on combating ter-rorism by destroying safehavens, infrastructure, net-work and funding channelsand underlined the need forevery country to ensure thattheir territory is not used tolaunch terrorist attacksagainst other countries.

Acting foreign minister ofAfghanistan attended themeeting as a special invitee.

“They discussed closecooperation in political andsecurity matters and the em-phasis also was on promotingconnectivity and develop-ment partnerships betweenIndia and Central Asiancountries,” said an official.

There was an announce-ment of grant financing byIndia for high impact commu-nity development projects inCentral Asian countries.Both sides emphasised on re-invigorating trade and com-merce partnerships by over-coming lack of overland con-nectivity barrier.

India-Central Asia Dialogueseeks razing of terror havens

Like the foreign minis-try, the Chinese embas-sy in New Delhi too was

careful not to attack Indiaeven as it asked the US toabandon its “Cold War andzero-sum mentality”. In alate night statement, hoursafter the departure of Pom-peo and secretary of defenceMark Esper, the embassysaid China and India had thewisdom and ability to handletheir differences properly.

According to media re-ports, Saudi Arabia released a20 Riyal banknote to com-memorate its presidency oforganising the G-20 Summiton November 21-22. It was fur-ther reported that the worldmap displayed on the bank-note does not show Gilgit-Bal-tistan (GB) and Kashmir asparts of Pakistan.

Media reports say that Sau-di Arabia’s step is nothingshort of an attempt to disgracePakistan, which also seems tobe “adapting to its new bloc”.

The ministry of externalaffairs (MEA) in Septemberstated that they have seen re-ports regarding elections tothe so-called “Gilgit-Baltistan”assembly to be held on Novem-ber 15 and took a strong objec-tion to it. “The government ofIndia conveyed strong protestto Pakistan Government andreiterated that Jammu andKashmir and Ladakh, includ-ing the so-called Gilgit and Bal-tistan, are an integral part ofIndia,” the MEA stated. Hyderabad/Warangal: A localcourt in Warangal on Wednesdayconvicted Sanjay Kumar Yadav, 24, aworker at a gunny bag manufactur-ing unit, in the sensational killing ofnine persons, all migrant workers.His victims included six members ofa family. The killings had takenplace at Gorrekunta village in May.

In all, Sanjay, a native of Bihar,had killed 10 people. He had firstkilled his live-in partner in March.The rest were killed in a couple ofmonths later to cover up the first

murder. The trial in the murder ofhis live-in partner is still on inAndhra Pradesh.

The prosecution also produceda video of Sanjay raping his live-inpartner’s 16-year-old daughter. Thevideo was found on Sanjay’s phone.Aseparate case has been registeredagainst him for rape and under sec-tions of the Pocso Act, said publicprosecutor M SatyanarayanaGoud. Goud had argued that thiswas a rarest of rare case where thedeath sentence could be given be-cause of the number of peoplekilled, the manner in which theywere killed and also that the ac-

cused had raped a minor.While working at the gunny

The word ‘Miya’ in Assamis a slang which usually refersto the Bengali speaking Mus-lim population. The non- Ben-gali population in the stategenerally identify them asBangladeshi immigrants.

BJP was quick to jump intothe controversy with a num-ber of its leaders saying no‘Miya Museum’ will ever be al-lowed in Assam as the peopleliving in such places are “ille-

New Delhi: Schools mighthave been shut, but childrencontinued their learning evenduring the pandemic. Despitethe inequalities and digital di-vide, the 15th Annual Statusof Education Report (ASER2020) Rural reflected the resilience shown towards learn-ing as 11% of all rural familiesbought a new phone since the lockdown began and 80%of those were smartphones.Also more children joinedgovernment schools than pri-vate schools.

Unlike the previous ASERreports which focussed onlearning outcomes, the latestreport deals with the processof learning because of theprevailing Covid-19 situation.This is the first time the survey has been conductedover telephone.

While the closure ofschools since March 2020 im-pacted campus academic ac-tivities, the good news wasthat 70% of the communitycame out to help the schoolsupport system. The datademonstrated that almostthree quarters of all childrenreceive some form of learningsupport from family mem-bers. Notably, even amongchildren whose parents havenot studied beyond primaryschool, family members pro-vided support with older sib-lings also playing an impor-tant role in helping the young-

er children learn.The report called for devel-

oping a digital pedagogy and toprioritise efforts to break thedigital divide. Just around 56 %households with children en-rolled in government schoolshave smartphones, while74.2% of households who sendtheir children to privateschools have smartphones.

Citing another example ofthe existing divide, the reportsaid children in private schoolswere much more likely to haveaccessed online resources thanthose in government schools.For example, 28.7% of childrenenrolled in private schools hadwatched videos or other pre-re-corded content online, as com-pared to 18.3% of governmentschool students.

Access to learning materi-als and activities too need at-tention as only 33.5% of all gov-ernment school children re-ceived materials or activities,as compared to 40.6% childrenin private schools. In fact, instates like Rajasthan (21.5%),UP (21%), and Bihar (7.7%), lessthan a quarter of all childrenhad received any materials.

A majority of the roughlytwo-thirds of all householdsthat reported not having re-ceived learning materialsduring the reference weeksaid they hadn’r received anyfrom the schools. WhatsAppemerged as the most preferredmedium via which the childrengot materials/activities.

In the present case and in our earlier orders,we have recorded that the name of the petitioner appeared in theNational Register of Citizens even when proceedings against her hadbeen initiated and continued on the basis of reference made by theSP (border), Nalbari.
