Our intent was to discuss roles and responsibilities and identify some meaningful actions that can help to improve the community. In addition to the two Boards, there were approximately 10 residents who took the time to attend and to learn what is happening. Major topics of discussion included the status of our water system, the proposed Intergovernmental Agreement (IGA) between the Chapparal Metro District and the Arapahoe County Water and Wastewater Authority, an update on our new community website, an update on the Architectural Control Committee and Covenant Enforcement, and Entrance Improvements. Information on the proposed IGA will be forthcoming from the Metropolitan District Board. As reported previously, the HOA Board had retained an outside management company for Covenant enforcement. Unfortunately, we had just started to work with the Management Company, when they abruptly decided to exit that business and thus terminate our relationship. Accordingly, Covenant Enforcement is back in the hands of our fellow residents. Notwithstanding the fact that the responsibility is back in-house, it remains our intent to send letters of Covenant Violations. If you receive a letter, please comply and take the appropriate corrective action to place you in compliance with the covenants. The Board and the Architectural Control Committee will be working closely together to correct violations, and to ensure that the Covenants are properly enforced. President’s Report– by Jim Harrington

On September 11, the Chapparal Homeowner’s Association Board and

the Board of the Chapparal Metropolitan District held a Joint Meeting to discuss major activities ongoing in the community and improvements which we can undertake jointly. Our intent was to discuss roles and responsibilities and identify some meaningful actions that can help to improve the community. In addition to the two Boards, there were approximately 10 residents who took the time to attend and to learn what is happening.

Unfortunately, we had just started to work with the Management Company, when they abruptly decided to exit that business and thus terminate our relationship. Notwithstanding the fact that the responsibility is back in-house, it remains our intent to send letters of Covenant Violations. If you receive a letter, please comply and take the appropriate corrective action to place you in compliance with the covenants. Community Sleigh Ride!We are thrilled that we will be hosting the 4th Annual Chapparal Sleigh Ride!

Time: 5 – 8 pm

Location: 7202 S. Chapparal Circle West (corner of Chapparal & Geddes)

While we are two months away from the event, it’s not too soon to think about whether you would be willing to volunteer your time or services. We are looking for volunteers to help with the following either prior to or on the day of the event:

• Bake/bring cookies or other baked goods (3-4 dozen would be ideal)

• Serving beverages (coffee/hot chocolate)

• Kids’ crafts

• Sleigh ride sign-up (pre-registration) the night before the event.

• Sleigh ride sign-up on the night of the event

• Setting up and decorating the tent on the day of the event

• Clean-up after the event

message from South Metro Fire Rescue this week where out-of-date, direct-to-the-fire-station phone numbers are still surfacing in some neighborhood newsletters and directories.

“Years ago every station had separate phone numbers and separate phone lines,” according to Fire Chief Robert Rinne. “When we updated our phone system to one with a central switchboard, we kept the old numbers active and had those numbers automatically roll-over to the new number” says Rinne. “Unfortunately some people still have those numbers and try to use them in an emergency,” the chief says. While some people may take comfort in calling the nearest fire house directly, there is no guarantee firefighters will be home to answer. “If no one is around to answer the phone,” says Rinne, “then emergency crews will be delayed. 911 is staffed 24 hours a day, 7-days a week. While there is a back-up number to South Metro’s dispatch center in case the 911 system goes down, 911 is the first and best option in an emergency,” the Chief concluded.

South Metro is now taking steps to disconnect all old numbers and anyone with these numbers posted by their phone should discard them. The number for the administrative office of South Metro is 720-488-7200. The non-emergency number for MetCom dispatch center is 720-488-7263.

The men and women of South Metro Fire Rescue provide emergency medical, fire suppression, and fire prevention services to the people living and working in 76 square miles of Arapahoe and Douglas counties. It includes the cities of Greenwood Village, Cherry Hills Village, Centennial and Lone Tree, as well as much of the Denver Tech Center, Inverness, Park Meadows, Centennial Airport and the communities of Castle Pines Village, Castle Pines North, and Louviers. Arapahoe County and City of Centennial Stormwater Management Manual Draft Now AvailableArapahoe County and the City of Centennial are cooperating in an effort to adopt a new Stormwa-ter Management Manual. The new Manual will provide the criteria and standards for development and stormwater management within Arapahoe County, the City of Centennial, and the newly formed Southeast Metro Stormwater Authority. The Manual is available for public review and comment.

A draft of the Stormwater Management Manual, instructions for submitting comments, and information regarding an upcoming Open House meeting to discuss the draft Manual can be found on the County’s website at: www.co.arapahoe.co.us. PhotoMusical AdventuresPhotographer Ron Ruhoff will share his photos of Colorado in two slide shows set to music this month.

Thanks!The teen volunteers who help out with the Summer Reading Programs at our libraries each year are something special, and we want to extend our sincere gratitude to each and every one of them. More than 264 teens donated 3,931 hours of their free time to the annual effort to encourage children, teens and adults to read during the summer. This year, approximately 6,200 children, 3,200 teens and 1,680 adults joined Arapahoe Library District Summer Reading Programs.

Monday, September 11, 2006Call to OrderThe meeting was called to order at 7:09 pm. BOD Members in Attendance: Jim Harrington, MaryAnn Neumann, Randy McCurdy, Joni Hibdon, Terri Lash, Juergen Kuebler. The minutes for the August 2006 meeting were

approved.II. HOA Communications a. Chapparal Newsletter contents, timing and

delivery options were discussed. The Board approved having the newsletter delivered via first-class mail versus bulk mail.

b. Update regarding Chapparal Website (www.chapparal.org) was provided. The website is live and includes various sites for community members to visit. Residents of Chapparal will continue to receive communications regarding this website.

III. Architectural Control a. Discussion regarding residents who are not

compliant with City of Centennial code and Chapparal covenants took place.

b. Community Property Management resigned. The ACC will assume responsibility for contacting non-compliant residents.

Joint MeetingI. The Water System Status was provided by Lou

Hurtado on behalf of the Centennial Metro District (CMD).

II. Merger with ACWWA water supply status.The Chapparal Metro District provided a thorough update regarding a possible merger with ACWWA to ensure future water supply.

a. HOA Support was requested by Chapparal Metro District, to consider this merger.

b. Ballot Schedule.Should changes be made to our current water supply, an election will occur in 2007. The Chapparal Community will receive educational information through written communications and town hall meetings.

III. Metro District Financial Presentation was provided and included an update regarding:

VIII. Christmas Light Expenditures and responsibility for costs (Centennial Metro District or HOA) was discussed.

Next HOA meeting will be held on October 9, 2006 at 7 pm at Creekside Elementary School.The meeting was adjourned at 8:55 pm.

Every year, before the first freeze, the ritual of irrigation “blow out” becomes the priority for all irrigation systems. Even if you have drained some water out of the system, the remaining water can freeze, expand and crack the PVC piping (rigid, white pipe), usually from fitting to fitting. Polyethylene pipe (flexible, black pipe) is used in many freezing climates. Although polyethylene pipe is more flexible and can expand under pressure, water left inside could freeze and rupture the pipe walls. Freezing water in the backflow assembly will damage the internal components and often cracks the brass body resulting in costly damage.
