VI. CONDUCT OF BOARD OF EDUCATION MEETINGS The Board of Education takes official action at its Business Meetings. Business meetings are regularly scheduled on the third Tuesday of each month, subject to changes that may occur because of holidays. Prior to the board taking action at its business meetings, committee meetings are scheduled where in-depth discussion occurs.

At the Board of Education's committee meetings, no formal action is taken. The typical monthly schedule of meetings is as follows:

*Meeting Schedule Subject to Change

At each committee meeting, the Board discusses recommendations of the Acting Superintendent of Schools and other relevant items. Committee approval authorizes resolutions to be placed on the agenda of the next appropriate business meeting and/or possible formal action. The agendas for all committee and board meetings are available at the Office of the Board of Education, 1200 Myrtle Avenue during business hours. At the business meetings, privilege of the floor will be provided for sixty minutes for public comment prior to committee reports. A five-minute time limit per person is provided for public comment. Concerns of the public regarding the schools or departments should be brought to the attention of the appropriate administrator in charge (principal, director, etc.). If concerns remain unresolved, they are to be directed to the Acting Superintendent of Schools. These procedures should be followed prior to concerns being presented to the Board of Education. This procedure allows administrators to resolve concerns at the most appropriate level of decision-making.

The Plainfield Board of Education recognizes that a highly qualified, competent, skilled and dedicated workforce is essential in the success of the District and students. Therefore, it has provided the Acting Superintendent of Schools the authority to employ non-administrative and administrative staff members between the Business meeting of the Board of Education and next succeeding meeting of the Human Resource Committee. RESOLUTION

The Plainfield Board of Education is committed to ensuring that all students succeed academically and reach their full potential. In doing so, it is also committed to providing opportunities for and ensuring that all students meet the New Jersey Student Learning Standards and achieve academic, and life-long success. In order to plan instruction inclusive of all students in the English Language Arts classroom, a comprehensive curriculum has been developed. The standards covered during each instructional unit of the Language Arts curriculum are reflective of the New Jersey Student Learning Standards outlined in the New Jersey Curriculum Framework. Each standard in reading and writing has been unpacked to illustrate the critical knowledge and skills students need in order to master the standard. Essential questions and sample activities are included to utilize when teaching such standard. This ESL framework was designed to be used by bilingual, dual language, ESL and general education teachers. Bilingual and dual language programs use the home language and a second language for instruction. ESL teachers and general education or bilingual teachers may use this document to collaborate on unit and lesson planning to decide who will address certain components of the New Jersey Student Learning Standard (NJSLS) and language objective. ESL teachers may use the appropriate leveled language objective to build lessons for ELLs which reflects what is covered in the general education program. In this way, whether it is a pull-out or push-in model, all teachers are working on the same Student Learning Standard. The design of language objectives are based on the alignment of the World-Class Instructional Design Assessment (WIDA) Consortium’s English Language Development (ELD) standards with the New Jersey Student Learning Standards. RESOLUTION The Plainfield Board of Education is committed to ensuring that all students succeed academically and reach their full potential in life. In doing so, it is also committed to providing opportunities for and ensuring that all students (inclusive of English Language Learners and Special Education Students) meet the New Jersey Core Curriculum Content Standards and achieve academic and life-long success. The Office of Bilingual Education/ESL and World Languages through the English Language Learner Academy will offer instruction for English Language Learners this year. The Academy will be comprised of two components: ESL/Literacy and Mathematics providing individualized assessment and learning with standards-based content in grades 2 - 12. The ESL component will focus on test taking strategies and skills with a concentration on PARCC and ACCESS. Therefore, it has provided the Superintendent of Schools the authority to employ non-administrative and administrative staff members to participate in out-of-district professional development opportunities. The 2017-2018FY 21st Century Community Learning Centers (CCLC) grant application for the Department of Student Intervention and Family Support Services of Plainfield Public Schools has been approved by the New Jersey Department of Education Office of Educational Support Services (by way of ESSA 2015, Title IV, Part B) in the amount of $550,000. The project period for this grant award is September 1, 2014 through August 31, 2019. The project is currently in Year Four of the Five Year grant period (September 1, 2017-August 31, 2018). The 2017-2018FY 21st CCLC grant award funding will be utilized to develop and provide high-quality, expanded learning program services (with an emphasis on standards-based ELA and Math instruction) at five (5) school sites including Barlow, Evergreen, CH Stillman Elementary Schools, Washington Community School, and Hubbard Middle School to target at least 301 students and their families for thirty (30) days or more. TEAM LIFE, Inc., one of the most established and trusted names in emergency health training and products; will provide PPS Security Officers (full and part-time) with in-district recertification training in the American Heart Association Heartsaver First Aid. The Heartsaver First Aid CPR AED is a classroom, video-based, Instructor-led course that teaches students critical skills needed to respond to and manage a first aid, choking or sudden cardiac arrest emergency in the first few minutes until emergency medical services (EMS) arrives. Participants learn skills such as how to treat bleeding, sprains, broken bones, shock, and other first aid emergencies. In order to plan instruction inclusive of all students in the English Language Arts classroom, a comprehensive curriculum has been developed. The standards covered during each instructional unit of the Language Arts curriculum are reflective of the New Jersey Student Learning Standards (NJSLS) outlined in the New Jersey Curriculum Framework. Each standard in reading and writing has been unpacked to illustrate the critical knowledge and skills students need in order to master the standard. Essential questions and sample activities are included to utilize when teaching such standard. This ESL framework was designed for use by bilingual, dual language, ESL and general education teachers. Bilingual and dual language programs use the home language and a second language for instruction. ESL teachers and general education or bilingual teachers may use this document to collaborate on unit and lesson planning to decide who will address certain components of the NJSLS and language objective. ESL teachers may use the appropriate leveled language objective to build lessons for ELLs, which reflects what is covered in the general education program. In this way, whether it is a pull-out or push-in model, all teachers are working on the same Student Learning Standard. The design of language objectives are based on the alignment of the World-Class Instructional Design Assessment (WIDA) Consortium’s English Language Development (ELD) standards with the New Jersey Student Learning Standards. The Quality Single Accountable Continuun (QSAC) is a statutorily – mandated system of school district performance assessment and is New Jersey’s System of Education accountability. QSAC was created in accordance with the Quality Single Accountability Continuun Act adopted by the New Jersey legislature in September 2005. Administrative regulations to implement QSAC were adopted by the Commissioner of Education, effective February 22, 2007. RESOLVED, that the Plainfield Board of Education hereby approves for submission to the NJDOE via the Executive County Superintendent of Schools the NJQSAC Statement of Assurance for school year 2016 – 2017.

The Acting Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION The Board Secretary has certified that, as of the date of the report, no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the District Board of Education. The Treasurer of School Monies is required by statute to submit a report to the Board of Education on the cash balance in the various Board of Education Bank accounts. The Board Secretary’s Report and the Report of the Treasurer of School Monies for the stated period were in agreement. RESOLVED, that the Plainfield Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting; and be it FURTHER RESOLVED that the Plainfield Board of Education certifies that sufficient funds are available to meet the District’s financial obligations for the remainder of the year, and be it FURTHER RESOLVED, that the Plainfield Board of Education directs the Superintendent to initiate whatever actions may be determined to be appropriate.

WHEREAS, the Plainfield Board of Education pursuant to N.J.S.A. 52:34-6.2, a contracting unit may, without advertising for bids, purchase materials, supplies, equipment or services under contracts entered into by the U.S. Communities Government Purchasing Alliance (“U.S. Communities”); and

WHEREAS, the Plainfield Board of Education desires to participate for the purpose of fulfilling and executing its respective public governmental purposes, goals, objectives, programs and functions; and

WHEREAS, the Plainfield Board of Education has reviewed the benefits of participating in this program and based on this review has concluded the program will provide the best value to taxpayers of this Plainfield Board of Education through the anticipated savings to be realized; now therefore be it RESOLVED, that the Plainfield Board of Education authorizes to participate in the U.S. Communities Government Purchasing Alliance and that the Plainfield Board of Education or Purchasing Agent is authorized to register for the U.S. Communities program on behalf of the Plainfield Board of Education.

Union County Education Services Commission Strategic Plan Link: Goal 3: Business Practices To improve the overall efficiency and effectiveness of business operations. The Acting Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTIONS 1) Contract for Bloodborne Pathogen Management Services for the 2017 – 2018 School Year

WHEREAS, the local public school districts are required to comply with educational and procedural guidelines for occupational exposure to bloodborne pathogens according to New Jersey Department of Labor regulations N.J.A.C. 12:100-4.2 et seq., and WHEREAS, the Union County Educational Services Commission’s Environmental Safety Program has developed and will implement a Bloodborne Pathogens Management Services program to meet local district needs, now therefore be it RESOLVED, that the Plainfield Board of Education enter into an agreement with the Union County Educational Services Commission to provide such services beginning July 1, 2017 through June 30, 2018, at a fee of sixty-six cents ($.66) per resident pupil enrolled as of October 15, 2016.

2) Contract for Transition Services for the 2017 – 2018 School Year. WHEREAS, the Board of Education is in need of professional assistance in connection with

the conducting of transition services and wishes to engage the transition service for the Union County Educational Services Commission (USESC) to render said services for the period from September 1, 2017 to June 30, 2018; and

WHEREAS, the Public Schools Contract Law, N.J.S.A. 18A:18A-1 et seq. does not require

transition service contracts to be advertised for bid; and WHEREAS, the Plainfield Board of Education and the UCESC do hereby wish to enter into this

Agreement for Transition Services; now, therefore be it RESOLVED, that the Plainfield Board of Education enter into an agreement with Union County

Educational Services Commission (UCESC) whereby the Commission will provide services from September 1, 2017 through June 30, 2018 for those students who are appropriate for participation in this program at a cost of $115,145.00. The availability of funds for this item has been verified and will be charged to account 11-000-219000-390A-32-0000 (Child Study Team Prof. Srv.).

Strategic Plan Link: Goal 1: Learning Outcomes To improve the learning and academic performance of all students in PPS. The Acting Superintendent of Schools recommends and I so move, adoption of the following:

RESOLUTION The Plainfield Board of Education is committed to ensuring that all students succeed academically and reach their full potential in life. In doing so, it is also committed to providing opportunities for and ensuring that all students meet the New Jersey Core Curriculum Standards and achieve academic and life-long success. The Plainfield Board of Education School Based youth Services Program has been awarded an additional $85,367 for the 2017-2018 academic year by the State Department of Children and Families, Division of Prevention and Community Partnerships. These funds are to expand our extended Parent Linking Program, which provides a host of services to support our teen moms and dads. The goal is to support the teen parents enabling them to stay in school, make sound decisions, and develop healthy parenting skills. The services are delivered through the School Based Youth Services Program, an established program with the Plainfield Public Schools for more than 24 years. RESOLVED, that the Plainfield Board of Education approves the receiving of funds from the State Department of Children and Families – Division of Prevention and Community Partnership for $85,367.00 to continue to operate the School Based Youth Service Extended Parent Linking Program for the 2017-2018 school year.

M. 2017 New Jersey School Boards Annual Workshop The Acting Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

RESOLVED, that the Plainfield Board of Education approves attendance of Chris Payne to attend the Annual New Jersey School Boards Association Fall Workshop in Atlantic City, N.J. from October 23 – 26, 2017 in an amount not to exceed $700.00 with payments and reimbursements to be in accordance with Board Policy, including the unavoidable expenses outlined in the regulations for N.J.A.C. 6A:23-B. The availability of funds has been verified and will be charged to 11-000-230000-585T-01-0000 (Board Travel).
