 Policies & Measures to Support Local &

Regional Innovation Ecosystems 

The transfer of innovation and knowledge produced by the RTOs (Research andTechnological Organisations) and higher education to the local & regionalbusinesses remains one of the most important gaps and di�culties in terms ofInnovation & Growth. It is key to generate economic exploitation of the R&D resultsand particularly important in local & regional areas of Smart Specialisation (RIS3)and innovation opportunity.

Furthermore, there is a clear need to improve and connect regional Challenges andOpportunities of RIS3, to local innovation policies and stakeholders, highlighting therole of the “territory” as the place where interlinkages happen and knowledge �ows.For such purpose, regional & local authorities should play a key role of intermediationand, in accordance to ecoRIS3 objectives, promote better policies and measures togenerate solid interactions between key stakeholders, to orchestrate sustainable

innovation ecosystems within RIS3 strategies responding to the existing challengesand gaps. 

The ecoRIS3 consortium is led by Fomento San Sebastián (Spain) and bringstogether eight partners from across Europe.  Key ecoRIS3 activities include a seriesof exchange of experience and learning through interregional events (4 thematicworkshops, 3 horizontal Seminars and 9 Study Visits). The partners will produce: 1Peer review document on "The role private and public stakeholders play in the localecosystem in order to absorb innovation"  ; 7 SWOT Analysis, 7 Action Plans andidentify 64 Good Practices, that will bene�t the key actors of the quadruple helix(Public Sector, Civil Society, RTO & High Education, SMEs & Industry).

Membership of thenetwork is open and free of charge. The PPN is structured into 3 sectors,when a group/organisations joins thePPN, it is asked to self-select into oneof: Community & Voluntary, SocialInclusion or Environment sectors.  Two essential factors facilitated thecreation of coworking space “Skola6” incity Cēsis - empty premises in former

IKD GazteIKD Gazte is a programme coordinatedby the University of the Basque Countryin collaboration with Fomento SanSebastián, the city local economicdevelopment agency. The programmeaims to foster the city youth capacitieslinked to innovation, while solvingsocial and economic issues. Theapproach is bottom-up and top down,as the challenges can be proposed bi-directionally. Read more. 

Cork Dashboard

With a goal of providing the public andpolicymakers with easy access to vitalinformation about their city in order toempower more informed decision-making, Cork City and County Councilsin collaboration with MaynoothUniversity and Science FoundationIreland developed the Cork Dashboard.Additionally, Local authorities wished toprovides citizens, public sector workersand companies with real-timeinformation, time-series indicator data,and interactive maps about all aspectsof Cork County and City.
