Background Information

The total count of a population at a specified time within a country’s boundary or in a well delineated part of the country.

Seven Censuses conducted in Kenya (1948, 1962, 1969,

1979, 1989, 1999 and 2009)

At regular interval of 10 years since 1969

Spearheaded by the Kenya National Bureau of Statistics

(KNBS) on behalf of the Government

Why Conduct the Census in August

Most Stable Population

• For a census to give

accurate population size

in every administrative

area, the population

should as much as

possible be captured

where they reside.

• In August the population is

deemed to be stable as

schools are closed

Cartographic Mapping

Cartographic Mapping is a demarcation of the whole country into smaller

units referred to as Enumeration Areas (EAs)

An EA has an average of 100 households

The process involves:

• Sensitization of National Government Administrative Officers (NGAOs)

• Field cartographic mapping

• Digitization and EA map production

• Verification of the EA maps in the field

• Finalization of the maps

Cartographic Mapping …

The cartographic mapping outputs are used in:

• Assigning geographical codes

• Establishing the number of required field personnel

• Transport logistics

• Allocation of materials and equipment

• Locating households and homesteads

• Ensuring full and unduplicated coverage

• The Census Questionnaire was prepared through a consultative process

Pilot Census

Conducted successfully in August 2018 to test various aspects:

• Logistics

• Accuracy of the maps

• Questionnaires

• Adequacy of Personnel

• Technology

The information obtained from the pilot census was used to

review the census instruments and inform the census process

Cartographic Mapping

Record names of heads of homesteads and households and

average size of HHs

Pick the coordinates of homesteads, households and points of

interest in a village

Transfer the collected information to the server at KNBS HQs

The information is used together with satellite and aerial imageries:

• To develop maps and delineate enumeration areas (EAs)

• The EAs will be uploaded on the smart phones to be used

during enumeration

Use of Technology in the 2019 Census

Enumeration

The questionnaire together with the EA maps

are uploaded on the mobile devices for data

collection

Pick the coordinates of households

Device has an in-built quality control system for

internal validation of the data being collected

• Recommended by the UN for the implementation of the 2020 round of censuses

• A number of African Countries have done paperless census

• Mobile Technology is being used as follows:

• Elimination of manual data entry

• Real time data sent to the server from the time enumeration starts

• Shorten the time taken to release Census results/products

Recruitment and Training of Personnel

• Other personnel needed are security, village elders, coordinators etc

• Training of field census personnel will be carried out in a cascaded

manner beginning July 2019

Next Steps

• Sensitize Kenyans regularly on the importance of the census and their role

in the success of the process

• Complete the cartographic mapping process by end of March 2019

• Procurement process for materials and equipment on-going

• Recruitment of census personnel to commence in June 2019

• Enumeration scheduled for August 2019. The reference night is 24th/ 25th

August 2019

• Enhance publicity and advocacy campaigns through :
