Types of Measurements
Activities (bean counting): # client visits, # workshops, # publications
Outcomes that are the direct results of or closely associated with activities: better understanding of requirements; # lbs. solid waste reduced; tons of air emissions eliminated
Environmental Indicators: Overall air quality; stream classification
Level of Measurement Focus
Specific sector initiative or geographic target: use focused surveys & follow-up
Program-wide: need defined set of data to aggregate & track across activities in a program
Agency-wide: need defined set of data to aggregate & track across all programs in an agency
Multi-state/Regional/National: need defined set of data to aggregate & track across agencies
Cautions
Going from activities to environmental indicators & from project to multi-agency measurement
– the system gets more complex– cause & effect are less clear– requires greater consensus among a wider array of
providers Cannot satisfy all needs with one system Need aggregated data to see overall trends Measurement is not free– need to budget time &
funds to support & maintain

What are the purposes of the system? What are the reports/questions that you want
the system to address? What types of measurement, & what level of
measurement are you targeting? What types of data are you able to collect
with the resources you have available? Who will manage/maintain system?
