Kentucky – A History of Embracing Kentucky – A History of Embracing TechnologyTechnology
• 10 years ago the KY DOC was the first agency in the country to offer statewide automated victim notification
• Alerts victims to custody status changes• Allowed access to information 24x7 • The DOC developed a good working relationship with
Appriss, the vendor that provided the VINE service
Success Leads ElsewhereSuccess Leads Elsewhere
• With the success of VINE, the KY DOC explored other possibilities
• Where could additional automation better serve the public?
• The DOC began to look at the communities surrounding DOC facilities
• Identified the procedures for handling escapes
Escape NotificationEscape Notification
• Each facility had phone lists of residents that wished to be notified if an escape occurred
• Antiquated, manual process.• Took too long, and in many cases, contact
information was out of date• The DOC asked Appriss to leverage the VINE system
into something that could be quickly deployed
Phase 1Phase 1
• Deployed August, 2004
• Modified VINE to allow residents to register for notification from any facility that had an escape
• DOC personnel initiated calls to hundreds of people with one call to the system admin line
• Rolled out very quickly with little training• Not as much functionality as the problem really
needed – canned notification message, admin line awkward
Phase 2Phase 2
• Deployed November, 2005
• AlertXpress allowed custom message recording and admin over the phone or web
• Admin line for generating calls simple to use• KY DOC and Appriss personnel traveled the state for
comprehensive regional training sessions• Can be used for other events
