Administrative Commission First Presbyterian Church, Kent – the presbytery approved the dissolution

of First Presbyterian Church, Kent, and that this action be carried out according to the directions, below, by an Administrative Commission consisting of the following members: TE Austin Ashenbrenner, RE Jim Drinkwine (Kent First), RE Jim Dunn (John Knox), TE Tiare Mathison (clerk), and TE Vonna Thomas (moderator), with an effective date determined by the Administrative Commission in conjunction with the session of the church.

Seattle Presbytery Minutes 01-19-2016

1. That the Commission assist the session to wind up the affairs of the church, transfer the remaining members to new congregations, and plan a worship service that gives thanks to God for the ministry of the congregation.

2. That the Commission (or Stated Clerk) be authorized to receive Session Records (minutes, register of membership rolls, registers of ordered ministries, baptisms, weddings, funerals, etc.) and preserve these records in an appropriate manner.

3. That the Commission (or Stated Clerk) be authorized to grant letters of dismissal to members whose names are still on the roll at the time that the congregation is dissolved.

4. That, pursuant to the Form of Government (G-4.0203 and G-4.0205) where all property of the First Presbyterian Church, Kent, “is held in trust for the use and benefit of the Presbyterian Church (U.S.A.),” the Administrative Commission of Seattle Presbytery appointed January 17, 2017, is authorized to take possession of all real and personal property, financial records, inventories of equipment, and all other assets (if any) and arrange for transfer of title to the Presbytery of all accounts and real property known to be in the possession of First Presbyterian Church, Kent.

5. That the Commission be authorized to consult with the session regarding requests the congregation may have relating to the disposition of equipment and memorials and other property of the First Presbyterian Church, Kent, and from the date of the action to approve the disposition of property or to arrange for its retention and storage for future use at the direction of the presbytery.

6. That the Commission and the Board of Directors assert the claim of the presbytery to any property of the First Presbyterian Church, Kent, not known at this time or property which may come to the First Presbyterian Church, Kent, as the beneficiary of a will or trust not known at this time.

7. That the Commission dissolve the corporation by filing Articles of Dissolution with the State Secretary of State or comparable state official.

8. That the Commission consult with the presbytery’s attorney as needed. Actions approved in the consent agenda:

2017 Corporate Resolution – The presbytery APPROVED the following resolution recommended by

the Council: MEMBERS AND TRUSTEES PRESBYTERY OF SEATTLE

A NON-PROFIT CORPORATION OF THE STATE OF WASHINGTON TAX I.D. # 91-0601568

The Presbytery of Seattle, in a duly called special meeting of the corporation on January 17, 2017, as described in the By-Laws of the corporation, elected officers of the corporation for the year 2017: President: Loretta Pain (Moderator of Presbytery) Vice President: Rev. Becki Barrett (Moderator of Presbytery Coordinating Council) Secretary: Rev. Jesse Mabanglo (Vice Moderator of Presbytery) The corporation names Kris Green, the bookkeeper of the Presbytery of Seattle as Treasurer for the corporation without vote. The bookkeeper is not authorized to sign legal documents. The corporation requires only one signature on all documents and each elected officer is authorized to sign legal documents. The Presbytery of Seattle must approve the sale, purchase, or encumbrance of the trust by the ecclesiastical organization. Such approval authorizes the officers and trustees to complete the necessary contractual transactions required. The Trustees are authorized to complete all necessary contractual transactions to encumber property owned by the Presbytery of Seattle. Stated Clerk Election – The presbytery APPROVED the recommendation that the Rev. Karen

Breckenridge be elected for a one year term to serve as Stated Clerk. The position is a (¼) quarter time exempt position; no change in terms.

Salary Increases – The presbytery APPROVED a 9% raise for Rev. Scott Lumsden and Rev. Eliana

Maxim for 2017.

Actions approved in the consent agenda: APPROVED the 2017 Operations Budget and the Mission Asset Fund Budget (Properties) and established a per capita of $40.00 apportioned as follows: Seattle Presbytery $31.00, Synod of Alaska-Northwest $1.50, General Assembly $7.50. APPROVED a grant request from Southminster PC to fund a sanctuary audio-visual upgrade. APPROVED changing the language of the grant policy to read “to ensure a broad distribution of limited funds, only one grant may be approved per church per year.”

Worship

TE Dani Forbess, Pastor of the Northminster host congregation, presided at a service of worship, preaching on Jonah 2:1-10. Other leaders in worship were: RE Robert Ruiz, RE Marion Rosenbaum, TE Becki Barrett, TE Scott Lumsden, RE Loretta Pain, TE Jesse Mabanglo. The sacrament of the Lord’s Supper was observed, and Moderator Loretta Pain and Vice Moderator Jesse Mabanglo were installed. The presbytery also commissioned its delegation to Presbytery of the Coast in Colombia.

Chris Pritchett. Bills and Overtures committee made a motion to approve items 16-A Child and Youth Protection

Policy, 16-B Parity in Committees, 16-C.1-8 Ordered Ministry Titles, 16-D.1-2 Relationship to the PC(USA) of a Person Who Has Renounced Jurisdiction of the Church, 16-E Certified Service Requirements, 16-F The Ministry of Members, and 16-G Access to the Lord’s Table.

APPROVED a motion to postpone the bills and overtures action to April 18, 2017.

Committee on Ministry

Committee Co-Moderators RE Colleen Chinen and TE Chris Pritchett presented the report. Korean Glory Presbyterian Church: The presbytery APPROVED the dissolution of the church

following the transfer of all of its members to Myong Sung Presbyterian Church in Northwest Coast Presbytery.

Welcome and prayer for TE Roger Harwerth.

Actions approved in the consent agenda:

Upon CMC's recognition that Iglesia de Restauracion is no longer a fellowship of Seattle Presbytery, with prayers and good wishes, removed Rev. Jose Corado (a member of another denomination who had been serving in a ministry of Seattle Presbytery) from the rolls of Seattle Presbytery (G-2.0506). Granted financial assistance to Calvary Presbyterian Church for a Renewal Ministries NW retreat in early 2017. APPROVED Rev. Charlie Scoma’s request to validate his ministry as Chaplain at the Seattle Police Department effective June 1, 2016. APPROVED the call of Rev. Jesse Mabanglo to be Interim Associate Pastor at West Side Presbyterian Church, according to the following terms of call: effective salary $73,940, professional expense $2,000, study leave $2,000, car allowance $1,400, 4 weeks vacation, 2 weeks study leave. APPROVED the request from Overlake Park Presbyterian Church to establish a Temporary Associate Pastor position (half time) with the following terms: salary & housing: $35,000, professional expenses: $1,200, continuing education: $600, 2 weeks vacation, 1 week study leave;

APPROVED the request from University Presbyterian Church to establish a Temporary Associate Pastor (Director of Middle School Ministry) with the following terms: salary: $43,500, full UPC benefits (medical, dental, vision, 403(b) match, life insurance, LTD, vacation/sick/paid holidays); and to present Bianca Quezada for examination at the January 17, 2017 presbytery meeting. APPROVED the request of Rev. Roger Harwerth to transfer his membership from Eastern Oregon Presbytery to Seattle Presbytery. APPROVED a grant to Magnolia Presbyterian Church to help provide Rev. Deb Sunoo a sabbatical from June-September 2017, to be awarded in 2017. APPROVED a grant to Summit Avenue Presbyterian Church to continue the Youth and Kids Ministry Director position at 30-35 hours/week, to be awarded in 2017. APPROVED the request of Rev. Larry Grounds (Redmond Presbyterian Church) that Seattle Presbytery accept his retirement effective February 1, 2017. APPROVED the request of Rev. Vonna Thomas (member-at-large) that Seattle Presbytery accept her retirement effective November 1, 2016. APPROVED Rev. Adrienne Schlosser-Hall’s request to validate her ministry as Pastor for Congregational Care at Edmonds United Methodist Church effective November 7, 2016. APPROVED the renewal of the Temporary Associate Pastor relationship between Rev. Julie Kae Sigars and St. Andrew Presbyterian Church with changes in the contract: salary & housing $13,800, SECA $1056, professional expense $1,000, 4 weeks vacation, 2 weeks study leave. APPROVED the dismissal of the Rev. Kevin Livingston to the Presbyterian Church in Canada at his request. He has been serving there since August 28, 1988. APPROVED a grant for Calvary PC to participate in the Ekklesia Fellowship Program at Whitworth University in 2017.

Committee on Preparation for Ministry

TE Carol Kirkpatrick and TE George Gilchrist presented the candidates for ordination.

Bianca Quezada Ordination Examination – Having received evidence that Certified Candidate Bianca Quezada has fulfilled the educational requirements of the Constitution of the Church, and has received the call of God to serve as Temporary Associate Pastor by University Presbyterian Church, Renton, the presbytery examined the “ . . . candidate's calling, gifts, preparation, and suitability for the responsibilities of ordered ministry. . . [including] but not be limited to, a determination of the candidate's ability and commitment to fulfill all requirements as expressed in the constitutional questions for ordination and installation . . . (G-2.0104b). The presbytery APPROVED a motion that Candidate Bianca Quezada proceed to ordination and installation to be conducted by an Administrative Commission to be designated by the presbytery’s rule.
