Background

• In 2006, the FCD developed DP & SM in partnership with county agencies and some cities/towns.

• Provides consistent guidance and detail on implementation of the Floodplain Regulations for Maricopa County and the Maricopa County Drainage Provisions.

• Updated six times since adoption in 2007.Resolution adopting 2007 document rescinded.

DP & SM is a guidance document, not a rule.

• Received a request for revisions from Maricopa County Department of Transportation – triggering update.

• Multi-disciplinary committee of county agencies and cities.

• Changes submitted to FCD and routed to committee.

• Review and meet to discuss, make additional changes, concur on draft language.

PlanningMiddle Indian Bend Wash Area Drainage Master Study

• Consultant is preparing the final FLO-2D models for review by the District.

• Upon completion of the FLO-2D models the final ADMS Report will be issued which will identify potential flooding areas that could lead to possible flood mitigation solutions.

• Coordination with Phoenix and Paradise Valley is on-going.

• The study target completion is spring 2019.

• DCR efforts have been completed. During this effort three public meetings were held.

• The ADMP will identify alternative solutions to mitigate some of the flooding hazards.

• New mapping of the watershed and updating of the Data Collection Report will occur.

• ADMP will be completed within 24 months after NTP in early 2019.

PlanningHidden Valley Basins Acquisition

• Advance acquisition of two basin sites for the project is necessary before the sites are developed.

• Geotechnical and environmental investigations of the sites began in December.

• An in-house 30% design to refine the rights-of-way needs for the basins has been done and is the basis for the acquisition.

• The acquisition process has begun, and could require up to 12 months to complete.

PlanningRawhide Wash Channelization DCR

• An alternatives analysis to be developed with the goal of reducing the extent of the flood hazard and floodplain west of Scottsdale Road.

• Tasks will include data collection, alternatives analysis, cost estimates and a recommended alternative.

• Coordination with Phoenix and ASLD.

• Completion of the DCR is anticipated in summer 2019.

Design27th Ave. and Olney Ave. Storm Drain & Basin Project

• IGA with City of Phoenix was approved by BOD on September 19, 2018.

• Design effort will be in two phases:

Work Assignment 1: 23rd Ave Basins

• NTP December 12, 2018

Work Assignment 2: Storm Drain

• NTP in February 2019

• The city has acquired two of three basin sites, with third basin acquisition underway.

• City will be lead for basin construction.

Target is to begin construction before start of 2019 monsoon season.

DesignRawhide Wash Flood Hazard Mitigation

• The project will consist of a conveyance alternative, improving existing floodwalls and levees along the wash with added features at Happy Valley Road, all to contain 100-year flood flows.

• Project partners are Phoenix and Scottsdale. Coordination with ASLD.

• A project Resolution was adopted by the BOD in April 2018, and a design IGA will go to the BOD in January 2019.

• A consultant has been selected for design, and the contract will go to the BOD in January 2019, with a NTP scheduled soon thereafter.

DesignMcMicken Dam Rehabilitation

• Design of Phases 1 and 2 continues.

• Phase 1 new emergency spillway and principal outlet: construction start anticipated in August 2019.

• Continue working with Maricopa Water District for siphon crossing design and Beardsley Canal segment relocation.

• The Outlet Channel In-House design is at 90%; final P&S in spring 2019.

• Phase 1 of channel excavation will be bid in FY19. The contract will include disposal of some excavation material at an existing nearby MCDOT pit. An IGA is being developed for this purpose.

• Dirt broker has until April 2019 to remove 500,000 cy of channel material.

• City of Scottsdale is the lead agency.

• Phase 1A and Phase 1B-1 construction has been completed by the city.

• Design of Phase 1B-2 continues.

• Phase 1B-2 construction start anticipated in spring 2019.

• Future Phase 2 south of Indian School Road to Salt River remains at a conceptual design stage.

• Updating of project P&S has been completed.

• Utility conflict relocations are on-going; anticipated to be complete in January.

• This is a unilateral FCD project and 100% FCD funded.

• Construction of Phase 1 and Phase 2 has been completed.

• O&M will be provided by each project partner in their respective jurisdictions; Peoria, Surprise, and District in Unincorporated County.

• District is working with Peoria and Surprise to identify a possible start date for design of Phase 3.

• Construction NTP was given July 9. Construction duration is fifteen months.

• Contractor is excavating the 107th Avenue basin and working on multiple box culvert structures.

• The project is a partnership with the City of Phoenix who will own, operate and maintain the completed project.

• Design continues for Phases 2 & 3; presently at 90% and moving to 100%.

• Phase 2 will be ready for construction in April 2020 pending funding availability, and NRCS approval for phasing.

• Design of the channel and decommissioning of the dam continues. Presently at 90% and moving to 100%.

• Phase 2B design continues.

• Phase 2B is final construction phase. Construction start is anticipated in October 2019.

• A new IGA with NRCS will be required for funding needed to complete Phase 2B.

• FCD will work with NRCS to develop a new IGA using newly adopted NRCS guidelines.

Small Project Assistance Program (SPAP) Review

• FCD has assisted with funding 64 small projects in communities throughout Maricopa County since 2011.

• SPAP funding restricted to $250,000 or 75% of project construction costs, whichever is less.

• Survey sent to partner communities for feedback on program – strengths and opportunities for improvement (response requested by Jan. 31).
